6 French Travel Startups Thriving Despite the Pandemic

Travel bookings will get worse before they get better. But we found a half dozen French travel startups defying the odds. They appear to be setting themselves up well for the post-crisis rebound. Bonne chance!

France banned travel to and from countries outside of the European Union on January 31 in an effort to contain the coronavirus pandemic . The news clouded predictions about how soon and how fast travel bookings would rebound.

Yet despite the gloom, a handful of French travel startups have adapted well to the crisis. Explora Project, Evaneos, Cirkwi, Cocoonr, MagicStay, and Koala appear to be in strong positions to grow as the pandemic dissipates.

Several factors may make France a fertile ground for travel tech innovation.

“We have more international tourist arrivals than any other country, according to the WTO,” said Caroline LeBoucher, CEO of Atout France , the tourism development agency. “We’re ranked as having one of the most competitive tourism industries by the World Economic Forum. We had the first major recovery program for startups.”

“President Macron has a very strong commitment to innovation with the development of the French Tech effort for startups, which connects entrepreneurs to financial and mentoring help,” LeBoucher said. Last year, La French Tech’s index of 120 fast-rising startups included 10 French travel startups.

To be sure, the latest French travel restrictions gave a jolt to many French travel startups managing their cash flows. While startup founders stereotypically seek to “move fast and break things,” many must continue to conserve cash to survive the latest falloff in travel bookings. Founders are minimizing every last euro of spending on payroll and marketing.

Travel startups are playing for time. France should complete mass vaccinations of people over age 60 soon. President Emmanuel Macron promised this week in a TV interview with TF1 that all French adults who wanted would be inoculated “by the end of the summer.”

Covid-19 has so far been a virus that spares most people under age 60. So experts believe death rates will drop in France and in other countries with mass testing and mass vaccination, inspiring confidence in consumers to start booking trips. Some cities in some countries, such as India , might be achieving so-called herd immunity — though the reports remains controversial.

Yet international long-haul travel may not recover until 2023 . One wild card factor in forecasting a recovery is the rise of so-called mutant strains of the coronavirus, including a version of Covid-19 discovered in Brazil that some scientists worry could undermine today’s version of vaccines, according to the medical journal The Lancet . Yet one vaccine maker, Moderna, expressed cautious hope it could find workarounds, though a timeline is unknown.

Another wild card factor is that about one out of four survey respondents in France, Germany, and the U.S. said in polls released this week that they might refuse to take a coronavirus vaccine.

Yet entrepreneurs have optimistic personalities, given that founding a startup is a quest against the odds. So here are stories of several promising French travel startups braving the crisis. Perhaps one will someday grow as large as France’s giant venture-backed ridesharing app, BlaBlaCar

Explora Project Sees Resilience in Outdoor Tourism

Explora Project is focused on small group, environmentally sustainable adventure tourism. Based in Annecy, France, the travel startup has hired 120 freelance guides that run adventure tours for small groups. Consumers book the tours via its site. The guides run the tours under the startup’s branding and guidelines.

“We launched and had only four months of sales in late 2019,” said CEO Stanislas Gruau. “So we essentially took Covid in the face right from the beginning.”

Yet many young travelers were willing to take vetted outdoor trips in small groups of people who had negative coronavirus tests. In June 2020, Gruau and his co-founder, Alix Gauthier, raised $2 million (€1.7 million) in seed funding on the strength of the company’s resilience in the crisis.

For the full year of 2020, the company generated sales of about $1 million (€1.45 million) on 250 expeditions in eight countries.

“We don’t fight for keywords or bid in ad auctions to rank first for searches on ‘adventure travel,'” said Explora Project CEO Stanislas Gruau. “Google is for the old generation. Who is typing ‘adventure travel’ on Google to find something cool? Seriously: no one.”

Promotion on social channels like Instagram has brought in business. On March 9, 2020, the company had only 1,000 “members,” or people who signed up for communications. Today it has more than 100,000.

Gruau is betting on rising interest in sustainable tourism. In July, the company hired someone with a Ph.D. in mathematics to measure as precisely as possible the carbon emissions generated by the company’s expeditions, including the trip to arrive at a destination. Many itineraries substitute meat-free diets for meat-based ones believed to produce more greenhouse gases .

“We are creating scores on a scale of one to five about the environmental impact of our trips,” Gruau said. “Some have low impact. Others will have more impact, meaning that if you want to respect the Paris Agreement, you’ll only be able to do one of those trips every couple of years.”

“We offer some packages involving flights,” Gruau said. “We are not ayatollahs of plane-free travel because we have to be pragmatic. But most of our expeditions involve short-distances and can be reached by rail or bus.”

Evaneos Bets on Responsible Travel

Evaneos , a Paris-based tour booking startup, faced a different challenge. In 2018, Evaneos raised $80 million in a Series A round. After operating for nearly a decade, the founders decided to use external funding to scale up quickly. It took funding from venture capitalists, who had more money than usual thanks to years of low interest rates.

Then the pandemic hit.

“Since the beginning of the crisis, we have secured financing, temporarily cut some costs, and benefited from French government help,” said CEO Eric La Bonnardière. “Today, Evaneos is in good health despite the incredible year it went through. While the moment of business rebound is uncertain, we are here for the long-term.”

Evaneos helps “thousands” of local agents based in more than 160 destinations sell customized, multi-day trips to consumers. Its pitch is that it saves both consumers and suppliers money by cutting out the typical middleman layer of tour operator giants and advertising platforms.

“We have listened a lot to our travelers this year, and it appears that they will want to get off the beaten track, discover the world in an even more authentic way, avoid large groups and understand the meaning and impact of their travels,” La Bonnardière said.

“So we are working at the moment with our community of local agents to adapt our offers, to make our online trip planning tools more sophisticated, and to be more efficient with new tools. This crisis is just accelerating a market evolution toward more online customization,” La Bonnardière said.

Evaneos was among the forerunners in creating an online offer of customized travel, taking market share from the traditional sellers of holiday packages, such as Thomas Cook, whose core business collapsed in 2019 .

Evaneos, a marketplace connecting travelers with local experts to plan trips, claims to be the most used European customized multi-day tours platform. But Evaneos has some competitors in the online sector, more broadly speaking. Tourlane , a tour operator, appears quite strong with German-speaking travelers.

Like Explora Project, Evaneos expects booming growth in sustainably-themed travel as the crisis ebbs.

“People will probably travel long haul less often but for a longer time and favor close destinations more regularly,” La Bonnardière said. “We are adapting our offer to this trend. We’ve done well already, but we need to bring our network a step further along in terms of sustainability. We need to redistribute tourism revenues with the destination better and also redistribute better the flow of tourists in the world. We are in the process of being B-Corp certified.”

La Bonnardière also believes that destinations will increasingly want to promote more “responsible tourism” and avoid overtourism after the crisis. For context, see Skift’s earlier story Lessons From a Tourism Pushback in Hawaii .

Cirkwi Pivots

Sylvain Caucheteux and Benoit Milan are co-CEOs of Cirkwi , a travel tech startup they founded in 2011 in Nancy, France. Before the crisis, Cirkwi focused on providing digital tools to create, distribute, and promote touristic itineraries for points of interest in France, Belgium, Switzerland, and bordering countries.

Before the crisis, it had amassed 2,000 customers for its business-to-business service. More than 800 tourism promotion websites, many lodging providers, and about 15 specialized digital agencies integrated its content.

Cirkwi maintained most of these customers in 2020.

“We’ve had a stable business volume despite the pandemic thanks to our software-as-a-service, B2B model that serves many publicly-owned customers and has an emphasis on local and regional tourism promotion,” Caucheteux said.

In March 2020, just as the crisis hit its first peak, Cirkwi joined (in a remote manner) Welcome City Lab , a Paris-based incubator dedicated to the tourism sector.

The founders Caucheteux and Milan adjusted their ambition to make Cirkwi the reference hub for tourism marketing content. They planned to offer its products to any touristic professional or media company worldwide, not just publicly supported ones in a few countries.

“We realized gathering any country’s touristic dataflow is time-consuming, and therefore leads us to a hardly scalable model,” Caucheteux said. “That is why we moved to seek other data sources, creating our own web search engine that analyzes and indexes millions of structured touristic data and web pages to find additional insight.”

During the first French lockdown, Cirkwi developed a new product called Storyguide , a tool to enable everyone to virtually travel from their own couch.

“We created travel guides that looked like image carousels,” Caucheteux said. “These storyguides are automatically created for 3.5 million points of interest through our algorithms. We already have 22,000 storyguides based on a significant amount of touristic data.”

Companies and organizations can add the widget to their websites and apps with just a few lines of code.

As far as its target market is concerned, Cirkwi expanded its customer base. The startup added tools for the hospitality sector in October 2020. It onboarded nearly 250 hotels in France since then.

Later this month, the startup will roll out more customer administration tools to automate its lead generation, sales, and onboarding. It plans to hire 11 people this year.

“We are determined to test the North American market by the summer,” Caucheteux said. “Our new product suite might generate the majority of our revenue next year.”

MagicStay Embraces Consumers

MagicStay targeted the business and corporate travel market from its founding in 2013 in Grasse, France. It helped companies find mid-term and long-term corporate housing for employees, though it doesn’t run or manage the properties.

By 2019 the company had signed up a quarter of French companies, said CEO Valéry Linÿer. A key driver of its success was that it built online booking tools that made it easier for companies to handle such long-term assignments. The software companies use to manage short-term business travel generally isn’t set up to handle long-term stays, a gap that MagicStay has attempted to fill.

Then came the coronavirus. So MagicStay added a new product, short-term rental bookings for consumers. While its website still talks about its business services, the company opened up its listings and customer service to handle consumers. The move was good for supply. The company doubled its inventory in 2020 to 1 million apartment listings worldwide.

After the crisis ends, Linÿer expects MagicStay’s original offering to have enhanced appeal, as extra-cautious companies will be extra-mindful that employees are staying in properties that comply with corporate travel policies. It also works with all the travel risk mitigation and security companies like International SOS , SSF , and WorldAware .

MagicStay has raised about $9.5 million (€8 million) since its founding. It doesn’t relist property on other sites, such as Airbnb, but it does use Google paid marketing to attract visitors.

“If you go to Google and type in ‘short term rentals in London,’ you will see MagicStay high up in the search results,” Linÿer said. “We have good conversion because our properties are all professionally managed and vetted to take pandemic-related safety precautions.”

Cocoon Survives on Short-Term Rentals

Cocoonr last month defied trends by being one of the only European travel startups to receive venture capital funding during the crisis.

Just as Airbnb benefited from a boom in apartment rental bookings once travel restrictions eased, so did Cocoonr, which manages short-term and medium-term rentals, including rental apartments, vacation homes, and villas and chalets, under the Cocoonr and Book&Pay brands.

The Rennes-based company raised $1.21 million (€1 million) from angel investors including George Sampeur, who chaired the B&B Hotel group for 15 years. Founded in 2015, Cocoonr had previously raised about $1.6 million (€1.3 million).

The company has 35 employees and eight agencies throughout France. Despite the crisis, the company added operations this year in Bordeaux, Toulouse, Nantes, and Marseille.

Cocoonr is the rare travel startup to report revenue growth in 2020.

Koala Bets on a Travel Insurance Sales Boom

Koala , a French insurance tech startup, closed in June a $1.9 million (€1.6 million) seed round, which included angel investors who are former CEOs of Air Malta or Brussels Airlines.

As the pandemic prompts travelers to hunt for more flexible travel insurance policies, Koala is building exactly that. Its travel insurance lets consumers cancel a trip without justification or motive, a rare offer in the industry.

Founded in Paris in 2018, the company launched its first product for flight insurance at the start of 2020. The policy compensates travelers for delayed or canceled flights.

In December, Koala launched a service that allows a traveler to cancel their trip for any reason in just a few clicks online without providing any documentation, said CEO Ugo Weyl. The first travel agency to start offering it is Ulysse , a Paris based online travel agency that’s also venture-backed. As Minister for Tourism, Grégoire emphatically urged French travel and tourism tech startups to step up their performance as she unveiled the first 15 companies chosen to participate in the program, set to run from January to June each year. The selected startups stand to gain from comprehensive training, advisory, and promotional support, with the ambitious goal of not only enhancing their success but of potentially birthing the next French unicorn.

Sifted has its own selection of French startups to watch . But each year government agency La French Tech also picks its own based on criteria including sales growth and money raised.

New entrants this year include space-tech nanosatellite maker Kineis, Europe’s Snapchat for teens called Yubo, car-rental platform Virtuo, insect farming startup Innovafeed, and Flying Whales, whose cargo blimps are built for moving timber out of forests. Familiar names include success stories like Alan, Meero and fintech Lydia.

Beyond the visibility, companies on the list gain enhanced access to government ministries, access to official French delegations overseas and help in connecting with the public sector. Entrepreneurs also receive support from a group of more than 50 dedicated correspondents from government agencies, ministries and public services, across France.

The list includes the Next40 ranking of France's top startups, as well as 80 more names, making up the complete FT120.

Le gouvernement prépare un programme d’accompagnement « France Travel Tech »

Le 11 juillet 2023, dans le cadre du plan « Destination France », le gouvernement a annoncé le lancement d’un appel à manifestation d’intérêt qui vise à créer le « Programme France Travel Tech » et à en initier sa première promotion 2023-2024.

Le contexte de cette initiative gouvernementale en faveur des « Travel Tech »

Le plan Destination France , annoncé par le Premier Ministre le 20 novembre 2021, est un programme de reconquête et de transformation du tourisme qui a pour objectif de « conforter la France comme première destination touristique mondiale » en se donnant « les moyens de relever les défis du secteur et en posant les fondations de la France touristique des dix prochaines années ». Un des objectifs de ce plan ambitieux est notamment d’accompagner la transition durable et numérique du secteur en favorisant le développement et le rayonnement de startups ou entreprises dont les solutions innovantes peuvent utilement contribuer à l’attractivité et à la compétitivité des entreprises, des filières, et des destinations touristiques.

Ainsi, le réseau France Travel Tech vise à faire émerger des champions français de la travel tech en soutenant la montée en puissance des technologies émergentes dans le tourisme et en fédérant les acteurs autour des enjeux de numérisation du secteur . En effet, la part de la  travel tech  dans l’écosystème des startups françaises ne représente que 3% . Par ailleurs, les levées de fonds sont trois fois moins importantes que la moyenne des jeunes pousses , et aucune licorne française n’est présente dans le secteur du tourisme . Enfin, la France dénombre un ralentissement des créations d’entreprises dans le secteur de la travel tech depuis 2018 (32 maximum par an contre une cinquantaine dans les années 2000).

« Notre objectif c’est de structurer l’écosystème de la Travel Tech et d’aider les entreprises du secteur à se développer et à se connaitre entre elles pour développer des synergies », a indiqué  Olivia Grégoire , ministre déléguée chargée des PME, du Commerce, de l’Artisanat et du Tourisme qui est à l’initiative.

L’appel à manifestion d’intérêt pour le programme France Travel Tech est ouvert !

L’appel à manifestion d’intérêt (AMI) lancé le 11 juillet 2023 vise à sélectionner les lauréats de la première promotion 2023-2024 du programme d’accompagnement « France Travel Tech » , qui sera déployé sur un an à partir de septembre 2023.

Il s’adresse à une vaste catégorie d’entreprises (startups, TPE, PME et ETI) exerçant, d’une part, dans des activités diverses du tourisme  (transport, hébergement, commerce, restauration, réservation de voyage, activités culturelles, récréatives ou de loisirs, tourisme d’affaires, etc.), d’autre part,  développant une technologie susceptible de s’appliquer à ce secteur  et, par conséquent, de développer de nouveaux usages (plateformes numériques, intelligence artificielle, etc).

Pour y participer, les entreprises doivent candidater via un formulaire disponible en ligne avant le 15 septembre 2023.

Les objectifs du Programme France Travel Tech

L’objectif de ce programme est de structurer et renforcer la  travel tech  en faisant émerger des champions français dans le secteur. C e programme accompagnera annuellement une dizaine d’entreprises  dans les différentes phases de leur structuration et croissance : 

  • Accompagnement administratif (aide à la recherche de financements, appui règlementaire), 
  • Développement des actions d’open innovation (partenariats avec des grands groupes, collaboration entre start-ups, etc.), 
  • Mise en place d’un réseau de conseil (aide à la recherche de terrains d’expérimentations et les partenaires),
  • Actions de valorisation (évènement de lancement, tourisme tour, communication sur les réseaux sociaux). 

Le Programme France Travel Tech a en particulier vocation à mettre en relation les entreprises sélectionnées porteuses de solutions numériques avec des potentiels acheteurs  (grands groupes, territoires, État, fonds d’investissement, etc.).

Pour conclure, l’appel à la manifestation d’intérêt dans le cadre du Programme France Travel Tech vise à sélectionner les lauréats qui rejoindront la première promotion 2023-2024 à partir de septembre. Pour cela les entreprises doivent candidater via un formulaire disponible en ligne avant le 15 septembre 2023.

Houston co. Acquires French Travel Tech Firm in $12M Deal

Houston-based global technology firm Pros Holdings Inc. (NYSE: PRO) acquired French travel tech firm Travelaer SAS.

Pros acquired Travelaer, based near Nice, France, in a deal valued at approximately $12 million, according to an Aug. 26 press release. The transaction was an all-cash deal, a Pros spokesperson said. The acquisition boosts Pros’ airline retail-focused portfolio, which aims to “transform the traveler’s digital experience” across retail channels, per the release.

You are heading an innovative economic project 

The “Innovative Economic Project Talent Passport” is for you.  To obtain an “Innovative Economic Project Talent Passport” you must :

  • Provide evidence that you are involved in an innovative economic project recognised by a government body.
  • Provide evidence that you have sufficient resources to meet your needs and those of your family, equivalent to the statutory minimum wage, i.e., €21,2003.00   as of January 1, 2024.

You would like to found a company 

The “Business Creation Talent Passport” is for you.  To obtain a “ Business Creation Talent Passport ” you must :

  • Head a real and serious business creation project in France.
  • Hold a qualification equivalent to a MASTERS or have at least 5 years’ professional experience of a comparable level.
  • Invest at least €30,000.
  • Have sufficient resources to meet your needs and those of your family, equivalent to the statutory minimum wage, i.e., €21,2003.00   as of January 1, 2024.

How can I take advantage of the French Tech Visa for Founders procedure?

The French Tech Visa procedure is intended for foreign talents who wish to join the French business ecosystem. It provides them with a “Talent Passport” residence permit that enables them to settle and work in France.

  • Step 1:  Application to one (or several) of the French Tech Visa partner incubators and accelerators , through their regular process of selection, an incubator or accelerator supported by the French Tech Capital, or request of the support from two members of the French Tech ecosystem (research organizations, laboratories, qualified individuals, companies, etc.) who will each issue a letter of support.
  • Step 2: After being selected by an incubator or accelerator partner of the French Tech, by an incubator or accelerator supported by the French Tech Capital or obtaining the support of two actors of the French Tech ecosystem, the startup founder must apply for the recognition of the innovative nature of his or her project on the dedicated website: demarches-simplifiees.fr/french-tech-visa-for-founders . If the DRIEETS IDF ( Direction générale interdépartementale de l’économie, de l’emploi, du travail et des solidarités Ile-de-France ) acknowledges the innovative character of your project according to different criteria, you will receive an acknowledgement letter from the Ministry of the Economy.
  • Step 3: The DRIEETS IDF will issue an official letter of acknowledgement of the innovative nature of the project.
  • Step 4 : The applicant must enclose this letter with their application for a long-stay “Innovative Economic Project Talent Passport” visa or residence permit. The procedure differs depending on whether you are abroad or already living in France.

I will be staying in France for 12 months or less. What is the procedure?

  • Step 1: If you wish to be eligible for the French Tech Visa for Founders, you must request to be officially registered with one of the French Tech Visa partner incubators and accelerators , through their regular process of selection, an incubator or accelerator supported by the French Tech Capital, or request the support from two members of the French Tech ecosystem (research organizations, laboratories, qualified individuals, companies, etc.) who will each issue a letter of support.
  • Step 2: Apply for a long-stay visa equivalent to a residence permit ( visa de long séjour valant titre de séjour – VLS-TS) at a consulate. To complete your visa application and view the list of documents you must provide, visit the France-visas website:  france-visas.gouv.fr

I will be staying in France for more than 12 months. What is the procedure?

  • Step 1: If you wish to be eligible for the French Tech Visa for Founders, you must request to be officially registered with one of the French Tech Visa partner incubators and accelerators , through their regular process of selection, an incubator or accelerator supported by the French Tech Capital, or request the support from two members of the French Tech ecosystem (research organizations, laboratories, qualified individuals, companies, etc.) who will each issue a letter of support.
  • Step 2: Submit your long-stay visa ( visa de long séjour – VLS) application to the consulate. To complete your visa application and view the list of documents you must provide, visit the France-visas website:  france-visas.gouv.fr
  • Step 3: Collect your 3-month VLS from the consulate. This will allow you to travel to France.
  • Step 4: Once in France, submit your application for a talent passport residence permit online via the Administration-étrangers website within 2 months of arriving in France. The list of supporting documents is accessible on the website.
  • Step 5: Collect your talent passport residence permit from the Préfecture .

I am already in France

You are the founder of a startup and wish to renew your talent passport. What is the procedure?

If you are already in France and wish to renew your talent passport so that it remains unchanged (the reason for your stay must also remain the same), you can do so without difficulty as long as you fulfill all the conditions.

You must carry out the necessary formalities online via the  Administration-étrangers website  two months before your VLS-TS (long-stay visa equivalent to a residence permit) or your current residence permit expires.

After 5 years in France, you can apply for a 10-year residence card.

I want to launch a startup. What is the procedure?

If you are already in France and wish to apply for a talent passport to enable you to carry out your plans, you can do so without difficulty as long as you fulfill all the conditions.

  • Step 1: If you wish to be eligible for the French Tech Visa for Founders, you must apply to one (or several) of the French Tech Visa partner incubators and accelerators , through their regular process of selection, an incubator or accelerator supported by the French Tech Capital, or request the support from two members of the French Tech ecosystem (research organizations, laboratories, qualified individuals, companies, etc.) who will each issue a letter of support.

My current residence permit is not compatible with my future professional role. What should I do?

If you are already in France and wish to apply for a talent passport to enable you to carry out your plans (you are a researcher and are setting up an innovative company, you are an employee and wish to set up a company, etc.) you can do so without difficulty as long as you fulfill all the conditions.

You must carry out the necessary formalities through the  Préfecture  of your place of residence as soon as your circumstances change and before your current permit expires. If you are applying for another category of talent passport, you can apply online via the  Administration-étrangers  website.

Frequently asked questions

Can I work as an employee if I have an Innovative Economic Project or Business Creation talent passport?

No, you cannot work as an employee. Innovative Economic Project or Business Creation talent passports allow individuals to conduct business activities related to the project for which they were issued.

Once in France, can I travel freely?

If you are staying in France for 12 months or less : You have a long-stay visa equivalent to a residence permit, which allows you to cross borders easily.

If you are staying in France for more than 12 months:  Within two months of arriving in France (before your long-stay visa expires), when you submit your residence permit application, the Préfecture will provide you with a temporary residence permit (APS) which will allow you to travel and cross borders easily, whether for professional or personal reasons, while you await your residence permit.

I have a Holiday-Work Visa (Programme Vacances-Travail – PVT). Can I launch a startup?

If you have a valid Holiday-Work Visa and would like to create a startup in France, you cannot do so directly. Indeed, when you applied for a Holiday-Work Visa, you undertook not to settle in France for an extended period of time. You must therefore return to your country of origin and apply for a long-stay visa that is compatible with your plan to settle.

Can my family accompany me?

What is the procedure?

Your family can apply for a family talent passport, which will simplify the conditions under which they may accompany you: your spouse can work and any children you have with them (in the case of reconstituted families) can accompany you.

What types of profession are permitted?

Your spouse can exercise any profession thanks to the Family Talent Passport.

French Tech Visa for Founders - procedure

How do I register for social security?

You must declare the existence of your company to the Business Formalities Centre ( Centre de Formalités des Entreprises – CFE) of the company’s place of business and make a registration request to the URSSAF via cfe.urssaf.fr 8 days at the latest after commencing operations.

The CFE will forward all the information required for you to be registered with French social security, including to your local primary health insurance fund ( Caisse Primaire d’Assurance Maladie – CPAM). Once your company has been registered, your healthcare costs will immediately be covered by France’s mandatory health insurance system.

Once your request has been processed and your company registered with the CFE, the INSEE (French National Institute for Statistics and Economic Studies) will issue you with a unique SIRET identification number as well as an APE code, which indicates your company’s main area of activity.

If you are not currently working professionally in France, you will only be able to benefit from French social security cover after 3 months of stable and legal residence in the country. You will then have to apply for social security cover by submitting the relevant form to the primary health insurance fund (which you can find here ), together with the supporting documents specified in the form.

What documents are required?

First of all, you will need to provide documents proving that you are staying in France legally:

  • A document proving your identity (passport or identity card).
  • Your residence permit, issued for a period of 6 months or more, depending on your circumstances.
  • A document proving that you have been a stable resident of France for more than 3 months, if you are not yet working professionally.
  • A full birth certificate or one specifying parentage.
  • A copy of a document attesting to your professional circumstances, if you are already working.

You must also complete the health insurance application form (which you can find here ) and submit it to your local CPAM office.

Are my spouse and children covered?

Yes, your spouse, partner or civil partner, as well as any children under the age of 18 that you have together, will be covered when you register with the French social security system. Thus, from the moment you are covered by France’s universal health insurance system, your family members will enjoy the same rights as you.

Do I have to take out private insurance?

Until you have registered your company and if you have been in France for less than 3 months, you will need to take out private insurance.

Furthermore, the mandatory health insurance system covers only part of your healthcare costs. You will need to pay the remainder (known as the ticket modérateur , which is usually equal to 30% of the total cost), in addition to any excess fees charged by healthcare professionals.

Taking out a supplementary health insurance policy with a private supplementary health insurance company will allow you to cover some or all of the healthcare costs that remain payable by you, depending on the terms of the policy.

What is a provisional social security number?

The CPAM or Family Allowance Fund ( Caisse d’Allocation Familiale – CAF) will issue you with a temporary number upon presentation of just one of the two documents required for an individual born abroad to be assigned a social security number.

It will be converted into a permanent social security number upon presentation of the second document. The composition of the number will not change when it is converted.

When will I receive the Vitale health insurance card?

It takes an average of 15 days for individuals to receive their Vitale card ( Carte Vitale ). It takes 7 days for the CPAM office to process the request, to which one must add the post office’s delivery time.

What is a mutual insurance company (mutuelle)?

Social security reimburses part of your healthcare costs. To have all or part of the remainder reimbursed, you can take out a supplementary health insurance policy.

Several different types of organisation offer supplementary health insurance policies: mutual insurance companies (in the majority of cases), traditional insurance companies and provident institutions.

How do I get reimbursed?

At the doctor’s 

When you see a doctor, presenting your up-to-date Vitale card enables you to be reimbursed more quickly, without having to send a treatment form ( feuille de soin ) by post to your local primary health insurance office.

If the doctor does not have the equipment required to scan Vitale cards or if you have forgotten your Vitale card, you must send the treatment form provided by the doctor to your local primary health insurance office by post.

If you have provided your local primary health insurance office with details of your supplementary health cover, the CPAM will send the form to your supplementary health insurance provider directly, so that the latter can refund you the remaining amount payable for your consultation.

In pharmacies 

If you produce your up-to-date Vitale card and your supplementary health insurance card, you will only pay the pharmacist the share of the cost that is not reimbursed either by social security or by your supplementary health insurance provider, if you have one.

If the entire amount is reimbursed, you will have nothing to pay to the pharmacy.

What is a treating physician?

Your treating physician can be a general practitioner or a specialist, working either in the community or in a hospital. They play a central role in guiding and monitoring patients throughout the treatment process.

Their knowledge of the patient allows the doctor to play a unique role in informing them about the prevention of ill health, screening, disease monitoring and therapeutic education.

The treating physician coordinates all the treatment their patient receives. They refer them to specialists or hospital wards when required and centralise all their information: test results, diagnoses and treatments. They therefore have a general overview of their patient’s state of health, a real advantage that enables the doctor to provide them with the most appropriate care.

When they have a patient with a long-term illness, the treating physician is responsible for developing a treatment protocol, a tool allowing medical practitioners to liaise and which helps improve the coordination of treatment.

What is the coordinated treatment process?

The coordinated treatment process places the treating physician in charge of coordinating the treatment your medical condition requires.

It ensures better coverage of healthcare costs.

To benefit from this process, an individual registered with social security must choose and declare a treating physician. This requires them to consult their treating physician first if they have any medical issues. If they fail to do so, the sum reimbursed will be lower (except for under-16s).

This does not apply when consulting dental surgeons, midwives, gynaecologists, ophthalmologists, psychiatrists, neuro-psychiatrists and stomatologists.

I have resided in France in the past and already have a social security number. Should I request a new one?

No, a unique social security number is assigned to all insured individuals and is permanent : it remains valid even if it was issued a long time ago.

Insured individuals can only have one social security number and each number can only be assigned to a single individual.

Do I have to complete any procedures before arriving in France?

Before leaving your country of residence, you may have to go through certain administrative processes.

I am moving to France: how will I be taxed?

How do I determine whether my tax residence is in France?

With regard to your place of tax residence, international conventions concluded between States have set out specific criteria. These criteria prevail over those provided for in the national legislation of the States. France has signed numerous tax treaties .

Convention-based criteria

Pursuant to convention-based criteria ( OECD Model Tax Convention ), you are considered to be a tax resident in France when:

  • your permanent place of residence is in France, i.e. your main place of residence or that of your family (spouse and children);
  • in the event of dual permanent residence, your centre of economic and personal interests is located in France: it is the place of your main investments, the seat of your business, the centre of your professional activities, or the place from which you derive the majority of your income;
  • if the centre of interest cannot be determined, your main place of stay is located in France (stay in France exceeding 183 days during the same year);
  • if none of these criteria is decisive (main place of stay in both States or no main stay either of the States), your tax residence will be in France if you have French nationality ;
  • otherwise, the tax authorities of the two countries involved may be seized to determine your tax residence.

However, these criteria may differ depending on the conventions; you should therefore refer to the convention applicable to your specific situation.

In the absence of a convention between the two countries concerned, the domestic law of each country shall apply.

Criteria under French law

Subject to international tax treaties , under French law, you are considered to be domiciled in France for tax purposes if you meet at least one of the following criteria:

  • your household (spouse or civil partner and children) remains in France. This may be the case if, due to professional needs, you are required to stay in another country temporarily or for most of the year. In the absence of a household, the tax residence is defined by your main place of stay; or
  • you are engaged in professional activity in France, whether salaried or otherwise, unless it is ancillary; or
  • the centre of your economic interests is in France. It is the place of your main investments, the seat of your business, the centre of your professional activities, or the place from which you derive most of your income.

The situation of the French tax resident is assessed at the level of each member of the household. If you are a couple, you can be considered a French tax resident and your spouse a non-resident.

What if I am a non-tax resident in France?

Non-tax residents in France are taxed only on the income they derive from French sources . Remuneration paid in return for work carried out on French soil is therefore taxable in France.

Unless otherwise provided for in a tax treaty, salaries paid to non-residents are subject to tax deducted at source (“withholding tax”).

What if I become a tax resident in France?

By becoming a French tax resident, you will be subject to tax in France on all your income, including remuneration for your activity abroad.

If you derive income from a foreign source, you must refer to the tax treaty concluded between France and the country from which the income received originates in order to determine:

  • whether the income is taxable or exempt from tax in France;
  • whether the income must be declared in France;
  • in the event that the income is taxable in France, whether there is a mechanism to prevent the potential double taxation of this income from foreign sources (when the income is taxed both in the source country and in France).

The treaty provides that the income is exempt from tax in France

If the treaty provides that the income is exempt from tax in France, it also specifies whether this income must be declared in France. 

Exempt and declared income will not be taxed but may be taken into account to determine the (actual) rate that will be applied to income from French sources.

The treaty provides that the income is taxable in France

If the agreement provides that the income is taxable in France, it specifies, depending on the nature of the income, the method for neutralising double taxation if this income is also taxable in the State from which the income originates.

Thanks to tax treaties, you will not be taxed twice. Double taxation can be neutralised:

  • through the application of a tax credit equal to the tax paid abroad;
  • or through the application of a tax credit equal to the French tax on income from foreign sources.

I hold shares abroad: how will they be taxed if I settle in France?

Income from securities received by a French tax resident is subject to a single flat-rate withholding tax (PFU, prélèvement forfaitaire unique ) at the overall rate of 30% (12.8% for income tax and 17.2% for social security contributions).

The PFU applies in particular to dividends, interest and capital gains on the sale of transferable securities.

I am an American citizen or a “person of the United States” within the meaning of US law: how will I be taxed?

If you are an American citizen (or a person of the United States within the meaning of US law) your world-wide income is subject to US income tax, regardless of where you live.

As a French tax resident, you are also taxed on your world-wide income.

To avoid double taxation of income from foreign sources in the United States and France:

  • the United States excludes from taxation foreign remuneration up to an inflation-indexed amount ($112,000 for 2022) and certain housing costs;
  • the French-American Tax Convention and the provisions of US domestic law applicable to you make it possible to eliminate double taxation.

However, it is not possible to benefit from both the deduction and the double taxation elimination mechanism on the income concerned.

I am French and am returning to France after a period of expatriation in the United States

Steps to be taken 

Before leaving the United States, you are required to complete certain administrative processes.

In order to be in good standing with the American tax authorities after your return to France, make sure you renounce your long-term residence, obtain your tax clearance and pay the expatriation tax if applicable.

I have kept my long-term resident status or am a French-American citizen

The United States applies the principle of citizen-based taxation . Consequently, all US citizens and “persons of the United States”, within the meaning of US legislation, are subject to income tax in the United States, regardless of their place of residence.

However, in order to avoid double taxation, US residents and citizens can deduct from their US tax debt the amount of the taxes they have paid in France.

How do I declare my income?  

What procedures must I complete if I am a non-resident?

You are required to declare income from French sources taxable in France. To help you in this process, practical fact sheets broken down country by country are available   (only in French).

People who are not domiciled in France for tax purposes but who have income from French sources must declare this income using Cerfa form 2042 . This declaration must be sent to the Service des impôts des particuliers non-résidents (Tax Department for Non-Resident Individuals).

I am a French tax resident, how do I file my income tax return?

As a French resident for tax purposes, you must file your tax return with the tax office of your tax domicile.

If you did not have income from a French source taxable in France before you moved to France, in the year following your year of arrival, you must file two returns with the Service des impôts des particuliers of your new place of residence in France:

  • a déclaration 2042 Non Résident , [Form 2042 for Non-Residents] as non-resident for the period from 1 st January to the date of your move to France the year of your arrival if you received income from a French source taxable in France under the applicable international tax treaty;
  • a déclaration de revenus n°2042 [Tax Return Form 2042] reporting the income taxable in France which you have received since your arrival up to 31 December of the year of your establishment in France. Other supporting forms may need to be completed depending on the various types of income you have received in France during this period (property tax return no. 2044, tax return for income collected abroad no. 2047, etc., downloadable from the website impots.gouv.fr).

France has a vast network of tax treaties that make it possible to avoid situations of double taxation, by providing for mechanisms for eliminating foreign tax when calculating the tax due in France on income taxed abroad.

How do I apply for a tax number?

The French tax authorities automatically assign a unique identifier consisting of 13 digits and always starting with 0, 1, 2 or 3 to any individual with a tax reporting obligation in France.

This tax number identifies each taxpayer and their tax obligations and is the unique identifier for all tax procedures.

If you do not have a tax number, you can request it:

  • on-line by filling out the access creation form for a personal space  on the official impots.gouv.fr website;
  • at the counter of the public finance centre or personal tax department serving your place of residence;
  • by post by sending a tax number request form ( form 2043-SD , Cerfa no. 15944*02) to the tax authorities.

Non-residents : you must provide the address of a property which you own or occupy in France or, failing that, a mailing address in France (e.g. address of a lawyer, a notary, a family member, etc.). For more information, go to: impots.gouv.fr .

Once you have received your tax number, you can create your personal space on impots.gouv.fr, through which various online services are available.

This is my first tax return, what should I declare?

Depending on the items set out above and your tax resident or non-tax resident situation in France, the year following your arrival in France, you must declare:

  • either all the income of the members of the tax household received during the year elapsed;
  • or only your income from French sources.

Your income includes:

  • your salary income unless specifically exempted (apprentice, trainee, student, etc.);
  • your professional or non-professional income;
  • your pensions, including alimony and retirement pensions;
  • your income from investments;
  • your property income;
  • your capital gains on the sale of securities and property;

You may deduct expenses, reductions and tax credits, including alimony payments, donations, childcare costs for children under 6 years of age, employment of home workers, etc.

When do I have to file my tax return? 

The first tax return must be filed the year after you arrive between mid-April and early June online, depending on your department of residence. You must therefore have already created your personal space on impots.gouv.fr.

The income tax return must then be filed each year during the same period.

My spouse is abroad: how can I declare our income?

The determination of tax domicile in France and the status of French resident for tax purposes is determined individually for each member of the household (“ How do I determine whether my tax residence is in France?  ”).

You may be a mixed couple, i.e. in a married or civil partnership, where one filing party resides in France and the other abroad. You may be considered a tax resident of France and your spouse a non-resident, even though you are married or in a civil partnership. For more information: impots.gouv.fr .

As a start-up entrepreneur, how should I declare the income connected with my professional activity?

What is my tax status?

Your tax status differs depending on the legal form you have chosen for your activity:

  • If you have chosen to operate as  a company subject to corporate tax (IS) and are the director of your entity : your company will be subject to corporate tax (IS) in respect of the company’s profit;As the director, you will be subject to income tax in respect of your remuneration paid as director and on any dividends paid by the company.
  • If you have chosen to carry out your activity on an individual basis (sole proprietorship or via a company governed by the partnership regime rather than the corporate tax regime): the professional results of the operator are subject to the income tax scale, like the operator’s other income, and form part of the taxable income of that tax household.

Am I subject to withholding tax?

The situation differs depending on your status:

  • If you are a director of a company subject to corporate tax , your remuneration is subject to withholding tax. It is the responsibility of the company that employs you to collect the withholding tax (RAS) when you pay this income. This withholding tax is calculated by applying to the taxable amount of the income a rate provided by the tax authorities or, failing that, a rate resulting from a default rate grid. The amount of the deduction made is declared and paid to the tax authorities by the person required to carry out the RAS.
  • If you are an individual entrepreneur (sole proprietorship or via a company subject to the partnership regime and not to corporate tax), the payment of income tax at source is made by means of instalments deducted directly by the tax authorities from the bank account you have notified to the authorities.The instalments are deducted monthly, on the 15th of each month. You can also choose to be deducted quarterly.

My start-up is subject to corporate tax. What are my filing obligations?

All companies with SARL (limited liability company), SA (public limited company) or SAS (simplified joint stock company) status are automatically subject to corporate tax.

The net profit of the company, from which the remuneration of the directors is deducted, must be reported on the corporate income tax form. Directors must declare their remuneration, interest on shareholder current accounts and dividends received on their personal income tax form.

The tax rate applied to the company depends on its profits while your executive remuneration is subject to the tax rate of the progressive income tax scale.

My start-up is a sole proprietorship, what are my tax obligations?

When you are self-employed and subject to income tax (sole proprietorship or company under the partnership regime rather than corporation tax), your professional income is made up of the company’s profits (or share of profits if you are a company), regardless of the sums taken as remuneration for your activity.

You are then taxed directly on this income according to the category of income relevant to your activity, i.e:

  • In respect of industrial and commercial profits (BIC). This category covers the profits earned by individuals who exercise a commercial, industrial or craft profession;
  • In respect of non-commercial profits (BNC) for persons who engage in a non-commercial professional activity, individually or as associates of certain companies;
  • or in respect of agricultural profits (BA) if you are an individual agricultural operator or partner of certain non-trading companies or groups.

This income, and that of members of your tax household, are subject to the tax rate of the income tax scale: For this purpose, you must report the result (profit) of your activity (or your share of the result) in an appendix to your income tax return no. 2042-C-PRO.

I do not currently pay myself a salary: what is the impact on my tax and filing obligations?

In principle, you are taxable on the income available to you in the year of your arrival in France, i.e. income received during the year of your establishment in France.

If you engage in your activity as an individual entrepreneur (sole proprietorship or via a company governed by the partnership regime and not by corporate tax) , you will be taxed on the company’s profit, regardless of any deductions (or lack of deductions).

Even if you did not receive any income in the year of your arrival, you will be required to file an income tax return the year following your installation in France.

As a start-up entrepreneur, can I benefit from the expatriate regime?

The expatriate regime applies to people called to work in France by a company established in France as employees or managers, but who were domiciled outside France for tax purposes during the five calendar years preceding the year in which they took up their post.

Therefore, you may benefit from the regime depending on your tax status and if you fulfill all the conditions.

How will my income from abroad be taxed?

If you are domiciled in France for tax purposes and you have received income from a foreign source, you must file a 2047 return and/or a 2042 C return, depending on your situation.

Income collected abroad includes all income, profits and capital gains of any kind received outside mainland France and the overseas departments and regions, regardless of the place of investment of the capital, the situation of the assets or the exercise of the activity from which they originate.

You must declare income received abroad by all members of your tax household when this income is taxable in France under the applicable tax treaty.

Am I required to pay local taxes?

Regardless of your situation, whether resident or non-resident for French tax purposes, your local taxes ( council tax, public broadcasting contribution, property tax on built-up and non-built-up properties ) are managed by the tax department of the place where your building is located.

This office is authorised to handle all questions relating to calculation, payment, non-receipt of notice, complaints, etc. even if your income tax is the responsibility of the Tax Service for Non-Resident Individuals (SIPNR).

How and when to enroll your children in school?

Registration for the school is possible throughout the year. It is recommended to anticipate the steps as soon as possible.

The place of registration in a school will depend on the age of the children concerned.

  • For children between the ages of 3 and 10, who must be enrolled in a kindergarten or elementary school, enrollment must be done at the town hall of the family’s residence.
  • For children between the ages of 11 and 14, who are going to middle school; registrations are to be made with the middle school designated according to the geographical area of the family’s residence.
