UAE new visa rules 2022: what do the changes mean for jobs, families and tourism?

The UAE is offering new types of visa, including options for long-stay tourists, jobseekers, accomplished professionals, star students and high-net-worth individuals. Wam

Latest: New visa rules predicted to create a flood of jobseekers in the UAE

New rules governing the ways people work and live in the UAE come into effect today, Monday October 3.

Approved by the Cabinet in April, this is one of the biggest shake-ups to the country’s immigration policy in years.

Longer visit visas for tourists , long-term residency for sought-after professionals and easy access to the 10-year Golden Visa scheme were among the headline changes.

But what does this all mean, and does any of it affect or benefit you? Here The National breaks down the changes.

Is the Golden Visa changing?

Golden Visa services have a dedicated portal here , on the federal immigration website. Abu Dhabi’s service can be found here .

No costs have yet been released, but some require a deposit of between Dh1,500 and Dh2,000.

Business Extra podcast: What are the UAE's new visa rules?

Business Extra podcast: What are the UAE's new visa rules?

What happened?

The Cabinet approved the “executive regulations” of the Federal Decree-Law on Entry and Residence of Foreigners.

This put into motion the creation of new visas and formally approved others, such as the Golden Visa residency system , that had already been rolled out.

Many of the details were made public over the previous 18 months but the new elements include a 60-day entry visa for many tourists and allowing parents to continue to sponsor disabled children when they reach adulthood.

Who are the new visa rules aimed at?

Golden visas

The country’s leaders want to attract more skilled professionals, those with medicine and science backgrounds, the brightest students and tech-savvy minds to live in the Emirates.

Wealthy investors, entrepreneurs and company owners are sought after. Officials hope they will set down roots, invest in property and make the country their long-term home.

The wide range of 10 visa types may benefit many residents and people planning to make the country home.

There are several visa types that are aimed at these groups, including Golden Visas, which were first approved in late 2020. In the first year, 44,000 visas were issued in Dubai alone.

“The golden visa for an ownership of Dh2 million on real estate will definitely be a major boost for middle and higher segments to invest in the UAE through real estate or other sources," said Vijay Valecha, chief investment officer of Century Financial Consultancy.

Who is eligible for a UAE Golden Visa under new rules?

Who is eligible for a UAE Golden Visa under new rules?

Green visas

In the middle-income bracket are green visas , which are aimed at skilled workers, freelancers and the self-employed. These grant the holder five years’ residency.

To be eligible, an applicant requires a monthly salary of Dh15,000 and a bachelor's degree in certain skilled fields, including science, law, education, culture or social sciences, among others.

Someone who currently holds a two or three-year trade licence for freelance work may find this option attractive, but the costs have not yet been set out.

A green visa holder can sponsor relatives for residency for five years. Previously, this was typically allowed for two years.

Ajman, United Arab Emirates - Reporter: Anam Rizvi. News. Andalus Abdulwahhab celebrates out the sunroof of her car before her drive through graduation from Ajman University because of Covid-19. Wednesday, February 10th, 2021. Ajman. Chris Whiteoak / The National

There is no specific provision for lower-income and lower-skilled workers to secure special visas. But jobseeker and five-year multi-entry visas may benefit people who wish to move to the Emirates, or join family here.

In particular, this could benefit people from countries that require paid-for visas in advance of flying, such as India, Pakistan, Philippines and Bangladesh. Officials did not say how long a jobseeker visa was valid for, but previously said six months when it was mooted before the pandemic.

Primarily, it is aimed at “young talent and skilled professionals”. Recent graduates from the world’s top 500 universities are included in this category.

“The abolishment of needing a sponsor or host for a visit visa is a big step to prompt young individuals to come to the UAE for job opportunities,” Mr Valecha said.

Family sponsorship

Last year, authorities allowed parents to sponsor their male children until they were 25 instead of 18.

The decision in April appears to affirm that and to add new provisions, allowing parents with a disabled child to sponsor them into adulthood. Parents can continue to sponsor unmarried daughters at any age.

Why are these changes being made?

The government hopes to attract more highly skilled people to live in the Emirates and build a bigger “knowledge economy”.

Scientists, coders and tech workers and just some of the professionals it hopes to attract.

Population growth is also high on the agenda.

Dubai alone wants to boost its 3.5 million residents to 5.8 million by 2040.

The country further wants to rapidly bounce back from the Covid pandemic , welcoming back millions more tourists. Allowing people to stay more easily for longer aids all of these goals.

Does any of this affect me?

If you are a salaried employee working for a company you are likely to stay on a regular two and three-year visa.

Employees may find they are eligible to secure a Golden Visa, particularly if nominated by a friend or acquaintance with that visa. Their status with their employer would not be affected and health insurance would continue to be provided as standard.

Who is eligible for a Golden Visa?

There is no exhaustive list of every job category.

You can apply here on the website of the Federal Authority for Identity using your Emirates ID and see if you are eligible.

Or you can be nominated directly by someone you know who already has a Golden Visa.

The list of eligible professionals and qualifications includes people in science, technology, arts, culture and the creative industries. People investing Dh1 million to Dh2 million in property also have several options.

Who pays for a visa?

Most of the new visas on the list are aimed at freelancers, self-employed people and business owners, who would foot the bill for their own visa or arrange through their own company.

Golden Visas have already processed payments in the hundreds or low thousands of dirhams.

It’s important to note that by law a regular employee working for a company cannot be made to pay for a basic residency visa.

‘Many roles take months to secure’

CEOINSPIRESELECTION- Louise Vine, Managing Director, Inspire Selection during a photo shoot in Dubai on Tuesday, March 19, 2018. Photo by Dhes Handumon

Louise Vine, managing director at Inspire Selection recruitment agency in Dubai, earlier this year said the recruitment process for professional roles, and particular senior roles, can take months.

“It gives people a purpose to come here and it helps the government understand they are on a mission to find a job, rather than being here as a tourist,” she said.

The duration, which has not yet been announced, will be important.

Depending on the level of the role, recruitment can take anything from a few weeks to several months, she said.

“You would need potentially three to six months to find a senior role in certain industries,” Ms Vine said.

“There are fewer jobs and also the interview process is quite lengthy, so it’s not just one interview and job done. It could be four or five interviews and case studies to prepare for, so it takes time.”

  • After applying for 3 months Dubai visa, the application can be rejected because of the below reasons.
  • The applicant works in an occupation requiring little or no special training, such as farming or construction.
  • The applicant possesses a handwritten passport, typical for inhabitants of Pakistan and Bangladesh.
  • If the applicant has a history of criminal activity, it has been established that they committed fraud or have been accused of engaging in inappropriate behavior in the United Arab Emirates.
  • If the application form contains any significant cases of a typographical error
  • The photograph sent in does not adhere to the requirements mentioned in the specification.

  • There is a lack of any documentation that is required.

The United Arab Emirates (UAE) currently has a more lenient policy regarding the visa extension . It enables travelers to extend their visas twice within the UAE without leaving the country.

The Dubai visit visa can be renewed up to two additional times for a total extension length of no more than sixty other days. Depending on your strategy, you may be able to extend your visa for Dubai for a nominal additional cost.

Compared with other Visas, prices guide

You can get other types of UAE visas, not only the 3 months Dubai visa, but also 30 days Dubai visa. Below is a list of the UAE visa's single and multiple entries and prices.

The multiple-entry visas for the United Arab Emirates are sometimes confusing. They begin counting from the day you enter the country and allow you to enter it several times within the next 30 or 90 days.

Dubai 3 months Visit Visa Price Guide - 2022 Rates

The 3 months Dubai visa allows one to Stay in UAE for around 90 days. After 90 days, you are given 10 days, a grace period, to figure out how to extend your stay. After the 10 days you have not legalized your stay in UAE, you will be fined for overstaying.

The overstay fee that applies to visitors who continue to stay in the UAE after the expiration of their visit visa is distinct from the overstay fine that applies to residents who remain in the country after their visa has expired.

The fines levied against persons who fall into this group are far higher than those set against residents. This type of visa holder also receives a grace period when they apply.

Nevertheless, this privilege is highly restricted, as it only lasts for ten days and only applies to posts made during this time; daily fees are imposed. During this period, the visiting visa can be renewed or converted into a resident visa if the applicant chooses. The following are the fines one can get for overstaying in UAE;

  • On the first day of overstay, AED 200
  • Each consecutive day AED100
  • Service fees are AED 100

The Abu Dhabi Tourist Visa Explained – Rule Changes in 2022

On this page, we detail everything you need to know about tourist visas for Abu Dhabi and the UAE. Note that these visa rules apply no matter which Emirate you come in and out of.

We have updated this page following changes to the visa system in October 2022.

We have attempted to provide clear and accurate information; however, at the time of writing, some aspects of the new Visa system are not entirely clear during this transition period. This page will be amended as soon as more official information becomes available.

In addition to requiring a visa to enter the country as a tourist, please keep abreast of current COVID-19 requirements . As of 7 November, 2022, the Al Hosn “Green Pass” requirement was abolished .

Who needs to apply for a Tourist Visa?

Anyone not a GCC national or eligible for a visa on arrival (see list below) must apply for a visa in advance to visit the UAE.

You can apply either through your airline or UAE-registered tour operator for the appropriate visa.

  • Visa services from Etihad Airways
  • Visa Services offered by Emirates Airline
  • Visa services from Fly Dubai
  • Visa services from Air Arabia

A single entry transit visa for less than 48 hours is free, whilst of 4-day short-stay, visa costs 50AED.

A 30-day, single-entry visa costs in the region of 350 AED, depending on the service that you use to obtain it. Alternatively, a 60-day single-entry visa costs in the region of 650 AED. Both 30 and 60-day single-entry visit visas can be extended for a further 30 days for a fee of 960 AED.

Note that people under the age of 18 cannot apply for a tourist visa unless they are travelling with their parents.

Visa-Free Entry to the UAE

Citizens from  GCC Countries   do not need to apply for a visa on arrival to the UAE.

Countries eligible for Visa on Arrival

Upon landing at Abu Dhabi International Airport, simply make your way to immigration, where your visa will be issued.

These countries are currently eligible for a FREE visit visa on arrival to the UAE:

  • Czech Republic
  • Liechtenstein
  • Netherlands
  • New Zealand
  • People’s Republic of China
  • Republic of El Salvador
  • Republic of Mauritius
  • Saint Vincent and the Grenadines
  • South Korea
  • Switzerland
  • United Kingdom
  • United States of America
  • Vatican City

A visit visa for most of these countries lasts for 60 days and can be renewed for another 30 days twice. If you overstay a visit visa, the fine is 200 AED for the first day and 100 AED per day after that – see more below on overstays.

There is a 10-day grace period (this means that you won’t be fined for overstaying your visa until Day 70).

Note that the 26 countries in the Schengen Zone had previously been allowed to stay in the UAE for 90 days, although it is unclear whether this is still the case following the immigration reforms of October 2022.

Five-Year Multi-Visit Visa (New in 2022)

A five-year multi-visit visa is also available for the above countries, which allows the holder to stay in the UAE for up to 90 days in a row and up to 180 days per year.

In order to apply for this type of visa, you need to prove that you have USD 4,000 in your bank account (for at least six months prior to the visa application) and purchase UAE Health Insurance.

Citizens of India

There are specific rules applicable to Indian citizens,  which you can find here .

If you have any concerns, you should verify this information on the UAE Government website.

What happens if my tourist Visa has expired?

If your 60-day tourist visa to the UAE has expired, you have two options:

  • Etihad Unaccompanied Minors: Exactly How it Works
  • Rules for Tourists in Abu Dhabi: Do’s And Don’ts To Keep You Out of Trouble
  • New Yas Bay Water Taxi: Here’s What You Need to Know in 2024
  • Leave the country before your 10-day grace period expires (ie, by day 69)
  • Apply to Immigration and pay a fee to have your visit visa extended. It is currently understood that you are able to extend your 60-day visa by 30 days twice, giving you a maximum of 120 days in the UAE ( previously, you could keep renewing indefinitely by leaving the country and returning).

What is a Visa Run?

A Visa run is a common expression used for when you leave the country in order to re-enter and start a fresh visit visa immediately.

Most commonly, this is done on the UAE’s border with Oman as it is quite straightforward and inexpensive to cross by land, provided you have access to a car. We have a detailed guide on how the process works on our Dubai Travel Planner site . It is identical for Abu Dhabi, although there may be closer border crossing points to consider near Al Ain.

There is no need to do a visa run as visas can easily be renewed online, but it is still an option which helps combine costs with a trip to a neighbouring country.

Accidental overstays

It’s important to note if you leave the country during the first 60 days, your UAE Visa on Arrival will not renew upon re-entry. It’s a 60-day multi-entry Visa .  If you are travelling through Abu Dhabi, let’s say onward to Europe, then have a stopover in Abu Dhabi again, be very careful if that second stop sees you cross over from 60 days to 70 days.

Eg: You arrive in Abu Dhabi on 1 September, stay for a few days, and then fly on to Europe. You return to the UAE on 30 October.  You then spend two weeks in Abu Dhabi and fly out again on 12 November.

Even though you only stayed in the UAE for just over two weeks, your original 60-day visa was still valid on re-entry. You are considered to have overstayed your visit visa by 12 days as you did not leave the country, and it was not renewed during the 10-day grace period.

Road trip to Oman?

A good way to avoid this can be to include a trip to Oman with your Abu Dhabi trip!  Musandam is our favourite location for an overnight trip, although the closest crossing point from Abu Dhabi city is Al Ain; not only an amazing experience, but you can avoid any issues with overstaying your visa and receiving a fine by exiting the country between day 60 and day 69.

There are a few small costs involved, and depending on your nationality, you may need to apply for an e-visa in advance. Other than transportation, you have to pay an exit fee to the UAE, and a  tourist Visa entry fee to Oman, currently 5OR for a 10-day visit visa.

Re-entering the UAE, there are no charges on the Omani or UAE side, just stamping of your passports.

If you are travelling in a hire car, you will need to check that your insurance covers Oman and obtain a ’no objection certificate (NOC)’.

Head back to our Abu Dhabi Essential Planning Page

NB If you are looking to work in the UAE and become a resident, different visa categories will apply.  You may still be instructed by a future employer to enter on a tourist visa; then you will be changed across to the appropriate visa category in due course.

Everything you need to know about the family visa in the UAE

  • Family Visa Rules

The UAE government has announced major changes to its visa policy. Among the changes announced were amendments to the family sponsorship policy for expatriates in the UAE. After changes in rules for a family visa in the UAE, the government also announced that residents could sponsor their sons up to 25 years of age. Read on to learn more about UAE family visa rules and the processes involved.

UAE RESIDENCE VISA RULES AND REGULATIONS

UAE FAMILY VISA REQUIREMENTS

Uae family visa rules.

The family visa UAE rules state that the educational background or profession will not be a condition based on which family visas will be handed out.

Instead, the income of the residents looking to sponsor their family visas will be considered. So, regardless of your job designation, you can sponsor family members if you have the financial means and a valid visa. However, before taking the plunge, check your UAE visa status to know whether you can sponsor your loved ones.

Before the UAE family sponsorship policy amendment of 2019, only individuals from certain professions could sponsor family members. Since 2019, any   male residents employed in the UAE can sponsor their immediate family members, such as their wife and children, with a minimum salary of AED 4,000 or AED 3,000 plus accommodation.

The conditions are slightly different for  female residents in Abu Dhabi looking to sponsor their families. For a woman to sponsor her family, she must hold a residence permit that states she is an engineer, teacher, doctor, nurse, or other professional related to the medical sector. She must also earn a monthly salary not less than AED 10,000 or AED 8,000 plus accommodation.

In Dubai, an employed woman who does not fall under the mentioned categories will be allowed to sponsor their family, provided her monthly income exceeds AED 10,000. She will also be required to ask for permission from the DNRD.

RESIDENCY VISA RULES FOR CHILDREN SPONSORED BY PARENTS

After amendments to family visa rules in 2022, expats can sponsor male children up to the age of 25. The UAE family visa rules remained unchanged for daughters. There is no age limit on how long parents can sponsor their daughters – they can be sponsored until they get married.

A bonus for this type of visa is that parents will not have to place bank deposits that amount to AED 5,000. The new family visa UAE price will be AED 100 for first-time issuance and renewal.

Children with disabilities will be granted a residence permit permanently, irrespective of their age. Moreover, Green visa residence holders can sponsor any first-degree relatives. The residency of family members will be for the same period as the sponsor residence holder.

What is the UAE's blue visa and who can apply?

T he UAE has announced a new long-term residency visa. Known as the blue visa , it will grant a 10-year residency to people who have made “exceptional contributions” towards protecting the nation's environment.

Announced after a Cabinet meeting on Wednesday led by Sheikh Mohammed bin Rashid , Prime Minister and Ruler of Dubai, the decision aligns with the country’s long-term goals of making the UAE more sustainable.

The new visa is the latest to be introduced in the UAE, following in the footsteps of the golden visa , which also offers a 10-year residency. A number of other initiatives, such as the green and remote working visas, have also been issued in recent years.

One of the country's leading recruiters said the visas offering long-term stays in the UAE had been a big success so far.

"The biggest benefit [of a ten-year visa] is that it has made it possible to live here without needing to be under the sponsorship of a company," said David Mackenzie, group managing director of recruitment agency Mackenzie Jones. "It gives you so much freedom."

The newly introduced visa will also go some way to not only attracting talent but also enticing those currently living in the UAE to extend their stay, said a leading sustainability expert.

"It will help retain talent because not everyone stays here for 10 years because they are tied to the standard visa, sponsored by their employers, which lasts for two years," said Ivano Iannelli, senior adviser for sustainability at Emirates Global Aluminium.

"Of course it will attract new talent but it will also offer an element of security to those who are already here. It shows the ambition of the UAE."

The National takes a look at who can apply for one.

Who can apply for a blue visa?

"The visa will be granted to individuals who have made significant contributions to environmental protection and sustainability, offering them a ten-year residency in the UAE, and is part of the UAE’s Year of Sustainability," read a statement shared by state news agency Wam.

The visa will be available to individuals who have made exceptional contributions and efforts in the field of protecting the environment, whether marine or land.

Work towards improving air quality and sustainable technology will also be rewarded, the authorities said.

How can you apply?

"Sustainability advocates and experts who are interested in the UAE Blue Residency are invited to submit their applications directly through the services of the Federal Authority for Identity, Citizenship, Customs, and Port Security, or through nominations by competent authorities in the state for the individuals recommended for it," read a statement on Sheikh Mohammed's website.

Why is it important?

The announcement of a blue visa for contributions to protecting the environment is groundbreaking, said Dr Sultan Al Jaber , Cop28 President and Minister of Industry and Advanced Technology.

“The blue residency visa aims to attract global environmental leaders to contribute to the UAE's sustainable economic and social development," said Dr Al Jaber.

"It underscores the nation's dedication to leveraging advanced technologies and artificial intelligence to create impactful solutions.

"With a forward-thinking approach, these solutions will address climate challenges and transform them into opportunities for a brighter future for humanity and our planet.”

Dr Al Jaber said the blue visa was in line with the legacy created by the Cop28 conference, the UN climate change summit that took place in Dubai last year.

“The conference was a paradigm shift, showcasing the UAE's unwavering commitment to multilateralism, international co-operation, and developing a united global approach to the challenges of climate change," he said.

"This visa will build on that good work and will help further establish the UAE as a front-runner in the development of technologies, such as artificial intelligence, that can help address climate change.”

Attracting talent

One of the main reasons for the introduction of the blue visa is to continue making the UAE an attractive prospect for skilled people from abroad, who are considering their future options, a UAE minister said.

"The Blue Residency will have a major role in attracting talents in the field including innovators, and climate champions from all over the world, who will contribute to the advancement of the UAE’s work in fostering a sustainable future for all," said Dr Amna Al Shamsi , Minister of Climate Change and Environment.

What other kind of visas are available in the UAE?

Residency visa for people working in the private sector - This is the most common visa available in the UAE. It lasts for two years before requiring renewal and is sponsored by a person's employer.

Golden visa - This is a 10-year visa awarded to people under a number of categories. You could be a property investor, entrepreneur, highly talented person, nurse, doctor, director, sportsperson, holder of a PhD, specialist, or an outstanding pupil.

Green visa - This is available to those who have their own businesses and are not working for, or sponsored by, an employer. The green visa lasts for five years.

A five-year residency is also available for freelancers and self-employed people, without the need to obtain a sponsor or employer in the UAE.

Investors establishing or participating in commercial activities are also eligible for a green visa.

Remote working visa - In March 2021, the UAE announced the introduction of a residence permit for remote workers , which came into effect in September 2022.

Golden visa for students - A high-school pupil who has achieved excellent results can be granted a golden visa for five years without a sponsor.

This can be extended if the course they are studying lasts for more than five years.

Tourist visa - A 60-day visit visa for tourists is now standard, instead of the previous 30-day one.

Multi-entry visa - The five-year multi-entry tourist visa does not require a sponsor and allows the holder to stay in the country for up to 90 consecutive days, as long as they have $4,000 or its equivalent in their bank account.

As some UAE visitors make alternative arrangements to exit the country before the end of their visit visa duration, travel agencies have started introducing special visa change packages.

The move comes after revised rules — which reportedly came into effect earlier this week — discontinued the option that allowed UAE visit visa holders to extend their stay from within the country, according to travel agencies.

Here are some of the packages that are now on offer:

Exit by bus: From Dh599 to Dh850

Online travel agency Musafir.com is offering a visa change package by bus for Dh799.

Ajwah Tours is offering visitors the option to change visa status by bus. The company is offering a 30-day visa starting at Dh599 and a 60-day visa for Dh799. However, GM Malik Bedekar said buses are running at full capacity.

“There is immense demand for buses. Right now, all my bookings are full till the end of this month. Also, this option is only available for those holding passports of India, Philippines, Nepal and Sri Lanka. Those of Pakistani nationality and hailing from the African continent are not permitted to exit by bus," Bedekar said.

At another agency, Anisha Tours and Travels, visa renewal by exiting the country via bus to Oman will cost Dh850. “However, we are giving this option only to those who need to exit urgently as buses are running almost completely full till the end of this month,” said Anish Mukil, who works at the agency.

Airport-to-airport: From Dh999 to Dh1,999

Musafir.com offers an airport-to-airport visa change service for Dh1,100.

Whereas, Ajwah Tours is offering a 30-day visa that allows visitors to exit and re-enter the country, by air, starting from Dh999, and a 60-day visa starting from Dh1,999.

Visitors wish to travel to Oman by air can also choose a package offered by Anisha tours, which begins at Dh1,250.

Dubai-based Smart Travels is also offering similar packages to Oman on Flydubai flights for Dh1,050 for a 30-day visa, and Dh1,300 for 60-day visa.

Within the country: From Dh1,800 to Dh2,200

A spokesperson from Musafir.com says the agency is also offering a visit visa change from inside Dubai for a price of Dh1,800.

Anisha Tours and Travels is also giving visitors an option to renew their visas from within Dubai for Dh2,200.

Visitors must exit the country once their visa validity is over. According to industry experts, the rule on renewals was out in place to crack down on those who have been staying in the country indefinitely on visit visas.

The regulation to exit the country to change visit visa status has always been in place. It was during the Covid-19 pandemic that the UAE amended rules to allow for a visa status change from within the country due to humanitarian concerns.

Several other travel agencies in the country said they are expecting to release similar packages during the coming days.

Oman travel demand

Raheesh Babu, chief operating officer of online travel agency Musafir.com, noted that Oman has always been a popular winter destination to travel and the new visa change requirement has added to the demand.

“Oman has always been a popular destination to travel to during the winter with plenty of activities to explore, relax, and enjoy the weather. Before the Covid-19 pandemic, for UAE visa extension exiting the country via bus and travelling to Oman was a common practice. However, due to the pandemic, this was discontinued, but it has resumed this week. Hence, there is much demand for travel to Oman for visa extension.”
