North Korea has signaled an escalation in its “balloon war” with South Korea over the past month, sending hundreds of inflatables southward with payloads of trash and manure . A worthy South Korean response could involve using balloons to deliver upbeat news and K-pop music deep into the North — not just blasting it over loudspeakers at the border.

With the goal of reining in North Korean leader Kim Jong Un’s ongoing pursuit of nuclear weapons, South Korea could launch a balloon-borne offensive to deliver a greater quantity of positive information about conditions in the outside world and especially in South Korea, along with the optimistic strains of K-pop and the sagas of K-dramas. Once the South has shown Kim that it is willing and able to flood the North with such content, threats of a continuing deluge could inspire him to rethink his nuclear plans.

Op-Ed: When will our North Korea policy get real? Kim Jong Un won’t denuclearize

No other country that has developed an indigenous nuclear weapons stockpile has agreed to trade all of it away for concessions. It’s fantasy to believe North Korea will be the first.

Here’s why. In the recent past, Kim has become paranoid about his people being exposed to outside information, particularly details about cultural touchstones and lifestyle advances in South Korea. North Korea is an impoverished and distressed country without freedoms, in contrast to its neighbor South Korea, a modern, globally engaged country with a population that enjoys freedom, opportunity and wealth. Showing the North Korean people how their counterparts to the south live would at the very least be destabilizing for the regime. Kim’s recent behavior suggests that he is concerned that outside information is already contributing to instability in the North that could one day threaten his rule.

A new balloon offensive could threaten to repeatedly target Pyongyang with payloads of a million or so USB drives, each loaded with South Korean music and TV shows and with messages to the North Korean elite . The necessary inflatable delivery technology already exists: South Korean activists have developed “smart balloons” that could target USB drops over specific parts of Pyongyang and also carry speakers.

Such an offensive could prod North Korea toward shutting down one or more of its nuclear weapon production facilities or abandoning plans for a seventh nuclear weapon test — and South Korea should reward either move by ending the media bombardment. As long as Pyongyang refuses to yield in such meaningful ways, the drops should continue and expand.

A few years ago Kim called K-pop a “vicious cancer” corrupting the young in the North. His state media have warned that if left unchecked, it would make North Korea “crumble like a damp wall.” And what could be more scary to a third-generation dictator like Kim than having his regime crumble?

Kim apparently hopes that by portraying South Koreans as enemies of the North Korean people and imposing severe penalties on those consuming things from South Korea, he will be able to stop his people from learning about the outside world.

But these steps may only be delaying the inevitable: Many North Koreans don’t buy the Kim regime’s indoctrination, which risibly portrays North Korea as being a “ utopia surrounded by a hellish outside world .”

Threatening an offensive featuring K-pop and other information deployed via balloons could be an important component of a campaign to influence the North Korean regime. In addition to million-drive airdrops, South Korea and the United States could use their media resources to support Korean-language reports about North Korean regime failures and human rights violations and the suffering of the North Korean people.

Washington and Seoul could also increase broadcasts into the North in ways that would circumvent or overwhelm North Korean jamming. And they could threaten to continue and even increase the recently restarted broadcasts along the Demilitarized Zone, which Kim would find objectionable in part because many of the North Korean soldiers in that area are from elite families who live in Pyongyang, families Kim particularly wants to isolate from outside information.

Information efforts could also be increased elsewhere. For example, South Korea and the United States could distribute information and K-pop to North Korean diplomats and business people overseas, to North Korean front companies in various other countries, and to North Korean soldiers who are most likely on the Russian front lines supporting the use of North Korean artillery and missiles against Ukraine.

With survival of his regime on the line, the threat of an ongoing information campaign that relies on balloon drops, followed by the use of other technologies, could help prod Kim to step back from immediate plans such as another nuclear test and to rethink his overall nuclear ambitions. South Korea and the United States could tell Kim that if he does not accept a freeze on nuclear weapons production, his regime should be prepared to be rocked by a vast information offensive .

There is power in information, and Kim has repeatedly signaled that he is terrified by it. South Korea and the United States have few levers to apply against the North. Delivering information that could destabilize the regime is clearly one they should use.

New Princess route: Los Angeles to Shanghai and back

Princess Cruises has announced plans for an epic voyage from Los Angeles to Asia and back that includes stops in half a dozen countries.

The 60-day "Circle North Pacific" sailing on the Coral Princess kicks off Sept. 19, 2018 with a trip north to Alaska, where calls will include Ketchikan, Juneau and Kodiak. From there, the 1,970-passenger vessel will head westward to Japan, stopping in Kushiro, Yokohama (near Tokyo), Osaka and Hiroshima.

Continuing westward, Coral Princess will visit Incheon (near Seoul) in South Korea and then Beijing and Shanghai in China before heading south to the Japanese island of Okinawa. Additional stops in Asia will include Hong Kong; Halong Bay, Chan May and Ho Chi Minh City, Vietnam; and Manila in The Philippines.

Giant Princess ship to sail around South America

Returning eastward across the Pacific, the ship will make a two-day stop in Hawaii on its way back to Los Angeles. It arrives in Los Angeles on Nov. 18, 2018.

S. Korea aims to attract 1 mln foreign cruise tourists by 2027

SEOUL, June 17 (Yonhap) -- South Korea on Monday unveiled a comprehensive strategy aimed at significantly boosting its cruise tourism sector by attracting 1 million foreign visitors by 2027.

This ambitious plan, announced by the Ministry of Culture, Sports and Tourism and the Ministry of Oceans and Fisheries, includes major upgrades to both the country's infrastructure and cruise-related services, according to a joint press release.

The strategy comes as the nation experiences a resurgence in cruise tourism, with 273,817 visitors recorded in 2023, surpassing the pre-pandemic figure of 267,381 in 2019.

Central to the plan is the construction of a new cruise pier at the Saemangeum New Port in Gunsan, a reclaimed wetland on the southwestern coast, and a new international passenger terminal at Mukho Port on the east coast by next year.

In a bid to improve the quality of existing services, the government will extend the operating hours of cruise terminals, introduce pop-up markets, and enhance traveler conveniences with 24-hour unmanned currency exchange facilities.

The two ministries also aim to create distinct identities for seven major ports. For instance, Incheon will be developed as an "airport-linked fly-and-cruise port city" for housing South Korea's main gateway, Incheon International Airport.

Sokcho, where the scenic Mount Sorak is located, will be promoted as a city renowned for mountain trekking.

The plan also emphasizes the development of specialized tourism programs tailored to international visitors.

"The government will attract foreign tourists to various South Korean regions with diverse charms by activating cruise-linked local tourism," Jang Mi-ran, vice minister of culture, said in a press release.

She pledged close inter-governmental cooperation and comprehensive support for the tourism industry.

Russian President Vladimir Putin, Kim Jong Un meet in North Korea

LONDON -- Russia's President Vladimir Putin has arrived in Pyongyang, North Korea, early Wednesday, amid isolation from the international community resulting from Russia's prolonged invasion into Ukraine.

North Korean leader Kim Jong Un met Putin at the plane ramp and walked along a red carpet lined with soldiers of the honor guards prepared by the North Korean regime. They began speaking to each other immediately after Putin's landing at the Pyongyang International Airport, ABC News reported .

The two leaders will discuss further cooperation on a two-day trip in the wake of their meeting last September in Russia.

Russia and North Korea will sign a Comprehensive Strategic Partnership Agreement at the highest level during the trip, according to Russia's presidential order.

The Kremlin revealed Putin's letter published in North Korea's state newspaper Tuesday in which Putin referred to the relationship with North Korea as "friendship" and "neighborliness."

"Today, as before, Russia and the Democratic People's Republic of Korea are actively advancing their multifaceted partnership," Putin said in an article published in North Korea's state newspaper Tuesday morning. "We highly appreciate the DPRK's unwavering support for Russia's special military operation in Ukraine."

In the letter, Putin also hinted at closer cooperation, unrestrained by the Western world. He wrote of a plan to "develop alternative trade and mutual settlements mechanisms not controlled by the West," calling for a joint movement to oppose the unilateral restrictions that Russia believes to be illegitimate.

Analysts in Seoul are also anticipating what may come out of the talks between the two notorious leaders who likely know that there is high interest from the international community in this summit.

"Putin's visit is in part to thank North Korea for acting as an 'arsenal for autocracy' in support of his illegal invasion of Ukraine," Leif-Eric Easley, professor of international studies at Ewha Womans University in Seoul, told ABC News. "Moscow's transfer of sensitive military technologies to Pyongyang would not only violate UN sanctions but could also destabilize the Korean Peninsula and East Asia."

"It seems Putin is paying the visit to keep his words, and also to show the world that Russia-North Korea solidarity is ironclad," Sang-Jung Byun, Director of North Korean Studies at the Seoul-based Institute for National Security Strategy, told ABC News. "There is potential that Russia may bring up connecting railways again, which will become a huge source of foreign currency if possible."

Another agenda item likely to be on the table is cooperation in space technology. North Korea is in desperate need of Russia's help to upgrade its ambitious space program at the moment. The regime failed to launch its second reconnaissance satellite, and the satellite that is up and running in space is also questioned for its performance.

"A noticeable difference from Putin's North Korea visit back in 2000 is that the heads of space corporation, railways and also energy are included in the entourage," Seoul's Unification Ministry official told journalists Tuesday. "We feel a need to keep a close eye on possible cooperation in space technology since the latest Russia-North Korea summit was held at the Vostochny Cosmodrome last year."

The two leaders met nine months ago during Kim's visit to the Vostochny Cosmodrome in far east Russia last September. For Putin, it is the first visit to Pyongyang in 24 years, when he as a new Russian leader met with the late North Korean leader Kim Jong Il.

Cruise ship with Broadway stars to steam off to Mexico in spring 2025

NEW YORK (AP) — A cruise ship with some of Broadway’s biggest names — including Tony Award-winner Laura Benanti and Emmy-winner Wayne Brady — will sail from Florida to Mexico next spring.

The Broadway Cruise — heading roundtrip from Miami to Cozumel, from March 31-April 4, 2025 — will also feature Tony nominees Shoshana Bean, Eva Noblezada and Alex Brightman, as well as Broadway favorites Corey Cott, Caissie Levy and Solea Pfeiffer.

Tony-winning director and choreographer Jerry Mitchell, behind such shows as “Kinky Boots” and “La Cage au Folles,” will discuss creating a show and teach dance classes, while Tony-winning producer Jeffrey Seller — behind such hits as “Hamilton,” “Rent” and “Avenue Q” — will discuss producing hits on Broadway. Will Van Dyke will be the musical director for the cruise.

Producers promise “intimate and grand scale shows and cabarets from Broadway’s coolest talent. You will gain tips and techniques from some of the best and brightest creative talent working today.” There will also be celebrity meet-and-greets and Broadway karaoke.

This will be the third Broadway Cruise, which borrows the Norwegian Gem for its themed trips. Patrons can see performances at everything from the 850-seat Stardust Theater to the Pool Deck Stage, which fits 2,000 or the Atrium Stage, which fits 300.

“With two incredibly successful trips under our belt, The Broadway Cruise is now an annual tradition,” Scott Zeiger, executive producer for EBG Solutions, said in a statement. “If you love Broadway, there is no vacation more fulfilling and exciting than being on our complete ship takeover with today’s biggest talent”.
