How can I get travel documents if I am a protected person in Canada?

Passport Canada issues refugee travel documents and certificates of identity to protected persons in Canada.  This is the case whether you are stateless or if you have citizenship from another country.

Important Note : US border services have recently made changes to who may enter the US. Please read this article for more information.

If you are a protected person or stateless person in Canada, but not yet a Canadian citizen, you may still be able to travel with documents issued by Passport Canada .  However, these documents do not allow you to travel to your country of citizenship.  Obtaining these documents can take several months, and it is recommended that you do not make travel plans until you receive them.

If you are a refugee or protected person you may be given a refugee travel document . In some cases you may be given a certificate of identity .

Once you have submitted your application form and supporting documents, Passport Canada will decide which document you are eligible for.  There are fees for both documents. Not all countries recognize certificates of identity; therefore, you should check with the consulate or embassy of the country you are planning to visit about their entry requirements.

Application

To apply for either document, you must fill in an  application form , sign it and, ask a guarantor and two references to sign it as well. A guarantor is a person who can confirm your identity. The requirements for guarantors are listed on the application form. Only certain people can be a guarantor for your application.

Along with the application form, you will need to submit the following documents: 

  • A document showing your immigration status in Canada, such as a protected person document, verification of status document or temporary resident permit
  • One identity document
  • Passport size photographs
  • Any other passports, travel documents or certificates of identity (valid or expired) you have from Canada or another country
  • Children’s applications must include a document showing who their biological or adoptive parents are

It is also important to remember that if you are travelling to a country that requires a visa , you will need to obtain one.  When you travel, you should also bring documentation proving your status in Canada to show immigration officials upon your return to Canada.

Can I travel outside Canada as a refugee?

Yes. If you're in Canada as a refugee, you can travel outside the country, but until you become a Canadian citizen, there are a few things to consider. This applies if you are a resettled refugee , whether privately sponsored or Government-Assisted, or you have been recognized as a protected person in Canada, either by the Immigration and Refugee Board of Canada (IRB) or through the Pre-Removal Risk Assessment (PRRA) process.

Required documents

You must apply through Passport Canada for a Refugee Travel Document in order to travel outside Canada.

Refugee travel document

A Refugee Travel Document can be used like a passport to travel to other countries, but will not allow you to return to your country of citizenship or to the country where you were persecuted.

This is not the same as having a Canadian passport. Countries that allow Canadians to enter without a visa may require a visa from a person travelling on a refugee travel document. You should always check the requirements for entry with the consulate or embassy of the country you'd like to visit when planning your trip.

The processing time for the travel document may vary. So, it is recommended that you wait until you have received your travel document and the necessary visas before making any specific travel plans.

To apply for a Refugee Travel Document, you must:

  • Complete the application form under " Apply for a travel document for non-Canadians "
  • Gather all necessary documents
  • Obtain two identical passport photos
  • Find a guarantor and two references
  • Pay the fees

Important: If you came to Canada through a refugee resettlement program, or if you have been recognized as a refugee in Canada, you must not use a passport from your country of origin, as this could result in your status in Canada being revoked by cessation .

Re-entering Canada with a permanent resident card

If you are a permanent resident of Canada, a permanent resident card is required to re-enter the country . Make sure that your permanent resident card does not expire during your trip. If it does, you can obtain a Permanent Resident Travel Document (PRTD) while you're abroad.

You can apply for permanent resident status as a protected person if:

  • your refugee claim is accepted and the government doesn't appeal the decision, or
  • you have been given protected person status after making a successful Pre-Removal Risk Assessment (PRRA) application

A permanent resident is someone who is allowed to live in Canada but who is not a Canadian citizen. Most permanent residents are citizens of other countries. Some are stateless.

As a permanent resident, you have the right to:

  • live, work, and study anywhere in Canada
  • get most social benefits that Canadian citizens receive, such as healthcare and employment insurance
  • be protected by Canadian law

You don't have the right to:

  • vote in elections or run for Canadian political office
  • apply for a Canadian passport
  • travel outside of Canada for a long time
  • work in some jobs that need a high-level security clearance

And, in some situations, you can lose your permanent resident status in Canada.

There is no deadline to apply for permanent residence status but it's a good idea to apply as soon as possible. It can take up to two years or longer to become a permanent resident.

If you must travel outside of Canada before you get your PR card, you will need to apply for a Travel document for protected persons , also called a Refugee Travel Document. Don't apply for a passport from your home country, even if you are not travelling there. If you apply for a passport from your home country, the Canada Border Services Agency (CBSA) can make an application to cancel your protected person status .

Once you are a permanent resident, you should only travel outside of Canada with a valid PR Card. Your PR card shows that you have permanent resident status in Canada.

But, if you spend too much time outside of Canada, you could lose your permanent resident status. The general rule is that over a period of 5 years, you must be in Canada for at least 2 years of that time, in total. That's the same as 730 days. The 730 days don't have to be one after the other. And part of a day counts as a full day.

It's important to get legal advice about your situation before you travel outside of Canada for a long time.

To become a Canadian citizen, you must first be a permanent resident. Many permanent residents apply for citizenship as soon as they can  show that they qualify .

Me: Is that forbidden now to travel using my home country’s passport? I heard that I can lose my PR status if I do. Officer: No, it’s not forbidden, you can certainly travel on your home country’s passport, it will not impact your PR status, we just not advising it. You should apply for RTD and use that to travel. Me: Why you are not advising it? Officer: Because if something happens to you while you are travelling, you will not be able to get a consular assistance from Canada using your national passport. Me: Okay, I already have a RTD and I want to continue using it, but when I applied for it on application form it says that I must return RTD once I obtain a national passport, which you just returned to me. Me: I just became a PR and CIC returned my national passport, on RTD application form it says that I must return it to you once I got my national passport back, but I have concerns regarding travelling on my national passport. Is that even allowed? When I landed, officer told me that it’s not forbidden. I spoke with call center agent before who referred my call to you and he said I need to apply for Certificate of Identity, because I am no longer considered a refugee, I disagree. Officer: It’s good that you contacted us, not many people are so proactive after they become PRs. Previous agent gave you wrong information, you don’t need to return to us your RTD and and COI is not for you. You were right, once you became a PR, it doesn’t change anything, you still considered to be a Convention Refugee. When you send us application form PPTC 190, you are going to get only one type of a document. Government is not going to decide whether you going to RTD or COI, it has already been decided, based on your status and with your status you are going to get a Refugee Travel Document, whether you are Permanent Resident or not yet. It’s not forbidden to travel on your national passport, but CBSA may strip your refugee status because of that. Me: That’s what I thought. Thank you for clarifying that information, I am glad I trusted my gut and contacted you. Officer: What you must do though, is send us your National Passport. You need to send it to us and we will keep it, It’s important to understand that you cannot have two valid Travel Documents in your possession, it’s a security risk and that’s our main concern and that’s why it says that you must return RTD in case you obtain a national passport. Me: Are you going to return my national passport back to me at some point in the future? Officer: Yes, in two cases – If it’s expired, or when you become a Canadian Citizen. Officer: But you must wait for your PR card in order to apply, just send us explanation letter along with your application, national passport and PR card and you should be able to get a new RTD for 5 years. Thanks Ranbowbee. You did a great job providing this very important and accurate information. I'll try to translate it to Arabic so the Arab community can benefit from it too (after your permission). Now, I'd suggest we use this post to share our travel experience using our Travel Document. I'll be the first to share hoping others jump on board too. I got mine last year for 2 years too. I am still not a PR. I applied for Schengen Visa and had to travel to Ottawa for the finger print to get my visa. I received the visa by mail in 2 weeks. I traveled by air to Germany and cleared Schengen Zone with no issue. Then I traveled all around Germany using different transportation methods. I flew to Czech Republic. Rode a bus to Poland. Mini bus to Slovenia. Another bus to Hungary. Slovenia-Hungary border was the only border, they came on the bus and checked passports. Speed train from Hungary to Austria. Train from Austria to Switzerland. Train to the Netherlands. Bus to Belgium. Fly back to Canada. All went very smooth with no issue. I might be able to try different European countries again this year. However, I am thinking of going without Schengen Visa this time to save $ but don't think the risk/reward worth it specially with all the Migration issues in Europe. Let's hear from the others.

it s good information I just want to say RTD need visa for Europe and don't do any risk because of some money. I traveled in 2013 with RTD to Norway, I got visa and I delivered within 10 days. When I want left Canada first Question was ... do you got visa ? Anyway I left Canada without any issue but when i want to back to Canada in Amsterdam they asked me how you entered to Europe? I answered them from Paris. Officer asked me so why they didn't stamped ? I answer I have no idea why they didn't. So they hold me for 1 hour to check if it s true or not and they asked for PR card and I answered them I didn't get it yet. after 1 hour they told me u can go now we check it and everything is fine.just they stamped in Netherlands when I back.

Countries in Europe which accept RTD without visa: 1. Germany 2. Hungary 3. Slovenia 4. Slovakia Countries in Europe which do NOT accept RTD: 1. Norway 2. Iceland 3. Spain 4. Portugal Actually there is an excel file on EU web site for what countries accept what documents. I can't find it now!!

Most things in this section are straightforward, but two issues that people get stuck on are:

What is a UCI?

You can find this on your immigration documents (for example: Record of Landing paper). It will be 8 to 10 digits with one or two hyphens (-) in the middle of the number. UCI (Unique Client Identifier) is just your client identification number: the number that IRCC uses to identify you in your dealings with them.

Anticipated date of Travel: How can I get a Refugee Travel Document Urgently?

To get a travel document expedited, you will need to show proof of urgency. Not all urgencies are treated the same by IRCC. Here are the best to worst urgent reasons.

Note: IRCC states in their instructions in section A, ‘We recommend that you not finalize your travel plans until you receive the requested travel document.’ This may seem like good advice, but if you are thinking of simply requesting urgency or typing up a letter, this will, in most cases, not work .  You must show proof to increase your odds of success. As you’ll see below, any letter has to come from somewhere like a hospital or an employer and be on their official letterhead, written (and preferably signed) by an official of that organization. You’ll often need additional proof as you’ll see in the following table.

Note: All documents not in English or French will need to be translated by a certified translator. 

Section 2: Declaration of Guarantor – PPTC 190 or 192

It’s hard enough to find a guarantor that will give you the time, so make sure you have everything ready for them. (See the example below).

Your guarantor will need to sign the following:

  • Fill out section 2 of the application form. Remember, they must have known you for at least 6 months.
  • On the back of one of your passport photos, they must write, I certify this to be a true likeness of (your name).”
  • They must sign their name on all supporting documents, front and back.

What are the guarantor requirements

  • Lives in Canada,
  • is a citizen or permanent resident of Canada
  • and has known you for at least 6 months or more.

Must be one of the following occupations and still work or be licensed in their field.

nurse practitioner

dentist, medical doctor or chiropractor

principal of a primary or secondary school

senior administrator or teacher in a university

professional accountant

minister of religion authorized under provincial or territorial law to perform marriages

optometrist

veterinarian

notary public

professional engineer (P. Eng. or Ing. in Quebec)

senior administrator in a community college (in Quebec, a CEGEP)

judge, magistrate, or police officer

lawyer or notary in Quebec

If you don’t have a guarantor, what to do?

This option does not require the person to have known you.

  • In Canada: Pick up at the nearest Passport Service Location, or you can contact Passport Canada at this link to request they send a copy to you.
  • In the US: Pick up at the nearest Canadian embassy or consulate, or you can contact Passport Canada at the same link.
  • Outside Canada and the US: contact your nearest Canadian embassy or consulate.
  • Must be filled out by:
  • Notary Public
  • Justice of the Peace
  • Commissioner for oaths
  • (Outside of Canada) Canadian or British diplomat. A local member of parliament or civil servant (government official) is also suggested. Check with the Canadian embassy or consulate if a local notary or lawyer is acceptable.

Important: The person you used to fill out your Lieu of Guarantor CAN’T be your same reference.

IRCC’s web page states that you can’t use the same references on the Statutory Declaration in Lieu of Guarantor form that you included on your passport or travel document application. In other words, if you have already used a guarantor for your passport application, you’ll have to find another guarantor for your Statutory Declaration in Lieu of Guarantor form.

The government statement does not really make sense for your travel document, seeing that if you have a guarantor for your travel document you don’t need a Statutory Declaration. 

Section 3: Proof of Immigration Status in Canada – PPTC 190 or 192

Here are the steps:

  • Fill out the section below
  • Make copies of your immigration documents. Remember, your guarantor will need to sign the front and the back of the documents. You can send the original, and no signature is required, but this is not recommended.

Required Identity documents

An official translator/translation company must professionally translate any documents that are not in English or French. Look for a stamp or seal with a membership number of a professional translation association in Canada or abroad. If the seal or stamp is not in English or French, it must also be translated. 

  • A copy of an original document signed by your guarantor
  • If you have: a valid passport or travel document issued in your name
  • 2 Passport photos (Go to a professional passport photo location) *
  • On the back of one of the photos, your guarantor needs to write the following statement, “ I certify this to be a true likeness of (your name).”
  • The photographer will need to indicate the company address and date on the back of the photos (this usually is done by the photographer’s business stamp).
  • Phot size will be 50 mm wide by 70 mm high (2 inches wide by 2¾ inches high).
  • Please note: A small number of photos do get refused .

  • Change of name document
  • Replacing a lost, stolen, or damaged travel document – PPTC 203
  • Change of sex application – This is a provincial jurisdiction, and the relevant application for your province can be found online.

Note: If you are filing a refugee claim and your home country’s passport is taken away from you at your port of entry by Immigration Canada or CBSA, the official will fill out form BSF 698 if the document seized is a Travel Document or Identity Document, or form IMM 5265 for other documents. The official is then required to provide you with a copy of the form they have filled out. Your passport will be scanned and digitally uploaded to the government’s Global Case Management System (GCMS).

  • This is done when there are concerns about the legitimacy of your refugee claim.

Section 4: Previous Canadian Travel Document – PPTC 190 or 192

You will have to return your old travel document.

Note: if you have a valid visa, you can request that your old travel document be returned. You will have to indicate this request in a letter.

I am renewing my refugee travel document; will i get the old one back.

You need to make a formal request to have your Travel Document returned. For most people, this request is made because your old Travel Document or Certificate of Identity still has a valid visa in it.

When should I renew my Travel Document or Certificate of Identity?

We recommend applying 6 to 9 months before expiration, but you can apply 12 months before.

Tip: If you still have a valid visa in your current travel document, you can request to have the old document returned.

The reason they are asking you this is because Refugee Travel Documents are for people that can’t use their home country’s passport. If you are still in possession of a valid passport, you will need to give it up and mail it in with this application.

You need to have an ID that:

1) has a photo,

2) has your signature, and

3) is valid (Date hasn’t expired).

  • It can be a Provincial or Federal ID.
  • It’s recommended that the ID is issued in Canada, but you can use IDs from other countries (for example, a driver’s license from your home country)
  • You will need one ID. This ID must have a photo of you, and your signature and not be expired . The best document to use is a provincial Driver’s License (for alternative solutions, read below).
  • Make a colour copy of this document front and back .
  • Your guarantor will have to sign and date the front and back of each copy of your ID. Note: Your guarantor will have to verify the original ID with the copies, so bring everything with you.

Note: You can send original documents, but we don’t recommend this option.

What if you don’t have an ID with a photo?

If you don’t have any ID that meets the above requirements, you can apply for a Provincial ID card. Most provinces in Canada have one. See our list below.

*Some provinces may waive the fee for refugees.

Last resort, you can send in a combination of a few documents, but you will need to check with the IRCC call center to ensure these documents will be excepted.

Here you just need to give your address and work history for the last two years.

You will now need to find two people who have known you for at least 6 months, or more.  

Tip: Find two people that will always pick up their phones during the daytime . The Passport Program call center will call a few times but if your references don’t answer the phone then at some point, they will simply give up and your application can be put on hold or returned to you.

Note: Ask your references to let you know when the call came in, because at this stage of the application process, this usually means you are close to getting your Travel Document.

This is in case you have an emergency while traveling. Always a good idea to have someone close to you listed here. If you don’t have anyone in Canada, you can put family or friends from outside of Canada.

  • Copies of ID, front and back – signed and dated by guarantor

What is a Refugee Travel Document?

This document is issued to Protected Persons in Canada (Refugees) or persons in need of protection.

What is a Certificate of Identity?

This document is issued to Permanent Residents of Canada that meet one of the following:

  • Not Protected Persons
  • Are Stateless
  • Can’t get a passport or travel document for their home country

What is the definition of “Persons in need of protection”: According to the IRPA a protected person is someone who is given the protections afforded a convention refugee but not may not fit the Geneva Convention’s legal definition of a convention refugee.

Will I get a Travel Document or Certificate of Identity?  

If you are a refugee and are now a protected person in Canada, you will get a Refugee Travel Document. If you are stateless or not a protected person, you will get a Certificate of Identity.

Which Document allows me to travel more?

A travel document is better because more countries give the holder visa-free travel.

  • It can’t be used to travel back to your country of citizenship (The country you claimed you needed protection from).
  • Visa may be required. Once you get your document, you will need to contact each country you wish to travel to.

Who issues Canadian Travel Documents? 

All documents are created in Gatineau, Quebec, by Passport Canada. The location where they make the passport is 210 Rue Champlain, Gatineau, QC J8X 3R5. It is officially called the Gatineau-Hull Service Canada Centre and Passport Services. IRCC is responsible for the processing, and Passport Canada creates the document.

How long is a Travel Document or Certificate of Identity valid?

Travel Document or Certificate of Identity: Typically, for 5 years but they can sometimes be valid for only 1 year.

Certificate of Identity issued in Canada: Typically, it’s issued for 1 year or more. 

Can I get a Travel Document outside of Canada?

Travel Documents are issued inside of Canada. In case of an emergency outside of Canada, you will need to contact a Canadian Diplomatic Mission (Embassy or Consulate) outside of Canada. Click here for the entire directory .

What age do I have to be to apply for a Travel Document?

You can be of any age . There are applications for adults (16 years and older) and children (15 years or younger).

Travel Document or Certificate of Identity for children.

Any parent can apply. You will need one of the following documents to prove you are the parent:

  • The child’s Long Form Birth Certificate (this certificate will have the child’s information and parents on it. This is not the short form birth certificate).
  • The child’s Adoption Order showing the name of both the child and the adoptive parent.
  • The parent’s passport as long as the child is listed on the parent’s passport.

If Separated or Divorced:

  • Divorce papers showing custody of the child or other legal document detailing any custody arrangements for the child.

Child’s legal guardian:

  • Proof of legal guardianship

What is the immigration status document number?

Most immigration documents will have a document number usually located in the upper right-hand corner of the document. It helps the issuing authority keep track of the documents they issue.

Where do I find the Date of issue and date of expiry?

It depends on the document.

  • On your Refugee Travel Document – if it’s in the form of a card it will be on the front near your photo. If it’s in the form of a passport (the Blue Passport) you will find that information on the inside near the beginning.
  • On your Permanent Resident card, they don’t have a Date of Issue, but they do have a Date of Expiry located on front of the card in the lower middle section.
  • On your Temporary Resident Permit, your date of issue and expiry date are located below your name on the upper right-hand side.

What countries can I travel to with my Refugee Travel Document or Certificate of Identity?

Most countries will require a vis. Refugee Travel Documents is not a Canadian passport and will come with limitations.

In most cases, after you have gotten your Travel Document will need to apply for a visa to the country you are planning to travel to.

Contact the Embassy of the countries you plan to travel to. Here is the complete list of all Diplomatic Missions in Canada .

  • You must ask if a Canadian Travel Document holder is visa-free or requires a visa .
  • If visa-free, what are the rules or limitations (for example, 90 days visa-free)
  • If the visa is required:
  • What application needs to be filled out – and where to find it?
  • Processing timelines and costs
  • Documents they will need from you (for example, banking information, Hotel addresses or booking confirmation).

Visa-free countries for a Canadian Refugee Travel Document or Certificate of Identity.

The Geneva Convention of 1951 established the status of refugees and the protections that should be given to them. Some, but not most, of the countries that signed the convention allow visa-free travel for refugees with a travel document.

Can I use the eTA program with my Travel Document?

It depends.

  • If you’re travelling to Canada on a refugee travel document issued abroad , you cannot apply for an eTA. Instead, you will need a Visitor Visa.
  • If you have a Canadian refugee travel document , you are exempt from both visa and eTA travel requirements when travelling to Canada. However, other countries may still require a visa.
  • If you are a refugee with lawful permanent resident status in the US, but without a passport, you can still travel to Canada visa-free if you have your I-571 (US Refugee Travel Document) and proof of your lawful permanent resident status. 

Do Canadian Refugee travel document holders need a visa if travelling to the United States?

Yes, you must apply for a visa to visit the US.

I am eligible to apply for Canadian citizenship. Should I still apply for a Travel Document?

You should apply for both. Your Canadian citizenship will take time, but once you get it, you can apply for a Canadian Passport and return your Travel Document. 

What is the fee for a Canadian Travel Document?

The fee for a Canadian Travel Document is CDN$120. If you are replacing a lost or stolen document, an additional $45 will apply. Most of the above fees are non-refundable ($25 is refundable).

What is the fee for a Certificate of Identity?

The fee for a Certificate of Identity is CDN$260. If you are replacing a lost or stolen document, an additional $45 will apply. Most of the above fees are non-refundable ($25 is refundable).

How do you pay the government fee?

  • Use a major credit card – section D of the application
  • Certified cheque, money order (Canada Post or Bank). Payments for Travel Documents or Certificate of Intensity must be made to Receiver General for Canada .

PR or permanent resident is a status that is provided to someone by the Canadian government . An immigrant can be provided with a permanent residency by the Canadian government and deemed a PR cardholder. This does not mean that an immigrant who acquired permanent residence cannot be a citizen of other countries. So does that mean I can travel outside of Canada?

There are many intricate details that you need to keep in mind if you have applied for a permanent residency with the Canadian government and you want to travel outside of Canada. When your PR is under process, you need to abide by the law and make sure that nothing serves as a hindrance to your upcoming status as a permanent Canadian resident. The Permanent Resident Card At A Glance:

A permanent resident card is something that you present at any required place or time to identify as a citizen of a particular country. How To Get Canadian PR?

There are a few steps one needs to take to successfully apply for an initial PR card:

  • One needs to apply to a particular province or territory where they wish to live and be nominated, 
  • Once a territory has nominated you for a PR status, you will need to file for IRCC. IRCC is the process of the Canadian government assessing your eligibility for citizenship.

Can One Leave Canada When Their PR Is Under Process?

The answer is yes. You can leave Canada with your PR status under process. You just need to make sure that you meet all the admissibility rules in order to get entry back to the country upon arrival. 

These are the documents you need to present for your return to Canada: 

  • A valid passport and any other travel documents,
  • A valid work permit or student permit if you require one, 
  • An electronic travel authorization or a valid visitor visa. 

Can I Stay In Canada While Waiting For My PR?

Yes, you can definitely stay in Canada while waiting for an update regarding your permanent residence status. However, you need to make sure that you are legally eligible to stay in the country. When you visit any country without being its permanent resident, you do so based on possessing a temporary visa that expires at a given point. So make sure that you have not surpassed the date on your visa and if it is close, get in touch with professional help to retain your temporary status or take any steps that may be needed. 

Can We Convert The Work Permits To PR In Canada?

If you are an employee working for a Canadian organization and they happen to offer you a permanent role with their establishment in Canada, you may be eligible for permanent residency under the Federal Skilled Worker Program. Such offers are referred to as arranged employment.

Can I leave Canada while waiting for a permanent resident card?

One may get confused as to what to do if you’re planning to travel but still have not received your Permanent Resident Card. If you intend on returning to Canada by a commercial vehicle which includes plane, train, bus, or boat a card is required. If you have a Permanent Resident Card that is close to expiring, send it for renewal before your trip commences. One can only get their card renewed in Canada. Permanent Resident Cards are not sent outside the country or to any non-Canadian addresses. Arranging for a third party to get it for you will also not work! In most cases you need to be there in person to receive it.

But, what if I have to travel outside of canada whilst my PR is in the process?

If you are traveling and do not have a valid Permanent Resident Card, you will need a PRTD (Permanent Resident Travel Document) to enter Canada again. Permanent Resident Travel Document (PRTD) can be applied for from outside Canada and if you attempt to return to Canada without a valid Permanent Resident Card or Permanent Resident Travel Document, you will most probably be denied access to transportation services such as train, flights, bus, or boats.

If you’re returning via a private vehicle:

  • Other documents can be presented to provide identification,
  • On your return, apply for a Permanent Resident card ASAP if you plan on traveling anytime soon,
  • Private vehicles include cars, trucks, motorcycles, or anything that is not accessible for the public to use.

If you’re traveling and have already applied for the renewal of your Permanent Resident Card, you can pursue your application and request for an urgent renewal of your Permanent Resident card stating the urgent terms of travel. You can also keep checking your approval status and processing times to stay updated.

How Long Does It Take To Process My Permanent Resident Card?

The processing time for your Permanent Resident card depends on your case individually. However, you can check current processing times for your status through the Government’s website. In case you need your Permanent Resident card much sooner, you can opt to request and apply for urgent processing. Although there are a few requirements you must fulfill to be eligible in order to apply for urgent processing. If you do not meet these requirements, you will be processed as a normal applicant.

its safer to remain in Canada for certain categories of permanent resident applications, but if you must leave this can be decided by the Canada Border Services Agency after some scrutiny of your immigration history to ensure that your permanent resident application is not voided by leaving Canada.

Hello, I got the PR confirmation email 2 weeks ago, I was in Canada at that time, I confirmed in-canada status.

After a week, I had to come to India, and my return ticket to Canada is on 21st January. I have already uploaded my photo for PR on the portal but it is still in review and yet to receive CoPR.

I have the work permit and TRV which is yet to expire on December 2023. I do not have the USA visa.

What are the circumstances? I have had the “decision made” status for 6 weeks. My wife’s renewed card that was mailed with mine and received at IRCC the same time, received her card 4 weeks ago. We leave for uk on July 6 and are only there for 3 weeks so I don’t think there is time to even receive a pRTD doc

Some circumstances include where there is a pressing need to travel and return to Canada that is presented to an officer who uses their discretion to allow you in to Canada despite not having a permanent resident card. A good, cogent presentation of compelling facts, with evidence, can motivate an officer to grant this type of relief.

I just received the IRCC letter saying my inland PR application (spousal sponsored) has been approved and inviting me to complete the final steps by responding to the letter then, once I get an email back from IRCC, completing the Permanent Resident Portal (PR Confirmation).

The problem is in 4 days I’m supposed to leave the country for 6.5 weeks (it’s not just a vacation but an important professional trip) . As I understand it, my options are:

A) respond to the letter saying that I’m in Canada and then hope that I can complete the portal before my departure, or if necessary delay my departure until the portal process is complete – then apply for a PRTD once I’m abroad. My worry here is extended delays in the IRCC email/portal process.

B) respond to the letter saying that I’m not currently in Canada and will return Aug 12 and then complete the process then. My worry here is that delaying the confirmation and being out of the country that long will raise a red flag to the IRCC and jeopardize my application.

Hi, I applied for the PR through TR to PR pathway. I got the AOR on March 23rd, 2022. They requested me for my Canadian PCC on March 23rd, 2022 and I submitted it on the same day. They have not updated anything since then. The problem is, I am supposed to be travelling outside Canada for 1 semester (Fall 2022) as an exchange student. I have contacted my local MP to expedit the process and they’ve sent the request to IRCC a week ago. I still have not heard back from them. Our caregiver’s work permit expired in February 2020 and we submitted an application for PR and a new work permit under the Home Support Worker program in March 2020 (practically the day of the Covid shutdown). We have confirmed that IRCC is working on his application but recently they moved it from the Edmonton office to the London office. For the past 6 weeks his application has been “in-transit”. (I assume it is being sent by stagecoach).

Generally, with some exceptions a work permit is no longer useable if you become a permanent resident.

Hi.. I will be doing a soft landing in BC (got invited under BC PNP program) next month. Once I land in BC, I need to do 2-3 days domestic trip from Vancouver to Toronto and back to Vancouver.

Hello, if you are well established in BC, to the satisfaction of the immigration department and/or the Canada Border Services Agency then a short trip outside of BC should not be an issue. Domestic travel typically requires a passport.

However, I had already booked a trip to Europe in advance (Returning to Canada on May 23). I got my PR while I was on India Trip. On my PR card, it says PR since the date of 27th Jan 2021 but on that date, I was in India.

However, when I try to calculate my days for citizenship eligibility when I put this date of PR and travel date it does not allow me to proceed and says the dates need to be checked.

Anyways, my concern is will there be any problem when I apply for citizenship as there is a date of 27th Jan on which day I was in India.

A miscalulation of the days when filing for citizenship can lead to refusal or misrepresentation.

He IRCC and Canada Border Services Agency has discretion to cancel a work permit and temporary resident visa due to non compliance from the permit holder’s side, or mootness. An approval of permanent resident status may lead to mootness of such documents

While I am outside canada on a vacation, if IRCC issues an acknowledgement asking my presence, address details for issuing COPR, can I say yes and return back to Canada on my existing work permit? Is it legally right to do?

You have to answer any questions truthfully. For the implications on your applicadtion for being outsdiet beore it is completed , you may need to consult with a lawyer such as the ones here.

It does not appear logical to use a work permit if you have been issued a Confirmation Of Permanent Residence. Legal advice would be needed however, which is something we provide

I received my eCOPR on May 23rd and am currently waiting for my PR card. Is it possible for me to visit the US and cross back into canada in a private vehicle (my friend will drive me back in their car), just with my eCOPR + other identification (passport, provincial ID etc).

This has worked, but if you present a certain profile to the Canada Border Services Agency , this may trigger an examination at the port of entry to determine your admissibility to Canada.

Hi, I have received an email to send more info for PR and for the PR portal (2nd IRCC Permanent Residence Confirmation Portal). They are asking me if I am in Canada currently, and if not, when I would be returning. I have applied through Québec Experience Program. I am currently abroad on vacation for 3 months. Upon my return, my work visa will still be valid. Is it a problem for me to answer that I am currently abroad with my date of reentry ? Hello assuming the permanent resident status is issued while outside of Canada, the time limit given depends often on the category under which you applied. the port of entry officer may review the type of permanent resident applicatiion you had to see if you still comply with the requirements of the permanent residency under which you filed.

Assuming the provincial authoriteis and/or the federal authorities don’t take issue with your intention to reside in the province, then the risks of jeopardizing your permanent resident may not be significant.

Hello, I applied for my PR card renewal on March 20th. I have just been requested to resubmit due to an issue in my application but I am currently out of Canada, I wasn’t planning on returning until the end of the Year at which point my sister would bring my PR card to me. Can I resubmit my form from outside of Canada (they have asked for me to resend and resign the form to them but on the form it asks if I am outside of Canada which at the time I am)

THe document list/package/forms may specifically ask where you are located and you may not be able to file for a permanent resident card while outside of Canada.

Many letters sent prior to the E-copr asks for your location and you must be truthful about that. There is also an option to explain the situation to the Canadian issuing office if you are outside of Canada.

This depends on the category under which you filed for permanent resident status.

Hi there, quick question! I have been approved and completed all the steps for my PR, and am now only awaiting the card in the mail. However I had to travel urgently to my country for medical reason. Now I will be returning to Canada (I have only been away a few days).

I have a Tourist Visa that is still valid. Can I re-enter the country with my tourist visa without a PRTD? Or do I absolutely need a PRTD since I have been approved for residency but have not yet received my card?

I have a US passport but have lived in Canada my entire life. I didn’t realized the PR Card renewal was such a long wait. We have a 10 day trip planned to Hawaii on Jan 21st. If my PR renewal doesn’t arrive by then (I submitted October 25th and it says 88 Days processing time).. will I have any issue flying from Vancouver to Hawaii, and coming back direct to Vancouver with an expired PR card? Our trip was expensive… and I don’t want to stress about it. I do own a business, can I request my own Urgent processing as a Canadian businesses owner if the trip is only for pleasure?

Hi, my 5-year PR is expiring this year, so I’ve applied for renewal in May this year. It is still pending as there were multiple issues on the photo upload etc. despite having taken them at a professional photographer. Can I leave the country whilst my PR renewal is pending, using that as the condition to be able to leave and enter? you can leave but your compliance will be assessed if you require a prtd to return to canada before being allowed to return to canada

Some permanent resident categories of application require you to be in Canada at the time of applying and at the time of landing. Other programs for permanent resident status can be delayed or refused if you have a certain travel pattern, so it really depends on which category.

I applied for the new pr card in September 2023 and have not had any response from the authority, my wife and i are recently retired and its travel time now. My wife is Canadian. I have not left the country since 1991…any experience as to what the delay could be.

Family reunification - options for refugees

Reunification with immediate family members.

Canada's immigration rules give special avenues for refugees to reunite with immediate family members, who are called "dependants".

Dependants are in summary:

  • Spouse (by marriage or common law)
  • Unmarried biological or adopted children who were under 22 years at the lock-in date. (For refugees, the lock-in date is generally (a) the date that the refugee claim was made, or (b) the date the private sponsorship undertaking was submitted, or (c) the date that the Government-Assisted Refugee's case was referred to Canada. For more information on lock-in dates, see ccrweb.ca/en/age-dependants and www.cic.gc.ca/english/immigrate/sponsor/aod-tool.asp )

The available avenues depend on whether the refugee was:

  • resettled to Canada (privately sponsored, Government-Assisted or Blended Visa-Office Referred (BVOR)) - see below
  • determined to be a refugee (Protected Person) within Canada , either by the Immigration and Refugee Board, or through a Pre-Removal Risk Assessment (PRRA) - see below

For resettled refugees: One Year Window

In some cases, a resettled refugee's immediate family members (spouse and dependent children) may not be able to travel with them to Canada. This might be because the family was separated for reasons beyond their control in two different countries, or because a family member was missing and their location was unknown.

If the location of the separated family members is known, after the person arrives in Canada they can apply for their non-accompanying family members to join them. The family members must have been declared on the refugee’s immigration forms. This family reunification application is called the One Year Window (OYW) of opportunity and must be submitted by the resettled person within one year after their arrival to Canada.

The OYW program does not mean that the family members will be in Canada within one year. There is no official processing time for OYW applications and it can often take more than a year for the family members to arrive.

The family members coming through OYW will have to complete an IMM 6000 package similar to what the principal applicant completed to come to Canada. 

In the case of privately sponsored refugees and those who came as BVORs, the private sponsors will also need to demonstrate their capacity to support the additional family members.

Example of a OYW case

Semhar is a refugee who fled Eritrea and traveled to Israel. While in Eritrea, her husband was arrested by security forces and he had not been seen since. She thought he could have been killed but was not sure. Semhar was sponsored to Canada. On her application she included her husband even though his location was unknown. A few months after arriving in Canada she found out that her husband is alive and in a refugee camp in Sudan. Semhar’s husband completes a OYW application and submits it before the end of her first year in Canada.

For people determined to be refugees in Canada

Accepted refugees who are adults can include in their permanent residence application their immediate family members (or dependants), whether they are in Canada or overseas.

The family members overseas will not receive their visa to travel to Canada until after the principal applicant in Canada has received their permanent residence.

People determined to be refugees in Canada can also use the one year window of opportunity (OYW). It may apply in cases where family members’ whereabouts were not known, or for some reason they did not plan to come immediately to Canada. The application for the family member needs to be made within one year of the person receiving permanent residence (and the family member must have been listed on the person's application).

Undeclared family members: Excluded family members

An immediate family member who was undeclared or unexamined when the person in Canada became a permanent resident is an "Excluded Family Member" and by regulation cannot be sponsored through the Family Class. However, a pilot project introduced in 2019 and extended in 2021 exempts family members of people who became permanent residents in the Refugee Class or the Family Class (with some exceptions).

This means that people who arrived as refugees may be able to sponsor through the Family Class a spouse or child who was not declared during their immigration processing.

Options for other family members

Canada’s options for family reunification are quite narrow and limited.

The Family Class allows certain family members (notably parents or grandparents) to be sponsored. However, the financial requirements are beyond the capacity of many.

If a family member is a refugee themselves, it is possible to look at refugee sponsorship programs.

Lastly, it is possible to come to Canada under an economic immigration program, although there are many restrictions on this option as well. For more information on the requirements of different programs see here for immigrating to Quebec, and here  for immigration to the rest of Canada.

Sponsorship of parents or grandparents

Sponsorship of Parents or Grandparents is difficult to access as the government only accepts a limited number of applications each year. Also, there are income requirements which can be difficult to meet.

This program could be a good longer term option for some.

Refugee sponsorship options

If a family member is also a refugee, refugee sponsorship might be an option.

However, it may be difficult to find an organization able to take on the sponsorship of a named individual. Many organizations that do sponsorship have long waiting lists.

Foreign Interference and Canada

Backgrounder

The Government of Canada introduces legislation to bolster Canada’s response to foreign interference.

The Government of Canada defines foreign interference as malign activities undertaken by foreign states, or those acting on their behalf, to advance their own strategic objectives to the detriment of Canada’s national interests. These activities target Canada, people in Canada or Canadian interests and are covert, deceptive, threatening and/or illegal and threaten all orders of government, the private sector, academia, diaspora communities and the general public.

Foreign interference poses one of the greatest strategic threats to Canada’s national security because it can undermine Canadian sovereignty and erode public trust in our institutions, and disregard the rights and freedoms to which people in Canada are entitled. Two examples include:

  • threats, harassment or intimidation by foreign states, or those acting on their behalf, against anyone in Canada, Canadian communities, or their loved ones abroad; and
  • targeting officials in different Canadian jurisdictions to influence public policy and decision-making in a way that is covert, deceptive or threatening.

Foreign partners regularly seek to influence the decisions we make as a country, just as Canada seeks to influence the decisions of others. Most foreign partners use legitimate and transparent means to advocate for their interests, such as lobbying, political dialogue, trade negotiations and diplomacy. However, some foreign governments cross the line from standard, legitimate activities into foreign interference when they seek to exert influence in non-transparent ways. This concept is known as malign foreign influence, a subset of the broader threat posed by foreign interference. When not addressed, these activities can have serious implications for Canadian interests, national security and our democratic processes and institutions.

The Government of Canada takes the threat posed by foreign interference seriously and has various tools and mechanisms in place to protect individuals and Canada’s interests. These include efforts to safeguard federal elections, mechanisms available to the public to report suspected incidents of foreign interference, as well as criminal investigations into crimes such as intimidation or uttering threats and the coordination of responses and information sharing with like-minded partners and allies. Foreign interference is a complex threat that requires a multi-faceted response.

As an advanced economy and an open and free democracy, Canada is targeted by foreign states seeking to advance their economic, technological, political, and military goals to the detriment of Canada. Prevention is an important line of defence against these activities and existing measures include:

  • engaging directly with foreign states that perpetuate threats to Canadian interests to promote respect for the international rules-based order and to deter any hostile activities;
  • engaging with at-risk stakeholders that may be targeted by foreign actors, such as various communities, the private sector and academia to inform them of threats and to help them better understand how to protect their work;
  • establishing a new National Counter Foreign Interference Coordinator at Public Safety to coordinate efforts to combat foreign interference ;
  • helping critical infrastructure operators protect critical cyber security systems that the Canadian public can rely on, including the introduction of Bill C-26 in June 2022; and
  • enhancing citizen resilience to disinformation by helping people in Canada to become better informed about disinformation tactics and actors through a recent investment of $5.5 million to create the Canadian Digital Media Research Network and the Digital Citizen Initiative , which supports a community of Canadian researchers by providing financial assistance for research and citizen-focused activities.

As the threat environment evolves, Canada must ensure that its security, intelligence, and law enforcement community has the required tools to take action. Protection measures include:

  • equipping law enforcement and intelligence agencies to investigate threats and engage with at-risk groups and sectors, including $48.9 million over three years in Budget 2023 to the RCMP to protect people in Canada from harassment and intimidation, increase its investigative capacity, and more proactively engage with communities at greater risk of being targeted;
  • coordinating and sharing information with Five Eyes, and other allies, such as G7 and NATO on foreign interference and other national security threats;
  • issuing a ministerial directive to reinforce the Government’s expectation that parliamentarians are informed to the extent possible of threats to themselves and their families, and that the Minister of Public Safety is kept fully informed of these threats and actions taken in response;
  • providing mechanisms for the Canadian public to report instances of foreign interference through the CSIS, RCMP, and CSE websites and national security threat phone lines: 1-800-267-7685 (CSIS), 1-800-420-5805 (RCMP), 1-833-292-3788 (CSE);
  • protecting electoral processes through the Plan to Protect Canada’s Democracy, through measures such as the Security and Intelligence Threats to Elections (SITE) Task Force , the G7 Rapid Response Mechanism, and the Critical Election Incident Public Protocol , which is a mechanism to publicly communicate with Canadians regarding an incident or a series of incidents that threaten Canada’s ability to have a free and fair election, all of which are part the Plan to Protect Canada’s Democracy ; and
  • bringing forward amendments in Bill C-65 , the Act to Amend the Elections Act, to build on the Government of Canada’s work to remove barriers to voting and encourage voter participation, better protect personal information, and further strengthen electoral protection measures, including against foreign interference.

Accountability

Accountability is the cornerstone of trust, and the Canadian public rightly expects that government institutions will learn from the findings of our review bodies who are examining the issue of foreign interference. Existing accountability and review measures include:

  • The National Security and Intelligence Review Agency (NSIRA) , made up of top independent experts, strengthens independent scrutiny and national security accountability in Canada. The NSIRA independently reviews all Government of Canada national security and intelligence activities to ensure they are lawful, reasonable, and necessary, and provides recommendations to the Government of Canada;
  • The National Security and Intelligence Committee of Parliamentarians (NSICOP) , made up of Members of Parliament from each party and Senators with top-secret security clearance to review national security and intelligence activities across the Government of Canada, and modelled on similar international approaches. In 2019, the NSICOP completed a review of foreign interference in Canada and published it in their 2019 annual report;
  • Ongoing Public Inquiry into Foreign Interference in Federal Electoral Processes and Democratic Institutions to examine and assess interference by China, Russia and other foreign states or nonstate actors, including any potential impacts, on the 43 rd and 44 th federal general elections at the national and electoral district levels. The Commissioner delivered an interim report to the Government on May 3, 2024, and is expected to submit a final report by end of December 2024;
  • Canada’s criminal justice system , which plays an important role in ensuring the overall safety and security of people in Canada. Where persons in Canada engage in foreign interference activities that would constitute an offence under the Security of Information Act, the Criminal Code or other laws, they could face criminal prosecution; and,
  • Investing new resources to equip CSIS to combat emerging global threats and keep pace with technological developments with investments in intelligence capabilities and infrastructure.

Transparency

Transparency is the means by which the Government of Canada can shed light on foreign interference threats and how we are dealing with them. Transparency measures include:

  • holding consultations with the public and a wide variety of stakeholders and partners, including provinces, territories, and Indigenous partners, to guide the creation of a Foreign Influence Transparency Registry and publishing a What We Heard report;
  • follow-up consultations on potential legislative amendments to counter foreign interference in Canada and publishing What We Heard reports ;
  • releasing public-facing assessments of the threat of foreign interference by the Communications Security Establishment and the Canadian Security Intelligence Service ; and
  • supporting the work of the National Security Transparency Advisory Committee .

The Government of Canada will continue to strengthen the measures already in place, to work with non-federal stakeholders, including different jurisdictions, members of the public, the private sector and academia, to address evolving threats.
