Remark : According to the Embassy of Plurinational State of Bolivia in the People’s Republic of China, holders of the HKSAR passports can apply for the tourist visa upon arrival in Bolivia for a stay of 30 days. Remark: According to the information provided by the Government of Canada, starting from 15 March 2016, visa-exempt foreign nationals (including holders of HKSAR passport) who fly to or transit through Canada by air will require an Electronic Travel Authorization (eTA) prior to check-in for flight. Entry requirements for other methods of travel (land, sea) have not changed. Please visit the website of the Government of Canada at  Canada.ca/eTA for details and for the on-line application.

In case of enquiry, HKSAR passport holders are advised to consult the Consulate General of Canada in Hong Kong before travelling.

Remark  : Visa-free access to Guam took effect on 28 November 2009. HKSAR passport holders are also required to present their valid Hong Kong permanent identity cards upon arriving in Guam.

Remarks : According to the information from the Consulate General of Indonesia in Hong Kong, holders of HKSAR passport enjoy the visa on arrival scheme to visit Indonesia. The visa on arrival may be conveniently applied electronically through https://molina.imigrasi.go.id/ or upon arrival through designated Indonesian immigration check-points. Detailed information concerning the visa on arrival may also be accessed through https://www.imigrasi.go.id/en/e-voa/ . In case of enquiry, holders of HKSAR passport are advised to consult the Consulate General of Indonesia in Hong Kong before travelling.

Duration of Stay: 30 days

Remark : Holders of a valid HKSAR passport enjoy visa-free access to enter Japan for the purpose of short-term visits of up to 90 days. This exemption does not apply when the visit is for purposes other than a short term visit, such as seeking employment or exercising a profession or other occupation. However, visa fees for these kinds of visits where a visa is required will be waived.

(2) According to the information provided by the Honorary Consulate of the Republic of Kenya (Kenya) in the HKSAR, the Government of Kenya has developed and is operating an Electronic Travel Authorisation (eTA) System that determines the eligibility of visitors to travel to Kenya. Holders of HKSAR passport of all ages are required to obtain eTA prior to travel to Kenya via an online platform. Please visit the website https://www.etakenya.go.ke for details of the eTA application.

Remark: The Government of the Republic of Korea (Korea) previously announced that visa-free passport holders (including holders of HKSAR passport) should hold a Korea Electronic Travel Authorization (K-ETA) before boarding aircrafts or ships bound for Korea. With effect from 1 April 2023 until 31 December 2024, the requirement of holding K-ETA is temporarily exempted for holders of HKSAR passport. In case of enquiry, holders of HKSAR passport are advised to consult the Consulate General of the Republic of Korea in Hong Kong before travelling.

(2) According to the information provided by of the Government of the Kyrgyz Republic (Kyrgyzstan), HKSAR passport holders may visit Kyrgyzstan visa-free for a stay of up to 30 days entering through Manas International Airport in Bishkek with a return air ticket and re-enter after 30 days from the date of departure from Kyrgyzstan.

Remark : HKSAR passport holders can apply for a visa upon arrival at Lao International Airports or Lao International border checkpoints for tourist purpose.

Duration of Stay: To be determined by the competent authorities upon arrival.

Remark : HKSAR passport holders can apply for a visa upon arrival at the Nouakchott International Airport or the land border crossing checkpoint in Nouadhibou.

Remark : According to the Embassy of Mozambique in the People’s Republic of China, holders of the HKSAR passports can apply for the tourist visa upon arrival in Mozambique for a stay of 30 days. HKSAR passport holders are advised to consult the relevant embassy or consulate for detailed information before travelling.

Remark: According to the information provided by the Government of New Zealand, starting from 1 October 2019, visitors and transit passengers who are eligible for visa waiver (including holders of HKSAR passport) are required to hold a New Zealand Electronic Travel Authorization (NZeTA) before travelling to New Zealand. Please visit the website of the Government of New Zealand at www.immigration.govt.nz/nzeta for details and for the application arrangement.

In case of enquiry, HKSAR passport holders are advised to consult the Consulate General of New Zealand in Hong Kong before travelling.

Remark : Starting from 28 November 2009, other than a valid HKSAR passport, holders are also required to present their valid Hong Kong permanent identiy cards upon arriving in the Northern Mariana Islands.

Duration of Stay: 10 days

Remark : According to the information from the Honorary Consulate of the Sultanate of Oman (Oman), HKSAR passport holders may visit Oman visa-free for a stay of up to 10 days upon arrival with a confirmed hotel reservation, health insurance and a return air ticket. HKSAR passport holders are advised to consult the relevant embassy or consulate for detailed information before travelling.

Remark : The Palau authority has reconfirmed on 24 March 2009 that holders of HKSAR passport can apply for an entry permit-on-arrival, free of charge, for a stay up to 30 days upon arrival in Palau.

Remark: According to the information from the Consulate General of State of Qatar in Hong Kong (Consulate General), HKSAR passport holders can apply for a visa upon arrival at the Doha Airport and other sea and land border points. HKSAR passport holders may also apply visas at the Consulate General prior to departure and are advised to consult the Consulate General for detailed information before travelling.

(1) Russia grants holders of HKSAR passport visa-free access up to 14 days. According to the information from the Chinese Embassy in Russia (Embassy), the duration of stay concerned should be counted starting from the date of entry. Those who fail to depart before the end of the duration of stay granted may commit an offence under the local law. (2) According to the information from the Embassy, if HKSAR passport holders intend to stay for more than 7 days after arrival, they should approach the local branch of the Federal Migration Service within 7 days of arrival for registration formalities. Most major hotels will register for their guests. Before travelling, HKSAR passport holders are advised to consult the Consulate General of Russia in Hong Kong for detailed information.

Duration of Stay: 60 days

Remark: According to the information from the Department of Home Affairs of South Africa, effective from 1 June 2015, all children under 18 years of age, travelling to or departing from South Africa must produce the birth certificate of children and, if necessary, other relevant document(s). Before travelling, HKSAR passport holders are advised to consult the Consulate General of South Africa in Hong Kong for detailed information.

Duration of Stay: 28 days

Remark : HKSAR passport holders can apply for a visa upon arrival at the international airport in the Kingdom of Tonga.

Remark: With effect from 1 March 2021, HKSAR passport holders enjoy visa-free access to visit Uzbekistan for a stay of up to 10 days upon arrival in the presence of an air ticket to the third countries or a return air ticket.

Remark : The Venezuelan Government has extended to HKSAR passport holders the 'Tourist Card' System, which allows Venezuelan Tourist Card holders visa-free visits to Venezuela for 90 days.

Duration of Stay: 6 months

Remark: According to the information provided by the Government of Zimbabwe, Hong Kong SAR passport holders visiting Zimbabwe enjoy visa free entry up to a maximum stay of 6 months for holiday purpose. For business purpose, HKSAR passport holders enjoy a maximum of 1 month visa free entry, after which they should apply for a work permit.

Exercise increased caution in the United Arab Emirates due to   the threat of missile or drone attacks and terrorism.

Country Summary:  The possibility of attacks affecting U.S. citizens and interests in the Gulf and Arabian Peninsula remains an ongoing, serious concern.  Militant groups operating in Yemen have stated an intent to attack neighboring countries, including the UAE, using missiles and drones.  Missile and drone attacks in early 2022 targeted populated areas and civilian infrastructure.

Due to risks to civil aviation operating within the Persian Gulf and the Gulf of Oman region, including the United Arab Emirates, the Federal Aviation Administration (FAA) has issued an advisory Notice to Air Missions (NOTAM). For more information U.S. citizens should consult the  Federal Aviation Administration’s Prohibitions, Restrictions and Notices .

While residents and visitors generally find a safe and secure environment in the UAE, the country continues to face the threat of terrorism.  Terrorists may attack with little or no warning, targeting tourist locations, transportation hubs, markets, shopping malls, and local government facilities.

The UAE government does not accept 12-page emergency passports for entry to the UAE. The UAE government also does not accept passports with the “X” gender marker for travel to, in, or through the UAE. Travelers with these passports will be denied boarding or entry.
• Personal travel of 30 days or less:  A U.S. citizen with a regular (non-emergency) passport with an M or F gender marker may obtain a no fee visitor visa upon arrival. The UAE government does not accept passports with the “X” gender marker for travel to, in, or through the UAE. Travelers with these passports will be denied boarding or entry.
• Stays longer than 30 days:  Visitors on a 30-day visa may request a visa extension, which is at the discretion of immigration officials. Anyone planning to work or study in the UAE must obtain the appropriate visa.
• Medical Exam:  A full medical exam is required for work or residence permits. The exam and tests for HIV/AIDS, viral hepatitis B, tuberculosis, leprosy, and pregnancy must be performed after arrival. U.S. citizens have been detained and deported for testing positive for HIV, active tuberculosis, or hepatitis. Medical exams performed outside of the UAE will not be accepted.
• Travel on Diplomatic or Official Passports:  U.S. citizens traveling to or through the UAE on diplomatic or official passports are required to obtain a visa before travel (transit passengers only require a visa if exiting the airport). This requirement is strictly enforced by UAE officials and those not meeting the requirement will be denied entry. U.S. military travelers should not assume military ID cards will be accepted, but should consult the Foreign Clearance Guide.

Land Exit Departure Fee:  All travelers who depart the UAE by land and who are not citizens of a Gulf Cooperation Council (GCC) country must pay a departure fee. The fee is 35 UAE dirhams and is payable only in the local currency.

Exit Controls:  The UAE maintains tight exit controls. All travelers must exit the country with the passport on which they entered. Travelers should visit a UAE immigration office prior to departure to obtain an exit pass if they plan to leave the UAE without the passport on which they entered.

Travelers both departing the UAE and transiting will be barred from exiting the UAE if there are any criminal or civil legal cases against them. Travelers have been arrested at the airport and have had their passports seized due to outstanding financial cases, unsettled legal disputes, and late credit card payments, including for cases that were previously unknown to the traveler. In such cases, some individuals have been arrested and detained for long periods of time. Individuals will be barred from leaving the UAE until legal cases are settled in full. This affects all persons whether they are in the UAE as residents, tourists, or transit passengers with no intention of exiting the airport. UAE residents can verify with UAE authorities whether they have an exit ban due to outstanding cases in Dubai or Abu Dhabi. The Government of the UAE requires that all persons residing in the country have a national identification card. U.S. citizens who are working or living in the UAE should visit the  Emirates Identity Authority website  for more information on card registration procedures and requirements.

Cancellation of Visas:  All UAE visas must be formally cancelled through the General Directorate of Residency and Foreigners Affairs (GDRFA) before a new visa can be issued. This includes visas that have already expired or have never been used. Travelers may be denied entry to, or not permitted to depart, the UAE if previous visas have not been properly cancelled. Dual Nationality:  The UAE does not recognize dual nationality. The UAE recognizes only the citizenship of the passport on which a person enters the UAE. The embassy may be prohibited from providing certain consular services to those who did not enter the UAE on a U.S. passport.

The UAE has imposed HIV/AIDS travel restrictions on all foreigners seeking residency. Travelers for tourism are not tested or requested to provide information about HIV/AIDS status. Please verify this information with the  Embassy of the UAE  before you travel. Information about  dual nationality  and the  prevention of international child abduction  can be found on our website. Current restrictions:

Weapons and Law Enforcement Equipment:  The transportation of arms or items that may be considered law enforcement or military equipment is strictly prohibited without written approval from the UAE government. Do not transport any arms or items that may be considered law enforcement or military equipment. Such items include, but are not limited to:

• Weapon parts and tools
• Functional, inert, or decorative ammunition, even one bullet
• Empty or spent shell casings
• Any other military or police equipment

U.S. citizens, military personnel, and U.S. government/military contractors found to be carrying such items, even in the smallest quantities, will be arrested and face strict criminal penalties, including imprisonment, large monetary fines, forfeiture of the items, and deportation , even though airlines and U.S. authorities allowed shipment on a U.S.-originating flight.

Other prohibited items:  Importation of the following items is also prohibited under UAE law: pornographic material, non-Islamic religious pamphlets for missionary activities, e-cigarettes, fireworks, ivory, chemical and organic fertilizers, laser pointers, radar jammers/other unauthorized communication devices, products and medications containing cannabidiol (CBD), endangered animal species, and any objects, sculptures, paintings, books or magazines which do not adhere to the religious and moral values of the UAE. Possession of any of these items can lead to detention and lengthy jail sentences.

Safety and Security

Terrorism: Terrorist groups and those inspired by such organizations are intent on attacking U.S. citizens abroad. Terrorists are increasingly using less sophisticated methods of attack – including knives, firearms, and vehicles – to more effectively target crowds. Frequently, their aim is unprotected or vulnerable targets, such as:

• High-profile public events (sporting contests, political rallies, demonstrations, holiday events, celebratory gatherings, etc.)
• Hotels, clubs, and restaurants frequented by tourists
• Places of worship
• Shopping malls and markets
• Public transportation systems (including subways, buses, trains, and scheduled commercial flights)

U.S. citizens in the United Arab Emirates should exercise a high level of security awareness. The possibility of terrorist attacks against U.S. citizens and interests in the Gulf and Arabian Peninsula remains a serious concern. The UAE’s normalization of relations with Israel in September 2020 increased the potential for attacks in the UAE, including by Iran-backed entities. Separately, rebel groups operating in Yemen have stated an intent to attack neighboring countries, including the UAE, using missiles and unmanned aerial systems (drones). Yemen-based Houthi rebels claimed responsibility for missile and drone attacks against the UAE on January 17 and 24, 2022, targeting populated areas and civilian infrastructure.  The January 17 attack resulted in multiple impact sites in Abu Dhabi and three fatalities. The Houthi rebels have publicly stated their intent to continue such attacks. In the event of a missile and/or drone strike, follow the guidance found here .

Both historical and current information suggest that the Islamic State of Iraq and Syria (ISIS), al-Qaida, and affiliated organizations continue to plan attacks against Western targets; these attacks may employ a wide variety of tactics, including suicide operations, assassination, kidnapping, hijacking, and bombing.

Boating: The UAE and Iran have had a long-standing dispute concerning jurisdiction of Abu Musa, approximately 20 miles from Dubai. Fishing or sailing in these waters may result in seizure of vessels and detention of passengers and crew in Iran. Obtaining consular assistance in Iran for U.S. citizens is difficult and can only be done through the Swiss Embassy in Tehran , which acts as a Protecting Power, providing limited U.S. consular services.

Crime: Violent crimes and crimes against property are rare. U.S. citizens should take the same security precautions in the UAE that one would practice in the United States or any large city abroad.

Harassment and Assault: U.S. citizens, especially women, should take precautions against the possibility of verbal and physical harassment or sexual assault when walking alone, consuming alcohol, or riding in a taxi cab. Taxi passengers should avoid sitting in the front seat of a taxicab and should be sensitive that "small talk" can be misinterpreted as over-friendliness or even a form of propositioning by some taxi drivers. Taxis driven by women for the exclusive use of female passengers are available in some airports and by dispatch. Female travelers can identify these dedicated vehicles by their pink roofs.

Some victims of sexual assault have been prosecuted for violating laws against sexual relations outside of marriage. The law puts a high burden of proof on the victim to demonstrate that sex was not consensual. In cases where the victim has failed to demonstrate so, both parties have been prosecuted, and sometimes sentenced to jail time, followed by deportation.

Internet romance and financial scams are prevalent in the UAE. Scams are often initiated through Internet postings/profiles or by unsolicited emails and letters. Scammers almost always pose as U.S. citizens who have no one else to turn to for help. Common scams include:

• Romance/Online dating
• Money transfers
• Lucrative sales
• Gold purchase
• Inheritance notices
• Work permits/job offers
• Bank overpayments

Victims of Crime: U.S. citizen victims of sexual assault are encouraged to contact the U.S. Embassy for assistance. Report crimes to the local police at 999 and contact the U.S. Embassy at +971 2 414 2200. Remember that local authorities are responsible for investigating and prosecuting crime.

Domestic Violence:  U.S. citizen victims of domestic violence may contact the Embassy or Consulate General for assistance.

Tourism:  The tourism industry is generally regulated and rules with regard to best practices and safety inspections are regularly enforced. Hazardous areas/activities are identified with appropriate signage and professional staff is typically on hand in support of organized activities. In the event of an injury, appropriate medical treatment is widely available throughout the country. Outside of a major metropolitan center, it may take more time for first responders and medical professionals to stabilize a patient and provide life-saving assistance. U.S. citizens are encouraged to purchase medical evacuation insurance . 

Local Laws & Special Circumstances

Criminal Penalties: You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned. Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities, prior to practicing or operating a business.

As each emirate has its own independent judicial system, legal procedures and penalties vary throughout the country.

Arrest Notification:  UAE authorities do not routinely notify the U.S. Embassy or consulate of a U.S. citizen’s arrest.  If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy or consulate immediately.  If you are not allowed to do so, ask a friend or family member to contact the U.S. Embassy or consulate. See our webpage for further information.

Alcohol:  Alcohol is sold only in very limited areas including certain restaurants and hotels. Public drunkenness and driving under the influence, regardless of one’s blood alcohol content level, are considered very serious offenses. Persons arrested on alcohol-related offenses are regularly detained for many days as they await a court hearing. Penalties may include hefty jail sentences, substantial fines and, for Muslims (even those holding U.S. citizenship), lashings. Note: The possession and consumption of alcohol is prohibited in the emirate of Sharjah.

Drugs: UAE law imposes the death sentence for convicted drug traffickers. Possession of even trace amounts of illegal drugs (including in the bloodstream) can result in lengthy prison sentences of up to 15 years. Bail generally is not granted to those accused of drug crimes.

Possession or consumption of marijuana in any form, including detections of trace amounts in the bloodstream, is illegal in the UAE, even if a doctor’s medical card is presented. Products containing cannabidiol (CBD) are illegal in the UAE. Possession or importation of CBD products, including those found in prescription and over the counter medications in the United States and other countries, are prosecuted in the same manner as marijuana possession. The UAE's anti-narcotics program also includes poppy seeds on its list of controlled substances. The importation and possession of poppy seeds in any and all forms, including as dried decorative plants, are strictly prohibited.

Persons may be charged and convicted even if the controlled substances were ingested outside of the UAE as long as traces are still present in the bloodstream upon arrival in the UAE. If suspected of being under the influence of drugs or alcohol, individuals may be required to submit to blood and/or urine tests and may be subject to prosecution.

Travelers with questions regarding the items on the list of controlled substances should contact the U.S. Embassy in Abu Dhabi or the U.S. Consulate General in Dubai .

Codes of Behavior and Dress: Public decency and morality laws throughout the UAE are much stricter than in the United States. Penalties for public displays of affection or immodesty may be imposed. Sexual relations outside marriage are illegal in the UAE and convicted individuals have been punished by lengthy jail sentences. Pregnancy outside of marriage can result in arrest and detention. Doctors may ask for proof of marriage during pre-natal visits, and those giving birth in the UAE must present a marriage certificate to receive medical care and register the child’s birth. Failure to do so has resulted in the arrests of both unmarried mothers and fathers, as well as deportation.

Individuals may be arrested, fined, and/or deported for committing any of the following acts: making rude gestures, swearing, touching another person without his/her permission, and making derogatory statements about the UAE, the royal families, the local governments or other people. Travelers should keep in mind the cultural differences among the many people who coexist in the UAE and should be cognizant that unwitting actions, including clothing choices, may invite unwanted attention.

Debt and Financial Crime:  Crimes of financial fraud, including passing bad checks and non-payment or late payment of bills (including hotel bills, hospital bills, traffic or parking fines, and late payment of credit cards, utility bills, etc.), are regarded seriously in the UAE and often result in imprisonment and/or fines. A personal check written as a guarantee for the payment of a personal or business debt may be submitted to a local bank for collection at any time for the full amount of the check. If the account holder does not have sufficient funds, he/she may be charged with passing a bad check. Bail generally is not available to non-residents of the UAE who are arrested for crimes involving fraud. Debtors can be held in prison until their debts are paid or until an agreement is reached between the parties. Passports may be seized by the UAE government to guarantee that debtors settle their cases. Financial cases may be further complicated by debtors being unable to work in the UAE without passports while still being held responsible for their debts.

Photography:  Taking photographs of UAE military facilities, sensitive civilian sites, airports, some beaches, or foreign diplomatic missions – including the U.S. Embassy or Consulate General – may result in arrest, detention, and/or prosecution by local authorities. Travelers should be aware of signs which indicate where photography is prohibited. Note that it is illegal to take photographs of other people without their consent. In addition, engaging in mapping activities, especially mapping that includes the use of GPS equipment, without coordination with UAE authorities, may have the same consequences. (This does not apply to use of publicly available online maps.)

Drone Operation: The flying of drones is prohibited in certain areas and may result in arrest and imprisonment. Individuals should not operate drones without prior approval from local authorities.

Social Media:  The UAE has strict laws regarding use of the internet and social media. Individuals have been arrested and criminally convicted for posting information on social media sites (such as Facebook, Twitter, YouTube, etc.) that local authorities determined was disturbing to the order of the UAE. Users of social media should be cautious about online posting of information that might be deemed to insult or challenge the local or national government. Individuals should avoid posting insults or derogatory information about governments, institutions, or individuals.

Charity and fundraising activities are closely regulated by the UAE government, and it is against the law to conduct any private fundraising activity online (including those conducted on popular fundraising websites for personal causes).

The UAE National Media Council has rules for conducting business as a social media influencer in the UAE. Influencers must apply for trade and e-media licenses in order to promote brands on social media in the UAE. 

Terrorist Organizations List: On November 15, 2014, the UAE government announced a list of 85 groups it considers to be terrorist organizations. Individuals who are associated with groups on the UAE list could be detained at UAE borders, have their assets frozen, and/or be prosecuted for membership in a terrorist organization.

Religious Proselytizing: While individuals are free to worship as they choose, and facilities are available for that purpose, religious proselytizing is not permitted in the UAE. Persons violating this law, even unknowingly, may be imprisoned or deported.

Employment in the UAE: Although it is common for a local sponsor to hold an employee's passport, it is illegal to do so under UAE law. Many contractual or labor disputes can be avoided by clearly establishing all terms and conditions of employment or sponsorship in the labor contract at the beginning of any employment. Should a dispute arise, the UAE Ministry of Labor has established a special department to review and arbitrate labor claims. If an employee leaves his/her job without properly canceling the employment visa, the employer can file charges that can lead to imprisonment, fines, and/or deportation. The U.S. Embassy and Consulate General do not intercede in employment disputes.

U.S. citizens have become involved in commercial or financial disputes that have prompted local firms or courts to take possession of the U.S. citizen's passport, effectively preventing the individual from leaving the UAE. In addition, local firms have been known to file criminal complaints, which may lead not only to travel restrictions but possible criminal penalties, including jail time. A list of local attorneys is available from the U.S. Embassy in Abu Dhabi and the U.S. Consulate General in Dubai.

Document Authentications: U.S. citizens intending to reside and work in the UAE are generally required by the UAE government to present authenticated personal documents for themselves and accompanying family members such as marriage and birth certificates, adoption and custody decrees, certificates of good behavior from police, and educational documents to include diplomas and certificates. The authentication of U.S. documents is done completely in the United States. For information, contact the State Department’s Office of Authentications . Determining the exact requirements with one’s prospective employer is strongly recommended before arrival in the UAE.

LGBTQI+ Travelers: The UAE government does not accept passports with the “X” gender marker. This applies to travel to, in, or through the UAE. Although the U.S. Embassy and U.S. Consulate General are not aware of any recent arrests or prosecutions for consensual, same-sex relations and cross-dressing, they remain illegal in the UAE. Travelers with Disabilities: While in the UAE, individuals with disabilities may find accessibility and accommodations somewhat different from what they find in the United States. The law prohibits discrimination against persons with disabilities in employment, education, air travel and other transportation, access to health care, or the provision of other state services, and the law is enforced. The UAE government refers to persons with disabilities as “people of determination.” Social acceptance of persons with disabilities in public is as prevalent as in the United States. The most common types of accessibility may include accessible facilities, information, and communication/access to services/ease of movement or access.

The UAE has several modern cities with good services and accessibility of lodging, public transportation, sidewalks, and buildings. Outside of newly constructed areas, accessibility is not comparable to the United States and navigating with a visual impairment or using a wheelchair is difficult due to sidewalks in disrepair or without curb cuts, poor road crossings, and inaccessible buildings and public transport. Public transportation in Dubai is wheelchair accessible. However, the buses that connect Dubai with the other emirates in the UAE are not wheelchair accessible. Adequate health facilities are available, but health care in rural areas may be below U.S. standards. While most common conditions can be appropriately treated in the UAE, complex medical conditions may be better treated in the United States. Providers may recommend a large number of procedures and tests, some of which may be unnecessary.

• Hospitals usually require advance payment or proof of adequate insurance before admitting a patient, except in emergencies.
• Travelers should make efforts to obtain complete information on billing, pricing, and proposed medical procedures before agreeing to any medical care.
• Patients bear all costs for transfer to or between hospitals.

We do not pay medical bills.  Be aware that U.S. Medicare does not apply overseas. Most hospitals and doctors overseas do not accept U.S. health insurance.

Medical Insurance:  Make sure your health insurance plan provides coverage overseas. Most care providers overseas only accept cash payments. You may be denied care, even in an emergency, if you are unable to provide a cash deposit up-front. See  our webpage  for more information on insurance overseas. Visit the  U.S. Centers for Disease Control and Prevention  for more information on type of insurance you should consider before you travel overseas.

We strongly recommend  supplemental insurance  to cover medical evacuation.

Medication:  Many prescription and over-the-counter medications are prohibited in the UAE, and possession of such substances without the appropriate approval is generally treated the same as possession of illegal narcotics. All tourists and residents of the UAE should seek prior approval, via an online form, before carrying certain types of medications, narcotics, or chemical substances to or through the UAE. The service can be accessed directly on the Ministry of Health and Prevention’s  website . Travelers can also find updated lists of prohibited medications requiring prior approval on the same website.

Travelers with prescription medication must have their prescriptions issued by licensed doctors and authenticated by the appropriate authorities. In order for a U.S. prescription to be fully authenticated, it must be authenticated by the Secretary of State of the U.S. state in which the prescribing doctor is licensed, then by the U.S. Department of State, and finally by the UAE Embassy in Washington, DC.  Additional information on authentication of documents  can be found on the State Department’s website and on the  Embassy and Consulate General website . Always carry your prescription medication in original packaging, along with your doctor’s prescription.

• Air pollution is a significant problem in UAE. Consider the impact seasonal smog and heavy particulate pollution may have on you, and consult your doctor before traveling if necessary.
• People at the greatest risk from particle pollution exposure include:
• Infants, children, and teens
• People over 65 years of age
• People with lung disease such as asthma and chronic obstructive pulmonary disease (COPD), which includes chronic bronchitis and emphysema;
• People with heart disease or diabetes
• People who work or are active outdoors

Travel and Transportation

Road Conditions and Safety: Traffic accidents are a leading cause of death in the UAE. Drivers often drive at high speeds. Unsafe driving practices are common, especially on inter-city highways. On highways, unmarked speed bumps and drifting sand create additional hazards. Pedestrians should also use great care on the roads of the UAE – over 25 percent of road fatalities are pedestrians.

The police emergency number and ambulance number is 999 . Response time by emergency services is adequate; however, medical personnel emphasize transport of the injured to the hospital rather than treatment on site.

Traffic Laws: Country-wide traffic laws impose stringent penalties for certain violations, particularly driving under the influence of alcohol. In the UAE, there is zero tolerance for driving after consuming alcohol.

Persons involved in an accident in which another party is injured automatically go to jail until the injured person is released from the hospital. Should a person die in a traffic accident, the driver of the other vehicle is liable for payment of compensation for the death (known as "dhiyya"), usually the equivalent of 55,000 U.S. dollars. Even relatively minor accidents may result in lengthy proceedings, during which both drivers may be prohibited from leaving the country.

In order to drive, UAE residents must obtain a UAE driver's license. Foreign driver’s licenses are not recognized for residents of the UAE; however, U.S. citizen visitors who are not UAE residents can drive using a valid driver’s license issued by his or her state. An international driver’s license may be required in some emirates. The UAE recognizes driver's licenses issued by other Gulf Cooperation Council (GCC) states only if the bearer is driving a vehicle registered to the same GCC state. Under no circumstances should anyone drive without a valid license.

If you are in an accident, UAE law mandates that you remain at the scene until authorities arrive. The use of front seat belts is mandatory in the UAE. Driving is on the right side of the road. Speed limits are posted. Making a right turn on a red light is not permitted unless there is a special lane to do so with a yield sign. Parking is not allowed where the curb is painted black and yellow. Digital cameras are used extensively on Emirati roads for registering traffic violations, including speeding. Fines can be substantial and must be paid prior to departure from the UAE. Individuals with outstanding traffic fines may be detained at airport immigration.

- HKSAR Passport - Hong Kong Re-entry permit (for entry from the Mainland of China and the Macao Special Administrative Region only) - Hong Kong Seaman's Identity Book - Hong Kong Document of Identity for Visa Purposes provided that the document is valid or the holder's limit of stay in Hong Kong has not expired. - Travel documents bearing one of the following endorsements: • "Holder's eligibility for Hong Kong permanent identity card verified." • "The holder of this travel document has the right to land in Hong Kong. (Section 2AAA, Immigration Ordinance, Cap. 115, Laws of Hong Kong)" - Hong Kong Permanent Identity Card.

2. Visit Hong Kong with a visit visa

According to the Immigration Department of HKSAR, in these two situations, you should apply for a visa or entry permit before travelling to Hong Kong: - If you wish to visit or transit via the HKSAR but do not enjoy the visa exemption concession. - If you want to stay beyond the entitled visa-free period.

The sponsor can access the form via this link: https://www.immd.gov.hk/eng/forms/forms/id1003b.html. - For family visit , these are the additional documents you need to prepare: • Proof of relationship with a Hong Kong sponsor. • Proof of sponsor’s legal stay status in Hong Kong, such as Hong Kong identify card and visa. • Filled ‘application form for entry for visit/transit (sponsor) in Hong Kong’, completed by the sponsor. The sponsor can access the form via this link: https://www.immd.gov.hk/eng/forms/forms/id1003b.html. - Any additional, supporting documents that are required by the Immigration Department of HKSAR for your case.

Application submission

If you are living in the UAE, there are three ways in which you can submit your application after you prepare all required documents:

1. Online submission You can access the online platform to fill in the application form and upload documents, via this link: https://webapp.es2.immd.gov.hk/applies2-client/visa-app-duet/en-US/declaration.

2. Post to the Hong Kong Immigration Department Alternatively, you can choose to post all necessary documents (completed and signed) directly, or through the local sponsor in Hong Kong, to this address: Receipt and Despatch Sub-Unit Hong Kong Immigration Department Second Floor, Immigration Tower 7 Gloucester Road Wan Chai, Hong Kong

Make sure your payment for the post is complete and there are no pending payments required. This is because underpaid mail items will not be accepted by the Immigration Department of HKSAR. You also need to make sure a return address is made available for your postage.

3. Submission to the Chinese embassy or its consulate in the UAE You can also contact the Chinese embassy or its consulate in the UAE for submission of all documents (Indian nationals should submit all documents directly to the Immigration Department of Hong Kong).

It normally takes four weeks to process a visit/transit visa application upon receipt of all the required documents.

As listed on the Immigration Department of HKSAR’s website, the fees are HKD 230 (Dh107.7) for an ordinary visa and HKD120 (Dh56.19) for a transit visa.

4. Visit Hong Kong with entry permit

Other than mentioned visit visa options, Hong Kong also offers various entry permits and visa schemes for you to consider. They include:

- Working holiday visa scheme The purpose of this scheme is to facilitate cultural and educational exchange between Hong Kong and the participating countries. Nationals from the participating countries listed below, aged between 18 and 30, whose main intention to visit Hong Kong is to holiday, can apply for this scheme.

A very small gate at Singapore airport, lots of people packed into a small area…. A Petrie dish for infection. The flight was late although the captain did make up time. We had an aisle and middle economy class seat on the plane. The flight appeared to be very full. The seats were small, hard and very uncomfortable with minimal leg room. I’m a small woman and felt really cramped. My husband is a big man and stated he was unable to move at all in his seat. We were given 2 meals during the flight from Singapore to Brisbane. Our first meal was okay at best but the second meal was inedible. I think it was supposed to be veg in pastry but the pastry was full of air with minimal if any filling. The staff were pleasant and efficient. Getting off the plane went without any problems. It did take an extended period of time for our bags to come out onto the carousel. For the best ‘airline’ in the world, it was pretty poor. If Singapore is the best, what are the others like?

The male traveller seated in the row in front diagonally opposite my husbands seat across the aisle as soon as the seatbelt sign went off moved across the aisle into the seat in front of my husband for the entire journey from London to Singapore he had his seat reclined and pushed back and the seat touching my husbands knees for the entire journey from London to Singapore. very uncomfortable for my husband.

The experience was not as pleasant returning as leaving. Went through clearance twice, crew was not as customer focused.

Excellent. Planes are a little older and could get some refurbishment, but besides that everything was excellent.

Not good. Flight was purchased for my father who needed medical assistance to board and transfer due to a heart condition. No one at Hong Kong from Cathay was there to assist and he barely made the connection. When I talked to him he could barely breath and was not sure he was going to make it. Really poor service even though the ticket stated he needed a wheelchair assistance.

The boarding experience was as expected and went well. The plane's economy seating plan is not designed for a positive customer experience but rather for company profit. When the passenger in front of me reclined, the distance from the screen to my face was the span of my hand (thumb tip to pinky fingertip). There is no such thing as personal space in this setting. This results in the domino effect, for when I recline the person in back of me reclines and so it goes. This is not to say that reclining is the answer as the experience is not increased, but simply managed.

While I was in great pain, the seat was sufficiently comfortable to allow me to rest and not be in so much pain.

Very poor check-in experience, and flight meal service was very disappointing with no drinks service or hot meal.

Qatar Airlines code share with Indigo has been a terrible experience for me on these notes: 1. Indigo changed by flight without informing me of the change, they did not ask me if I am okay with the change. I discovered this change when I was trying to do online check-in through the Qatar mobile app. When I called Qatar customer support, they mentioned Indigo changed my flight due to the original flight being cancelled, but the fact is that flight was scheduled and departed correctly, it was never cancelled. 2. When asked why my flight was changed without informing me, they mentioned that they sent email/phone call to my travel agent, and it is was my travel agent that did not inform me, which again was another false statement. 3. I called Qatar Airlines (third call on the day of my trip) to request them to put me back on the same flight, they mentioned that they could for an extra $2500, as the original class I was booked on was not available, we are still talking economy only not business class, I said no way. 4. I called the travel agent, and they mentioned that they will work with Indigo and asked me to be prepared to travel on the later flight I was bumped to. While I was making my hotel/taxi arrangements for the new flight, I got a call and email saying they were able to get me on the original flight with no extra cost. So, after 2+ hours of talking to customer support, and a lot of stress on my last day of vacation, I flew back as originally scheduled, but this nightmare is just a horrible experience that I will never fly on Indigo/Qatar again. Qatar said few times that the luggage will be at the final destination but they were wrong. Please check where your port of entry is at the destination. This is where the luggage would be. The food was terrible.

Cebu Pac has a habit of changing boarding gates. They do a lot of remote boarding. So just be attentive to the announcements, especially if it's near your boarding time.

How to Get Hong Kong Visa from Dubai?

Countries that need to obtain hong kong visa.

Visitors of 170 countries are eligible for visa-free entry to Hong Kong. Depending on their nationalities, they are eligible for a stay of up to 7 days, 14 days, and 30 days, 90 days or maximum 180 days in Hong Kong.

So who needs to apply for a Hong Kong visa? Well, the nationalities that should apply for a visa fall into one of four categories:

1. These nationalities should obtain a Hong Kong visa regardless of the purpose of their visit (even those in transit and on the airside).

• Afghanistan
• The central African Republic
• Congo DR (Democratic Republic)
• Costa Rican (Provisional Passports & “Documento de Identidad y Viaje”)
• COTE D’IVOIRE (REPUBLIC OF) (please see remarks)

2. These nationalities require a visa but not required to obtain a visa if they transit by air and do not leave the transit area of the airport.

• Albania (for holders of Albanian non-biometric passports)

• “Documento de Identidad Y Viaje” issued by Costa Rican Government
• Palestine (States of)
• Tongan National passports
• Tongan Protected person passports
• SERBIA (REPUBLIC OF) (Serbian non-biometric passports or Serbian passports issued by the Coordination Directorate in Belgrade)
• Solomon Islands
• Tuvalu (with national status stated as ‘I-TUVALU’)

3. These nationalities are required to hold a visa regardless of the purpose of their visit (including transit). But, this is not applicable to those with a Diplomatic and Official passport, as they are eligible for a visa-free stay of up to 14 days.

4. These nationalities require a visa but not applicable to those with a Diplomatic or Official passport, as they are eligible for a visa-free stay of up to 14 days.

Hong Kong Visa from Dubai – Things to Know Before You Apply

• Your passport should be valid for six months from the intended date of your arrival in Hong Kong.
• Depending on your purpose of visit or preferred visa type, you’ll have to submit a variety of documents, along with the duly filled out application form.
• If you’re traveling to Hong Kong for business or tourism purposes, you’ll be asked to submit your sponsor’s name and contact information.
• There must be sufficient funds (as per the Immigration requirements) to support your stay in the region.
• You should be free of any criminal record.
• There must be proof of return or onward travel arrangements.
• Although the passport holders of India are eligible for visa-free entry, they should fill out the pre-arrival registration form online prior to the travel or transit through Hong Kong. But, this is not applicable to visitors who make a direct transit via air or not leave the transit area of the airport.

Hong Kong Visa Types

Different types of Hong Kong visas include:

• Tourist Visa: Hong Kong tourist visa is issued to visitors to travelers visiting for tourism purposes. It’s valid for 90 days and offers a 30-day duration of stay in Hong Kong.
• Business Visa: This is most ideal for people traveling to Hong Kong for their business-related activities, such as participating in meetings/exhibitions/trade fairs, completion of contracts, tender submission, etc.
• Transit Visa: This visa is for those who are traveling to another destination with a stopover in Hong Kong en route. It comes with a validity of seven days.
• PAR (Pre-Arrival Registration) Visa: This is applicable to Indian nationals only. It entails the Indian visitors to apply for or complete PAR procedures online before they travel or enter Hong Kong. It’s valid for six months and allows applicants for multiple visits to Hong Kong, with 14 days’ stay every time.

Process: To apply for a Hong Kong visa from Dubai , you can directly visit the Hong Kong Embassy office in Dubai or more ideally approach a reliable service provider in the industry.

Processing time: Once your Hong Kong visit visa application is submitted, it will take about 30 working days for the processing of your Hong Kong visa.

Required Documents for Hong Kong Visa from Dubai

• Accurately filled out the visa application form
• Original passport (with at least six months validity and a blank page in it)
• UAE residence visa (with at least three months validity)
• NOC (No Objection Certificate) issued by the employer

Controversy in Hong Kong involving a Dubai prince-turned-pop star, highlights due diligence missteps

Hong Kong has been drawn into a messy situation worthy of a K-drama involving a mysterious Dubai Prince, Sheikh Ali Rashed Ali Saeed Al Maktoum, his USD 500 million investment in the city, and officials’ failure to do due diligence in ascertaining who seeks to invest in Hong Kong. 

The Sheikh, presented as a Dubai Prince,  emerged as a celebrity in Hong Kong in December 2023 upon signing a business partnership MoU with the Hong Kong Middle East Business Chamber. Only recently, Hongkongers found out that outside the city, he is better known as Alira, an Emirati Pop Star .

According to Muslim tradition , Sheikh is a title denoting a political or spiritual leader of a community. Sheikh Ali does share the same family name, “Al Maktoum”, as UAE's prime minister, Sheikh Mohammed bin Rashid Al Maktoum. However, it does not necessarily mean that Sheikh Ali has a close tie with the Dubai ruling family.

This has raised questions about the Sheikh's true identity and the credibility of his investment.

The Dubai prince's identity puzzle

The Dubai Prince came under the local media spotlight in the middle of March after he told Bloomberg that he would open an office in the city to manage and invest his family's USD 500 million portfolio into start-ups, construction, and energy investments in Hong Kong.

The Sheikh received a warm welcome. H e was invited by InvestHK, a government department responsible for foreign direct investment, to speak on a panel alongside the director of the Bill & Melinda Gates Foundation at the city’s annual “Wealth for Good” summit on March 27. The government press release referred to him as “His Highness” and a “member of the Ruling Family, Dubai”. 

On March 26, he was received by Hong Kong Chief Executive John Lee, among other guests, at the opening of the high-profile summit. On the same day, the Hang Seng University of Hong Kong appointed the Sheikh as an honorary professor. 

After the summit, the Dubai prince invited the local press to attend the inauguration ceremony of his family's Hong Kong office on March 28. However, a few hours later, the event was called off. The Sheikh's office said the inauguration would be postponed to May. 

The news drew some speculation on social media. Some wondered if the prince had changed his mind regarding the investment, while others smelled something fishy after reporters from the South China Morning Post (SCMP) revealed that the address of the Prince's Office also belongs to an investment firm linked to Macau’s casino operators. M any began to doubt if he was really in control of the USD 500 million family fund. 

Then SCMP published an explosive exclusive report on April 2 revealing that the Dubai Prince has a double identity as Emirati pop star Alira, who is very popular in the Philippines as he sings very well in Tagalog. In 2021, the singer told a Filippino media outlet that he was “an internal auditor at a government agency” at that time.

SCMP’s investigation also revealed that key staffers of the Sheikh's family office came from Here4U, an entertainment company associated with Alira.   

The public was appalled at how the singer's company suddenly transformed into a “prince” family office.

Conspiracy theories abound

On social media, more and more believe that the incident may be a scam, and there are a number of conspiracy theories circulating. One pointed to the Sheikh's family office CEO Eleanor Mak, who, under the name Mak Hoi Yan, was on the director list of multiple mainland Chinese companies associated with Zhongtang Air Railway Group ( 中唐空鐵), a company that was caught in multiple legal disputes in mainland China due to its incompleted sky train construction project in Sichuan. 

Eleanor Mak has been lobbying the Hong Kong government to construct a sky train in east Kowloon since 2023, and now she has become the CEO of the Sheikh's family office.

Another key figure surrounding the incident is Aaron Shum Wan Lung, who is the founding president of the Hong Kong- Middle East Business Chamber and has strong ties with the city's pro-establishment sector. He introduced the Sheikh to Hong Kong by signing the MoU with “The Private Office of His Highness Sheikh Ali Rashed Ali Saeed Al Maktoum”. In response to the circulating conspiracy, he recently told the media that the inauguration ceremony of the Sheikh's private office was halted because quite a number of government officials called off their attendance and probably offended the prince. 

Thus far, the Hong Kong government has not commented on the Dubai Prince’s identity puzzle, deflecting criticism over its failure to conduct due diligence before inviting speakers to its high-level summit. Its spokesperson just stressed :

The government has not made any investments in family offices established in Hong Kong, nor will it provide any additional policy benefits or financial support .

A lack of due diligence

The Sheikh's office repeatedly stressed that it would fulfil the USD 500 million investment promise and that the money came from his   “own initiatives”.

A family office, by definition, is a privately held company that handles investment and wealth management for a wealthy family. 

The city’s Chief Executive has set the target to attract 200 new family offices by 2025, and his Legislative Council passed the Hong Kong Family Tax Regime Bill on May 10, 2023, to provide profits tax exemption for certain investments for Single Family Offices registered in Hong Kong. Under the new law, there is no pre-approval process, and a self-declaration is sufficient to obtain the benefit.

While the public was worried that the Dubai Prince incident was a scam or a tax evasion tactic, government sources told local media that background checks on investors like the Dubai Prince might offend the investors and undermine Hong Kong’s reputation as a financial hub.

Warning by the US Securities and Exchange Commission

Meanwhile, on April 7, the US Securities and Exchange Commission (SEC) issued a warning against the Dubai Prince’s Hong Kong office, citing concerns of untrustworthiness regarding their involvement in cryptocurrencies. 

Despite the Hong Kong government's rigorous efforts in attracting private family funds to settle in the city, many rich families prefer Singapore  to handle wealth management and investments:

Some critics, hence, see the Dubai Prince incident as a reflection of the city’s desperation to maintain its financial hub status. Luckily, no real harm has been done yet, and citizens are having a good laugh at the bizarre drama.
