The report reflects a busy year of the Vietnamese tourism sector with outstanding achievements, as the country served over 18 million foreign tourists – the highest number recorded, and 85 million domestic holiday-makers, earned 755 trillion VND (32.6 billion USD) from tourism services, and contributed 9.2 percent of GDP. It provides information about improving mechanisms, policies, transportation, accommodations and tourism promotion. It also recalls international awards that the tourism sector received last year. Of note, the 2019 report contains information about the application of technology in tourism development amid the fourth Industrial Revolution./.

It provides information about improving mechanisms, policies, transportation, accommodations and tourism promotion. It also recalls international awards that the tourism sector received last year.

Of note, the 2019 report contains information about the application of technology in tourism development amid the fourth Industrial Revolution.

Tourism industry looks to domestic travellers as key source of revenue

The 2019 Vietnam annual travel report, just released by the Vietnam National Administration of Tourism (VNAT) shows the importance of domestic travelers.

In 2019, Vietnam had 85 million domestic travelers, an increase of 6.3 percent over the year before. In 2015-2019, the number of domestic travelers increased by 1.5 times, from 57 million in 2015 to 85 million in 2019, an annual growth rate of 10.5 percent.

The increase led to higher revenue from domestic travelers. Of the total revenue of VND755 trillion, or $32.8 billion, domestic travel brought VND334 trillion, or $14.5 billion which accounted for 44.3 percent.

The spending of domestic travelers makes an important contribution to revenue from tourism. In 2015-2019, revenue from domestic travel increased by 2.1 times (21 percent growth rate on average), though the number of travelers increased only by 1.5 times. The figures show that Vietnamese travelers now spend more on tourism.

The high number of domestic travelers after the first social distancing period, which helped revive the tourism industry, once again proved the importance of domestic travel.

And despite unfavorable conditions in the second tourism demand stimulus campaign, travel firms are still putting high hopes on domestic travelers.

Airlines have resumed and increased domestic flights. Vietjet Air has reported a steady increase in the number of passengers week after week with the occupancy rate of over 80 percent.

Meanwhile, Vietnam Airlines reported an increase of 12 percent in the number of domestic passengers in the first 20 days of September in comparison with the same period last year.

In early August, when the aviation industry was affected by the second outbreak, Bamboo Airways carried 5,000-6,000 passengers daily, while the figure has increased to 12,000-15,000.

All three airlines have affirmed that they will reopen all domestic air routes in October. As for international air routes, Vietnam Airlines provided the first commercial flight on September 25, while other airlines began flying in late September.

Quang Ninh province has recently attracted 4,000 travelers, after launching a VND100 billion support package by exempting and reducing excursion ticket prices for visiting Ha Long Bay and other relics and beautiful landscapes until the end of the year.

Duong Hoai Nam from Vietjet Air at the workshop noted that domestic travel has prospered. Its flight from Hanoi to Da Lat on September 25 was fully occupied.

“We plan to resume the Seoul-HCM City international air route on September 30 to carry foreign passengers who are specialists, diplomats and Vietnamese working in South Korea,” Nam said.

Nghiem Thi Hoa of Bamboo Airways said the airline is ready with resources, products and support policies for the second demand stimulus program.

“Our bosses joke that under the second demand stimulus program, the prices have bottomed out and they cannot be lower, and we are just waiting to ‘carry passengers in our arms’ on board,” she said.

Dang Thanh Thuy, deputy CEO of Vingroup, said the corporation strives for a growth rate of 2-2.5 times in the number of domestic travelers in 2020-2021 in comparison with 2019.

Living with the pandemic

Most businesses have urged appropriate agencies to set up procedures to ensure safety for travelers, minimize risks, and stipulate sanctions to deal with the cancellation of tours.

“We now have to stimulate demand and think of long-term solutions, for example, solutions to live with the epidemic,” said Vu The Binh, deputy chair of the Vietnam Tourism Association. “If not, the efforts to stimulate demand will be in vain if the epidemic again breaks out in November or December."

Cao Tri Dung, chair of the Da Nang Tourism Association, also said that if new infections in the community are discovered in the time to come, it would be better not to impose a lockdown again, but allow travel firms to continue to serve travelers if they can ensure safety.

He said that if travel firms do nothing and just wait until a vaccine or specific remedies are found, they will have to shut down.

Many measures have been suggested to help stimulate demand, such as applying flexible pricing, improving the quality of services, and designing new products. However, the most important factor is ensuring safety for travelers.

According to Nam of Vietjet, similar epidemics may occur in the future. In order to adapt well to new circumstances and keep operating in these conditions, local authorities should set up procedures on how to ensure safety for travelers.

The Socialist Republic of Vietnam is located in the easternmost part of Southeast Asia. It is bordered by China, Laos, Cambodia, and Thailand (Fig. 1 ), covering an area of 331,210 km 2 (127,881 mi 2 ). Administratively, Vietnam consists of 58 provinces and 5 municipalities. With a population of 96.5 million (2019), it is the world’s 15th most populous country. GDP per capita was US$2,700 in 2019 (World Bank 2020 ). Poverty rates have declined from over 70% (2002) to below 6% in 2019 (World Bank 2020 ). Vietnam’s economy is primarily based on agriculture, although substantial industrialization and modernization have begun.

Vietnam Tourism 2021: Needs determination and effort to overcome difficulties

In 2020, Viet Nam’s tourism suffered extremely heavy losses due to the impact of the Covid-19 epidemic. After many years of continuous impressive growth, in 2020, for the first time, Viet Nam recorded a sharp decline in the number of domestic and international tourists due to the Covid-19 epidemic. The total number of tourists served by accommodation, food and beverage service establishments in 2020 reached 97.3 million VND, a decrease of 44% over the previous year; a number of tourists served by travel agencies was 3.7 million, down 80.1%. International arrival to Viet Nam decreased 78.7% year on year, gained only 3.8 million arrivals. The sharp decline in the number of domestic and international tourists has led to a significant decline in revenue for accommodation, food and beverage service, estimated at 61.8 trillion VND, down by 43.2 percent.

Facing the accumulated difficulties, the tourism industry has made efforts to implement many solutions to remove difficulties for businesses and workers; proposed to the Government and the Prime Minister solutions to support the recovery of business activities such as land tax, electricity prices, reduced or free sightseeing at many destinations. In addition, many businesses also promptly changed from exploiting international markets to focus on domestic tourism, thereby becoming a salvage solution in the epidemic period. The tourism industry has twice launched the stimulating tourism demand program: The first time in May 2020 with the theme “Vietnamese people travel in Vietnam” and the second time in September 2020 with the theme “Viet Nam tourism – a safe and attractive destination”. These programs have received a positive response from localities, businesses and people, created a new movement trend, spread the inspiration to discover a safe and attractive destination in Viet Nam. These programs have brought practical contributions to the economic recovery process: Many domestic tourists have been experienced and explored Vietnam’s top tourist destinations and many unknown places for the first time at a fairly average cost. Entertainment facilities, shopping activities are activated; travel businesses are re-opened, thereby creating jobs for a certain number of workers… Although the revival of tourism may not be enough to boost the operation of the whole country but it can keep small businesses active and stimulate the local economy, reducing negative impacts of the epidemic on the economy until international tourism is active again.

Influenced by the Covid-19 epidemic, the accommodation, food, beverage and travel services have also been heavily affected. In January 2021, the revenue of accommodation, food, beverage services was estimated at 48.7 trillion VND, down 4.1% compared to the same period last year, of which accommodation revenue was estimated at 4.5. trillion, down 15%; travel revenue was estimated at 1.6 trillion VND, down 62.2%, of which Hanoi’s revenue decreased by 45.6%; Can Tho decreased by 50.1%; Da Nang decreased 68.2%; Ho Chi Minh city by 69.9%; Quang Nam decreased 91.3%; Khanh Hoa decreased 95%.

The Covid-19 in the world continues to be complicated, forecasts for the global tourism picture in the first months of 2021 still have not shown bright signs. The domestic market still plays a crucial role, the international tourism market needs longer time to recover even when the epidemic ends. Therefore, Viet Nam tourism has also prepared to enter the new year 2021 with determination and efforts to find a suitable direction. In 2021, the tourism industry has defined the motto ” Link, Act and Develop”, which continues to focus on restoring and developing domestic tourism. To overcome difficulties in this context as well as development orientations for the coming years, Viet Nam tourism needs to focus on a number of issues such as: Restructuring the tourist market in a sustainable and effective direction; targeting high-quality, long-stay, high-spending customers; developing new products and services, linking to diversify and improve product quality suitable to each market segment; promoting public-private cooperation, regional links between localities and destinations in tourism development cooperation; digital transformation in tourism development, especially in management, business, market research, marketing and selling tourism products.

In 2018, Vietnam tourism continued to gain significant achievements. The tourism sector was considered one of the spotlights of the socio-economic picture of the country with its diverse products and services of increasing quality. Vietnam tourism has consolidated its prominent image and position within the country and the region. Thanks to the leadership of the Party, the State, the Government, particularly the Prime Minister, the Ministry of Culture, Sports and Tourism and great effort of the whole sector, Viet Nam received approximately 15.5 million international visitors and served over 80 million domestic visitors in 2018; total tourism receipts recorded over VND 637,000 billion (about USD 28.1 billion). Direct contribution of tourism estimated 8.39% of GDP. Tourism played a vital role in stimulating the growth of other related sectors and raising the international position of the country.

In 2018, Vietnam tourism focused on implementing the Government’s Action Plan to realize the Resolution No. 08-NQ/TW dated 16 January 2017 of the Political Bureau on developing tourism into a key economic sector. A spate of important policy documents was released in the areas of tourism sector restructuring, tourism development fund establishment, information and communication technology application in tourism and tourism promotion. Strategy for Vietnam tourism development to 2030 with vision to 2050 was being built for submission to the Prime Minister for approval in 2019. These are a strategic foundation for the development of Vietnam tourism in the future.

The achievements of Vietnam tourism were appreciated by reputable international organizations. Viet Nam is awarded “Asia’s Leading Destination 2018” by the World Travel Awards; “Asia’s Best Golf Destination 2018” by the World Golf Awards. Viet Nam was the only Asian destination among TripAdvisor’s 10 Best Destinations for Travel Experiences. Viet Nam ranked third in the World Tourism Organization’s list of 10 fastest-growing travel destinations in 2018. In 2019, Vietnam tourism will concentrate on strengthening the achieved outcomes while aiming at the goal of basically being a key economic sector in 2020. The sector will focus on implementing the major policy documents approved by the Prime Minister and Minister of Culture, Sports and Tourism in 2018 and finalize the strategy for the development of Vietnam tourism to 2030, vision to 2050 for the Prime Minister’s approval. Every possible effort will be made to accomplish the tasks and measures set by the Government’s Resolutions No. 01/NQ-CP and No. 02/NQ-CP. In the above context, Vietnam National Administration of Tourism would like to introduce to you the Vietnam Tourism Annual Report 2018.

Vietnam possesses attractive tourism development potential and is a destination attracting tourists worldwide. However, before the pandemic, Vietnam's tourism industry was inevitably severely affected. The Statista report provides an overview of the tourism market in Asia in general and Vietnam in particular through detailed data.

According to the report, China ranks No. 1 of the international tourist arrivals in Asia with 33.28 million of the international tourist arrivals in 2020; the second rank belongs to Thailand with 14.86 million arrivals, Japan ranks No.3 with 9.17 million, and Vietnam ranks No. 6 with 6.83 million of arrivals.

In 2021, international visitors to Vietnam were estimated at 157.3 thousand arrivals, down 95.9% over the previous year; the number of domestic tourists reached about 40 million; total revenue from tourists reached VND 180,000 billion VND.

For the international tourism expenditure per capita, Singapore ranks No. 1 with 1,550.62 US dollars per capita, Brunei Darussalam ranks second with the expenditure of 466.87 US dollars per capita, etc.

In Vietnam in 2020, Industry is the primary sector that contributes 1,732.82 trillion VND to the GDP of the country, followed by Manufacturing contribute 1,050.71 trillion VND; Wholesales and retail trade; vehicles and motorcycles repairs (734.08 trillion VND); Agriculture (680.83 trillion VND); Products taxes fewer subsidies on production (616.57 trillion VND); Construction (389.49 trillion VND); and more.

According to the data, the share of direct GDP contribution from the tourism sector in Vietnam steadily increased over the years from 2015 to 2019. The annual revenue from the tourism sector in 2019 reached 32.75 billion US dollars, an increase of 4.57 billion USD compared to the previous year. 

In 2021, the epidemic broke out throughout the 64 provinces and cities, forcing Vietnam to apply isolation measures to block and limit flight routes. As a result, in 2021, the number of tour operators applying to revoke business licenses accounted for over 35% of the total issued, while the rest stopped operating.

The number of international visitor arrivals in Vietnam in 2020 was 3.83 million, a decrease of 14.17 million arrivals compared to 2019 due to the pandemic. 81% of international tourist arrivals (ITA) in Vietnam in 2020 are transported by air, 16% travel by road, and 3% by sea.

 Of 3.83 million visitors to Vietnam in 2020 were mainly from China and Korea with more than 1.8 million arrivals (accounting for about 50%), China (959.24 thousand ITAs), and South Korea (840.04 thousand ITAs). Visitors from Europe included the United States (174.08 thousand ITAs), Canada (42.2 thousand ITAs), etc. 

An international tourist spent 117.8 US dollars daily in Vietnam in 2019; this number increased 22.7% compared to the previous year. The overnight visitors (including package-tour and self-arranged) stay around 8 days at commercial accommodations, while overnight visitors stay around 12 days. at non-commercial accommodations

The number of domestic tourist arrivals in Vietnam increased over the year: in 2019, it was 157.73 million arrivals; in 2018 was 144.68 million arrivals; in 2017 was 133.84 million arrivals. In 2019, a domestic tourist in Vietnam spent 1,1223 thousand dongs per day, lower than the average in 2018 (at 1,272 thousand dongs). Both overnight visitors stay at commercial and non-commercial accommodations spend around 4 days on the trip.

By the end of 2019, there were 30 thousand tourist accommodations  nationwide with more than 100,000 rooms. Some tourist destinations such as Da Nang, Hoi An, Nha Trang, Phu Quoc, etc., have appeared the world's leading international luxury resorts. On average, the 50-star hotels in Vietnam rate was 116.6 US dollars, higher than the rate in 2018 was at 113.9 US dollars; the 4-star hotel's rate in 2019 was 73.6 US dollars, higher than the rate in 2018 (72.7 US dollars). In 2019, 77.8% of guests who stayed in upscale hotels in Vietnam were foreigners, 22.2% were domestic guests. 

At the end of 2019, Vietnam has 2,67 thousand tour operators, an increase of 49 hundred tour operators compared to the previous year.

According to the report, there are currently 7.68 thousand licensed tour guides in Vietnam, broken down by language: 52.7% are in English, 24.6% in Chinese, 7.8% in French, 3.7% in Japanese, 2.7% Russian, 2.7% German, 2.3% Korean, etc. The imbalance between the number of international tour guides of different languages and the number of tourists leads to a local shortage of language guides popular in high seasons such as Korean, Japanese, and Russian.

Although famous globally, especially in developed countries, OTA is still a new type in Vietnam. According to a survey by Rakuten Insight on online travel agencies (OTA) conducted in November 2020, 60% of Vietnamese respondents stated that they had used an online travel agency. Around 8% of them did not know what an online travel agent was.

Leading online travel agencies in Vietnam as of November 2020 are include: Booking.com (62%); Agoda (61%); Traveloka (45%); Trivago (32%); TripAdvisor (28%); Airbnb (14%); Skyscanner (11%); Expedia (9%); Tugo (4%) and others (3%). 80% of people who book tickets or services via an online travel agency use their smartphone, 58% use a laptop, and 16% use their tablet. This data shows that building a mobile-friendly website is extremely important to help OTAs attract users to achieve higher conversion rates.

The tourism industry is considered the most challenging sector hit by the pandemic among economic sectors. The spread of the disease and complicated developments globally have caused many countries to implement social distance and blockade.

Looking back at the impact of the Covid-19 epidemic on Vietnam's tourism, the number of international visitors to Vietnam from January 2020 to October 2020 shows a  sharp drop. In January, international visitors to Vietnam decreased sharply, reaching nearly 14,819 people, down 91.6% compared to October 2019. The hotel occupancy rate in the first half of 2020 was at 29%, down 32% compared to 2019.

The epidemic has changed tourists' behavior in many aspects. Accordingly, tourists tend to pay more attention to health safety, travel insurance, avoiding crowded contact, increasing demand for high-end resorts in open and isolated spaces; instead of prioritizing price, customers will prioritize safety and choose high-quality travel products. The negative impacts of the pandemic on the tourism industry in 2020 were so heavy. However, the pandemic also opens up many opportunities for the tourism sector to overcome challenges.
