The Lancaster City Welcome Initiative is a grant-funded project and a formal process to build the city’s first official tourism master plan. It is aimed at maximizing the tourism economy and increasing the economic potential of the city. This effort is a follow-on initiative directed by the Our Future Lancaster plan. The Lancaster City Welcome Initiative plan will focus on leveraging local attractions, as well as the rich history, natural beauty, and cultural heritage of the city to attract visitors from near and far, boost the local economy, increase local quality of life, and emphasize the unique assets that make this city a wonderful place to live, work, play, and visit.

Online community survey launches lancaster tourism study.

City Hall is kicking off the creation of a “tourism master plan” for Lancaster, and it’s asking residents throughout the region to weigh in via an online questionnaire.

Over course of the next year, the “Lancaster City Welcome Initiative” will analyze the city’s existing visitor attractions and amenities and their role in the local economy.

It will then look at “public investments, promotions and projects” that could further showcase the city’s offerings and bolster economic development. “The resulting plan will help shape the city’s tourism focus and promotions over the next 10 years,” the city said in an announcement.

Leading the effort are Cheila Huettner, chief of tourism and promotion in Lancaster’s Department of Neighborhood Engagement, and Jennifer Eddy, president of the consulting firm Eddy Alexander. Funding is provided through two grants: $100,000 from the Department of Community & Economic Development and $150,000 from the High Foundation.

Last week, the city sent out postcards to all Lancaster addresses advertising the questionnaire and inviting recipients to visit WelcomeLancaster.com to complete it. The deadline is March 5.

“We want every voice at the table,” Eddy told City Council last week.

The goal is not to dictate a plan in top-down fashion, she said, but to find out how local residents perceive the area and what they value, then develop recommendations based on those priorities.

About the survey

The questionnaire is offered in English , Spanish , Swahili and Arabic and can be accessed via laptop, tablet or smart phone. Additional guidance and assistance are available, if needed, at the Lancaster City Welcome Center at Penn Square and at the Lancaster Public Library , 151 N. Queen St.

It takes about 30 minutes to complete and is highly detailed, with a mix of multiple-choice and open-ended questions about existing attractions and ideas for the future.

Respondents are asked about their demographics and location and whether they would like to participate in focus groups or additional surveys. A separate survey will be going out to businesses, the city said.

Welcoming city

Development of a tourism master plan is one of the near-term “action items” in “ Our Future Lancaster ,” the city’s recently adopted comprehensive plan. The Welcome Initiative will build on the comp plan’s recommendations by delving into specifics and recommending “actionable steps,” Department of Neighborhood Engagement Director Milzy Carrasco said.

Discover Lancaster , the county’s tourism promotion agency, and the Lancaster City Alliance , a nonprofit focused on economic development and quality of life, are both involved.

“A strong city tourism product is a central part of a strong countywide sector,” said Ed Harris, Discover Lancaster’s president and CEO. Attractions in the city and county complement each other, he said, enticing visitors to the county into the city and vice versa.

Marshall Snively, the alliance’s president, called the initiative “a great opportunity to determine how to best showcase and more easily access what our city has to offer to our residents, workers, and visitors.”

Promoting tourism aligns and builds on Lancaster’s status as a Certified Welcoming city, Eddy said. Visitors’ dollars recirculate in the local economy and support attractions that local residents enjoy, too.

The city says it will share its initial survey findings at community meetings this spring or summer, which will offer opportunities for additional input. Meanwhile, the team will be gathering more data and conducting stakeholder interviews.

Eddy said her firm’s most recent tourism master plan was completed on behalf of Danville, Virginia , a community of about 42,600 on Virginia’s southern border. The 118-page document was developed through a process similar to the one envisioned here, and incorporates input from more than 2,000 individuals.

Lancaster, Pennsylvania, the oldest inland town in the nation, boasts one of the strongest Amish/Dutch heritages of all Pennsylvania Dutch towns. True to its roots, the transportation method in this town is still horse and buggy in some areas, and you can't find more authentic Amish style farm food anywhere in the U.S. To get a true feel for Amish culture, there are several areas with re-enacted Amish village tours in and around Lancaster as well as hand-crafted quilt, candle and pottery shops scattered among the villages. Antique lovers pass through in search of a rare find at one of the thousands of dealer posts ranging from hand-selected French pottery and wrought iron beds.

Head to the Longwood Gardens in nearby Kennett Square, PA, and sample a variety of flowers and trees on over 1,050 acres of gardens, meadows and woodlands. Lancaster and the surrounds exhibit over 25 covered bridges as well as several natural preserves, prime locations for hiking and biking through the serene countryside.

Lancaster hosts three to four million tourists each year and runs along US. Route 30 east/west.

Tourism works for Lancaster County.

It keeps businesses growing, communities thriving, and people working.

The “Lancaster County Visitor Economy” report completed in May 2023 by the respected industry analysts at Tourism Economics contains figures that demonstrate why organizations like Discover Lancaster are so crucial.

Through an analysis of key performance indicators, the study describes the economic impact of this important work, the highlights of which include:

  • An estimated 9.77 million visitors to Lancaster County directly spent $2.45 billion in 2022 (representing gains of 7.1% and 15.5%, respectively, over 2021), creating a total tourism impact of $3.26 billion in the county.
  • This visitor spending supported 24,481 county jobs in total, including 15,996 direct industry jobs. These figures both grew by 5-6% in 2022 and kept tourism in the Top 10 largest non-agriculture private sector employers in the county, but also show the notable number of jobs that remained outstanding, as they were still 6-7% below 2019 levels.
  • State and local tax revenue generated by the tourism industry saved each Lancaster County household from paying an additional estimated $1,133 annually in such taxes in order to maintain current services.

Experts say tourism is maintaining its role as big business in Lancaster County.

According to data just released by Discover Lancaster, 10 million people visited the area in 2023.

They poured more than $2.5 billion into the economy.

Those numbers are up from the previous year.

"We had some great stuff last year – Sight & Sound with their refreshed production of 'Moses,' the 60th anniversary of Dutch Wonderland and lots of other new things that were going on. All of that combined kept us growing," said Joel Cliff, with Discover Lancaster.

Visitors also supported 25,000 jobs. Tourism remains among the top 10 non-agriculture private sector employers in the county.

Travel experts are feeling optimistic as they look ahead. The year is off to a strong start.

"There's lots of good stuff to keep bringing people back. We often find folks might come in here and say, 'I've got three or four hours,' and they realize when they leave here, they need three or four days," Cliff said.

One of the big draws this year is the reopening of the Hershey Farm Resort , which is being rebuilt after a fire in January 2023 .

Another event both tourists and locals can look forward to is the 70th anniversary of Kitchen Kettle Village .

"Lancaster County appeals to visitors in so many different ways: the geographic location and drivability. There's still good value here. There's lots to do for all sorts of different types of visitors – everything from family attractions to the Amish community to great outdoor rec," Cliff said.

Lancaster County sees boost in revenue after tourism increases

A ccording to Discover Lancaster's economic impact report , in 2023 an estimated 9.92 million visitors came to Lancaster County and spent $2.58 billion. This is a significant increase compared to data in 2022. 

This year, organizers and small businesses are expecting that number to continue to grow. To keep attracting visitors, officials are rolling out a new experience for locals and first-timers to enjoy. 

“What it means is an extra $1 billion in total economic impact in this county economy, which is huge,” said Joel Cliff, the director of communications at Discover Lancaster. 

The gradual increase is welcomed after a few tough years. Cliff said during the pandemic they took a hit and lost a lot of revenue due to the 2020 COVID-19 pandemic. With restaurants, attractions, and stores closed down, the anticipation of whether Lancaster County would return to pre-pandemic levels was considered. Cliff said in 2021, Lancaster County saw a spike in people returning to the outdoors. 

“We were fortunate in 2021 to get back above 2019 number in just a year,” said Cliff. He added, “2022 was like a mardi-gras and just took off.”

To attract more visitors for the 2024 year, Discover Lancaster rolled out a new mobile agritourism app called Lancaster County Farm Adventure Trail . The Farm Adventure Trail is a free mobile passport that allows you to check in at farm-to-table restaurants, roadside stands, farm-themed attractions, preserved farms, and more participating businesses to redeem special offers and earn points towards prizes.

“It also allows donating to Farm Land Trust which is one of our main organizations that helps preserve the farms that we find so beautiful here and keeps them from being paved over and losing what’s beautiful and special about this place,” said Joel. 

Thirty destinations are a part of the Lancaster County Farm Adventure Trail, and one of them is Lemon Street Market.  Lemon Street Market is an independent and woman-owned grocery store that works with several farms across the county. The shopping experience helps tourists and visitors understand the food-to-table concept and how they can support local by buying locally. 

“We buy directly from about half a dozen local produce farmers regularly,” said Dave Dietz, the produce and dairy manager at Lemon Street Market. 

Lemon Street Market has also been a part of Discover Lancaster for several years and has been expanding the tourism and farming industries by letting people know where their produce, dairy, and meat come from. 

“It’s always great to have new people come into town and our store whenever possible,” said Dietz.
