Tourism Posted Highest Growth in 2023, Contributing 8.6 Percent to the Economy

In 2023, the share of Tourism Direct Gross Value Added (TDGVA) to the Philippine economy, as measured by the Gross Domestic Product (GDP), was estimated at 8.6 percent.  (Table 10.1 and Figure 1)

The TDGVA amounted to PhP 2.09 trillion in 2023, higher by 47.9 percent compared with the PhP 1.41 trillion TDGVA in 2022. This is the highest growth of tourism since the start of the data compilation in the year 2000. (Tables 6.1 and 6.2)

The Tourism Satellite Account captures the following products: accommodation services, food and beverage serving activities, transport services, travel agencies and other reservation services, entertainment and recreation services, shopping, and miscellaneous services. Among the forms of tourism expenditures, inbound tourism expenditure posted the highest annual growth of 87.7 percent, amounting to PhP 697.46 billion in 2023. This was followed by domestic tourism expenditure which grew by 72.3 percent, from PhP 1.55 trillion in 2022 to PhP 2.67 trillion in 2023. Meanwhile, outbound tourism expenditure posted a 10.0 percent growth, from PhP 189.29 billion in 2022 to PhP 208.25 billion in 2023. Internal tourism expenditure, comprising inbound and domestic tourism expenditure, grew by 75.3 percent from PhP 1.92 trillion in 2022 to PhP 3.36 trillion in 2023. (Tables 1.1, 2.1, 2.2, 3.1, 3.2, and 4.2)

Employment in tourism characteristic industries was estimated at 6.21 million in 2023, higher by 6.4 percent compared with the 5.84 million employment in tourism characteristic industries in 2022. The share of employment in tourism industries to the total employment in the country in 2023 was recorded at 12.9 percent. (Tables 7.1, 7.2, 7.3, and Figure 2)

How the Philippines’ tourism industry is changing in 2023

There is no arguing that the COVID-19 pandemic impacted the tourism industry in a major way, forcing the sector to shift focus to new and innovative ways to promote tourism and facilitate travel.

Recovery Strategies for 2023

One of the big tourism catalysts of the year is the E-arrival pass , seamlessly integrating the information required by five government agencies into a single platform.

“It makes travel as convenient as possible for any Filipino or tourist coming into the country by removing any barriers that would otherwise dissuade tourists from coming into the Philippines,” Department Of Tourism (DOT) Secretary Christina Garcia Frasco said.

Tourist Rest Areas are another exciting project launched recently. These one-stop centers will provide restrooms, coffee shops, Pasalubong and souvenir Stores, Tourist Information areas, and a Charging Station.

“The tourist rest area was conceptualized in fulfillment of one of our objectives in the Department of Tourism to ensure that we equalize tourism promotion and development not only in the key destinations within the country but also to lesser known areas that have great potential for tourism development. It is our President’s desire to spread economic opportunity and livelihood all over the Philippines especially and including Mindanao,” Frasco explained.

All of this has created a solid foundation for the tourism sector to continue its upward trajectory, becoming one of the most competitive markets in Asia once more.

“Aside from diversifying our products in arts and film tourism, we are also developing the country’s existing tourism products including dive and marine sports tourism, education, health, and cruise tourism, food, and gastronomy tourism, culture and heritage tourism, MICE tourism and halal tourism,” said Frasco.

The “Bisita (Visitor) Be My Guest” program is another ambitious idea launched by the department late in 2022.

The initiative incentivizes Filipinos, especially those living abroad, to be ambassadors for the country and bring friends to visit the country.

They will win prizes and receive discounts through the app’s privilege card.

Domestic tourism is also getting a big boost thanks to President, Ferdinand ‘Bongbong’ Marcos Jr’s decree that public holidays that fall on a weekend would be moved to a Monday.

Frasco noted that this was a huge help to the industry and added that “it also stoked a lot of interest and excitement among fellow Filipinos in terms of booking their trips for 2023.”

At the end of the year, DOT signed into a partnership with the Department of Information and Communication Technology to improve the experience tourists have when visiting Tourism Centers across the country.

More than 94 locations will benefit from the proposed developments which include improved internet connectivity and more digitized tourism experiences.

Recovering Figures

The Philippines is one of the tourism-dependent economies that was struck the hardest, bringing its 13% GDP contribution to its knees.

In 2021, the Philippines had its worst year for inbound tourists in decades, reporting even lower figures than in 2020.

The government launched the “It’s More Fun in the Philippines” campaign, promoting domestic travel, and saw great returns as there was a 39% increase over that same time.

But things are looking up and the Philippines is looking to double its tourism figures from 2022 which was already much better than some 160,000 visitors in the previous year.

The Department of Tourism noted that they welcomed around 2.46 million visitors in 2022 but that they would be aiming to reach around 4.8 million arrivals in 2023.

Secretary Frasco explained that they are cautiously optimistic despite external factors like Chinese lockdowns, the war in Ukraine, and rising fuel costs.

“We look at it with optimism in a sense that our goal is to exceed our conservative projections in the same way that we have been able to exceed it this year,” she said.

“And we feel that we would be able to exceed our pre-pandemic numbers way earlier than the 2025 year that was told to us when we assumed office with the improved policies under the Marcos administration,” Frasco added.

New Markets

The largest number of foreign tourists came from China and South Korea but due to their stricks border control measures , those tourists all but disappeared.

The Filipino government has announced a new strategy to now target Middle-Eastern tourists in the hope of reaching their desired visitors count.

“We won’t just focus on continuing to promote halal tourism among halal tourism-accredited establishments in Mindanao, but will be expanding accreditation to establishments across the Philippines,” Frasco explained.

Saudi Arabians were the top arrival from the Middle East but still only ranked 23 rd in overall arrivals, a position DOT is looking to drastically increase.

“We are very conscious of developing opportunity markets where this type of tourism may be attractive and that includes Malaysia, Indonesia, (and) our friends in the Middle East,” she added.

Tourism employed 6.21 million Filipinos in 2023; growth of tourism industry share to GDP highest in 24 years

MANILA  — The tourism industry has cemented its vital role as a pillar of growth and economic recovery post-pandemic as it recorded 6.21 million employment for Filipinos in 2023, an exponential increase nearing its 6.3 million target employment in tourism for 2028 or almost four years ahead, as cited on the approved National Tourism Development Plan (NTDP) 2023-2028.

This was based on the recent Philippine Tourism Satellite Account (PTSA) of the Philippine Statistics Authority (PSA) released on Tuesday (June 18).

Specifically, employment in tourism characteristic industries grew by 6.4 percent, from 5.84 million in 2022 to 6.21 million in 2023. The percentage share of employment in tourism industries to the total employment in the country last year was also recorded at 12.9 percent.

Similarly, tourism as an industry posted its highest growth based on the report with an 8.6 percent share of the country’s gross domestic product (GDP). The Tourism Direct Gross Value Added (TDGVA) amounted to P2.09 trillion in 2023, the highest since the PSA began compiling the data in 2000. The figures are higher by 47.9 percent compared with the P1.41 trillion TDGVA in 2022 when it recorded a 6.4 percent contribution to the GDP.

The TDGVA refers to the gross value added by tourism industries and other industries of the economy that directly serve visitors.

“The tourism growth rate being the highest ever recorded for the Philippines is a testament to President Ferdinand R. Marcos Jr,’s strong emphasis on prioritizing the tourism sector, and with the consolidated efforts of the Department of Tourism, other government agencies and the private sector, our transformative agenda for tourism has set the industry on this upward trajectory whose benefits are felt by millions of Filipinos,”  said Tourism Secretary Christina Garcia Frasco.

“Having adopted the National Tourism Development Plan 2023-2028 that strengthens the foundation for tourism on infrastructure and connectivity, and expands government intervention in terms of the development of products, markets, and destinations, it is heartening to see that our efforts to equalize tourism development, engage in shared tourism governance, and diversify our tourism offerings have created more job opportunities and contributed greatly to our economy. We remain committed to further developing and promoting the Philippines to become a tourism powerhouse in Asia as envisioned by our President,”  the tourism chief added.

Meanwhile, based on the PTSA report, domestic tourism expenditure also grew by 72.3 percent, from P1.55 trillion in 2022 to P2.67 trillion in 2023.

Among forms of tourism expenditures, inbound tourism expenditure, which refers to the expenditure of non-resident visitors within the Philippines, such as foreign visitors and Filipinos permanently residing abroad, posted a whopping P697.46 billion in 2023, the highest to date registering an 87.7 percent growth from 371.58 billion recorded in 2022, also higher than the P600.01 billion in 2019. 

Meanwhile, outbound tourism expenditure posted a 10 percent growth rate, from P189.29 billion in 2022 to P208.25 billion in 2023. Internal tourism expenditure, comprising inbound and domestic tourism expenditure grew by 75.3 percent, from P1.92 trillion in 2022 to P3.36 trillion in 2023.

“The results of the PSA report clearly show the enthusiasm of our fellow Filipinos in exploring and experiencing the beauty of our own country, and their profound love for the Philippines. It reflects the strong desire to support local businesses, contribute to the growth of our economy, and demonstrate the increasing appeal of the Philippines as a destination of choice for both international visitors and our fellow Filipinos abroad. It showcases the richness of our cultural heritage, the breathtaking natural wonders, and the warm hospitality that our country has to offer,”  said the tourism chief.

The tourism chief noted that the new initiatives as well as the continuing yet innovative approaches done by the DOT more than two years since the new administration took office were effective not only in terms of enticing tourists by promotion, but more importantly, making the overall tourism experience worthy of an investment.

These include the flagship projects that were introduced to the public for the first time such as the establishment of the Tourist Rest Area (TRA) across strategic locations, the launch of the Philippine Experience Program (PEP) primarily to highlight emerging destinations and offerings, and the opening of the Tourist Assistance Call Center to accommodate all travel-related concerns,  and the Tourism Champions Challenge to foster countrywide development of sustainable and resilient tourism infrastructure, among others.

It was also under Secretary Frasco’s helm that the DOT became very proactive in terms of equalizing tourism offerings from gastronomy, dive, film, golf, history, culture, and heritage to medical, as well as the English as a Second Language (ESL) program.|

The collaboration with the public and private sectors, especially the local government units, was also given priority to make tourism in the Philippines more inclusive.

Emphasizing that the positive numbers were a combined work of industry leaders and its workers, the tourism chief said:  “We would like to express our gratitude to all stakeholders, including the tourism industry players, national government agencies, local governments, and our dedicated tourism workforce, for their invaluable contributions to this phenomenal performance of Philippine tourism. Together, we will continue to work towards a vibrant and sustainable tourism sector that benefits both our economy and our people. We will continue to focus on implementing strategic and innovative initiatives to enhance tourism infrastructure, improve visitor experiences, expand tourism development, and create more employment opportunities. A resurgence in Philippine tourism

Over the past two years we are seeing a resurgence in the Philippine tourism industry. The Philippine Statistics Authority (PSA) recently came out with its 2023 Philippine Tourism Satellite Accounts data, which showed the sector posting the highest growth rate since the agency started monitoring this in the year 2000. PSA measures the value of the sector in terms of Tourism Direct Gross Value Added (TDGVA) and for 2023, the share of TDGVA to the Philippine economy, as measured by gross domestic product, was estimated at 8.6 percent. The TDGVA amounted to ₱2.09 trillion in 2023, representing a 47.9 percent growth over the P1.41 trillion registered in 2022.

In 2023, a total of 5.4 million international tourists visited the Philippines. This was significantly higher than the 4.8 million full year target set by the DOT. For the first four months of 2024, the DOT reports that over two million tourists have entered the country. The DOT is targeting a total of 7.7 million arrivals by the end of 2024.

Much of the increase in tourist arrivals is due to marketing and promotion campaigns of the DOT and its partners, but another contributory factor is the grant of visa-free entry to nationals of 157 countries. The DOT is also working on streamlining the issuance of visas for cruise travelers. The Philippines recorded a significant rise in cruise arrivals in 2023, with over 101,573 passengers. This is one aspect of tourism that has a lot of room for further growth. As of end-May 2024, an estimated 123,042 passengers on board cruise ships have already visited the Philippines.

With the steady increase in tourist arrivals in the country, the government, in partnership with the private sector, should do its part in making sure that our visitors have the best experience during their stay here. One of the priorities should be the upgrading of our airport terminals, which have seen better days. The airports are the gateways to the country and as such, create the first impressions on visitors. Run down facilities, malfunctioning air-conditioning systems, and as some reports have indicated, the presence of vermin, all can do significant damage to the image of the country even before the tourists are able to enjoy the finer things we have to offer. Hopefully with the participation of the private sector in the operation of the existing terminals and the development of new ones, we will see a decongestion of the airports and provide all passengers a better experience when they travel to and from the Philippines.

Transportation also remains an issue, particularly the absence of high-speed rail systems that could ferry passengers over long distances. Land travel has always been an “adventure” for tourists so if we could offer them faster and more convenient alternatives, then more visitors will be able to explore the smaller, less popular destinations and consequently, help the local economies of these places.

The PSA notes that employment in tourism characteristic industries was at around 6.21 million in 2023, higher by 6.4 percent compared with the 5.84 million in 2022. The share of employment in tourism industries to the total employment in the country in 2023 was at 12.9 percent. Clearly, a lot of our people rely on tourism for their livelihood. In fact, the economies of many local government units are driven by tourism revenues.

DOT reports a total of ₱509 billion in tourism investments in the Philippines in 2023, 34 percent higher than what was recorded in the previous year. Secretary Frasco says the accommodation sector was the biggest contributor to the growth at 51 percent of the total. According to the Philippine Hotel Investment Outlook Survey for March to April 2024 that was prepared by Leechiu Property Consultants and the Philippine Hotel Owners Association, property developers are acquiring more land for the purpose of constructing hotels and other tourism-related developments.

There is so much potential for further growth in our tourism industry. With the proper interventions and support for our private sector partners, the Philippines may yet compete with the world’s most popular destinations and create even more opportunities for our people through tourism.

Tourism chief affirms DOT’s support to PH Dev’t Plan 2023-2028

Tourism Secretary Christina Garcia Frasco on Monday (Jan. 30) affirmed the Department of Tourism’s (DOT) commitment to take an active role in the realization of socioeconomic policies, strategies, and programs enclosed in the Philippine Development Plan 2023-2028 of the Marcos Administration.

“While the tourism industry is just coming out of the pandemic that ravaged through all of the sectors of this vibrant industry that contributes a lot to our economy, the gargantuan challenges are somehow made more manageable by the fact that our President, President Ferdinand “Bongbong” Marcos, Jr., has clearly identified tourism to be a priority under his administration,” noted Secretary Frasco, lauding the President’s signing of the Executive Order on the adoption of the plan.

“The past few months, he’s made great efforts and waves as well to convey an openness to the global community in terms of receiving investments and tourists. And this has put the Philippines in a very good position as far as the efforts towards recovery,” she added.

To recall, the President had approved important proposals aimed at spurring tourism activities and increasing travel convenience in the country, among which is the promotion of Holiday Economics, which moved holidays that fall on a weekend to the nearest weekday in order to boost tourism spending; Relaxation of entry protocols and travel restrictions to and within the country in order to encourage more tourists to visit and for the country to be at par with its ASEAN neighbors; Voluntary wearing of face masks in indoor and outdoor settings, except in specific settings; and the replacement of the One Health Pass with a more convenient E-travel platform.

More recently, President Marcos Jr. approved the VAT-refund program for foreign tourists starting 2024, and the extension of the e-visa for Chinese and Indian nationals- two of the country’s important source markets in terms of visitor arrivals pre-pandemic.

The Tourism Secretary served as one of the panelists during the first-ever Philippine Development Plan 2023-2028 Forum: From Plan to Action, alongside Department of Public Works and Highways (DPWH) Secretary Manuel M. Bonoan, Department of Information and Communications Technology (DICT) Secretary Ivan John E. Uy, Department of Energy (DoE) Secretary Raphael Perpetuo M. Lotilla, Department of Trade and Industry (DTI) Secretary Alfredo E. Pascual, and Philippine Chamber of Commerce and Industry (PCCI) President George Barcelon and Private Sector Advisory Council Mr. Henry R. Aguda.

During the plenary session on economic transformation, Secretary Frasco noted the DOT’s steadfast efforts improving enabling mechanisms for tourism development in the Philippines, outside of its “traditional mandate” to promote tourist destinations.

Digitalization in tourism

According to the tourism chief, through the partnership with the Department of Information and Communications Technology (DICT), the DOT endeavors to improve connectivity in at least 94 tourist key destinations in the Philippines, and develop a Tourist Lifecycle App that will “provide tourists connectivity in each and every single aspect of their journey, from booking airline, to the hotel, transport services, as well as all other related services.”

Tourism human capital and social development

In terms of the tourism industry’s contribution to the promotion of human and social development, Secretary Frasco also bared the DOT’s initiatives that are anchored on harnessing the strength of the Filipino brand of hospitality and the DOT’s goal of training 100,000 Filipino tourism workers across the country in the Filipino Brand of Service Excellence.

“The idea also being that harnessing upon the strength of the Filipino people in terms of hospitality that the Philippines would become the Center for Hospitality Excellence in Asia and the world. We recognize the necessity of human capital development and the necessity of providing social protections upon our tourism workers,” she explained.

Whole-of-government and whole-of-nation approach

In the effort to equalize tourism promotions across the country, Secretary Frasco said that the DOT’s offices in the country’s 16 regions would pursue close coordination with local government units (LGUs), particularly on the aspect of identifying the sectors needing the most assistance in terms of tourism development.

Also in close cooperation with LGUs, the DOT also seeks to introduce a Tourist Assistance Call Center and a Tourist Concierge to ensure a positive experience for tourists throughout their stay, as well as strengthen the safety and security of tourists through an upcoming tripartite agreement with the Department of National Defense (DND) and the Department of the Interior and Local Government (DILG), recognizing peace and security as a bedrock to success.

Further, the Tourism Chief also shared on the DOT’s ongoing conduct of due diligence in tourist destinations to pinpoint areas needing assistance in increasing the accessibility of emergency services and improvement in health facilities.

Expressing her optimism in the DOT’s attainment of its programs and plans for the industry, Secretary Frasco echoed the President’s call for a strengthened cooperation between local and national government, and boosting the partnership between government and private sector.

“We have a lot of programs and plans in place for the year to come. And we are hopeful that with the partnership of our international partners, in person of the diplomatic community, as well as our private sector, and most especially our local government units, we would be able to give the Philippines a fighting chance at not only reclaiming its position pre-pandemic, but more importantly, into transforming the Philippines into a tourism powerhouse in Asia,” Secretary Frasco enthused.

The Philippine Development Plan 2023-2028

The Philippine Development Plan 2023-2028 serves as the national government’s “overall guide in development planning for six years. It reflects the government’s socioeconomic policies, strategies, and programs in support of and consistent with the socioeconomic agenda of the President and is geared towards the attainment of development goals and objectives in the long-term development plan.”

Organized by NEDA, the forum held at the Philippine International Convention Center (PICC) is the first of the stakeholder discussions and roadshows on the implementation of the Philippine Development Plan 2023-2028.
