UK engineering group Arup lost HK$200mn ($25mn) after fraudsters used a digitally cloned version of a senior manager to order financial transfers during a video conference, the Financial Times has learned.

Hong Kong police previously revealed what is one of the world’s biggest known deepfake scams, but did not identify the company involved. The FT has confirmed it was Arup, which employs about 18,000 people globally and has annual revenues of more than £2bn.

The case highlights the threat posed by deepfakes — hyper-realistic video, audio or other material generated using artificial intelligence — when used by cyber criminals to target companies or governments.

Two people familiar with the matter told the FT this month that Arup had been the target of the scam, which Hong Kong police have classified as “obtaining property by deception”.

Asked about the case, Arup said the company had in January “notified the police about an incident of fraud in Hong Kong”.

“We can confirm that fake voices and images were used,” the company said, declining to give details because the incident was still being investigated. “Our financial stability and business operations were not affected and none of our internal systems were compromised,” it said.

Hong Kong police acting senior superintendent Baron Chan told local media in February that a member of staff at the targeted company had received a message purporting to be from the UK-based chief financial officer regarding a “confidential transaction”.

After a video conference joined by the company’s digitally cloned CFO and other fake company employees, Chan said, the staff member made a total of 15 transfers to five Hong Kong bank accounts before eventually discovering it was a scam upon following up with the group’s headquarters.

The police said investigations into the case continued, with no arrests so far.

Arup’s east Asia chair Andy Lee stepped down in the weeks following the scam after just a year in the role. He was replaced by Michael Kwok, a former east Asia chair for the company. Lee said on his personal LinkedIn page that he had “decided to embark on a new opportunity”. Lee did not respond to a request for comment made via LinkedIn and Arup declined to comment further on his departure.

The FT reported this month that international advertising agency WPP had been the target of an unsuccessful deepfake scam in which criminals used a voice clone and YouTube footage to set up a video meeting with executives.

Liu Meng, an analyst with consultancy Forrester, said many companies, banks and legislators lacked awareness of new forms of scam such as those using deepfakes.

“Corporates need to purchase more IT solutions to counter cyber security scams [and] banks need to alert their clients on suspicious payments when the money is about to be wired,” Liu said, adding that laws should be passed to ensure banks shared more in financial losses from fraud.

Arup’s global chief information officer Rob Greig said in a statement that the number and sophistication of deepfake and other scams had been “rising sharply” in recent months.

“I hope our experience can help raise awareness of the increasing sophistication and evolving techniques of bad actors,” Greig said.

This is "Glory to Hong Kong." Singing this song, or listening to it, or merely quoting the lyrics in conversation, could soon get people in Hong Kong sent to prison. Even for life.

"Glory to Hong Kong" has lyrics that declare: " Break now the dawn, liberate our Hong Kong / May people reign, proud and free, now and evermore / Glory be to thee, Hong Kong!"

Hong Kong, of course, was returned to China from British rule in 1997. "Glory to Hong Kong" was written during the 2019 Hong Kong protests by a pop-rock musician who wishes only to be known as "Thomas dgx yhl." He told Hong Kong's Stand News website that he was inspired by anthems in composing the song, including "God Save the King" and " Battle Hymn of the Republic."

This week Hong Kong's appeals court Judge Jeremy Poon ruled that "Glory to Hong Kong" should not be performed, broadcast, or reproduced.

A spokesperson for China's Ministry of Foreign Affairs approved, saying, "It is only legitimate and necessary for the Hong Kong Special Administrative Region to stop anyone from using and disseminating relevant songs to incite secession and insult the national anthem."

But Sarah Brooks, Amnesty International's China director, told us, "Singing a protest song should not be a crime. It fundamentally violates international human rights."

"Glory to Hong Kong" has already been banned from Hong Kong's schools. And a man was arrested outside the city's British consulate in 2022 for playing the song on a harmonica after the death of Queen Elizabeth.

The court has also suggested that internet companies might, "stop facilitating the acts being carried out on their platforms."

So far, internet companies have not removed "Glory to Hong Kong" from their platforms. After this week's court ruling, do you think they would risk losing the right to do business there?

But you might wonder, too, if trying to stop "Glory to Hong Kong" from being sung and heard will only make the song more compelling—and powerful.

People who are barred from assembling to sing the song in public could begin to whisper the lyrics to one another, urgently, from behind their hands. They might tell one another, in hushed, urgent voices, "Our voice grows evermore: / For Hong Kong, may Glory reign!"

YouTube Blocks Access to Protest Anthem in Hong Kong

Responding to a court order, YouTube and its sister company, Google, will block viewers in the region from viewing videos of the song, “Glory to Hong Kong.”

YouTube said on Tuesday that it would comply with a court order to block users in Hong Kong from viewing a popular democracy anthem, raising concerns about free speech and highlighting the increasing fraught environment for tech companies operating in the Chinese territory.

Last week, a Hong Kong court granted a government request to ban the song, “Glory to Hong Kong,” listing 32 links to videos on YouTube. Judges said the song was a “weapon” that could be used to undermine national security.

The court said the injunction was “necessary to persuade” technology companies to “remove” the songs from their platforms.

A representative of YouTube said in a statement that the company would “continue to consider” an appeal of the court’s ruling but would comply with the order.

“We are disappointed by the court’s decision but are complying with its removal order by blocking access to the listed videos for viewers in Hong Kong,” the representative said.

Like most tech companies, Google has a policy of removing or restricting access to material that is deemed illegal by a court in certain countries or places.

Last year, Google received 105 requests to remove content from its platforms, including YouTube, Google sites and its search service, according to the company’s transparency report . Six of those requests involved what the authorities said were national security threats.

Last May, Google said, it was asked to remove a Google Drive account that “appeared to encourage participants to submit videos of themselves singing ‘Glory to Hong Kong.’” Google did not comply with the request.

Blocking “Glory to Hong Kong” in the city means links to videos of the song will also stop showing up on Google search results in Hong Kong, according to the company representative.

Since demonstrations rocked the city in 2019, “Glory to Hong Kong” has been a point of contention for the authorities, who consider it an insult to China’s national anthem. The song has been banned from Hong Kong schools.

Beijing has asserted greater control over the former British colony in recent years by imposing a national security law that has crushed nearly all forms of dissent. People convicted of posting seditious content online have gone to prison.

In March, the Hong Kong government enacted new security legislation that criminalized offenses like “external interference” and the theft of state secrets, creating potential risks for multinational companies operating in the Asian financial center.

Compared with mainland China, where the internet is tightly surveilled and censored, Hong Kong is a bastion of freedom. Facebook and X have continued to operate in the city after they were blocked from the mainland in 2009. In 2010, Google shut down its China services and rerouted users to its search engine in Hong Kong.

Lokman Tsui, a research fellow in Amsterdam with the Citizen Lab, a cybersecurity watchdog group, said the government was embarrassed by the popularity of “Glory to Hong Kong” and had gone to great lengths to ban the song.

“This injunction shows that Hong Kong is open for business but only if you are willing to comply with their requests for blatant political censorship,” he said.

YouTube’s decision raises questions about whether other platforms, such as Facebook, Instagram and Spotify, will be subject to similar pressures.

“After Google, the government will now begin to focus on other platforms like Meta where the protest songs can be also found on Meta’s Facebook and Instagram,” said George Chen, a co-chair of digital practice at the Asia Group, a consulting firm in Washington. ”I believe other platforms may now consider YouTube’s decision to geoblock as a good reference.”

Meta did not immediately respond to a request for comment. The Asia Internet Coalition, which represents Google and Meta among others, declined to comment on its member companies.

Maryland Food and Beverage Businesses Invited to Trade Missions in China and Hong Kong

ANNAPOLIS, MD (May 16, 2024) – The  Maryland Department of Agriculture  has announced they are seeking Maryland food and beverage businesses to participate in outbound trade missions to China and Hong Kong later this summer. Hosted by the  Southern United States Trade Association , these missions will connect Maryland companies with key pre-qualified buyers in Beijing, Guangzhou, and Hong Kong. The mission itinerary is designed to provide valuable market briefings from the USDA Agricultural Trade Office and market tours to observe the local retail sector.

“SUSTA is an essential tool that food and beverage producers in the state can utilize to develop sales in foreign markets,” said  Maryland Department of Agriculture Secretary Kevin Atticks .”Their trade missions offer opportunities to meet top-tier buyers and gain market insight through in-country consultants.”

Beijing, the capital of China, is one of the most important markets for imported food and drinks, with an established base of importers. Guangzhou, a sprawling port city northwest of Hong Kong on the Pearl River, serves as a major port and transportation hub and is one of China’s three largest cities. Both cities have consumers who have high purchasing power and familiarity with imported foods, making them prime markets for introducing food and drinks from the U.S.

Hong Kong is one of the most vibrant and dynamic markets in Asia. Due to its limited arable land and resources for food production, Hong Kong relies nearly entirely on imports to fulfill its local food supply, making it a key importer of food and agricultural products globally. In 2023, Hong Kong ranked the 18th largest importer of agricultural products from the United States with $1.69 billion. Bordering Guangdong province, Hong Kong makes a strong case for U.S. exporters who may have an eye on the mainland China market.
