This itinerary will be conducted at a relaxed pace. You will typically spend several nights at one location which means less time spent packing and unpacking, and more sightseeing. You will be required to move about unassisted, including getting on and off vehicles, walking up and down stairs and handling your own luggage.

Make the most of your cruise and travel independently, with everything organised for you. Your international flights, pre-cruise stay, and cruise are organised so all you have to do is relax and enjoy your time at sea. Of course, there is the option of extending your tour if you don’t want to head straight to the airport upon disembarkation.

Day 1 Tokyo

Upon arrival into Tokyo, please make your own way to the starting point hotel.

Take the evening to relax after your flight and prepare for your first full day of touring tomorrow.

The easiest and most convenient way to travel from Haneda International Airport (HND) to Tokyo Central is by train or by monorail. The airport is also serviced by many 'Limousine Bus' services which offer shared shuttle bus service from around ¥1300 per person.

The best way to travel from Narita International Airport (NRT) to Tokyo Central is by the Narita Airport Express. The journey to most Tokyo stations takes approximately 1hr and the ticket costs ¥4070. The airport is also serviced by many 'Limousine Bus' services which offer shared shuttle buses from around ¥1300 per person.

Hotel Check-in: Travellers will be arriving at various times throughout the day. If arriving prior to standard check-in time, which is generally 3pm local time, you are welcome to leave your luggage with hotel reception and explore your surroundings until check-in becomes available, as there are no scheduled activities on day 1 of the itinerary. The hotel may grant early check-in, however this is strictly subject to availability and at the hotel’s discretion.

Day 2 Tokyo Full Day City Tour

Explore Tokyo's rich blend of history, culture, and modernity today. Begin your day at the tranquil Meiji Jingu, a Shinto shrine surrounded by a forest of over 100,000 trees. Wander through the serene grounds, pay your respects, and don't miss the Meiji Jingu Inner Garden for seasonal gardens and historical insights. Next, head to the Imperial Palace Outer Garden, where you can admire the architectural grandeur and beauty of the East Garden, even though access to the inner palace is restricted. Enjoy a leisurely walk and capture the beauty of the Nijubashi Bridge.

In the afternoon, immerse yourself in the traditional charm of Asakusa. Explore Nakamise-dori's bustling shops, sample delectable street food, and visit the iconic Senso-ji Temple. Meander through the historic Asakusa district with its nostalgic alleys and architecture. Cap off your day at the Tokyo Skytree, marveling at the modern engineering marvel and breathtaking views of Tokyo's skyline. The Skytree offers a mesmerizing perspective of the city.

Day 3 Tokyo Nikko Tokyo

We’ll leave Tokyo this morning after breakfast and head north to Nikko, one of Japan’s most famous mountain towns.

Your journey begins at Nikko Toshogu, an exquisite Shinto shrine complex nestled in the scenic mountains. This UNESCO World Heritage Site is known for its elaborate and intricate architecture, housing the mausoleum of Tokugawa Ieyasu, the founder of the Tokugawa shogunate. Explore the ornate buildings, vibrant carvings, and serene surroundings, immersing yourself in Japanese history and spirituality. Be sure to witness the mesmerizing Yomeimon Gate, a true masterpiece of craftsmanship.

Next, venture to the picturesque Lake Chūzenji, a serene and pristine mountain lake surrounded by lush forests. The shimmering waters offer a tranquil escape from the hustle and bustle of urban life. We then visit the nearby Kegon Falls, one of Japan's most famous waterfalls, plunging dramatically from a rocky precipice into the crystal-clear pool below. Marvel at the sheer power and beauty of nature, and perhaps capture this magnificent sight with your camera to create lasting memories of your Nikko adventure.

Day 4 Tokyo

Today is a full free day in Tokyo. There is no end to the spectacular sightseeing and activities available to you, as Tokyo truly has something for everyone. Take as much time as you like to relax at your leisure, explore the city, shop for souvenirs and eat the delectable cuisine. Be sure to ask your hotel concierge for recommendations on more must-see spots around the city. 

Alternatively, join one of the many free walking tours on offer in Tokyo. 

Day 5 Tokyo Yokohama Embark Celebrity Millennium

After breakfast, enjoy a morning at leisure in Tokyo. At the appropriate time, you will be transferred from your hotel to the Yokohama cruise port to embark on your 12-night exploration of Japan and South Korea.

During a cruise to Japan with Celebrity, you'll visit extraordinary cities with an ancient culture that seamlessly blends with the country’s ultra-modern architecture and lifestyle. Japan cruises offer you the chance to discover captivating Shinto shrines, stroll through meticulously-planned formal gardens, savour the freshest sushi, and visit some of the world's most beautiful mountain scenery.

You will set sail at 7pm this evening.

Ports of call may vary cruise to cruise based on ship schedules. 

Day 6 Mt Fuji (Shimizu)

On clear days, particularly in winter, Mount Fuji (Fuji-san in Japanese) is visible from as far as Tokyo, 60 miles away. When Japan's highest mountain is capped with snow, it's a picture-postcard perfect volcanic cone. One of the best-known symbols of Japan, this iconic mountain has been considered sacred since ancient times and was even forbidden to women until the early 1900s.

There is an extensive range of shore excursions on offer today. You may wish to head deep into Hakone National Park and get up close to Mount Fuji, or stay nearer to port and explore Shizuoka City with an expert local guide.

In port from 7am to 7pm.

Day 7 At Sea

While at sea, take the time to recharge before the next adventure. Lounge by the pool, be spoiled at the spa, taste the delicacies or explore the venues on-board, until we arrive at the next amazing destination.

Day 8 Kyoto (Osaka)

There are so many experiences on offer in the Osaka and Kyoto region. Perhaps visit Osaka Aquarium, one of the world’s largest aquariums which has over 580 species of sea life on display, or Universal Studios Japan, the company’s first theme park outside of the U.S. Kyoto served as the nation’s capital for more than 1000 years and is home to 17 different World Heritage Sites including Kiyomizudera Temple and Heian Jingu Shrine.

The ship will remain in port overnight.

Day 9 Kyoto (Osaka)

After breakfast on board, why not head out to further explore Osaka, Kyoto or surrounds. Our suggestion is to explore mystical Kyoto and three of its most beautiful temples and shrines, with one summoning the "courage" of visitors. Following the 90-minute journey to Kyoto, first stop at Fushimi-inari Taisha, guarded by red torii gates that form a virtual tunnel. Then visit Ryoanji Temple, known for its stone garden. Marvel at Hojo Garden's Zen expression before moving on to Kiyomizu-dera Temple. Learn of its unique mortise and joint pillar and beam structure, which used no nails. Lunch is Japanese-style.

You will depart from Osaka at 3pm today.

Day 10 Hiroshima

While paying tribute to the infamous nuclear attack that destroyed the city in 1945, Hiroshima is now defined as a beacon of peace and prides itself on its exceptional natural beauty. See more than 300 cherry blossom trees in bloom at Peace Memorial Park, journey to the breathtaking Itsukushima Shrine on Miyajima Island, and take time to sample "okonomiyaki"—a delicious example of Japanese soul food.

In port from 1pm to 10pm.

Day 11 At Sea

Enjoy another day at sea today, which means you can relax and enjoy all that your ship has to offer. Have a spa massage, relax by the pool, or dine in one of the exciting restaurants.

Day 12 Busan, South Korea

It is Busan's premier trading port, adjacent to the Korean Straits and Japan, that makes it an international metropolis but its beautiful sea vistas that make it a charming place to unwind. Experience the serenity of Beomeo-sa Temple, climb the Busan Tower in Yongdusan Park and rejuvenate at Hushimchung Spa.

In port from 8am to 6pm.

Day 13 At Sea

Today is a full day to relax and enjoy the many activities, restaurants and entertainment your ship has to offer. Wine and dine in reimagined restaurants and lounges, including the main dining room, Oceanview Café, Sunset Bar, and Rendezvous Lounge. Surrender your senses in the newly redesigned spa. Shop in new retail boutiques. The choice is yours.

Day 14 Hakodate

A port city on the island of Hokkaido, Hakodate is best known for the spectacular views and the area's delicious, fresh seafood, sushi, squid, and ramen. From the top of Mount Hakodate, you’ll enjoy a magnificent view of the city surrounded by the ocean. You can reach the summit by hiking trail, cable car, or auto. The former Goryōkaku Fort, Japan's first Western style fortress, is now used as a public park and is a popular spot for cherry blossom viewing. The park also features the tall, white Goryōkaku Tower that offers a panoramic view of the park, including mainland Japan across the Tsugaru Strait on clear days. Hakodate is literally a town of hot springs, and it even offers steamy outdoor footbaths to pedestrians.

In port from 10:30am to 8pm.

Day 15 Aomori

Aomori Port, the capital of Aomori prefecture, is located on Mutsu Bay, at the northern tip of Honshu. Here, nature and culture fuse as one. The Shirakami Mountains, which embrace the world's largest virgin forest of beech trees, have been awarded a World Heritage Site designation. Reminders of ancient times abound throughout Aomori Port as well, and you can also indulge in the serene atmosphere of the Sannai-Maruyama Ruins, Japan's largest, which are said to have been established around 4,000 to 5,000 BC. The summer brings the city’s most beloved Nebuta Matsuri Festival, which features enormous lantern floats, taiko drums, and dancers that parade the downtown streets. Stroll Aomori’s premiere Shinsen Ichiba seafood market where restaurateurs hand-pick fresh produce then slurp up delicious ramen noodles at one of its counter restaurants.

Day 16 At Sea

Enjoy your final day at sea on this fascinating adventure. Meet your new friends in the Rendezvous Lounge, or take in the passing views from the Sky Lounge.

Day 17 Disembark Ship in Tokyo (Yokohama)

Your premium cruise comes to an end today on arrival in Tokyo (Yokohama). On arrival at the port, make your own way to either Narita or Haneda airport for your onward journey. Airport transfers are not included but can be arranged on board.

Secure your trip with a $99.00 deposit per person. Once we receive your deposit, we will send you an invoice with your remaining balance and payment options. Instalment Schedule:

  • At the time of booking pay a $99.00 deposit per person.
  • Pay a 1st installment of $1,499.00 per person within 7 days.
  • Pay a 2nd installment of $999.00 per person within 90 days.
  • You will then be invoiced for final payment 120 days prior to departure.

Dear Quilters and Friends,

We are excited to travel back to Japan and South Korea again in March of 2025 from Tokyo to Yokohama! Join us for this special fourteen-day sailing where we will cruise on Holland America Line’s wonderful Vista Class ship, the Noordam. You’ll be part of a warm group of fun-loving people sharing a common interest in quilting, and have an opportunity to make new friends, one quilter at a time!

Our classes are held during “at sea” days and we make every attempt to schedule classes outside of port time. There are a variety of classes from which to choose, taught by two renown instructors in the world of quilting: Sue Nickels and Paula Nadelstern!

Quilting and “sewcializing”

There’s something wonderful awaiting you in every port of call! You can play tourist, choosing your pleasure whether it be walking, touring or shopping! Onboard ship you will have the opportunity to perfect your quilting skills with our class choices from two fabulous teachers, as well as myriad opportunities for “SEWCIALIZING” with other people who all share your love of quilting!

Ports of Call

Tokyo – Before you set out on your cruise, take in Tokyo’s many attractions. Tokyo is the largest city on earth and packed with some of the world’s best shops, museums and restaurants, big and small. While the bright neon lights and the bustle of contemporary Tokyo may be what comes to mind when you think of the city, there is another side. Tokyo’s historic gardens and neighborhoods of traditional homes on narrow lanes speak to a timeless Japan that has survived into the 21st century.

Kagoshima – Situated at the southern tip of Japan, Kagoshima is the capital of the prefecture of the same name and famous for its dramatic views of Sakurajima, an active volcano that smolders across the bay. One of the most popular activities is taking a ferry to Sakurajima and hiking on the 100-year-old lava flow that is now a grassy peninsula. Kagoshima, however, offers much more than the volcano’s almost overwhelming beauty. The food scene provides opportunities to experience the area’s rich culinary culture and features dishes using locally caught fish and regional specialties, like satsuma a’ge (deep-fried fish cake) and shōchū, a traditional beverage made at more than 100 distilleries in Kagoshima alone. Although the city was officially founded in 1889, it has an even longer history that is reflected in the 17th-century gardens of Sengan-en. More recent events are covered at a museum dedicated to the kamikaze pilots who flew out of Kagoshima. Other popular attractions include the City Aquarium, the Museum of the Meiji Restoration with its exhibits exploring local history and the City Museum of Art with its collection that covers both local contemporary and older art.

Nagasaki – Situated in the northwest of Kyushu, the third-largest island in Japan, Nagasaki is one of the country’s most cosmopolitan port cities, with a decent tourism infrastructure, a fascinating past that stretches back to the early 7th century and a picturesque harbor that’s been an active port since the 16th century. Home to around 500,000 residents, the city is a buzzy yet relaxed place with abundant services, shops and restaurants as well as several cultural and historic attractions that are easily explored on foot and via public transportation. Check out the Nagasaki Peace Park and Atomic Bomb Museum, which outline the horrific bombing of the city during World War II while making a poignant pledge for world peace. Foodies will enjoy the wide variety of tastes to be found in Chinatown and the Shianbashi Gourmet Street. If you are visiting with children, the Huis Ten Bosch theme park—modeled on a medieval Dutch town—makes for a fun diversion. Look out, too, for popular annual events like October’s Kunchi Festival and the wintertime Nagasaki Lantern Festival.

Busan (Pusan) – South Korea’s second-largest city (after the capital, Seoul), Busan is located in the southeastern corner of the country along the Sea of Japan. It combines a vibrant, big-city atmosphere with a famously laid-back attitude and subtropical landscapes. Often described as the ‘San Francisco of Korea,’ thanks mainly to its hilly terrain and close-knit neighborhoods, it offers visitors a little of everything: fashionable boutiques, dynamic culture and buzzy nightlife, as well as sandy beaches, hot springs and nearby mountains crossed with hiking trails and dotted with temples. Cultural highlights include the Gamcheon Cultural Village; the spectacular Haedong Yonggungsa Temple, built into the side of a cliff; and Art Street in Sinchang-dong, which hosts art competitions, exhibitions and cultural events such as the annual Busan International Film Festival. Those who enjoy hiking can explore the famed cliffs of Taejongdae Park, while the white sand beaches at Gwangalli and Haeundae are ideal places to relax by the seashore. Foodies will love Busan, too, not just for its excellent restaurants but also for the many atmospheric markets: the low-key Millak Hoe Town Market, tourist spots like Jagalchi Fish Market and the market at Haeundae with its ramshackle stalls selling gukpab (a traditional rice soup).

Jeju City – Jeju, formerly Cheju, may not be familiar to most Americans, but for Korean travelers the country’s largest island and home to one of 12 UNESCO World Heritage Sites is a popular destination. The island is roughly the size of Maui and has much in common with the Hawaiian islands. Like them, it is a volcanic island—it first emerged from the sea some two million years ago and the volcano Hallasan, which reaches a height of 1,950 meters, is the tallest peak in South Korea. It also shares the mild subtropical climate of Hawaii—even in winter, temperatures rarely drop below freezing—and offers a similar broad range of activities whether in the warm ocean water or exploring the island’s interior on well-marked and maintained trails. Jeju has long been known as the ‘Island of Gods’ after a legendary lost race from whom the island’s inhabitants are said to have descended. Perhaps this history helps explain the super-human feats of the haenyeo, women divers who harvest abalone from the sea floor without the use of scuba gear. Remarkable giants can still be spotted here with humpback and orca whales common in this part of the East China Sea.

Incheon (Seoul) – Once upon a time, Incheon was a quiet seaside village, pretty typical for Korea. The men went fishing, the women made kimchi. There were maybe a couple thousand people altogether in the region. And then it got caught in the middle of a war. Incheon is where, late in 1950, the U.S. Marines landed, marking the beginning of the end of the Korean War, a war that ultimately claimed more than 40,000 American soldiers’ lives and an undetermined number of Koreans. After the fighting, when Incheon had a chance to dig itself out from the mud and shrapnel, it became part of the Korean economic miracle, the country’s first official free-enterprise zone. With its perfect natural port, flat landscape and 3 million residents, it’s become as much a part of the Seoul megalopolis now as it is a place of its own. Visit Incheon with a Korean War vet, and they likely won’t recognize a thing, except maybe a small area around Freedom Park. Where once there were rice ponds, there are now high-rise apartment buildings. Even the beach the Marines landed on has been filled and reshaped to make more room for the Korean economic miracle. But there’s an entire generation haunted by this place, and it’s well worth looking around.

Hiroshima – Located in the southwest of Japan, Hiroshima, the main city of the Chugoku region, is set within a striking natural landscape of mountains, sea and rivers. Home to more than one million inhabitants, it’s famous as the site of the explosion of the world’s first atomic bomb, dropped by the U.S. in August 1945. This cataclysm is sensitively documented at the Hiroshima Peace Memorial Park and associated Hiroshima Peace Memorial Museum. The city offers visitors a great deal more than the tragedy of the recent past. In addition to the memorials to the events of World War II, there are an array of shrines and temples, as well as the city’s reconstructed castle, which was originally founded in the 16th century. Nature lovers will be charmed by the historic Shukkei-en Garden, commissioned in 1620, and Miyajima island, one of the most scenic spots in Japan. The city is home to a number of art institutions, including the Hiroshima Museum of Art, which houses a collection of Impressionist and Japanese oil paintings, the Hiroshima City Museum of Contemporary Art and the quirky Mazda Museum. There is also an array of excellent restaurants and bars—the city is known for its okonomiyaki, a type of savory pancake—as well as a popular oyster festival each year.

Kochi – High atop a hill in Kochi sits 17th-century Kochi Castle, once the seat of the Yamauchi lords. Explore this historic site and enjoy panoramic views of the city, then dine on sushi at Hirome Market.

Kobe – One of the greatest things about Japan is its attention to detail. Nothing is too small for consideration. Nailheads on temple walkways are hidden by inlaid metal covers. Shops sell combs and hairpins made with the same patterns and in the same way as 500 years ago. So maybe this attention to detail explains what happened in 20th-century Kobe. Some farmer was looking at his cow, thinking, “What possibilities of perfection am I missing?” Cows were still a new thing; they were banned as food almost until WWII, so cow rules were in flux when this farmer began massaging his herd with sake. The cows got pleasantly drunk on local beer and listened to classical music—and in return for the pampering, they produced, and continue to produce, heavily marbled, melt-in-the-mouth cuts of meat that can easily sell for a hundred bucks a dish. Like everything else in town, Kobe beef is all in the details. Among the Japanese, Kobe is considered exotic: “If you can’t go to Paris, go to Kobe.” And it does make a nice break from Osaka’s relentless pace. Order a steak, find a window booth and watch the details.’

Shimizu – Widely regarded as one of Japan’s most beautiful ports, Shimizu affords peerless views of Mount Fuji on a clear day and claims the scenic Miho-no-Matsubara pine forest as a backdrop (both are UNESCO World Heritage sites). The port’s temperate climate and rich culture—heavily connected to the surrounding Shizuoka region—have made it one of the country’s prime sightseeing destinations. A few of the main attractions include Kunozan Toshogu Shrine, designated a National Treasure by the Japanese government, Sumpu Castle (built in 1586) and Shizuoka Sengen Shrine, where warlord Tokugawa Ieyasu, who ushered in the Edo period, held his coming-of-age ceremony. Tokugawa shoguns ruled Japan for 250 years, until 1867. The broader region offers plenty in the way of picturesque coastal landscapes, tea plantations and a wealth of Buddhist temples and Shinto shrines, while the port itself—famed in the 1900s for its tea exports—is today best known for its prodigious tuna haul, the biggest in Japan, samples of which can be enjoyed in many of the port’s fantastic restaurants along with other local delicacies such as sakura shrimp and shirasu (whitebait).

North Korea has fired a ballistic missile toward Sea of Japan, says South Korean military

S eoul [South Korea]: North Korea has fired a ballistic missile towards the sea off its east coast, South Korea's military said on Friday.

South Korea's Joint Chiefs of Staff did not immediately provide details, Yonhap news agency reported.

The development comes at a time that Russian President Vladimir Putin is visiting the Chinese city of Harbin as part of his two-day State visit to China.

Yonhap said the launch comes after the North fired 600-mm super-large shells, considered to be short-range ballistic missiles, toward the East Sea on April 22.

Pyongyang has been conducting a series of cruise missile tests since late January.

Meanwhile, Kim Yo-jong, the influential sister of North Korean leader Kim Jong-un today, said that North Korea's tactical weapons, including multiple rocket launchers and missiles, are intended to deter South Korea from engaging in "any idle thinking," in an apparent reference to the South Korea-US joint military drills.

In April this year, North Korea reportedly conducted a tactical drill simulating a nuclear counterattack, featuring super-large multiple rocket launchers.

Leader Kim Jong-un guided the drill to operate super-large multiple rocket units that will have an "important role in substantially strengthening the prompt counterattack capacity of the state nuclear force," Yonhap had quoted the Korean Central News Agency (KCNA) as saying.

The missile launches coincided with a two-week joint annual air exercise between South Korea and the United States aimed at enhancing readiness against North Korea's military threats.

North Korea fired what are believed to be short-range ballistic missiles toward the Sea of Japan on Friday, the South Korean military said.

Multiple projectiles were launched around 3:10 p.m. from the area surrounding the eastern port city of Wonsan and were estimated to have flown about 300 kilometers before falling into the sea, South Korea's Joint Chiefs of Staff said.

In Tokyo, Japan's Chief Cabinet Secretary Yoshimasa Hayashi said at a press conference that the suspected missiles had not entered Japan's exclusive economic zone, and no damage has been reported from the missile launches.

The South Korean military said an analysis is under way, with information being shared with the United States and Japan.

Pyongyang has been conducting a series of cruise missile tests since late January, having launched what appeared to be a ballistic missile on April 22.

The country's state-run media soon afterward reported that its leader, Kim Jong Un, had overseen an exercise that simulated a nuclear counterattack and involved super-large multiple rocket units.

Earlier on Friday, the powerful sister of North Korean leader Kim Jong Un said its tactical weapons were intended solely as a deterrent against South Korean military aggression, while again denying that Pyongyang was exporting the weapons.

U.S. and South Korean officials have accused the North of shipping weapons to Russia to help Moscow replenish stocks for use in its war against Ukraine. Moscow and Pyongyang have denied the accusation. Friday's missile launches come at the same time as a visit by Russian President Vladimir Putin to the Chinese northeastern city of Harbin.

Japan, US, S.Korea coast guards to stage first joint exercise in June

NHK has learned that the coast guards of Japan, the United States and South Korea will hold their first joint exercise next month. The move comes amid increasing maritime activity by China.

Sources say the drill is scheduled to take place in the Sea of Japan off the coast of the Japanese prefectures of Fukui and Kyoto on June 6.

Vessels from the three coast guards will confirm their search-and-rescue methods and capabilities.

The coast guards signed a document on May 9 affirming intentions to reinforce their collaboration.

They also plan to cooperate with counterparts in Southeast Asian countries and Pacific island nations to support their capabilities in search-and-rescue operations and crackdowns on illegal fishing.

During a trilateral summit near Washington last August, the leaders of Japan, the US and South Korea agreed to work together to realize a free and open Indo-Pacific region.

South Korea and China's top envoys eye trilateral summit with Japan

China and South Korea's foreign ministers have held their first talks in Beijing in more than six years, as both countries look to boost sagging ties and pave the way for a trilateral summit with Japan in Seoul slated for later this month.

"The two ministers agreed to continue cooperation for the successful opening of the ninth South Korea-Japan-China summit that is due to soon take place in South Korea," the South Korean Foreign Ministry said in a statement.

South Korea has not formally announced the date for the trilateral summit, but media reports have said it will take place on May 26 and 27.

Cho’s two-day trip to Beijing comes as the administration of South Korean President Yoon Suk-yeol forges even stronger relations with the United States and thaws a once-frosty relationship with Japan, taking trilateral security ties to fresh highs.

Ostensibly aimed at deterring nuclear-armed North Korea, the U.S.-South Korea-Japan trilateral security cooperation, in particular, has unnerved China, which some observers argue is the actual target of the bolstered relationships.

Under Yoon, Seoul has moved closer to Washington, and the South Korean president last year referred to the fate of self-ruled Taiwan as a “global issue.” The move deeply angered China, which regards Taiwan as a “core issue” and calls the democratic island a renegade province that must be unified with the mainland, by force if necessary.

Wang said that ties between Beijing and Seoul have "faced difficulties and challenges, which are not in the common interest of both parties and not what China wants to see," according to the Chinese Foreign Ministry.

“China hopes the ROK side abides by the ‘One China’ principle, properly and prudently handles Taiwan-related issues, and consolidates the political foundation of bilateral relations,” Wang told Cho, according to the ministry. ROK is the abbreviation for South Korea's official name, the Republic of Korea.

Wang also urged Seoul to “eliminate external interference” — in what appeared to be a veiled warning against South Korea continuing to follow the U.S. on sensitive issues such as semiconductors, supply chains and other areas. Washington has implemented various measures aimed at isolating Beijing in a number of strategic sectors such as chipmaking and supply chains, and is reportedly due to unveil fresh tariffs on electric vehicles soon.

Still, the two ministers appeared anxious to put a floor under their countries’ plummeting ties, with both sides reaffirming the “value” of the bilateral relationship and the need to develop it into a "healthy and more mature" one, the South Korean Foreign Ministry said.

China is South Korea’s largest trading partner and has traditionally carried sway in nuclear diplomacy with North Korea, and Seoul hopes to use the two days of talks to help right the relationship.

During their talks, Cho reportedly stressed that aligning with one country — the U.S. — doesn’t mean that South Korea is drifting away from the other — China.

"We don't perceive foreign relations as a zero-sum relationship, nor do we manage them as such," the Yonhap news agency quoted Cho as saying .

"I believe it's important that not one side, but both sides, make efforts to carefully manage ties in a way that disagreements will not turn into conflicts for the development of bilateral relations," he added.

Chinese state-run media has also lauded Seoul's effort to hold the first trilateral leaders' summit with Japan since 2019, saying that the meeting "offers the opportunity for the three countries to find ways to work together for their mutual benefit."

"Yet the challenges faced by the trilateral relations over the past five years should remind Seoul, as well as Tokyo, that it is imperative to carry out exchanges in good faith if the three neighbors are to delve into the issues where their ties really rub," the China Daily newspaper said in an editorial this week .

On North Korea, Cho raised concerns with Wang over Pyongyang's "illegal military cooperation” with Russia amid Moscow’s war in Ukraine, urging Beijing — a permanent member of the United Nations Security Council — to play a constructive role in working toward peace and security on the Korean Peninsula and for the North's denuclearization.

Analysts say Russia has received shipments of North Korean ballistic missiles in violation of U.N. sanctions that it has used in the Ukraine conflict. That move has been a quid pro quo, with Moscow effectively nixing a U.N. expert panel monitoring sanctions on Pyongyang with a veto at the Security Council in late March.

China, long seen as North Korea's most important ally and economic lifeline, abstained from that vote, and Cho urged Beijing to do more to rein in Pyongyang amid its unprecedented spate of weapons tests and increasingly fiery rhetoric.

Cho also highlighted the importance of more high-level engagements, inviting Wang to visit Seoul soon, the South Korean Foreign Ministry said, with the top Chinese diplomat saying that he would do so at a "mutually convenient time.”

Cho’s visit was the first to Beijing by a South Korean foreign minister since November 2017, though the two countries’ top diplomats held bilateral talks in 2022.

South Korea and China seek to defrost ties ahead of trilateral summit with Japan

SEOUL - As South Korea gears up to host the first such trilateral summit in more than four years with China and Japan later in May, an important task at hand is to reconcile strained bilateral relations with Beijing. 

While the administration under South Korean President Yoon Suk-yeol has seen vastly improved ties with Japan in the last two years, ties with China have been decidedly frosty.

The deterioration in ties was clearly visible in 2023, as South Korea moved closer to the United States, its security ally. The US-Japan-South Korea summit held at Camp David in August 2023 – which China slammed as a “hypocritical anti-China pantomime” – further exacerbated the divide between South Korea and Japan on one side and China on the other.

Mr Yoon’s past remarks about the Taiwan Strait being a “global issue”, and the need to maintain the status quo, had also met with strong rebukes from Beijing.

To mend ties, South Korea dispatched Foreign Minister Cho Tae-yul on a visit to Beijing on May 13 and 14, the first in more than six years by a South Korean foreign minister. The visit is seen as a step towards normalising relations, a move that the Chinese have welcomed.

In his opening remarks at the start of a four-hour meeting with Mr Cho, Chinese Foreign Minister Wang Yi expressed hope that bilateral relations with South Korea will develop further “without interference”.

“The difficulties and challenges facing South Korea-China relations have clearly increased. This is not in line with the mutual interests of our two countries, nor is it something that China desires,” said Mr Wang. 

“It is hoped that South Korea will abide by the one-China principle, properly and prudently handle Taiwan-related issues, and consolidate the political foundation of bilateral relations,” he added.

In response, Mr Cho – a veteran diplomat who was just appointed foreign minister in January and is thus regarded to be in a good position to reset ties with China – said that South Korea attaches significance to relations with China.

He added that Seoul’s relations with China and the US are not a “zero-sum” relationship, asserting that close alignment with one country does not mean drifting away from the other.

“We hope to closely cooperate with the Chinese side to continue to develop the strategic cooperative partnership in a healthier and more mature direction,” Mr Cho was reported as saying.

“We don’t perceive foreign relations as a zero-sum relationship, nor do we manage them as such,” Mr Cho said. “I believe it’s important that not one side but both sides make efforts to carefully manage ties in a way that disagreements will not turn into conflicts for the development of bilateral relations.”

Mr Cho called for the building of bilateral trust, saying that he hoped his visit would be the “first step towards untangling the threads” between the two countries and “opening up a new avenue for cooperation”.

Both ministers agreed to continue cooperation on the upcoming South Korea-Japan-China summit, which was last held in December 2019 in Chengdu. This will be the ninth such summit.

South Korea currently holds the rotating chair of the trilateral cooperation summit. The summits were suspended following a dispute between Seoul and Tokyo over a South Korean Supreme Court ruling that Japan was liable to pay compensation for wartime forced labour, as well as the Covid-19 pandemic.

While South Korea has been hoping to restart the trilateral talks since September 2023, following a high-level diplomats’ meeting between the three countries, Beijing had been reluctant to commit to a date for the meeting till now.

With Mr Cho’s visit, it is widely expected that the trilateral meeting will proceed on May 26 and 27, though South Korean officials have yet to confirm this. 

Analysts have said that while deliverables from the summit are unlikely to be substantive, the more important outcome is the resumption of dialogue, especially between South Korea and China. 

Professor Lee Hee-ok, director at the Sungkyun Institute of China Studies of Sungkyunkwan University, said that China was likely softening its stance towards South Korea, given pressure from the trilateral alliance of US, Japan and South Korea, as well as “fatigue from the diplomatic conflict”.

He noted there have been too many changes to the political landscape since the last summit in 2019, with the intensification of the US-China competition, the strengthening of US, Japan and South Korean security cooperation and close ties between Seoul and Tokyo. 

Speaking to the foreign media in Seoul during an engagement session on May 10, Prof Lee said: “Against this backdrop, while holding this year’s summit holds a lot of significance to all three countries, their individual positions on hot issues such as North Korea, the Taiwan Strait and the decoupling from China are all very different.”

He added that the more feasible outcomes would be in less sensitive areas, such as economic cooperation, technology exchanges and people-to-people exchanges.

The business communities of the three countries, which last met on the sidelines of the 2019 summit, are expected to resume the practice at the upcoming summit. 

At a meeting with South Korean business leaders prior to his meeting with Mr Wang, Mr Cho acknowledged that economic relations between South Korea and China face risks and challenges due to increasingly fierce competition over technology. 

“The Chinese economy is changing towards a technological and regional industrial structure, and the bilateral economic relationship is shifting from a once-mutually complementary partnership to a competitive one, which I think is posing a serious challenge to us,” he said, while pledging support for South Korean businessmen seeking opportunities in China. 

Echoing Prof Lee’s view about dialogue was Professor Dong Xiangrong, a senior fellow at the National Institute of International Strategy at the Chinese Academy of Social Sciences, who told China Daily newspaper that Mr Cho’s visit had provided an opportunity to open a new phase of communication between China and South Korea.

Dr Bong Young-shik of Yonsei University in Seoul told The Straits Times that China does not stand to “lose a lot” by participating in the summit, because it is at the premier level and does not involve Chinese President Xi Jinping. 

“China will also benefit from projecting the image that China is all about peace and stability in the region,” he said.
