Kuwait's new travel regulations explained

The following are the new travel regulations that Kuwait will adopt on passengers of all nationalities starting from February 20, 2022:
Fully vaccinated:
- No PCR prior to arrival.
- No PCR on arrival.
- No quarantine after arrival.
Partially vaccinated:
- Must quarantine for seven days that can be ended with a negative PCR test done upon arrival.
Unvaccinated:
- Must carry out a PCR test not more than 72 hours prior to arrival.
- Must quarantine for seven days and carry out a PCR test on the seventh day, and can leave quarantine if the result comes back negative.
*Children under 16 are exempt from the procedures.
- Fully vaccinated people are those who have taken three doses of a COVID-19 vaccine approved by Kuwaiti authorities, or two doses as long as nine months haven't passed since the date of the second dose, or have recovered from COVID-19 for not more than three months.
- Partially vaccinated people are those who have not taken a booster shot nine months after taking their second dose of a COVID-19 vaccine approved by Kuwaiti authorities.
- Unvaccinated people are those who have not recieved a COVID-19 vaccine approved by Kuwaiti authorities, or have not completed their vaccination.

The Directorate-General of Civil Aviation (DGCA) issued the following advice to airlines on Kuwait travel based on a decision by the State of Kuwait’s Council of Ministers and health authorities.
With a new set of guidelines in place, both citizens and expats are required to adhere to the rules set by the government to ensure smooth and speedy travels to and from the Gulf nation.
For Kuwait Citizens – Departure from the State of Kuwait
For arrivals to the state of kuwait, for citizens and their first-degree relatives and workers that accompanies them, vaccines approved by the ministry of health in kuwait, categories that are excluded from the institutional quarantine, gov’t posts arrival and departure guidelines for citizens and expats in kuwait.
This circular supersedes any earlier circulars that contradict the new set of guidelines.
This circular will go into effect on August 1 at 00:01 Kuwait Local Time, the Arab Times Online reported.
- Citizens who have not been vaccinated with the approved vaccines by Kuwait’s health ministry are not permitted to travel outside the country. The presence of green in their application (immune/Kuwait mobile ID) with the exception of following groups; Age that is not subject to immunizations.
- Kuwaiti individuals can produce an official document from the Ministry of Health proving their incapacity to obtain immunizations due to medical reasons.
- Pregnant women are required to provide a certificate proving their pregnancy. The Ministry of Health in Kuwait should issue and approve it.
- Citizens must have health insurance that covers COVID-19 therapy for the duration of their stay outside of Kuwait.
Kuwait will not admit travellers who cannot provide a negative PCR test performed within the last 72 hours before to their departure. They should also not have symptoms such as a high temperature, a cold cough and sneezing, and so on.
Those who have completed Kuwait’s Health Ministry-approved immunizations and have a green color on their immune/Kuwait mobile ID application must register in the Shlonik Application and Kuwaitmosafer platform.
All immunized citizens must still be quarantined at home for one week after arriving in Kuwait. If they wish to be released from quarantine, they must pay for the PCR test performed during their quarantine term to demonstrate that they are free of COVID-19. Following a negative outcome. The period of quarantine at home will come to an end.
Those who have received COVID-19 vaccines while traveling outside of Kuwait must obtain the permitted vaccines and visit the Ministry of Health website to complete the registration process in the Shlonik application and the Kuwait-Mosafer platform. They are also subject to a one-week home quarantine since their arrival. If they wish to be released from quarantine, they must pay for the PCR test performed during their quarantine term to demonstrate that they are free of COVID-19. Following a negative outcome. The period of quarantine at home will come to an end.
Those who have not been inoculated with COVID vaccinations and have red or yellow colors in their immune/Kuwait mobile ID application must complete their registration in the Shlonik Application and the Kuwait-Mosafer platform. They must also pay for two PCR tests, the first of which will be performed upon their arrival in the State of Kuwait and the second on the sixth day of the institutional quarantine. They must also cover the expense of quarantine, which will be held at local hotels listed on the Kuwaitmosafer website. Once they are free of COVID-19, they will be subjected to a 7-day home quarantine.
Those who have been immunized with unauthorized vaccinations will be regarded non-immunized.
Expats who have been vaccinated with approved vaccines and have a green color on their immune/Kuwait mobile ID application must register at the Shlonik Application and the Kuwaitmosafer platform.
Expats who have been inoculated with approved vaccines are nevertheless subject to a one-week home quarantine from the date of their arrival in Kuwait. If they wish to be released from quarantine, they must pay for the PCR test performed during their quarantine term to demonstrate that they are free of COVID-19. Following a negative outcome. The period of quarantine at home will come to an end.
Expats who have been vaccinated outside of Kuwait using vaccinations approved by Kuwait’s Health Ministry must check the ministry of health website before leaving their place of origin, as long as the vaccination is electronically documented. If they wish to be released from quarantine, they must pay for the PCR test performed during their quarantine term to demonstrate that they are free of COVID-19. Following a negative outcome. The period of quarantine at home will come to an end.
- One dose of Johnson & Johnson vaccine
- Two doses of Moderna vaccine
- Two doses of AstraZeneca vaccine
- Two doses of Pfizer BioNTech
- Diplomatic missions and approved diplomats, as well as their domestic workers
- Kuwaiti patients who were treated overseas, as well as their companions, would be reimbursed once the treatment is completed.
- Government and private medical personnel, as well as their first-degree relatives and domestic employees.
- Minors who are traveling alone

Travel requirements for incoming passengers
An official source at the Kuwait International Airport said inbound passengers who are fully vaccinated, partly vaccinated and not vaccinated will be treated on par with citizens and the decision will be implemented as of Sunday, according to the following procedures:
Al-Qabas said for those who are fully vaccinated the following conditions apply
• Cancellation of the ‘PCR’ test before arriving in the country
• Cancellation of the PCR test upon arrival in the country
• Cancellation of the home quarantine after arriving in the country
Those who are partly vaccinated:
• Cancel the ‘PCR’ test before arriving in the country
• Commitment to home quarantine for a period of 7 days after arrival, with the possibility of ending the quarantine time before if a ‘PCR’ test is performed, confirming the person is virus free
For those not vaccinated:
• Conducting a “PCR” examination (72) hours before taking the flight to ensure the traveler is free of infection with the Corona virus
• Mandatory home quarantine for 7 days after arrival and taking a PCR test on the seventh to end the quarantine provided the person is free of virus
• Children under the age of 16 are excluded from this requirement.

COVID-19 rules
There are no COVID-19 testing or vaccination requirements for travellers entering Kuwait.
Passport validity requirements
To enter Kuwait, your passport must have an ‘expiry date’ at least 6 months after the date you arrive.
Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.
You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen.
Previous travel to Israel
If your passport contains an Israeli stamp, you may be refused a visa or entry to Kuwait.
Visa requirements
You must have a visa to visit Kuwait.
Applying for a visa
You can apply for an e-visa before you travel or get a visa on arrival in Kuwait. The Kuwait Ministry of Interior has information on e-visas.
Checks at border control
You must be able to show:
- a ticket for return or onward travel
- proof of your accommodation, for example, a hotel booking
- work visas (both public and private sector) require further documents from employer. See further details on visas and requirements
Working or living in Kuwait
For work or residency visas, apply to the Kuwaiti Embassy in London.
If you’re applying for a residency visa, your passport must be valid for at least 2 years. Your employers should not keep your passport.

Customs rules
There are strict rules about goods you can take into or out of Kuwait . You must declare anything that may be prohibited or subject to tax or duty. Failure to declare could result in:
- imprisonment
- refusal of entry and possible deportation
It is illegal to import:
- narcotics
- gambling machines
- pork and pork products
- pornographic material
Taking money into Kuwait
Declare cash or travellers cheques if the value is 3000 Kuwaiti dinars (£7,500) or more. You will get a certified declaration to show you brought it in with you. If you do not, your money could be seized when you leave.

Kuwait Travel Guidelines

- Boarding will only be allowed to those passengers who have filled in the Self Declaration Form on the Air Suvidha portal, uploaded the negative RT-PCR test report.
- Kuwait makes COVID-19 booster dose mandatory for travelers
- Booster shot is being given to those who have completed nine months of the second dose of the vaccine. The order will come into effect from 26 December. The announcement was made by the Kuwait Civil Aviation Authority. The authority in a statement stated that if a person hasn’t received a booster shot after nine months of vaccine, he or she won’t be considered fully vaccinated. Citizens of Kuwaiti will also not be allowed to fly out of the country if they haven’t received a booster shot. All travellers wishing to enter the Gulf nation will also need to show their negative PCR test report not older than 48 hours on arrival. If a traveller fails to show the PCR test report or if not vaccinated with a booster shot, they would not be accepted at the Kuwait International Airport. Not only this, a home quarantine for 10-days is mandatory for those who do not have a PCR test.
- Passenger showing any symptoms of COVID-19 (High Temperature/Cold/Cough/Sneezing etc.) will not be accepted on the flight to Kuwait. No visa on arrival facility is available at Kuwait International Airport. RTPCR test does not apply to children below 6 years old.
- Quarantine Protocol
- 14 Days Quarantine if tested positive on arrival or at Departure
- Guidelines for International Arrivals to India
- This Standard Operating Procedure shall be valid w.e.f. 01st December (00.01 Hrs IST) till further orders. Based on the risk assessment, this document shall be reviewed from time to time.
- A.1. Planning for Travel
- i. All travelers should (i) submit self-declaration form on the online Air Suvidha portal ( www.newdelhiairport.in ) before the scheduled travel, including last 14 days travel details (ii) upload a negative COVID-19 RT-PCR report or Vaccination Certificate. This RT-PCR test should have been conducted within 72 hrs prior to undertaking the journey. Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise.
- ii. They should also give an undertaking on the portal or otherwise to Ministry of Civil Aviation, Govt. of India, through concerned airlines before they are allowed to undertake the journey that they would abide by the decision of the appropriate government authority to undergo home quarantine/ self-monitoring of their health for 14 days, or as warranted.
- iii. Arrival in India without negative report shall be allowed only for those traveling to India in the exigency of death in the family.
- iv. If they wish to seek such exemption under para (iii) above, they shall apply to the online portal ( www.newdelhiairport.in ) at least 72 hours before boarding. The decision taken by the government as communicated on the online portal will be final.
- A.2. Before Boarding
- v. Passengers originating or transiting from at-risk countries shall be informed by the airlines that they will undergo post arrival testing, quarantine if tested negative, stringent isolation protocols if tested positive etc.
- vi. Do’s and Don'ts shall be provided along with ticket to the travelers by the airlines/agencies concerned.
- vii. Airlines to allow boarding only those passengers who have filled in the Self Declaration Form on the Air Suvidha portal and uploaded the negative RT-PCR test report or Vaccination Certificate
- viii. At the time of boarding the flight, only asymptomatic travelers will be allowed to board after thermal screening. viii. All passengers shall be advised to download Aarogya Setu app on their mobile devices.
- ix. Suitable precautionary measures such as environmental sanitation and disinfection shall be ensured at the airports.
- x. During boarding all possible measures to ensure physical distancing are to be ensured.
- A.3. During Travel
- xi.Suitable announcement about COVID-19 including precautionary measures to be followed shall be made at airports and in flights and during transit.
- xii. While on board the flight, required precautions such as wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene etc. are to be observed by airline staff, crew and all passengers.
- A.4. On arrival
- xiii. De-boarding should be done ensuring physical distancing.
- xiv. Thermal screening would be carried out in respect of all the passengers by the health officials present at the airport. The self-declaration form filled online shall be shown to the airport health staff.
- xv. The passengers found to be symptomatic during screening shall be immediately isolated and taken to medical facility as per health protocol.
- Submission of sample for post-arrival COVID-19 test
- at the point of arrival (self-paid). Such travellers will be required to wait for their test results at the arrival airport before leaving or taking a connecting flight.
- If tested negative they will follow, home quarantine for 7 days. Re-test on the 8th day of arrival in India
- and if negative, further self-monitor of their health for next 7 days.
- However, if such travellers are tested positive, their samples should be sent for genomic testing at INSACOG laboratory network.
- They shall be managed at separate isolation facility and treated as per laid down standard protocol including contact tracing mentioned in para (xiv).
- The contacts of such positive case should be kept under institutional quarantine or at home quarantine monitored strictly by the concerned State Government as per laid down protocol
- xvii. Travellers from Countries excluding those Countries at risk, will be allowed to leave the airport and shall self-monitor their health for 14 days’ post arrival. A sub-section (5% of the total flight passengers) shall undergo post-arrival testing at random at the airport on arrival. a. The 5% of such travellers in each flight shall be identified by the concerned airlines (preferably from different countries). b. Such travellers shall be escorted by the concerned airlines/MoCA to testing area on arrival. c. The cost of testing of such travellers shall be borne by MoCA. d.Laboratories shall prioritize testing of samples from such travellers. e. If such travellers are tested positive, they shall be managed as per laid down standard protocol and samples would further send for genomic testing.
- xviii. If travellers under home quarantine or self-health monitoring, develop signs and symptoms suggestive of COVID-19 or test positive for COVID-19 on re-testing, they will immediately selfisolate and report to their nearest health facility or call National helpline number (1075)/ State Helpline Number
- International travelers arriving at seaports/land portsg
- xix. International travellers arriving through seaports/land ports will also have to undergo the same protocol as above, except that facility for online registration is not available for such passengers currently.
- xx. Such travellers shall submit the self-declaration form to the concerned authorities of Government of India at seaports/land ports on arrival.
- xxi. * Children under 5 years of age are exempted from both pre- and post-arrival testing. However, if found symptomatic for COVID-19 on arrival or during home quarantine period, they shall undergo testing and treated as per laid down protocol. # Contacts of the suspect case are the co-passengers seated in the same row, 3 rows in front and 3 rows behind along with identified Cabin Crew. Also, all the community contacts of those travellers who have tested positive (during home quarantine period) would be subjected to quarantine for 14 days and tested as per ICMR protocol
- The restrictions imposed by the Government of India guidelines dated 28t' November, 2021 as well as future restrictions if any, shall act as minimum restrictions to be imposed.
- DCP immigration and FRRO to draft a proforma of declaration for all arriving passengers on international flights to declare details of the countries visited in last 15 days. MIAL to share the proformas with all airlines and the information regarding travel in the last 15 days shall be cross checked by immigration on arrival.
- The international passengers arriving from At Risk countries (declared by GOI front time to time) may be deplaned on priority and separate counters will be arranged by MIAL and Airport Authority for their checking. Such all passengers shall have to undergo mandatory 7 day institutional quarantine and RTPCR test to be carried out on days 2, 4 and 7 for these passengers. If any of the test is found to be positive, then the passenger shall be shifted to a hospital. In case of all tests coming negative. the passenger will have to undergo a further 7 days of home quarantine.
- Passengers from any other countries except the at risk countries will have to compulsorily undergo RTPCR test at the airport on arrival valid on being found negative, will have to undergo 14 days of home quarantine. If found positive, they will be shifted to the hospital.
- In case of an international passenger having a connecting flight to any other airport in India (without leaving the airport at all), passenger shall undergo a RTPCR test at the first arrival airport in Maharashtra and only on being found negative will he be allowed to board the connecting flight.
- In the case of domestic air travel, passengers travelling within the state will either ha e to be fully vaccinated or compulsorily carry a RTPCR test within 48 hours of the time of arrival.
- In case of passengers from other States, negative RTPCR test within 48 hours of arrival will be compulsory without exceptions.

- Passengers carried from India to Kuwait will comprise of passengers destined for Kuwait only. Similarly, only passengers originating from Kuwait should be allowed to travel on the ights from Kuwait to India.
