Joseph Mak , a Singapore Travel Photographer, the founder and CEO of Unusual Expedition. He is also a Fujifilm X-Photographer with Singapore Fujifilm.

He has travelled more than 40 countries and guided nearly 100 tours as a travel photographer, imparting his knowledge and skills to his protégés, many of whom have followed him repeatedly in his expeditions, hoping to get that momentous unique signature shot and to advance their skills.

Joseph Mak. the experienced travel photographer spear-headed and conceptualised Unusual Expedition, a photography tour company that brings photography enthusiasts to the most exotic locations throughout the world.

Joseph’s interest in photography began in 2009. After attending a photography course, he continued to improve through  exploring various photographic techniques, reading, research and experimentation to enhance the technique of his photography.

Starting from landscape photography, he explored street and outdoor portraiture photography, extrapolating the different techniques to produce interesting travel photos. His philosophy as a Singapore travel photographer was in capturing the perfect moment with maximum details, thus requiring minimum post-processing of images.

Joseph is known for his artistic and dynamic travel shots that had inspired many to follow his footsteps. His images had won many accolades, of recognisable mention being the PSA and FIAP awards.  His remarkable images of the highlights of Norway were featured in a joint collaboration with the Norwegian Embassy in a photo exhibition. He also published a photo book on Israel in collaboration with the Israeli Embassy, and hosted travel photography talks and conferences to share his knowledge and experiences.

Joseph is also a food connoisseur and often includes partaking local delights with his charges in good restaurants. Oftentimes in selected Michelin-starred restaurants during his photographic travels, making his tours unique. He is also not averse to chilling out to local art and music scenes during his tours. Comfort and safety are hallmarks of his trips.

His enthusiasm for travel photography compels him to travel an average of 250 days a year.  As a travel photographer, some of the exotic locations he has covered, include The Arctic, Antarctica, Svalbard, Vanuatu, Ethiopia, Tanzania, Kamchatka, in addition to the usual favourite photographic regions in Europe, Asia, South America and Africa.

Alex Soh is a firm believer in the power of photography to communicate ideas and emotions. He desires to capture the wonders of nature that will compel people to worship its wonderful Creator.

Alex’s journey as a graphic designer started in 1995. Prior to setting up his own design studio, he had worked in areas of design, advertising, and TV production. Reflecting his expertise and creativity, he was involved in projects from TV commercials to documentary productions including shoots for Nikon Tokyo, Adobe Headquater, and Singapore Tourism Board. Today, he focuses on travel and landscape photography to build corporate photo libraries. 

He loves photography because it is a way in which he can express himself. Through this medium, he is able to share with others his passion—that is to capture pictures that touch lives. With his own initiative, he has been conducting talks to young professionals and students on "Who Am I? A Self-Discovery Journey”, to inspire them to discover their very own giftedness. Alex said “Photography is a window that has brought him to see the world. Photography is his teacher, it has made him to be a better person.” 

Alex was also invited to be one of the ILFORD Master photographers and ILFORD Brand Ambassador in 2018 to be featured together with some world-class photographers and artists from around the world. Nikon Ambassador in Singapore (2010-2015) and Epson Ambassador in Singapore since 2016. He is an active promoter of fine art photography since 2008 in Singapore and China and has given talks to thousands of photographers on fine art photography to promote photographic exhibitions in the region. He has accomplished six solo exhibitions and many group exhibits in Asia. Alex believes that a good photograph is all about opportunity.

He took the first prize for the Singapore Young Photographer Award by City Developments Limited in 2018. His works have also been published on Forbes, HuffPost and Financial Times, and he’s clinched ambassador roles with big names like Unsplash and Olympus. All that aside, we’re truly mesmerised by his bird’s eye view of the Lion City that’s reminiscent of the Hong Kong skyline. Not to mention the mouthwatering snaps of his three Michelin-starred clients.

Ultimate Singapore Photo Guide: Top 10 Most Instagrammable Spots

Singapore is truly a photographer’s delight: a fusion of diverse cultures, incredible architectural innovations, a towering city skyline, and colorful historic buildings, all wrapped up in one tiny island nation. If you’re planning a visit to Singapore and want to up your photography game, keep reading for my guide to the top 10 most Instagrammable spots in Singapore (in no particular order).

Shop the Post!

1. marina bay sands – ce la vi rooftop bar.

If you’re not trying to shell out mega bucks for a hotel room at Marina Bay Sands , there’s still a way to experience that signature Singapore view for a fraction of the price. Instead, head to CE LA VI , an open air rooftop bar at Marina Bay Sands. I recommend arriving about an hour before sunset for the best view. We paid around $26 SGD (~$19 USD) for each drink, which is more than I’d usually want to pay. But comparing that to the price of the SkyDeck viewing platform ($23 SGD), the viewing experience and drink combined weren’t a bad deal.

We were lucky enough to snag a table right by the railing to watch the sunset and light show over the harbor. Although swimming in the famous infinity pool is reserved for hotel guests, it was still cool to check out the view of the pool overlooking the city skyline (and to snap a few photos)!

These brightly colored traditional Peranakan -style houses are one of the most Instagrammable photo ops in Singapore. And the best part is, they’re free to visit! The houses are located in a residential neighborhood east of the city’s CBD on Koon Seng Road . Please make sure to be quiet and respectful of the residents, as people do live in the houses.

3. Old Hill Street Police Station

Old Hill Street Police Station in Singapore

Formerly a police station, this rainbow building now houses Singaporean government offices, although it retained the Old Hill Street Police Station name. Cross the street to get a wide shot of this multicolored facade. Even better, try to catch a shot with a motorbike passing by for some visual interest!

4. Chinatown & Buddha Tooth Relic Temple

With its colorful buildings, pedestrian streets, and red lanterns strung overhead, Chinatown is one of the most visually interesting photo spots in Singapore. Perhaps the most notable piece of architecture in Chinatown is the Buddha Tooth Relic Temple.

Want to know my trick for capturing the best view of the Buddha Tooth Relic Temple? Just west of the Temple is an old apartment building with a set of easily accessible exterior stairs. I was searching for a way to photograph the Temple from an elevated position, and although the stairs looked a bit sketchy, I figured I’d give it a try. I walked up maybe five flights of stairs and from an opening in the stairwell was able to capture a great vantage point of the Temple framed by Singapore’s skyline in the distance.

5. Gardens by the Bay: Supertree Grove & Cloud Forest

Gardens by the Bay is an iconic Singapore attraction and not one to be missed for those looking to photograph some of the cities most unique visuals. In fact, I visited Gardens by the Bay three times over the course of my Singapore trip to explore different parts of the attraction and to experience it during both night and day.

The Gardens by the Bay Supertree Grove looks like something out of Avatar. The Supertree Grove, which is free to visit, is worth seeing both during the daytime and at night for the mesmerizing Garden Rhapsody light show. If you come to see the lightshow, which happens daily at 7:45pm and 8:45pm, be sure to arrive early and expect a crowd!

If you visit in the early morning, you can capture photos walking among the towering Supertrees with no crowds. If you’re not a morning person, you can still capture stunning vantage points of the Supertree Grove from the elevated OCBC Skyway ($8 SGD / $6 USD) or for free from raised pathways overlooking the Supertrees through some foliage.

Another must-visit attraction at Gardens by the Bay is the Cloud Forest , which together with the Flower Dome , costs $28 SGD (~$21 USD). I visited the Cloud Forest just after the 9am opening time and was able to capture empty photos of the famous 30 meter / 98 foot tall waterfall before the crowds arrived. There are so many interesting angles to capture the Cloud Forest from the various raised walkways—you can really get creative! One of my favorite shots captured Marina Bay Sands peaking out in the distance.

6. Hawker Centers

One of the most amazing things about Singapore is the FOOD! I am a huge street food enthusiast (I actually wrote my thesis on street vendors in China), and so had to check out Singapore’s famous hawker centers . In addition to their diverse food offerings, hawker centers are also a fascinating photographic destination, especially if you like to photograph people, food, and daily life. Some of the hawker centers I visited are Maxwell Food Centre, Chinatown Complex Food Centre, Market Street Interim Hawker Centre, Amoy Street Food Centre, and Lau Pa Sat. Each hawker center offers certain staples like chicken and rice, but it’s definitely worth checking out multiple, as each has its own specialties and unique atmosphere.

7. Little India & Tan Teng Niah

Little India is another fun place to capture colorful scenes and daily life. Probably the most famous site in Little India is the multicolored former house of Tan Teng Niah , the perfect rainbow backdrop to make your Instagram feed pop. I also recommend checking out the intricate architecture of the various Hindu temples located both in Little India and around Singapore.

8. Helix Bridge

Located adjacent to Marina Bay Sands, the Helix Bridge is modeled after the structure of DNA. Although I didn’t arrive early enough to capture the Helix Bridge without the crowds, this unique piece of modern architecture also boasts excellent views of Marina Bay Sands and the harbor.

9. Kampong Glam & Masjid Sultan

Kampong Glam in Singapore

Although Kampong Glam certain feels “glam” with its cool shops, the name originally derived from the Malay words “kampong,” meaning village, and “gelam,” the word for cajeput tree. One of the best photo spots in this Malay-Muslim neighborhood is the opulent Masjid Sultan mosque, pictured above. To capture this view through the arch, head to the corner of Muscat St. and Kandahar St. Take a wander around the neighborhood to photograph colorful street scenes and different angles of Masjid Sultan.

10. Chinese Gardens

Last but not least is Singapore’s Chinese Gardens . Although it’s a relatively long metro ride out from the CBD, the effort to get here is totally worth it. From the metro station, the Chinese Gardens are an easy five minute walk, and entrance to the gardens is free. The Chinese Gardens are filled with serene natural spaces and interesting architectural features, including pagodas, pavilions, and bridges. I recommend climbing up the 7-story pagoda for an amazing view over the gardens, as well as visiting the twin pagodas, pictured above.

BONUS: ArtScience Museum

Although I didn’t get the chance to visit the ArtScience Museum when I was in Singapore, I’ve since seen awesome photos of the museum’s light displays on Instagram. Definitely a spot worth checking out—I wish I’d gotten the chance to visit!

Our waters aren’t ‘boring’: Meet the disabled diver who photographs Singapore’s sea critters

SINGAPORE: As the waves roll gently beneath him, Kelvin Pung guides his diving hood over his head, tugging it into place with his right hand.

With focused effort, he works his limbs into his wetsuit before reaching round his torso to fasten various straps into position.

“When I try to rig up my scuba gear, there are a lot of clips I need to buckle,” says the 46-year-old when asked about the most challenging part of getting ready for a dive.

But swimming with only one functioning arm is “very easy”, he adds.

The avid underwater photographer has been capturing artistic photos of Singapore’s marine critters since 2014. Losing the use of his left arm in an accident years ago has not deterred his quest to document and promote the island’s aquatic gems.

And gems there are, like the “doughnut doto” — which is a nudibranch, or sea slug, with ring-shaped appendages — that is also found in Indonesia, Papua New Guinea and southern Africa but possibly nowhere else.

“According to the regular divers, … they can only find this in fewer than three or four places in the world,” he says.

He has also shot photos of the Pikachu nudibranch, another specimen sought after by marine photographers overseas and mainly found in the Indo-Pacific’s tropical waters.

Pung is one of four individuals featured in On The Red Dot’s latest series, Secret Heroes , which celebrates Singaporeans who are quietly contributing to the nation in their own way despite the odds stacked against them.

BLOWN AWAY BY BEAUTY OF MARINE LIFE

It was in 1996 when Pung lost the use of his left arm in a serious road accident. “The nerves got pulled out (of) my spinal cord,” he shares. “I can’t move my fingers — all the way to my shoulder.”

For a left-hander, the loss of mobility was devastating. But after training his right hand to take over his motor tasks, he continued with activities he felt he could “still do well” despite his disability, such as swimming.

Then in 2011, on a snorkelling trip to the Maldives, he found himself blown away by the beauty of marine life.

He felt a desire to learn scuba diving to explore more of the sea’s hidden depths — and was curious about how far he could challenge himself.

The next year, he started taking diving lessons from a family friend who was a certified instructor, keeping to a teacher-student ratio of 1:2 for safety.

He later picked up photography and eventually began taking photos underwater, using his right hand to operate the camera while lighting his subjects with a torch mounted on a tripod on the seafloor.

“When I’m diving, the water actually helps me to compensate for the weight of the camera,” he says. “It makes it easier to operate with one hand.”

What is less favourable for him — and other divers — are the visibility conditions in local waters. Visibility can drop to as low as two metres on some days, owing to land reclamation works and heavy sea traffic round the island.

This may be why many Singaporeans think “there’s nothing here” when it comes to finding notable sea creatures. “A lot of people are sceptical about local marine life,” Pung says.

But if you look for food sources that draw marine critters, he adds, such as coral colonies and seaweed clusters, you have a better chance of spotting Singapore’s elusive fauna.

An experienced guide can help point out specimens that mainly range in size from 2 millimetres to 10 centimetres. Newer divers may miss these critters and thus dismiss Singapore’s waters as “boring”, he continues.

He has photographed a myriad of sea creatures, from billowing corals to shimmering fish to scuttling crustaceans. His favourite critters remain the sea slugs of the nudibranch order, which come in a riot of colours and forms.

“So with my photographs, I (hope people) will know that there’s actually a lot of marine life in Singapore,” he says.

DISCOVERING ‘NEW RECORDS’ FOR SINGAPORE

Together with fellow enthusiasts, Pung started a Facebook page in 2015, named SG Underwater Macro Photographers , to showcase their photos highlighting Singapore’s marine biodiversity.

Much of the pleasure of creating close-ups of these critters, he says, comes from the surprises the divers get when they process their photos.

The images give these creatures a larger-than-life quality, revealing their intricate features and beauty not apparent to the naked eye.

“It’s just the details that amaze me,” Pung enthuses. “Every time I look (at) my computer …  I zoom in and see different things.”

With 1,900 members now, the Facebook page has also become a repository of information for researchers.

“With more divers posting in the group, we get to … discover that some of the critters (photographed) can be new records for Singapore,” says environmental volunteer Toh Chay Hoon, 47, a group member who specialises in identifying sea slugs.

“New records” refer to wildlife with a known scientific name, but which had never been sighted in a certain area before.

One such discovery Toh helped to identify was the nudibranch, Trapania scurra, which diver Lim Chee Ying photographed in March near Pulau Hantu. The new biodiversity record was later published in the journal, Nature in Singapore.

Such photographic evidence is crucial in helping scientists to better understand a species’ ecological movements, habitats and behaviour.

Pung’s passion for promoting local marine wildlife has also rubbed off on others such as professional commercial photographer Toh Xing Jie, who credits Pung with introducing him to Singapore’s underwater treasures five years ago.

“Kelvin was the one who brought me along on one of his (dive) trips,” he recounts, adding that Pung showed him the various sea creatures around Pulau Hantu, for instance.

When Resorts World Sentosa’s SEA Aquarium approached the 30-year-old to mount an underwater macrophotography exhibition this year, it was a no-brainer for him to call Pung for assistance.

“He’s the one who showed me the ropes,” says Toh Xing Jie. “It’s only right that he has to be part of this project.”

“I’m the lighting assistant,” quips Pung, who also helped to locate the underwater creatures. “It’s like teamwork. He shoots, I look, and I hold the torch.”

As their photos continue to spotlight the beauties of local marine wildlife, they hope to arouse more Singaporeans’ curiosity and appreciation of what lies in these waters.

“After 500 dives, I’m still spotting new creatures I’ve never seen before,” says Pung. “I still have the urge to look for new creatures (on) every dive.

“You’ll be awed by what you can see under the water.”

STB suspends Little India's Sky Centre Air Travel

Sky Centre Air Travel, located at 93A Syed Alwi Road, has been suspended by Singapore Tourism Board since Aug 21.

This is a result of the company’s failure to submit its audited statement of accounts, which has to be submitted within six months after the close of its financial year.

The suspension will remain in effect for up to six months or until the statement of accounts is submitted.

During the period of suspension, Sky Centre Air Travel will still need to fulfil its existing obligations to its customers but is not be allowed to accept new travel bookings.

STB reiterated in its Aug 22 statement that it "takes a serious view against errant travel agents and will not hesitate to take necessary actions to protect the reputation of Singapore’s travel industry".

MSIG was formed in 2001, but its roots go all the way back to the early 20th century. It was formed from the merger of Mitsui Marine & Fire Insurance Co. and The Sumitomo Marine & Fire Insurance, with the former being descended from the Taishō Marine and Fire Insurance Co. founded in 1918!

If MSIG has been protecting people from fires and the seas for over a hundred years, surely they’ve got the insurance game down pat, right? Let’s take a look at how they fare in the skies with their MSIG TravelEasy travel insurance .

1. MSIG TravelEasy travel insurance—What plan tiers do they offer?

MSIG offers 2 types of travel insurance across 3 tiers:

2. MSIG TravelEasy travel insurance review—Is the coverage worth the price you pay?

How does msig price their traveleasy travel insurance plans.

Like many other insurers, MSIG prices their plans according to the country you are travelling to. They have 3 main categories:

  • Area A : Brunei, Cambodia, Indonesia, Laos, East and West Malaysia, Myanmar, Philippines, Thailand and Vietnam.
  • Area B : Australia, China (excluding Inner Mongolia and Tibet), Hong Kong, India, Japan, Macau, New Zealand, Sri Lanka, Taiwan, and all those in Area A.
  • Area C : Worldwide, including territories in Areas A and B.

Premiums for Area A are the lowest, while those for Area C are the highest. You can also expect to pay more if you plan for a longer trip.

One thing to note for MSIG’s travel insurance pricing for single trips is that the first 3 days will cost you more than the subsequent days. For example, let’s say you take a 7-day trip to Laos. The first 3 days will cost you a premium of $38 for the Standard plan, which works out to $12.67 per day. However, their daily rate is $6 per day. Your entire trip will cost you $62, but you pay most of it during the first 3 days.

This also means that 1- or 2-day trips are not very value for money with MSIG, since the minimum premium you have to fork out is the premium for a total of 3 days. A day trip to Kuala Lumpur will cost you the same as a 3-day trip to the same destination.

MSIG TravelEasy travel insurance—Summary of coverage and benefits

In terms of coverage, MSIG’s travel insurance plans are well-balanced. Their middle tier, Elite, offers coverage that is around the median in Singapore amongst the travel insurance plans we surveyed. Their lowest and highest tier plans generally offer coverage that hovers around the Elite plan’s, neither disappointing us with super low nor impressing us with sky high coverage amounts. All in all, these coverage amounts are reasonable and competitive.

It’s when you consider the price you pay for your coverage that things look a bit less rosy. For the Elite plan tier, you’ll be paying $83 for a 7-day ASEAN trip—that’s slightly more than the average in Singapore ($70) for just average coverage amounts. It’s not daylight robbery, but if you’re expecting above average coverage with this above average price, you’d be disappointed.

Let’s see if MSIG’s travel insurance performs well in other areas.

3. MSIG TravelEasy travel insurance—Covid-19 coverage

You know those bottomless brunches that market their buffet’s free-flow champagne, but actually require you to top up an extra $50++ to enjoy their Moët & Chandon Imperial Brut? To me, the travel insurance equivalent is when a travel insurer advertises their extensive COVID-19 coverage, but asks you to pay an extra $20 per week to get it. Except in this case, it’s worse—COVID-19 is still lurking around, and getting covered for it is more of a necessity than a luxury item like free-flow bubbly.

The good news is that MSIG is not one of those insurers that get under my skin for offering COVID-19 coverage at an extra cost. Their COVID-19 insurance coverage is automatically included in all their plans—yup, for both Single Trips and Annual Plans! Here’s what you’ll be covered for:

Unfortunately, MSIG’s COVID-19 travel insurance cover does not extend to its Pre-Ex plans for those with pre-existing health conditions.

4. MSIG TravelEasy travel insurance—Extreme sports and outdoor adventure coverage

Thrill seekers, rejoice. MSIG’s TravelEasy Elite and Premier plans cover the following activities:

  • Zip-lining, zip-riding, bungee jumping, parasailing, tandem skydiving, tandem paragliding, tandem hang gliding;
  • Sightseeing on hot-air balloon, helicopter, airplane;
  • Canoeing or white-water rafting with a qualified guide and up to Grade 3 (of International Scale of River Difficulty);
  • Jet skiing, helmet diving;
  • Scuba diving, up to the qualified depth of the insured person’s diving certification, and at all times accompanied by a  qualified dive instructor or dive master and does not exceed depth of 30 metres;
  • Ice skating, tobogganing, sledging; snow tube sliding, dog sledding, snow rafting; skiing or snowboarding, snowmobiling provided these activities are not done in off piste, ungroomed, unpatrolled areas or places not recommended for beginner to intermediate users;
  • Up to 3,000m above sea level for hiking, trekking or mountaineering; or
  • Marathon (up to 42.195km).

The only catch is that adventurous activities are not covered under the Standard tier. Since MSIG’s adventurous activity cover is not an optional add-on you can slap onto any plan, you have no choice but to pay for the Elite or Premier tiers if you’re an adrenaline junkie

Do also note that all of the activities above are subject to you meeting specified safety standards and certifications. They don’t care if you’ve been scuba-diving since you were 5 (is that even possible?). If you dive deeper than 30m and–touch wood–something happens to you, your insurance will not cover it. These safety requirements are pretty standardised across the various insurance providers in Singapore.

5. MSIG TravelEasy travel insurance exclusions—What to look out for in their terms and conditions

Terms and conditions are long, boring, and tricky. Here’s what I found after poring over them.

  • You must report any lost baggage or personal belongings to the police within 24 hours and obtain written documents from them in order to make a claim.
  • Among others, MSIG will not cover the loss of documents like your identity card, driving license, employment pass or work permit or resident permit. I usually just avoid bringing these documents overseas unless absolutely necessary.
  • The coverage for sports equipment (including golf equipment) is only applicable for loss or damage due to accident or theft during the journey overseas—not if you damage your equipment while you are golfing. That one’s on you.
  • You also won’t be covered for expenses you paid for by redeeming air miles, holiday points, or other membership or credit card offers. As much as we love our hotel rewards programmes , using these points to redeem a stay will mean any unforeseen circumstances that lead to cancellations will not be valid for compensation from MSIG.
  • Disappearing =/= dying. Touch wood, but if your plane/ship/train runs into an accident but does not experience a “total loss” and they cannot find your body, your death is not confirmed. That means the corresponding compensation will not be paid out. 

6. MSIG TravelEasy travel insurance—Claims process

Touch wood, but what if something happens to you overseas? Get acquainted with the claims process for MSIG well in advance so you have an idea of how easy or difficult it is.

The most important thing to do when an incident occurs during your trip is to notify MSIG . Do this as soon as possible, and at most within 30 days of your trip, by visiting this MSIG travel insurance claims page and clicking on “Submit claim online”.

If you find yourself in an emergency situation overseas, call the MSIG Assist 24-hour hotline at +65 6323 8288 .

When the incident happens, the rule of thumb is to report everything and document everything. That means making a police report (within 24 hours) and obtaining a copy of the report, getting a Property Loss/Damage Irregularity Report from your airline/cruise/train/bus operator, and taking photos of any damaged items. The more the merrier.

Once you submit your claim online with all the relevant information and documents, wait around 2-3 weeks for MSIG to process it. This waiting time can be longer during peak travel periods.

7. MSIG TravelEasy vs FWD travel insurance

Let’s see how MSIG stacks up compared to a popular travel insurance provider in Singapore, FWD:

Even if you add the cost of FWD’s COVID-19 cover, MSIG’s TravelEasy travel insurance is still more expensive than FWD’s. It does offer better coverage for things like travel delay ($500 – $1,500 vs FWD’s $300 – $1,000), but the coverage amounts are otherwise generally neck to neck. FWD is more value for money.

8. MSIG TravelEasy travel insurance promotion

9. MSIG TravelEasy travel insurance review—Final thoughts

MSIG TravelEasy has decent coverage across the various coverage areas, from travel delay to trip cancellations. All 3 of their plans hold their own compared to other travel insurance plans in Singapore that we compared them against.

I like that MSIG TravelEasy plans offer options for those with pre-existing conditions at similar prices. They also come with things like COVID-19 coverage and coverage for adventurous activities already included (the latter only for their Elite and Premier plans, which I recommend you get anyway because the Standard plan’s coverage is too low).

The only downside is that MSIG TravelEasy travel insurance comes with slightly larger price tags compared to other insurers in SIngapore. SG’s platform worker protections to kick in from January 2025

Singapore’s previously announced labor protections for ride-hailing and on-demand delivery workers – otherwise known as platform workers – will kick in from January 1, 2025.

From that date, on-demand service operators such as Grab and Foodpanda must provide platform workers with work injury compensation aligned with that of employees. Operators will have to contribute to the Central Provident Fund (CPF) savings scheme, while workers’ required contribution rates will rise.

The companies must also allow platform workers – who numbered at 70,500 in 2023 – to be represented by bodies with similar powers to unions .

The implementation date was announced by Senior Minister of State for Manpower Koh Poh Koon on August 22 during a visit to Foodpanda’s Robinson Road office. This comes two weeks after a bill was tabled in Parliament to implement the protections.

“The fundamental thing that we want to do is to make sure that the platform economy continues to develop sustainably, and to make sure there is a level playing field for all the operators in this space to also treat all working persons equally,” Koh told reporters.

Separately, the government will enhance its previously announced CPF transition support scheme for low-wage platform workers to ease them into making higher CPF contributions.

Announced in Budget 2023 , the Platform Workers CPF Transition Support (PCTS) scheme gives monthly cash payouts to low-wage platform workers to offset part of their increase in CPF contributions.

The scheme is being enhanced in two ways. First, the payouts will cover 100% of the increase in platform workers’ CPF Ordinary and Special Account contributions in 2025 – up from the previously announced offset of 75%.

“This means that the government is paying fully for platform workers’ CPF contributions in 2025. Platform workers will not see a drop in their take-home pay and, at the same time, will see more contributions into their CPF [next year],” said the Ministry of Manpower in a statement.

The offset for 2026 will be increased to 75%, up from the previously announced 50%. The offsets will taper off from that year and cease in 2029.

The second enhancement is to the PCTS’ qualifying monthly income cap. This will be raised to S$3,000 (US$2,300), up from the previously announced S$2,500 (US$1,900), so that more workers can benefit from the scheme.

This corresponds with a similar enhancement to the Workfare Income Supplement (WIS) scheme, a separate initiative that tops up the salaries of lower-income workers. From January 2025, the WIS’ qualifying monthly income cap will also be raised to US$2,300, from around US$1,900 before.

Under the upcoming protections, platform workers and companies will need to make CPF contributions at the same rate as employees and employers, as long as the worker is aged below 30 in 2024. Those aged 30 and above that year are not obliged but can choose to opt into this full CPF regime.

Companies will also be required to insure the platform workers to the same level that employees are covered under the Work Injury Compensation Act.

Platform workers have thus far lacked these protections, as they are currently classified as self-employed persons (SEPs). But under Singapore’s upcoming measures, they will be designated as a separate legal class, distinct from employees and SEPs.

This is similar to what has been done in the UK, where an intermediate class of “workers” enjoys some, but not all, the protections that employees have.
