Rhode Island treatment provider accused of fraudulently billing Medicaid

(WJAR) — A former Rhode Island health group is facing legal action from federal and state prosecutors.
Earlier this week, U.S. Attorney for Rhode Island Zachary Cunha and the Rhode Island Attorney General Peter Neronha intervened in a civil suit against The Journey to Hope, Health and Healing Inc. and its former CEO Kenneth Richardson.
The civil complaint, filed back on April 14 but unsealed just the other day, alleges The Journey and Richardson defrauded the Rhode Island Medicaid program for millions of dollars for substance use disorder treatment services that were never given to patients seeking those services.
The filing also claims The Journey and Richardson Jr. allegedly failed to provide proper treatment plans and counseling for patients receiving methadone, a medication used to treat opioid use disorder.
"These Defendants knowingly held themselves out as a certified and accredited opioid treatment provider, subject to specific federal and state requirements, including that they provide individualized treatment plans and adequate rehabilitative counseling services for patients, when, in fact, they were routinely failing to provide treatment plans and adequate counseling for patients for whom they were providing methadone," read the complaint.

Documents allege the parties collected more than $15 million from Medicaid over a six-year span, and claim The Journey management falsified records to make it seem as if the missing services had been provided.
"...in anticipation of audits by accreditation officials and by the Rhode Island Executive Office of Health and Human Services, Journey management repeatedly directed employees to create and backdate documents in order to make it appear that updated individualized treatment plans were in place and that the required counseling sessions were occurring when, in fact, they were not," wrote the U.S. Attorney and AG. "Multiple employees followed these instructions, creating false records in order to support Journey’s continued billing."
The complaint takes over a 2020 lawsuit filed by two former The Journey employees turned whistleblower. The Journey is no longer an active Rhode Island company, having been bought by Behavioral Health Group in late 2021.
A spokesperson for BHG told NBC 10 News Tuesday it "created new legal entities, and immediately began operating as BHG treatment centers" after it bought The Journey's four Ocean State locations.
"We are in full regulatory compliance with the treatment and recovery services that we provide to our patients. The lawsuit against Journey of Hope has nothing to do with us and will not effect our patients in any way," wrote Nancy Buttyan, a BHG spokesperson.

In a statement to NBC 10 News, Richardson Jr. objected to the lawsuit's allegations, writing, "The Government has alleged that The Journey submitted False Claims to Medicaid for reimbursement. We strongly disagree with these allegations and intend to vigorously contest them. The Journey entered into an agreement with the State of Rhode Island to provide methadone services to those in need of such medication and that is precisely what we did. Every dose of methadone billed was clinically appropriate and provided as prescribed."
Federal and state authorities say more than half of the $15 million claimed by Journey during the timeframe was false, and are seeking to get back up to three times the amount paid out.
No word on when the legal fight will resume in the courtroom.

I had a preliminary assessment with Don and can't wait to get started on my path. This newly opened location is very convienent for us islanders. Second floor location with an elevator.
The Staff here are passionate about helping people and that's what they do best. Opened bright and early for dosing, also opened Saturdays! There are multiple locations for easy access so it's not a long trip if you're living in RI. At The Journey you are not a number, you get the right treatment with personal 1 on 1 attention from a counselor.
I went on an interview here in the cranston location. Let me just say was not a good experience. The interviewer was rude and insulted my resume and kept reading off of my resume like line for line and it wasn't just that, some of the questions were boardline inappropriate to ask and didn't seem relevant towards the job itself. Was very strange and it should have said on the job board it is a methodone clinic just an fyi for people not familiar. Then I was introduced to people and they were like oh are you hired?, like I went along with it, but was strange overall.

A screening of Transcendence: A Journey of Hope + Healing, 76 minutes, USA, 2024, followed by a Question + Answer session with filmmakers Jane C Wagner + Tina DiFeliciantonio; and one of the film’s main characters, Dr. Hawthorne Smith. Every day, at the Bellevue Program for Survivors of Torture, the beautiful resilience of the human spirit is on stunning display. People from more than 100 countries come to this “big village” to heal from a range of human rights abuses. Survivors find strength from a team of therapists, physicians, and advocates whose cross-disciplinary methods help them recover their voices and reclaim their lives. Filmed over ten years, this intimate documentary — the first of its kind — traces the powerful stories of four asylees – from Tibet, Sierra Leone, Chad, and Jamaica, and reveals the radical power embedded in the day-to-day journey of healing. Transcendence offers a moving, radically optimistic counter to the silence of trauma . By offering sensitive, human portraits of different ways trauma manifests in the lives of individuals and through an inspiring narrative that shows healing is possible, this film is essential viewing.

Who should attend?
Staff of torture rehabilitation programs that are funded by the Office of Refugee Resettlement and/or are members of the National Consortium of Torture Treatment Programs as well as others who provide services to survivors of torture. This session is designed for providers working with survivors of torture and forced migration populations.
Objectives:
After attending this webinar, participants will be able to:
- Develop an understanding of the importance of building relationships of trust when working with torture survivors, including strategies for establishing and maintaining trust within therapeutic settings.
- Explore the concept of creating brave spaces by bearing witness to trauma stories, including the significance of providing a supportive environment where survivors feel safe to share their experiences without fear of judgment or retribution.
- Recognize the transformative power of giving voice to those who were once rendered voiceless, including how storytelling can empower survivors to reclaim their narratives and promote healing and resilience.

Jane C. Wagner and Tina DiFeliciantonio, directors and producers of Transcendence, a project to which they have dedicated over eight years of filming more than 200 hours of footage, as well as decades of expertise. From cinema vérité to impressionistic documentaries, DiFeliciantonio and Wagner’s critically acclaimed films have been screened and broadcast throughout the world. Their wide-ranging work — wartime rape, AIDS, child abuse, social justice, teenage sexuality, civil rights, art, science, ethics, and sustainable energy — has garnered dozens of top honors, such as two National Emmy Awards and two Sundance Film Festival Awards, including the Grand Jury Prize for Best Documentary. Wagner and DiFeliciantonio began their professional careers after graduating from Stanford University’s M.A. Film Program, where DiFeliciantonio made her directorial debut with the student Academy Award-winning LIVING WITH AIDS, which was the first film on the subject to be broadcast nationally on PBS. Over the course of 35 years, Wagner and DiFeliciantonio’s intellectual and creative collaboration continues to be sustained by a shared vision and passion for storytelling. They have produced in countries worldwide, including Hungary, Senegal, Abu Dhabi, Bangladesh, India, Japan, Australia, Jamaica, China, England, Mexico, and Turkey. Their work has been seen on HBO, Sundance Channel, Showtime, New York Times television, MTV, SyFy, U.S.A. Network, and foreign television. They have participated on numerous juries and moderated panels for the Sundance Film Festival, International Documentary Association, New York Women in Film & Television, and P.O.V./PBS, among others. DiFeliciantonio and Wagner also serve(d) on the Board of Directors of such organizations as ITVS, Women Make Movies, Frameline, and Independent Filmworks Inc. DiFeliciantonio, in particular, is exceptionally committed to public service in the New York metropolitan area. Wagner holds an M.Sc. in Political Sociology and a B.Sc. in Political Science/Economics from the London School of Economics. DiFeliciantonio holds a B.S. in Humanities and a B.S. in Business from Drexel University. Each graduated from Stanford University with an M.A. in Communication. On a personal level, DiFeliciantonio has also felt the long-term impact of torture in her own family. During WWII, soldiers beat and gang-raped her aunt and grandmother. Witnessing how the trauma of these corrosive events reverberate through her family many years later, DiFeliciantonio has a deep interest in the recuperation of survivors.
Dr. Hawthorne Smith
President of NCTTP and Director of the Bellevue Program for Survivors of Torture
Dr. Hawthorne Smith is a licensed psychologist and the Director of the Bellevue Program for Survivors of Torture. He is also an Associate Clinical Professor at the NYU School of Medicine in the Department of Psychiatry. Dr. Smith received his doctorate in Counseling Psychology (with distinction) from Teachers College; Columbia University. Dr. Smith had previously earned a Bachelor of Science in Foreign Service from the Georgetown University School of Foreign Service, an advanced certificate in African Studies from Cheikh Anta Diop University in Dakar, Senegal, as well as a Masters in International Affairs from the Columbia University School of International and Public Affairs. Among his clinical duties, Dr. Smith has facilitated a support group for French-speaking African survivors of torture for the past 25 years. He also speaks extensively at professional conferences and seminars on providing clinical services for survivors of socio-political violence, and enhancing cross-cultural clinical skills among therapeutic service providers. Dr. Smith has been recognized for his work with such awards as: the Robin Hood Foundation’s “Hero Award”; the “Frantz Fanon Award” from the Postgraduate Center for Mental Health; the “W.E.B. DuBois Award” from the International Youth Leadership Institute; the “Distinguished Alumni – Early Career Award” from Teachers College; the “Man of Distinction Award” from the National Association of Health Service Executives; the “Union Square Award for Community Advocacy” from the Fund for the City of New York; and a “Humanitarian Award” from the Cousul General of the Republic of Haiti. Prior to coming to Bellevue, Dr. Smith was a youth counselor to “court involved youth” in Washington, DC during the height of the crack epidemic. He then coordinated care at a shelter for homeless families in San Francisco prior to, and in the aftermath of 1989 earthquake. Dr. Smith was also a co-founding member of Nah We Yone, Inc. (a non-profit organization working primarily with refugees from Sierra Leone, as well as other displaced Africans in New York), and helped to coordinate the International Youth Leadership Institute (IYLI), a leadership program for marginalized New York City teens. Currently, Dr. Smith provides forensic evaluations, human rights consultations, and mitigation services on capital cases for private legal firms and public entities such as the US Department of Defense and the US Office of the Federal Defender. Dr. Smith is also a professional musician (saxophonist and vocalist) with national and international experience.

Hospice care can provide a great deal of comfort and support to families in need. It allows patients to spend their final days in the comfort of their own home, surrounded by loved ones. Hospice professionals provide emotional and spiritual support to patients and their families, helping them to cope with the end-of-life journey. The good of hospice care is that families can feel at ease knowing their loved ones are receiving compassionate care and support during their final days. Unfortunately, not all hospice experiences are positive. There have been cases where patients have received poor care, or have been neglected by hospice professionals. At one time or another, most of us have lost hope. Situations don't always turn out as we would like. Yet hope can be one of the most powerful perspectives for healing.
In particular, hope can help individuals with mental health issues find meaning, purpose, and motivation in their lives. It can help them persevere through difficult times and overcome the challenges they face.
What is Hope?
Hope is defined as an expectation or desire that something will happen. It is also defined as an experience of trust. We might hope that our favorite sports team will win the championship or that the commute to work will be traffic-free. When we apply hope to our mental health issues, we often see improved treatment outcomes and reduction of symptoms.
Hope in Addiction Treatment
Addiction is a complex health issue that affects millions of people worldwide, often having a devastating impact on individuals and their families. However, hope can be a powerful force in overcoming addiction. Hope is associated with positive outcomes in addiction treatment, including reduced substance use and improved mental health.
Hope can help individuals with addiction stay motivated to overcome their challenges and remain committed to their recovery. In short, people who believe, at least part of the time, that they can overcome their addiction often do experience recovery.
Hope in Trauma Recovery
Traumatic experience often has a significant negative impact on individuals' lives. Trauma can result from a wide range of experiences, including physical or sexual abuse , natural disasters, or military combat. Trauma can lead to symptoms such as flashback memories, nightmares, and hypervigilance. These symptoms at times can be resistant to treatment. However, hope can provide individuals with the strength and motivation to heal from trauma. Hope in trauma recovery is associated with improved outcomes, including reduced symptoms of post-traumatic stress disorder ( PTSD ). As with those experiencing addiction, trauma survivors can use hope to motivate them through the difficult work of healing.

Depression affects millions of people in the U.S. and around the world. People experiencing depression often have extended periods of feeling sadness, hopelessness, and/or worthlessness. However, hope helps people heal from depression, too. Believing, even if only now and again, that recovery is possible is associated with reduced depression symptoms and improved quality of life. Hope allows a person to experience the impermanence of depression symptoms, sometimes just for a moment, and know that depression, too, can resolve.
Hope for Recovery from Anxiety
Anxiety is the most common mental health issue in the U.S. Anxiety symptoms include excessive worry, fear , and panic attacks, symptoms that can feel difficult to manage and frightening to experience. However, research indicates that hope plays a pivotal role in shaping individuals' perceptions of their ability to cope with anxiety, instilling a sense of resilience and determination.
Hope can foster a positive mindset, empowering individuals to confront their fears and embrace effective therapeutic interventions. Hopeful individuals show a strong correlation between hope and treatment adherence, indicating that hopeful individuals are more likely to actively engage in therapy and follow through with recommended recovery strategies.
Becoming Hopeful
How does one foster hope? Developing hope while dealing with significant mental health issues is a multifaceted process, but it is possible with the right support and strategies.
One crucial aspect is fostering a sense of connection and social support, whether through therapy, support groups, or trusted relationships. Setting realistic goals and focusing on small, achievable steps can provide a sense of progress and accomplishment.
Engaging in activities that bring joy, practicing self-care, and maintaining a healthy lifestyle as much as possible can contribute to overall well-being. Cognitive-behavioral techniques, such as challenging negative thoughts and replacing them with positive ones, can help people reframe their perspective. Seeking professional help from mental health providers who specialize in evidence-based interventions can provide valuable guidance and assist in developing personalized strategies for cultivating hope.
Hope is a powerful tool for resolving mental health issues such as addiction, trauma, depression, and anxiety. Hope can provide individuals with the strength and motivation to overcome their challenges and persevere through difficult times. Hope is associated with improved outcomes in mental health treatment, including reduced symptoms and improved quality of life.

On World Health Day Today, Shweta Kawaatra, Mona Singh And Shruti Seth Discuss Their Battles With Mental Health
I n the labyrinth of life, we often find ourselves grappling with unseen battles, silently wading through the murky waters of our minds. In a world that often stigmatizes mental health struggles, the journey to healing can feel lonely and overwhelming. However, amidst the shadows, there are beacons of hope, individuals who illuminate the path with their courage, resilience, and unwavering determination to conquer the darkness within.
Shweta Kawaatra, an esteemed actor, shares her poignant journey through the depths of postpartum depression, shedding light on the tumultuous emotions that engulfed her after the birth of her child. “My struggles with mental health largely began after I gave birth,” she confides. “There was little to no information I had around life, hormones, and even challenges post-delivery, and the realities struck me hard.” With candor and vulnerability, Shweta narrates her battle with anxiety, tears, and despair, culminating in a revelation that marked the dawn of her healing journey. “Eventually, I realized that this was depression, and I began to work towards it,” she shares. Through the embrace of Buddhism, coupled with alternative treatments like Ayurveda and acupuncture, Shweta triumphed over her demons, emerging as a beacon of hope for countless others traversing similar paths.
Most importantly, “I was vocal about my challenges with postpartum depression, which allowed me to connect with a host of other women with similar, shared experiences. This also led me to start my community, ‘My Mental Wellness Journey’, on coto, wherein I could connect with these women, share my experiences and learn from theirs. With this, I also realised how important it is to get support from friends, family and such communities where you can be vulnerable and speak about your challenges and anxieties,” adds Shweta.
In parallel, Shruti Seth, an acclaimed actress and certified mental wellness coach, offers her insights into the intricate tapestry of mental health. “I haven’t really faced any medical issues pertaining to mental health, but I feel that all of us deal with some level of anxiety and stress, and so do I,” she reflects. Through introspection and therapy, Shruti embarked on a transformative journey of self-discovery, unraveling the threads of her psyche to forge a path of healing and empowerment. “The best gift I gave myself is therapy,” she asserts. “Just the fact that I was able to sit with a trained professional and unravel my thoughts, behavior, and reactions, and learn how to deal with them better, has helped me understand myself.”
Shruti adds, “Also, through my own education in mental health, I’ve learnt that we have all the answers, but a therapist helps us reach them. Having said that, I don’t believe therapy is a one-size-fits-all solution, and can bring different experiences for different people. Becoming a mental wellness coach has also helped me change a lot of problematic patterns within myself that were holding me back.”
“I think everyone must get therapy,” believes Shruti. Sadly, even today, a lot of Indian families still associate therapy with chronic mental illnesses, which is a huge misconception. “This is where I feel online spaces such as coto help, wherein women not only find a community of other women to talk to about their issues, but also find live consultations by verified therapists and medical professionals to seek therapy in times of dire need – no matter the time or day. The fact that women can book sessions on the app and get consultations here itself, while maintaining a certain degree of anonymity, is not only convenient, but makes therapy accessible to a lot of women,” shares Shruti.
Women go through so many issues they aren’t even allowed to address, including postpartum depression and hormonal imbalances, which tampers with the ability to function normally. In these situations, seeking therapy can help them find people to hear them out and guide them towards working on themselves better.
Echoing the same sentiments, Mona Singh, an eminent actress, underscores the profound impact of community support in navigating the labyrinth of mental health struggles. “Thankfully, I’ve been blessed with a supportive community and network of friends and family who I can talk to whenever something bothers me,” she shares. Mona advocates for the destigmatization of mental health issues and the importance of seeking timely support from trusted professionals. “One of the best ways to overcome these struggles is by talking to a verified and trusted mental health professional,” she emphasizes.
Ruchi Kochar, a counselor and therapist, amplifies the imperative of collective action in fostering a culture of empathy and support. “With the number of suicides increasing day by day, I believe that the society at large has to come together to help people battling mental health issues,” she asserts. Through proactive outreach, subtle gestures of kindness, and the creation of safe spaces, Ruchi advocates for a holistic approach to mental wellness, where individuals feel empowered to seek support without fear of judgment or stigma.
In essence, the narratives of Shweta, Shruti, Mona, converge to form a tapestry of resilience, empathy, and empowerment.
