If you can’t effectively assess where your travel budget goes now, you’ll struggle to predict and manage costs over time.

Absence of comprehensive travel expense policies

Employees can’t intuitively know what your business expects and allows for their business travel. They need to be told. Travel expense policies can guide employees toward the most cost-effective options for their business trips and help you keep travel expenses under control.

The best solution to all these challenges is establishing T&E processes that reflect best practices for travel expense management.

5 tips for more effective T&E processes

1. Define clear travel and expense management guidelines

One of the most important steps to better travel expense management is clarifying what rules and processes you want employees to follow and putting them in writing. When drafting your guidelines, good information to cover includes:

Who should be in charge of travel bookings? Should employees book their own flights or ask an admin in their department, or should all bookings go through one main department?

How should payment work? Will business travelers be assigned a company card, expected to use existing company accounts, or pay out of pocket and get reimbursed?

How much can employees spend on food and ground transportation while traveling? Should you set a per diem or provide vouchers , have them submit receipts up to an allowed amount, or let them set up rides and food deliveries through a company account ?

What is the process for reimbursement? How long does an employee have to submit expense reports or receipts? What are they expected to submit to be reimbursed?

How will you keep track of business expenses? What documentation and/or tools will you use to record and track expenses?

Once your guidelines are documented, figure out how best to communicate them to all your employees. Publish them somewhere where employees can easily access them when needed, and update your training process for new hires to include them.

2. Establish streamlined booking procedures

Booking flights, lodging, and cars can be a lot of work. An overwhelmed employee who chooses the easiest option won’t necessarily choose the best one. A streamlined booking process will make the work of booking travel easier on them, while also helping them stay within your guidelines. Your booking procedures can:

Define how they should make the booking, including any business accounts they should use (for example, if you have a business account with a travel agency, particular airline, or rideshare company )

Set price limits for each type of booking, along with steps to take if an option isn’t available at the prices allowed (as with last-minute travel or visits to an expensive city)

Clarify any preferred airlines, hotel chains, or ground transportation brands you have a relationship with, so employees know to check them first

3. Make use of automated expense reporting

Expecting every business traveler at your company to dutifully hang on to all their receipts and submit them promptly is probably unrealistic. Automated expense reporting can remove a common business travel stressor , while also improving the accuracy and efficiency of travel expense tracking. Some travel brands offer tools for this if you set up a centralized business account and direct employees to use it for all purchases they make with the brand. Having dedicated company credit cards for travel purchases can help too.

4. Monitor and enforce your T&E policies

Creating guidelines will only take you so far. You also have to make sure people follow them. Pay attention to how well employees adopt the guidelines, and determine how you’ll handle it when employees don’t follow the procedures. If an employee makes a booking that exceeds the allowed amounts without approval, for instance, will the business still reimburse them in full or only up to the price outlined in your guidelines?

5. Regularly review and improve your processes

Your T&E processes don’t need to be set in stone. Be open to feedback from your business travelers and any employees involved in the administrative side of managing business travel. If a guideline is causing them extra work or creating a negative travel experience, for instance, or if your T&E data reveals areas where costs are higher than expected or cost-cutting is causing problems, make changes. Does your preferred airline have frequent cancellations? The savings from using them may not be worth the cost in the negative impact to your travelers.

Benefits of implementing efficient T&E procedures

Cost savings: When you set clear standards for the amount employees can spend on travel expenses, you take back control over travel costs. That can lead to significant savings.

More satisfied employees: By establishing clear booking procedures and introducing automated expense tracking, you reduce the amount of work and stress employees have to deal with. They can instead focus on enjoying their trip and doing their job more effectively while there.

Better data: By implementing better processes for tracking expenses, you also gain better data. T&E data can help you identify trends in how you’re spending your budget and which trips and travel brands have the highest costs. You can use that knowledge to make better decisions moving forward.

Improved productivity: Introducing automation to some of the more tedious aspects of business travel doesn’t just make employees’ lives easier; it also gives them back time and energy to spend on more important work. That can lead to an overall increase in productivity, while simplifying and speeding up the reimbursement process.

Travel time and training time: when is pay required.

The Fair Labor Standards Act (FLSA) requires employers to pay non-exempt employees for all "hours worked." The definition of hours worked includes both the time spent actually working and time spent on certain other non-productive activities, such as attending training sessions and traveling for work.

Below, we discuss several situations where training and travel time must be paid.

Training time

In most cases, the FLSA requires employers to pay non-exempt employees for the time they spend in training. In order for training time to be considered unpaid, the training must meet  all  four of the following criteria:

  • Attendance is outside of the employee's regular working hours;
  • Attendance is voluntary;
  • The course, lecture or meeting is not directly related to the employee's job;  and
  • The employee does not perform any productive work during such attendance.

Under FLSA regulations, training is considered directly related to the employee's job if it is designed to help the employee handle their current job more effectively as distinguished from training the employee for another job (such as a higher level position). Here are some examples.

A doctor's office requires employees to attend training on patient privacy. The training will take place at the end of the employee's regular shift.

Pay required?  Yes. The time spent attending the training must be paid because the training is not voluntary and is related to the employee's job.

The owner of a health club is offering a yoga class to clients and allows employees to attend. While the owner says attendance by employees is voluntary, supervisors tell their employees that they expect employees to attend and schedule employees' time off so they can do so.

Pay required?  Yes. The time employees spend in the yoga class must be paid because when supervisors make clear to all employees that their attendance is expected, and the supervisors schedule employees' time off to facilitate attendance, attendance is not truly voluntary.

As part of its benefits program, an employer provides employee tuition assistance so employees can take various courses that do not necessarily relate to their current positions. The program is strictly voluntary and classwork occurs outside of regular working hours. If an employee decides to participate, the employee does not perform any productive work during the course.

Pay required?  Pay for the hours spent attending the course would not generally be required because this program would meet all four criteria listed above, in that attendance is voluntary and outside regular working hours, the course is not directly related to the employee's current job, and no productive work is performed during the course.

Travel time

Whether the time non-exempt employees spend traveling is considered hours worked depends on the type of travel involved. The following examples address common travel scenarios and related FLSA pay requirements.

An employee whose commute is usually 15 minutes each way is given a one-day assignment in another city. The employee's travel to the special assignment takes two hours each way.

Pay required?  Yes. If an employee regularly works at a fixed location in one city but is given a special one-day assignment in another city, the time spent traveling to and from that special one-day assignment is considered hours worked. However, you may subtract the time it normally takes the employee to travel to and from their regular worksite. In this example, the employee would be entitled to 3.5 hours of paid time for the travel (4 hours of travel minus 30 minutes of normal commuting time).

A service technician spends several hours during their workday traveling from worksite to worksite.

Pay required?  Yes. The time employees spend traveling between job sites during the workday is part of their principal activity and is considered hours worked under the FLSA.

An employee's regular work hours are 8 a.m. to 5 p.m., Monday through Friday. The employee goes on a business trip that begins with a 9 a.m. flight on a Saturday. The flight takes 3 hours.

Pay required?  Yes. Pay is required for the time that cuts across the employee's regular working hours (regardless of the day of the week). In this example, since the flight is at 9.a.m., a time the employee would normally be at work, the travel time on the flight is considered work time. Travel to and from the hotel and airport must also be paid if it falls during the employee's normal hours.

An employer asks an employee to pick up office supplies on the way to work.

Pay required?  Yes. If you require the employee to perform any work during the commute, the time the employee spends working  and the time the employee spends traveling from the beginning of the first work-related duty to the work site (or home) would be considered hours worked under the FLSA. In this example, the time from the beginning of the stop to pick up office supplies until they arrive at the work site are hours worked and must be paid.

An employee has gone home after completing a day's work and is subsequently called to a customer for an emergency. The employee has to travel a substantial distance.

Pay required?  Yes. If an employee who has gone home after completing a day's work is subsequently called back and must travel a substantial distance to perform an emergency job for one of the company's customers, all of the time spent in travel (as well as the time spent performing job responsibilities once the employee arrives) is considered working time. Under the FLSA, there is generally no requirement to pay employees for time spent traveling when they are called back to their regular place of work in an emergency outside normal work hours.

Employers should carefully review FLSA  regulations   and guidance to ensure that they pay employees at least the minimum wage for all time considered hours worked.

Lynch expects Aiyuk on 49ers in 2024 but doesn't completely rule out trade

The 49ers were scheduled to report for training camp Tuesday in Santa Clara.

One question was answered early in the day with the report that wide receiver Brandon Aiyuk would show up on time while he remains embroiled in a contract dispute.

General manager John Lynch said he had not yet seen Aiyuk in the building but anticipated the Second-Team All-Pro to show up with all of his teammates.

“We expect all our players to report and be here,” Lynch said.

Aiyuk was a no-show for the 49ers’ mandatory minicamp in June, which made his appearance on the first day of training camp anything but guaranteed. Of the possibility that Aiyuk could be a “hold in” — a player who reports to camp but does not practice, Lynch said, “We expect all our players to practice.”

Aiyuk, 26, is seeking a multiyear extension to replace his existing one-year contract that is set to pay him $14.124 million for the upcoming season. He is likely seeking a new deal for at least twice that amount.

Currently, there are 21 receivers in the NFL whose contracts have an average annual salary of $20 million or higher. Justin Jefferson is the NFL’s highest-paid wide receiver at $35 million per season. A.J. Brown, Amon-Ra St. Brown and Tyreek Hill make $30 million or more annually.

Aiyuk said recently on “The Pivot” podcast that he believed a deal would be completed earlier in the offseason. Lynch said it was a priority to move quickly after last season.

“We’ve had great communication,” Lynch said. “We started this really early. We made it a priority to try to get it done. We’ve had excellent communication throughout. Really don’t want to characterize (it), we haven’t been able to (complete the contract). And that’s a shame. Brandon is a big part of our team, and we expect that he will be this year.”

Aiyuk recently requested a trade under the belief there are multiple teams willing to acquire him from the 49ers and meet his contract demands. The 49ers would likely not receive any compensation from a trade until the 2025 NFL Draft, which makes it unlikely the team would be willing to part ways with their top wide receiver.

Lynch made it clear he did not anticipate trading Aiyuk. But he did not completely rule it out, either.

“No absolutes,” Lynch said. “We fully intend on Brandon being a Niner moving forward. We’re always open to listen to things but we expect Brandon to an integral part of our team like he has been. And (we’re) excited about that.”

The 49ers have not caved to recent trade requests. Kicker Robbie Gould and receiver Deebo Samuel ended up signing contract extensions, while running back Raheem Mostert remained with the 49ers on a re-worked contract that included the opportunity to double his salary through incentives.

If the 49ers are unable to work out a long-term extension with Aiyuk, they could force him to play under his current contract. The sides could also reach an agreement on a re-worked one-year deal.

“Everything is a possibility,” Lynch said. “Not going to get into negotiations. We’re open to anything.”

Aiyuk is under contract this season as the 49ers picked up his fifth-year option a year ago. He led the team in receptions and receiving yards the past two seasons. He had 78 catches for 1,015 yards and eight touchdowns in 2022. He followed it up with 75 receptions for 1,342 yards and seven touchdowns for a spot as a second-team AP All-Pro.
