My friends and I had an amazing trip to Portugal planned by Zicasso’s tour operator. When we arrived at the airport in Lisbon, our agent and her team were there to greet us, which was a pleasant surprise. Everything was well planned out and organized. We visited Porto, Lisbon, and the Algarve over eight days. We had tours set up in each city and private transportation as we traveled to each place. We were also able to visit Coimbra, Évora, and Sintra as we drove through the country. All our tour guides were excellent and very knowledgeable. We couldn’t have asked for a better experience. I would highly recommend our travel company.

We had a wonderful family vacation. Zicasso's travel specialist took time to understand our needs and work with us over several months to provide us with his views and suggestions. He was patient in listening to us and made an effort to refine the itineraries to meet our needs. Throughout the trip, he stayed in touch to provide the support needed. For example, the connecting train from Visp to Zermatt was stopped due to weather. He was with us all the way to provide assurance and guidance in reaching Zermatt safely. Everything was well organized. When we reached our hotel room, a lovely pouch with all the necessary travel vouchers and tickets was on our desk.

Our Zicasso travel agent was amazingly helpful in crafting a custom tour and worked with us when we decided to use them for airport transport and a couple of days of touring. I appreciated her patience in all the refinements we made along the way. We missed our connection and arrived one day late; the tour company kindly picked us up a day later. When we arrived at Lisbon airport, the driver we had was professional, affable, and exceptionally knowledgeable. After we arrived at our hotel, I received a distressing email from the tour company that we would be charged an extra $39 for the drive to the airport because we used a van instead of a car. After several emails and texts, it became clear they mixed us up with another traveler who arrived at the same time with two portable bicycles. We appreciated the phone call from our agent apologizing for her colleague's error, but it did start off the trip with a nuisance. Our driver for the Lisbon to Porto leg of our journey was amazing. He was professional, punctual, engaging with our sons, respectful, attentive, and knowledgeable. We couldn't have asked for a better guide for our day-long travel. We enjoyed our visits to Óbidos, Nazaré (where we had an amazingly fresh and memorable seafood lunch), and Aveiro, where he kindly shared some special traditional egg cakes with us. We enjoyed our trip to Douro Valley. Our driver was very knowledgeable and we benefited greatly from his master’s in winery background and his enthusiasm for wines. The winery tour was satisfactory, but the picnic lunch was outstanding, with amazing views of the valley. The Douro River boat ride was very relaxing, with a nice crew; we were surprised at the amount of food and wine they had for us (enough for 10 to 15 people). Given we had just had a hearty meal, it did not make sense to us and 95% was probably enjoyed by others after we left. As mentioned above, this was a private, custom tour booked months in advance with ample time for planning. We decided to go with this travel agency because we wanted the full experience, particularly driving on route 222, said to be one of the best drives in Europe, for at least two hours so I could enjoy the views myself instead of driving. I sent explicit emails to the tour company at the outset regarding this important desire. Upon entering the van on the morning of our Douro Valley tour and expressing my excitement about driving on route 222, our driver informed us that this was not part of the plan and he planned to take the highway all the way there. He seemed a bit dismissive of our high priority to fully experience route 222 and wasn't communicating with anyone to make any changes, hence I emailed the company. Our driver seemed as if he was doing us a favor when he said he would drive 15 minutes on route 222 after the dam. Our driver's boss called him, but it was too late to change the route to our destination as we were 15 minutes away. Our driver then said he'd try to rearrange the boat ride to allow time to drive back for a couple of hours on route 222. This did not happen. We had a very rushed and scary high-speed route 222 drive for 15 minutes to and the same 15- to 20-minute drive back. We had two hours at the winery after our picnic, waiting in the hot sun, that we could have used for the drive up or back to enjoy route 222. In retrospect, I could have driven there myself or hired an Uber driver at a fraction of the cost for the experience we had that day. Or I could have booked a private Viator experience that I found that had all the components included at a lower cost (winery visit, picnic, boat tour, short drive on route 222). What distinguished our intended plans with the tour company was the extended drive on route 222. When we travel, we like to make the most of our experiences and partner with talent on the ground to achieve them. This tour company is clearly talented. I wish they had spent the requisite time to create the private experience we were looking for with the ample time we provided for them to prepare.

The right tour operators can make or break a trip. These specialists came out on top in our annual "World’s Best Awards" survey for 2023 thanks to insider knowledge and personalized service.

While we travel to see the sights, what we really take home with us are the experiences. And finding the right tour operator — one that’s able to meld insider knowledge about a destination with the best ways to take it in — can make or break a trip. But when the right combination does come along, it can be pure magic, so it’s no wonder that the last year has seen group travel on the rise .

Every year for our World's Best Awards survey, T+L asks readers to weigh in on travel experiences around the globe — to share their opinions on the top hotels, resorts, cities, islands, cruise ships, spas, airlines, and more. Nearly 165,000 T+L readers completed the 2023 survey, an increase of nearly 25 percent over pre-pandemic voting levels. A total of more than 685,000 votes were cast across over 8,500 unique properties (hotels, cities, cruise lines, etc.).

Tour operators and safari outfitters were specifically rated on the criteria below:

• Itineraries/destinations
• Accommodations

For each characteristic, respondents could choose a rating of excellent, above average, average, below average, or poor. The final scores are averages of these responses.

With nine of the companies returning from last year’s list , one major trend that stands out is the focus on a region, like with this year’s No. 1 pick, ATJ, which focuses on luxury travel, ranging from bespoke private to small group itineraries, in Austrasia. Also destination experts are Inside Japan Tours (No. 10), who offer themed trips, from honeymoons to diving, around the island nation, and Vagabond Tours of Ireland (No. 12), which makes its debut on the list, standing out for its B Corporation status, as it guides travelers around the Emerald Isle in their choice of style, either relaxed and culture-focused or active and adventurous. 

Also notable are the operators who go a step beyond, like two returning favorites: Artisans of Leisure (returning as No. 3) has been called “top notch”; one reader said that “no other tour operator comes close in terms of knowing the destinations [and] understanding what we want and executing our trip flawlessly.” Black Tomato (dropping from last year’s No. 4 to a still respectable No. 6) manages to both fulfill curiosity and allay FOMO on its adventures globally.

But more than anything, it’s loyalty that shows what a strong tour operator is made of, and readers often raved about return visits with a particular company. One, for instance, shared that after 25 journeys, Du Vine Cycling + Adventure Co. (No. 2) stands out among them all. “The best cycling trips I’ve been on,” they said. “Great staff, accommodations, and first class all the way.” And that’s the winning combo for a tour company — leaving travelers with that passion for exploring the world through their eyes. Formerly known as Asia Transpacific Journeys, ATJ made the list in 2011, 2017, and 2018, and it now leapfrogs back in triumphantly, notching the No. 1 spot. Offering tours in countries like Australia, Bhutan, Japan, Laos, Mongolia, Morocco, Nepal, Vietnam, and Taiwan, the company specializes in custom itineraries and private group trips. But what travelers rave about is its band of extremely helpful customer service reps who are “responsive and personable.” They added, “I can call and speak with a live person immediately.” Customers tend to be loyal, but so are the agents: “I have used the same agent and she always remembers what we like and any special needs we have.”

Majestic Europe

The staffs are knowledgeable,accommodating and friendly. The hotels we stayed in are good but Panorama is the best for the simple reason that as a coffee drinker I can make my own coffee first day in the morning(shallow reasoning but can be of great consideration for someone who loves to drink coffee) One thing about this tour was we are allowed to have our own time to explore the city. Overall,I am satisfied with my experienced from your company.

Europe Jewel

Good route which covered the main attractions of Mid Europe. The trip is compact and efficient and the optional excursions add on the contents. Tour leader Matt is full of knowledge about various area’s history and events, he also looked after the team well and tried to accomodate customers’ needs, A really caring and professional tour leader. Pascal is not only a brilliant driver who tried to park the coach as close as possible for group’s access, he was also taking care of the team in many ways and his warm greetings and kind words won our hearts. If you haven’t or only seen a couple of European countries, this trip will be the one to open your eyes or the one to expend your European experiences. Additionally, the trip is good value for money.

Best of Central Europe

The Central Europe tour I was on with my daughter went beyond my expectations. I was nervous about having all that free time in new places but Eliza our amazing tour guide, gave us the best orientations and knowledge of all the places we visited. Sharing her local knowledge and her mastery of all the languages to help us fully experience and enjoy the countries we were in, made it perfect. The group size was good and she looked after us at every turn, especially on busy train stations and on arrival at new places. She helped us experience the local culture and food in each location, so we had highlights all through the tour. Highly recommend

The Great Adventure

I had an amazing experience on the 14 day tour. After Covid lockdowns, my daughter and I were eager to travel overseas and see places we haven’t been to. Everything on the tour was so well organised and the tour guides Enmanuelle, Phillipe and Oksana were very informative and knowledgeable. They all did an exceptional job. All the hotels we stayed at were very clean, spacious and had a big variety for breakfast. The only suggestion would be to have the option for travellers to return to hotels earlier. Days started early and involved lots of walking and the free time should be an option to return to hotel. A note to travellers would be to be cautious In Amsterdam of dodgy uber drivers asking you to cancel trips and to pay in cash. Also in shops if you don’t see the price for an item don’t tap your card for purchases because you will be in for a big shock when you check your account balance.

The Best of Eastern Europe

Very well planned and organized. CEO was round-the-clock attentive to the trip and each individual. Lodgings were excellent and well selected geographically. My only criticism would be that the name of the tour should be Central and not Eastern Europe. Would definitely recommend Gadventures to fellow travelers.

The European Magic trip was outstanding. I was looking for something to do on my own (without friends from home) and am so glad I found Contiki. I made a bunch of friends on the trip, everything being organized for us and planned out was epic. The trip manager Rianna was absolutely fantastic. She played so many roles on the trip and was integral in its success.

An amazing trip. Sarah Rose was the best tour guide we have ever had. Her knowledge of the history of the UK and Ireland was outstanding. We were looked after from the time we met before starting the trip until after we left then bus at the end. The extra activities were a highlight of the trip and Sarah was the bubbly personality that brought the 40 holiday makers together. A special mention to our bus driver Tomek who was on hand all hours to make sure we were at our destinations on time. Always friendly and willing to help if needed. Tour from Athens to Dubrovnik or Split: 7 Balkan countries in 14 days

Excellent! Very well organised, extremely interesting and informative. The most famous ancient sites in Greece mixed with lots of cultural activities and a variety of geographical areas. Our tour director, Nikos Kontogiannis, was superb. Nikos has a great sense of humour, is extremely knowledgable and an excellent organiser. We were very impressed!

Highlights of Scandinavia (12 Days)

Great experience. The tour guide was very friendly and the driver was excellent.

All About Balkans (4 Star Hotels)

This was an amazing trip! Vojin was our tour guide; he was just excellent. Anything you wanted, pharmacy, postcards, restaurant recommendations, even taking pictures, which for me is a must, he was wonderful. I have been traveling for many years, and Vojin was the first tour guide who counted every passenger before we left the city on the bus. I can tell when a tour guide cares about his job and the traveling team, and Vojin goes beyond his comfort to take care of his travel team from Bulgaria to Macedonia. I would also like to mention the bus driver Slavče, was amazing; I am still in shock at how he managed to turn on streets with very little angle, and driving through the mountains of Montenegro and Macedonia was amazing. In most of the Balkans, everything is written in the Latin Alphabet, so it was easier to walk through the cities or restaurants and walk separately. On the trip to Greece, I was with Kostas. He did a great job, taking us to the best locations in Greece. Even a city in Greece where only Greek tourists go, no foreign tourists, was great. There was an excellent view and food. Great picture locations. Unlike the Balkans, in Greece, with the exception of Athens, everything is written in the Greek alphabet, so you need to stay together as a team so you won't get lost. I would recommend the Balkans and Greece for a tour. Besides the great and beautiful views, the wine is excellent in every country!

Overall, a well organized trip. Eva is an awesome tour guide. Perhaps more cautions and security should be emphasized especially in Italy as some of our luggage and laptop were stolen when checking in at the hotel.

When you purchase a package consisting of flights and hotels (and even rail tickets, in the case of Europe) there’s a good chance you’ll save money. While it’s not a guarantee, we’ve found the prices of packages are usually less expensive than purchasing flights and hotels separately.

Since there are lots of places to purchase vacation packages, we wanted to narrow it down for you. These 9 websites all offer European vacation packages and will be a great starting point for planning your vacation.

Eurailing Packages is a little different than the rest of our featured websites because instead of a traditional hotel and airfare package, it offers packages that bundle accommodations and train tickets . This will be handy for vacation packages within Europe, but not necessarily for getting to Europe.

Since train travel is very popular in Europe, we thought this was a great option to include in this list. You can choose from the site’s predesigned packages and current deals, or you can build your custom accommodation and rail package.

Something thing to keep in mind when using this website is that the price includes a hostel, not a hotel . You’ll have the option to pay extra for a hotel when you’re finalizing the details of your trip but you won’t know the specific hotel or room type until after your booking is complete.

Hot Tip: Use points and miles to fly to Europe when your vacation package only includes accommodations and rail tickets.

Grand European Travel might be a good place to search for a European vacation package if you’d like the planning done for you. This website offers lots of predesigned trips but doesn’t have the option to make your own. For someone who doesn’t want to do the legwork of planning a trip, that could be a welcome benefit.

If you decide to book a vacation package through Grand European Travel, keep in mind that solo travelers will default to a shared room. If you’d rather have private accommodations, you can select that during the checkout process for an additional charge.

Another nice thing about booking through Grand European Tours is that in addition to only needing to pay a deposit to reserve your trip, you can get a full refund if you need to cancel within 30 days . You can also change your departure date or destination free of charge until 60 days before your trip.

Costco Travel is another great site that can help you find the perfect European vacation. You can choose a curated package or design your own.

While you have to be a Costco member to purchase Costco Travel, you can search for a package without a membership. Often, packages purchased through Costco Travel will come with a Costco Shop Card or extra perks which can more than make up for the price of the membership. Plus, Executive members earn 2% back on purchases, including those from Costco Travel.

If you’re an Executive Member, be sure to keep an eye out for extra perks on your vacation package. These can often make up for the additional cost of an Executive Membership.

Take a look at some of the member benefits we found on a London and Paris vacation package:

• Daily breakfast
• £35 food and beverage credit at the London hotel (Executive Members)
• Fruit basket and chocolates at the Paris hotel (Executive Members)

Bottom Line: You have to be a Costco member to purchase a vacation package from Costco Travel, but you can check prices without being a member. Booking a European trip through Delta Vacations can be a great way to earn lots of Delta SkyMiles .

You’ll also want to keep an eye out for deals that will award you extra bonus points. At the time of writing, you could get up to a $400 Delta gift card or up to 75,000 Delta SkyMiles for booking a flight and hotel package .

You can earn an additional 2 to 3 SkyMiles per $1 spent when you use a Delta co-branded credit card , too.

If you’d rather use Delta SkyMiles to pay for your vacation package, you can do that, too. You can pay for all or part of your vacation with your miles at 1 cent each in value . That’s just about what we value Delta SkyMiles at, so this can represent a good use of miles.

Bottom Line: You can either earn or use SkyMiles for a vacation package purchased through Delta Vacations.

Expedia is a tried-and-true website for booking travel because it’s easy to use and often has great deals. Your European vacation package can be customized to include flights, a hotel, and even a rental car.

The map feature is a great tool for finding a hotel in the perfect location , and there are lots of filtering options that will help narrow your search results even more.

Expedia participates in the One Key rewards program  which allows you to earn and use points on eligible trips and access special member pricing . This is a good way to earn rewards when you don’t participate in a hotel chain’s loyalty program or are booking a hotel that doesn’t have its own loyalty program.

It’s a metasearch engine so the prices you’ll see will be from other websites most of the time (though you can occasionally book directly through Kayak). It’s a great way to compare prices from lots of other sites at the same time.

You can use the handy map feature to search for hotels by location or use the filtering options to find a hotel that offers a perk that’s important to you like free breakfast or free parking. There are also options to choose any property type — from apartments to hostels to resorts and everything in between.

United Vacations is a great website to use to search for European vacation packages, especially if you like flying United or live near a United hub that will have lots of flight options.

It can also be a great option for anyone who wants to earn more United MileagePlus miles — you’ll earn them on your vacation package if you provide your membership number at booking. Unfortunately, you can’t redeem United miles for your trip.

This site has many of the sorting and filtering options you’d find on other sites, and you can even add extras like trip insurance or airport transfers to your package.

Bottom Line: You’ll earn United MileagePlus miles when you book a package through United Vacations, but you can’t redeem miles for any part of your trip. Instead, check out these ideas when you’re ready to spend your miles.

CheapTickets is a popular online travel agency for hotels, flights, rental cars, and vacation packages. It’s owned by Expedia so it has the same functionality as that site, but it often has different pricing, so it’s worth checking them both out.

During the booking process, you’ll be able to add extras like airport transportation, a rental car, activities, and trip insurance .

Hot Tip: Before you add trip protection from an online travel agency like CheapTickets, be sure to read up on the policy for your credit card with travel insurance so you don’t end up buying something you may already have. You might also want to price out a policy with a few travel insurance companies to compare plans and prices before you book your trip.

Booking a European vacation package through Priceline is a straightforward and easy process. You can search for any combination of flights, hotels, and cars under the Bundle + Save search tab on the home page. The search results will quickly give you hotel information including the price and how much you can expect to save on the package.

Priceline has its own loyalty program called Priceline VIP that offers discounts, a best rate guarantee, and Express Deal coupons. While these perks are available as soon as you join, the discounts get bigger and better as you reach new status tiers within the program.

Hotel savings start at 10% for all members and go up to 50% on over 45,000 hotels for top-tier VIP Platinum members . Tourism in Europe

Europe is by far the most popular tourist destination among all continents. According to UNWTO , in 2023, 54% of the world's international tourist arrivals were in Europe, with the southern/Mediterranean region being the most visited destination. The most sluggish recovery has been witnessed in the Baltic States of Estonia, Latvia, and Lithuania, each of which has failed to attain even 75% of pre-COVID tourist arrivals. This stark disparity in the recovery of tourism across the continent poses a challenge.  Despite the enormous volume of tourists that fly over to Europe each year, many of its most exquisite locations continue to be dejected in favor of hotspots such as the beaches of Ibiza, the bustling streets of Paris, or the canals of Venice. Owing to such a rapid inflow of tourists into only a handful of destinations, the sustainability of tourism in Europe falls under threat. Recently, more and more vacationers are becoming critical of tourist hotspots, criticizing them for being “tourist traps” and are instead looking to venture towards less crowded destinations. Another factor that unsettles tourists is the rate of inflation witnessed in post-pandemic tourism. According to Allianz Research , the daily rate for a hotel room (global median) jumped to $212 in the first quarter of 2023, up from $156 in Q1 2022 and $129 in Q1 2021. Moreover, a recent survey by Travel Weekly showed that 87% of European travelers are taking measures to reduce costs in their vacations. This includes opting for cheaper accommodations, reducing the budget used on excursions, and switching towards more affordable destinations.

As more and more tourists become irked by the overcrowded and inflated vacation experiences in particular hotspots, it is possible that tourists in 2024 will set their sights on destinations offering budget-friendly vacations with similar itineraries. However, over the last decade, this perception has shifted as people have access to more and more avenues to plan trips to some of the most remote recesses of the world.

For these countries, we used Google Flights to obtain data on the cheapest available flight from the US (using JFK as the reference point for departures). Moreover, we used Budgetyourtrip to obtain the average amount required to spend a week-long couple’s vacation in each country. Accumulating these data points allowed us to calculate the total expected amount required on a trip to each country. Each country was ranked in ascending order with respect to this metric, and the top 15 countries were selected as the cheapest European countries to visit in 2024.
