Mumbai's iconic Air India building completes 50 years

Designed by New York architect John Burgee, it was one of a kind when it opened

If Mumbai’s Marine Drive is the ‘queen’s necklace’, the Air India building is surely the prized diamond at its centre. This week, the iconic building, the very epitome of what a skyscraper is to an entire generation of Indians, completes 50 years.

With 23 floors, the Air India building in Mumbai’s Nariman Point might not exactly be a skyscraper in the age of Burj Khalifas and various assorted towers nudging at the clouds. Yet, for the socialist, prudent nation that India was in June 1970, the building symbolised so much—its world-class aspirations, of what India can achieve. In a way, the building complemented the very organisation it was supposed to house. Air India, then under JRD Tata, was then on a glorious high, an airline up there among the best, and with overarching ambitions of flying higher.

Designed by New York architect John Burgee, the building was one of a kind when it opened. Along with Express Towers, the nearby block which housed The Indian Express newspaper, it was one of the first skyscrapers to come up on the southern tip of land reclaimed from the sea and developed as the central business district of India’s commercial capital.

The post-modern edifice looks streamlined enough, with tiny recesses for its 1,500-plus windows that give sweeping views of the Mumbai skyline from Malabar Hills downwards to the Arabian Sea. The interiors, beside being plush and world-class, had many firsts—it was one of the first fully air-conditioned large office complexes. All the six lifts had piped music, one of them reserved to zoom up exclusively to the board room on the 23rd floor. Besides two levels of underground parking, quite a novelty in India then, the building also housed many invaluable pieces of art, part of the now-famed Air India collection which were showcased in an exhibition recently.

When the revolving giant neon-sign of the Centaur, Air India’s emblem, was installed atop the building, it was another much-talked-about anecdote to add to the building’s illustrious tales.

“This building is not just a concrete structure, but an identity for Air India. It was the culmination of JRD Tata's dreams,” muses Nitin Mhatre, patron and former president of Air India Employees Union.

The going hasn’t been smooth always, of course. It was one of the primary targets of the 1993 Mumbai serial bomb blasts, a bomb going off in its basement parking. Twenty were killed, with a bank building situated right above the parking completely destroyed. In 2008, one of the targets of the Mumbai attacks was the Trident-Oberoi building in its neighbourhood. Security forces used the massive building as a base to evacuate hostages from the hotel during the three-day ordeal.

Air India’s deteriorating fortunes have had an impact on the building, too. The final straw was when the airline merged with its domestic sibling Indian Airlines. Though the name was retained, the headquarters was shifted to Airlines House in 2013 (though it continued to retain a booking office and some office space at its erstwhile head office). Several floors are presently leased out to other firms including some Union government departments and nationalised banks, while some lie deserted.

Just like its parent organisation, the Air India building is also waiting for a saviour. There were talks of selling the building ever since the airline’s HQ moved to Delhi, but nothing has come of it so far. The previous Maharashtra state government under Devendra Fadnavis had evinced interest in buying the building for Rs 1,400 crore, but it is not clear where the proposal stands now, with a change in power after the state assembly polls a few months ago. Jawaharlal Nehru Port Trust, as well as LIC, have also shown interest in buying the iconic building.

Perhaps, the Air India building, if not its namesake airline, could still hope of soaring into the skies in the coming years.

With the Maharashtra government facing a space crunch at the Mantralaya and its annexe, some of its offices will soon have a new address – the iconic 23-storey sea-facing Air India building at Nariman Point, just 600 metres away from the state secretariat.

At a meeting chaired by Chief Minister Eknath Shinde on Wednesday, the State Cabinet decided to acquire the building for Rs 1,601 crore.

In 2018, five years after shifting its headquarters to New Delhi, Air India decided to dispose of the building as part of its asset monetisation plan, and called for bids from interested parties.

While Air India’s asking price was Rs 2,000 crore, the Maharashtra government had then offered Rs 1,400 crore, the Jawaharlal Nehru Port Authority offered Rs 1,375 crore, and the Life Insurance Corporation offered Rs 1,200 crore.

Festive offer

The process, however, got stalled with the change of government in 2019. After the Eknath Shinde government took charge, discussions were restarted with Air India, and the state government decided to raise its offer to Rs 1,601 crore.

On Wednesday, the Maharashtra Cabinet ratified the fresh proposal. The government also decided to waive off about Rs 250 crore of unrealised income and interest that Air India owed the state government for the leased land.

After the Mantralaya fire in 2012, many government offices and departments are scattered across different areas of the city, some of which are at a distance from the state secretariat. According to officials, the state government pays about Rs 200 crore annually as rent for these offices.

With the acquisition of the Air India building, about 46,470 square metres of space will be available.

“Steps are being taken for early possession of the Air India building at Nariman Point and the decision to waive all lost income and other penalties of Air India was taken at the Cabinet meeting,” a senior government official confirmed.

Currently, the building is owned by Air India Assets Holding Limited, a company created by the Union Ministry of Civil Aviation in 2018 to manage all Air India-owned properties.

Last year, Deputy Chief Minister Devendra Fadnavis had met Union Civil Aviation Minister Jyotiraditya Scindia , seeking preference for the state government when disposing of the building.

Nine floors of the building are vacant at present. Three floors house GST offices while the Income-Tax department occupies eight floors. The ground and first floors are currently with Air India, and the government has communicated to Air India Assets Holding Company that it should hand over the building free of encumbrances.

The Air India building was one of the targets of the Mumbai serial blasts in 1993, when 20 people were killed in a car bomb blast in the area.

  • Air India Building

The Air India Building is a 23-storey commercial tower on Marine Drive in Nariman Point , Mumbai , India. The building served as the corporate headquarters for the Indian national airline, Air India , up to 2013. There are at least 10,800 square feet (1,000 m 2 ) of space on each floor of the building. In February 2013, Air India officially vacated the building as part of its asset-monetisation plan, and shifted its corporate office to New Delhi. The Indian Airlines House was chosen as the airline's new headquarters. However, the airline still retains the 21st, 22nd and 23rd floors in the building. [3]

John Burgee of the New York City architectural firm Johnson/Burgee designed the building. [4] The Air India Building was completed in 1974, and is owned by the airline. It occupies one of Mumbai's choicest real estate locations in Nariman Point. Located on Marine Drive, facing the Arabian Sea , the building is a landmark on Mumbai's skyline with the airline's trademark centaur icon on its top. The centrally air-conditioned building was the first in India to have an escalator , carrying customers from the street-level to the airline's main booking office. [5] It initially had 30 companies as tenants, now it has only 2. [1] The Air India building was one of several high rises including Express Towers and the Oberoi Sheraton that came up at Nariman Point, a 64-acre reclamation from the sea which was initiated as a project to ease the housing crisis in Mumbai but was later auctioned off in plots to various companies. Air India once hung a board on this building, its new headquarters, that said “Nariman had a point and we’re on it!”. [6] [7]

The building was one of the targets of the 1993 Bombay bombings . A car bomb exploded in the afternoon on 12 March 1993 in the basement garage of the building. [8] 20 people were killed in the attack and the offices of the Bank of Oman located above the garage were destroyed. [9] In 2007, Farooq Pawale was convicted and sentenced to death for planting the bomb that led to 20 deaths and injured nearly 100 others. [10]

2010s [ edit ]

During June 2011, the ground floor was occupied by Tata Consultancy Services , and Air India occupied 7 floors and 15 floors lay empty. [5] Air India started planning to move the Headquarters of Air India to Delhi, where the rent is cheaper. [11] The Air India Building was then expected to be sold for Rs 20 billion or leased for ₹ 660 million every year. [11] By January 2013 Air India continued to occupy six floors of the building. [12] The office of the chairperson remained in the Air India Building. [13] Moreover, it has offices of Service Tax & Income Tax under Ministry of Finance.

Air India head office move [ edit ]

In February 2013, Air India board gave a formal approval to the proposal to shift its headquarters from Mumbai to Delhi, leasing out vacant space in the building. However, the chairman's office was still retained in the Air India building itself. Air India struck a deal with State Bank of India to lease out four floors in the building and expected to earn ₹ 10 billion (US$140 million) by March 2014 through the monetisation of its property. Air India chairman Rohit Nandan said that only three floors in the building will be retained by Air India. [14] Later, the Indian Directorate General of Shipping decided to lease another three floors in the building. [1]

State could clear acquisition of Air India building for 1,600 crore today

After the eknath shinde government assumed office in june 2022, the state government revised the bid to ₹1,600 crore against air india’s asking price of ₹2,000 crore. jnpa and lic have not amended their offers.

MUMBAI: The state government’s decision to buy the iconic Air India building at Nariman Point for ₹ 1,600 crore is expected to be cleared by the state cabinet in its meeting on Wednesday. The building was constructed in 1974 on land owned by the state government.

After the 2012 fire at Mantralaya, four major departments—public health, medical education, water supply and sanitation, and rural development—have been operating from GT Hospital. These departments, along with others, will be shifted to the Air India building. Officials said that many entities were vying for the property.

The 23-storey building is owned by Air India Assets Holding Limited, a company created by the union ministry of civil aviation in 2018 to manage all Air India-owned properties. Nine floors of the building are vacant at present. Three floors house GST offices while the income-tax department has eight floors. The ground and first floors are currently with Air India, and the government has communicated to Air India Assets Holding Company that it should hand over the building free of encumbrances.

According to sources, the BJP feared that if the building was sold to a private entity, it would invite criticism, and hence the party wanted a government body to buy it. The Centre-owned Jawaharlal Nehru Port Authority (JNPA) and the Life Insurance Corporation (LIC) of India were also in the fray earlier but finally the Maharashtra government’s bid came out tops.

In 2019, the state bid ₹ 1,400 crore for the building, while JNPA bid ₹ 1,375 crore and LIC ₹ 1,200 crore. After the Eknath Shinde government assumed office in June 2022, the state government revised the bid to ₹ 1,600 crore against Air India’s asking price of ₹ 2,000 crore. JNPA and LIC have not amended their offers.

Deputy chief minister Devendra Fadnavis chaired two meetings on the issue, the last one on November 5. He said that the state government would convey its intent to the Centre.

In a meeting at Mantralaya on May 1, 2019, UPS Madan, the then state chief secretary, had placed the government’s terms and conditions before the then civil aviation secretary Pradeep Kharola and Air India’s then managing director Ashwani Lohani. At the time, Air India wanted to retain the topmost floor along with the logo. That will now be relegated to history, given the state’s firm condition of full ownership.

A towering city icon

One of Mumbai’s iconic buildings, the sea-facing Air India tower came up on state government-owned land at Nariman Point in 1974. It was built by John Burgee of the New York-based architectural firm Johnson/Burgee. Burgee was known for his contribution to post-modern architecture.

The building was one of the targets of the 1993 Bombay bomb blasts—a car bomb exploded in the basement garage, killing 20 people and destroying the offices of the Bank of Oman located above. The thirteenth floor of the building remains unoccupied to date because of superstition.

The 23-storey building was put up for sale in 2018 as part of Air India’s asset monetisation plans. It has an area of 4.99 lakh square feet, two basements and a tunnel.

The Air India Building is a 23-storey commercial tower in Mumbai , India . The building served as the corporate headquarters for the Indian airline, Air India , up to 2013. There are at least 10,800 square feet (1,000   m 2 ) of space on each floor of the building. In February 2013, Air India officially vacated the building as part of its asset-monetisation plan, and shifted its corporate office to New Delhi.

The Indian Airlines House was chosen as the airline's new headquarters. However, the airline still retains the 21st, 22nd and 23rd floors in the building. [3]

John Burgee of the New York City architectural firm Johnson/Burgee designed the building. [4] The Air India Building was completed in 1974, and is owned by the airline. It occupies one of Mumbai's choicest real estate locations in Nariman Point. Located on Marine Drive, facing the Arabian Sea , the building is a landmark on Mumbai's skyline with the airline's trademark centaur icon on its top. The centrally air-conditioned building was the first in India to have an escalator , carrying customers from the street-level to the airline's main booking office . [5] It initially had 30 companies as tenants, now it has only 2. [1] The Air India building was one of several high rises including Express Towers and the Oberoi Sheraton that came up at Nariman Point, a 64-acre reclamation from the sea which was initiated as a project to ease the housing crisis in Mumbai but was later auctioned off in plots to various companies. Air India once hung a board on this building, its new headquarters, that said "Nariman had a point and we're on it!". [6] [7]

The building was one of the targets of the 1993 Bombay bombings . A car bomb exploded in the afternoon on 12 March 1993 in the basement garage of the building. [8] 20 people were killed in the attack and the offices of the Bank of Oman located above the garage were destroyed. [9] In 2007, Farooq Pawale was convicted and sentenced to death for planting the bomb that led to 20 deaths and injured nearly 100 others. [10]

During June 2011, the ground floor was occupied by Tata Consultancy Services , and Air India occupied 7 floors and 15 floors lay empty. [5] Air India started planning to move the Headquarters of Air India to Delhi, where the rent is cheaper. [11] The Air India Building was then expected to be sold for Rs 20   billion or leased for ₹ 660   million every year. [11] By January 2013, Air India continued to occupy six floors of the building. [12] The office of the chairperson remained in the Air India Building. [13] Moreover, it has offices of Service Tax & Income Tax under Ministry of Finance.

In February 2013, Air India board gave a formal approval to the proposal to shift its headquarters from Mumbai to Delhi, leasing out vacant space in the building. However, the chairman's office was still retained in the Air India building itself. Air India struck a deal with State Bank of India to lease out four floors in the building and expected to earn ₹ 10 billion (US$120   million) by March 2014 through the monetisation of its property. Air India chairman Rohit Nandan said that only three floors in the building will be retained by Air India. [14] Later, the Indian Directorate General of Shipping decided to lease another three floors in the building. [1]
