Travel insurance , in general, is designed to protect you from financial loss due to unforeseen events that may cause you to cancel your trip, or to cover disruptions that could occur during your journey. It is not meant to cover voluntary trip cancellations due to fear of getting ill.

Voluntary cancellations, including those that are related to the fear of getting ill, are not covered on travel insurance policies. However, there is 1 option for obtaining coverage for voluntarily canceling your trip.

Cancel for Any Reason insurance (CFAR) is an optional coverage that can be added to select travel insurance policies allowing you to cancel your trip for any reason you deem necessary and be covered for partial reimbursement.

AIG CFAR

AIG Travel Guard offers CFAR coverage as an optional add-on to add to its Preferred and Deluxe plans , with these stipulations:

  • Must be purchased within 15 days of the initial trip deposit
  • The trip must be canceled more than 48 hours prior to departure
  • The full cost of the trip must be insured for at the time of purchase

Cancel for Any Reason insurance does not cover the entire cost of the trip. In this case, to add CFAR insurance to the Deluxe and Preferred plans above, the additional premium would be $53.31 for coverage to cover up to 50% of the trip price. Additional options may be available to cover up to 75% of the cost of your trip.

The above prices are for a single trip 1-week in length for a traveler of 40 years of age at a cost of $3,000.

AIG Travel Guard policies, even without the CFAR insurance add-on, offer coverage for trip cancellations due to COVID-19 related illness and also medical coverage should a covered traveler become sick with COVID-19 during their travels. Terms and conditions apply.

Bottom Line: While trip cancellation, trip interruption, and emergency medical may offer some coverage for illness, you must purchase Cancel for Any Reason insurance to have coverage for canceling a trip due to the fear of getting ill. AIG Travel Guard offers this coverage on its Deluxe and Preferred plans.

Point-of-Sale Availability — In addition to offering travel insurance package policies directly to the public, AIG Travel Guard offers travel insurance products via several travel providers including airlines and various travel services. You’ll find the option to purchase Travel Guard protection during the checkout process with companies such as United Airlines or Frontier Airlines when purchasing a flight and when making a travel purchase via Costco Travel .

Call for Additional Quotes — While AIG Travel Guard does sell annual multi-trip policies, you must call to request a quote. Adventure sports coverage, medevac coverage, and rental vehicle damage coverage quotes are also available via phone.

15-Day Free Look Period — If you decide, after you have reviewed your purchased policy, that you do not want it, you may receive a full refund.

Cruise Insurance Option — AIG Travel Guard offers cruise insurance that includes cruise diversion and other applicable coverages.

Filing a claim — to initiate a claim, you can either call AIG Travel Guard at 866-478-8222 or access travelguard.com to begin the process. You will need your policy number handy. Once your claim is submitted, you can check the status at claims.travelguard.com/status .

First, know that when purchasing a policy from AIG Travel Guard, you’re buying from a highly-rated established insurance company. Here’s how the company stacks up in relative comparison with other travel insurance companies.

Comparing travel insurance policies can be complicated as coverage limits and prices vary widely. We looked at a 1-week trip to Mexico for a traveler 40 years of age and a total trip cost of $3,000 as criteria for obtaining a quote.

AIG Travel Guard’s Preferred plan, which prices out at around $200, aligns with the John Hancock Bronze policy above. Add in CFAR coverage, however, and the comparison costs are closer to AIG Travel Guard’s $254 premium for its Preferred level plan that also includes CFAR.

Your own individual traveler information, the number of travelers, trip length, destination, state of residence, selected coverages, and the total cost of your trip will ultimately determine the premium cost. Our example is just a narrow snapshot comparison.

Bottom Line: Travel insurance policy coverages and costs vary dramatically. To ensure you’re receiving good value, determine the coverages that are most important to you, compare policy options, and purchase from a reliable company. 

To Credit Card Travel Insurance

The travel insurance coverages that come complimentary on your credit cards are no substitute for a comprehensive travel insurance policy. With that being said, the coverage that comes with your credit card could be enough to cover some trips.

Here are some examples of trips where you may not need travel insurance and the coverage you have on your credit card could be sufficient.

  • The trip consists of only a round trip domestic flight and hotel stay
  • The trip is a road trip by car
  • The trip does not include any non-refundable trip expenses
  • The trip does not have several travel providers involved
  • Your health insurance covers you while traveling and you are not worried about having additional medical coverage during your trip

Also, keep in mind that coverage offered on your credit card is generally secondary versus a primary travel insurance policy. This means you must first file a claim with other applicable insurance, including coverage with the airline or travel provider, for example, before the credit card coverage will kick in.

Bottom Line: If you have a significant investment at stake, several travel providers involved, or want medical coverage during your travels, you should purchase a comprehensive travel insurance policy for your trip and not depend on a credit card with travel insurance .

Bottom Line: Travel insurance comparison websites provide quick easy access to securing a quote, compare several high-rated travel insurance providers at once, and the benefit of receiving immediate coverage. 

While airlines and travel providers have made significant changes to cancellation, refund, and exchange policies, it’s still important to consider purchasing travel insurance if you’re uncomfortable with the possibility of losing your trip investment or incurring unexpected expenses during your journey.

In addition, if you need medical insurance coverage during your trip, you won’t find that coverage on a credit card or with the airlines — you’ll need to purchase it.

The fact that AIG Travel Guard does not exclude COVID-19 related claims under certain coverages and offers a Cancel for Any Reason add-on is significant as not every travel insurance company can make that claim.

Also, if you have children traveling with you, you may find good value with AIG Travel Guard having those under 17 included for no extra charge (1 per premium-paying adult).

As you shop for travel insurance, you’ll find many of the same coverage categories across numerous plans.

Trip cancellation

This covers the prepaid costs you make for your trip in cases when you need to cancel for a covered reason. This coverage helps you recoup upfront costs paid for flights and nonrefundable hotel reservations.

Trip interruption

Trip interruption benefits generally involve disruptions after you depart. It helps reimburse costs incurred for flight delays, cancellations and plenty of other covered disruptions you might encounter during your travels.

This coverage can cover the costs for you to return home or reimburse unexpected expenses like an extra hotel stay, meals and ground transportation.

Trip delay coverage helps cover unexpected costs when your trip is delayed. This is another coverage that helps offset the costs of flight trouble or other travel disruptions.

Note that many policies have a total amount a traveler can claim, with caps on per diem benefits, too.

Cancel For Any Reason

Cancel For Any Reason coverage allows you to recoup some of the upfront costs you paid for a trip even if you’re canceling for a reason not otherwise covered by your standard travel insurance policy.

Typically, adding this protection to your plan costs extra.

Baggage delay

This coverage helps cover the costs of essential items you might need when your luggage is delayed. Think toiletries, clothing and other immediate items you might need if your luggage didn’t make it on your flight.

Many travel insurance plans with baggage delay protection will specify how long (six, 12, 24 hours, etc.) your luggage must be delayed before you can make a claim.

Lost baggage

Used for travelers whose luggage is lost or stolen, this helps recoup the lost value of the items in your bag.

You’ll want to make sure you closely follow the correct procedures for your plan. Many plans include a maximum total amount you can claim under this coverage and a per-item cap.

Travel medical insurance

This covers out-of-pocket medical costs when travelers run into an emergency.

Because many travelers’ health insurance plans don’t cover medical care overseas, travel medical insurance can help offset out-of-pocket health care costs.

In addition to emergency medical coverage, many plans have medical evacuation or repatriation coverage for costs incurred when you must be taken to a hospital or return to your home country because of a medical situation.

Most travel insurance plans cover many trip protections that can help you be prepared for unexpected travel disruptions and expenses.

These coverages are generally aimed at protecting the money you put into your trip, expenses you incur because of travel trouble and costs incurred if you have a medical emergency overseas.

On top of core coverages like trip cancellation and interruption and travel medical coverage, some plans offer add-on options like waivers for pre-existing conditions, rental car collision damage waivers or adventure sports riders. These usually cost extra or must be added within a specified timeframe.

Typical travel insurance policies offer coverage for many unforeseen events, but as you research to select a plan, consider your needs. Though every plan differs, there are some commonly excluded coverages.

For instance, you typically can’t get coverage for a named storm if you bought the coverage after the storm was named. In other words, if you have a trip to the Caribbean booked for Sept. 25 and on Sept. 20 a hurricane develops and is named, you generally won’t be able to buy a travel insurance plan Sept. 21 in hopes of getting your money back.

Many plans also don’t cover activities performed under the influence of drugs or alcohol or any extreme sports. If the latter applies to you, you might want to consider a plan with specific coverages for adventure-seekers.

For numerous plans, a few other situations don’t qualify as an acceptable reason to cancel and make a claim, such as fear of travel, medical tourism or pregnancies (unless you booked a trip and bought insurance before you became pregnant or there are complications with the pregnancy). This is where a Cancel For Any Reason add-on to your coverage can be helpful.

You can also run into trouble if you give up on a trip too soon: a minor (or even multihour) flight delay likely isn’t sufficient to cancel your entire trip and get reimbursed through your plan. Be sure to review what requirements your specific plan has when it comes to canceling a trip, claiming trip interruption, etc.

Travel insurance costs vary widely. The final price of your plan will fluctuate based on your age, length of trip and destination.

It will also depend on how much coverage you need, whether you add on specialized policies (like Cancel For Any Reason or pre-existing conditions coverage), whether you plan to participate in extreme sports and other factors.

In our examples above, for instance, the 35-year-old traveler taking a $2,000 trip to Italy would have spent an average $76 for a basic plan to get coverage for things like trip cancellation and interruption, baggage protection, etc. That’s a little less than 4% of the total trip cost — lower than average.

If there were multiple members in a traveling party or if they were going on, say, a rock-climbing or bungee-jumping excursion, the costs would go up.

On average, travel insurance comes to about 5% to 10% of the trip cost. However, considering many of the plans reimburse up to 100% of the trip cost (or more) for disruptions like trip cancellation or interruption, it can be a worthwhile expense if something goes wrong.

It depends. Consider the following factors that might affect your decision: You’re young and healthy, all your bookings are refundable or cancelable without a penalty, your flights are nonstop, you’re not checking bags and a credit card you carry offers some travel protections . In that case, travel insurance might not be necessary.

On the other hand, if you prepaid a large chunk of money for a nonrefundable African safari, you’re going on a Caribbean cruise in the middle of a hurricane season or you’re going somewhere where the cost of health care is high, it’s not a bad idea to buy a travel insurance plan. Here’s how to find the best travel insurance coverage for you.

If you’re thinking of booking a trip and not planning to buy travel insurance, you may want to consider at least booking refundable airfare and not prepaying for hotel, rental car and activity reservations. That way, if something goes wrong, you can cancel without losing any money.

Selecting the best travel insurance policy comes down to your needs, concerns, preferences and budget.

As you book, take a few minutes to consider what most concerns you. Is it getting stranded because of flight trouble? Having the ability to cancel for any reason you see fit without losing money? Getting sick or injured right before departure and needing to postpone the trip? Injuring yourself or falling ill while overseas?

Ultimately, you want a plan that protects you, your money and the large investment in your trip — but doesn’t cost too much, either.

Medical coverage. If your priority is having adequate medical coverage abroad, you might want to look for plans with high limits for medical emergencies and medical evacuation.

Complex travel itinerary. If your itinerary has lots of flight connections, prepaid hotels and deposits for activities you can’t get back, prioritizing a plan with the best coverage for trip cancellations or interruptions may land at the top of your list.

Travel uncertainty. If you’re on the fence about a trip and have nonrefundable reservations, you may want to select a plan with a Cancel For Any Reason coverage option, which can help you recoup about 50% to 75% of the costs. This helps provide peace of mind, placing the decision on whether to travel entirely in your hands.

Car rentals. If you’re renting a car, a collision damage waiver is often worth looking into.

Breadth of coverage: We looked at how many plans each company offered plus the range of their standard plans. 

Depth of coverage: We considered two data points to get a sense of how much each company pays out for common travel issues — the maximum caps for trip cancellation and trip interruption claims.

Cost: By looking at the costs for basic coverage across multiple companies, we determined an average cost for shoppers to benchmark plan prices against.

Customizability: While standard plans can cover a lot of ground, sometimes you need something a little more personal.

Customer satisfaction. Using data from Squaremouth when available, and Google Reviews as a backup, we can give kudos to companies with better track records from their clients.

No, it doesn’t necessarily get more expensive the longer you wait to purchase. However, as you put off buying insurance, you may lose access to potential plans and coverage options.

In general, buying travel insurance within a few days to two weeks of prepaying or making an initial deposit for your trip is your best bet. Assuming you’re not booking last-minute, this will provide you with access to the widest possible range of coverage options. It also helps prevent any medical conditions or storms that pop up between booking and buying a plan from ending up as excluded situations, which won’t be covered by your plan.

But, generally, many plans do allow you to buy coverage quite close to your departure date.

To get the most out of your travel insurance plan, buy it soon after making your initial prepayment or deposit to ensure you have access to the biggest menu of plans possible.

Select a plan that’s comprehensive enough to cover the travel scenarios you’re most concerned about or likely to encounter but not too expensive or laden with protections you’d never likely need.

Whatever your coverage, thoroughly review the plan so you understand what’s covered and what’s not, plus how to adhere to the plan’s rules for making a claim.

Travelers frequently use phrases like “trip insurance” and “travel insurance,” as well as “trip protection,” interchangeably, but they do mean different things, according to Stan Sandberg, founder of insurance comparison site TravelInsurance.com.

Trip insurance, or trip protection, generally refers to predeparture (or preevent) coverage if you need to cancel. You may see these plans sold by airlines, online travel agencies or even ticketed event sellers.

“You could refer to it as the portion that protects the investment in the trip,” Sandberg says.

A travel insurance plan typically includes that — plus more comprehensive benefits to protect you during your trip, from medical coverage to trip delay and lost baggage protections, and many more elements, depending on the plan.

Though travel insurance is typically not required for international trips, your personal circumstances will play a key role in whether it’s a good investment.

For instance, young, healthy travelers with few prepaid trip expenses embarking on a relatively risk-free trip may not see a need to buy a plan.

Older travelers with complicated itineraries who are visiting destinations where they could potentially fall ill or get injured — or who could encounter bad weather or some other disrupting factor along the way — may want to buy coverage.

Consider a few key questions:

How well would your health insurance plan cover you if you needed to visit a hospital overseas?

How much did you prepay for a hotel or rental car?

How much money would you be out if weather or some other flight issue derailed your itinerary?

Could you afford an unexpected night in a city where you have a connecting flight?

Do you already have a credit card that provides some travel protections?

Your answers to these questions can help you decide whether you need travel insurance for your international trip.

Relatives of Those Killed When MH17 Was Shot Down Mark 10 Years Since Tragedy that Claimed 298 Lives

Relatives of passengers killed when Malaysia Airlines Flight 17 was shot down over Ukraine

VIJFHUIZEN, Netherlands — Relatives of passengers and crew killed when Malaysia Airlines Flight 17 was shot down over Ukraine gathered on Wednesday to mark the 10th anniversary of the tragedy that claimed 298 lives, over half of whom were Dutch.

Families of the victims blamed Russian-backed rebels for the missile that took down the plane, but Moscow has repeatedly denied responsibility. In 2022, a Dutch court convicted in absentia two Russians and a Ukrainian separatist for their role in the jet’s downing.

Commemoration services took place in the Netherlands, Australia and the site of the crash in the Russia-controlled part of the Donetsk region, as the war in Ukraine raged on.

Hundreds of family members — set to read out the names of all the victims — joined the Dutch king, politicians and diplomats at an event at a memorial in the Netherlands close to Schiphol, the airport the Kuala Lumpur-bound Boeing 777 departed from on July 17, 2014.

Australian Attorney-General Mark Dreyfus represented his country at the Dutch memorial site, where 298 trees were planted to commemorate each victim and sunflowers, like those that grew at the crash site, were sowed.

“Today we remain unwavering in our determination to ensure truth, justice and accountability for the victims and their loved ones,” Dreyfus said.

Many of the families arriving for the service also carried sunflowers, laying them next to trees. Flags of the countries that lost citizens hung at half-staff next to a field of blooming sunflowers.

Dutch prime minister Dick Schoof quoted a poem on loss called “Come Back” by Toon Tellegen and pledged to keep on the fight to hold accountable those responsible.

“And I know it too: justice takes time,” he said. “But we have the time. And the patience. And the perseverance. That is my message to the guilty parties, and my promise to you.”

The ceremony in Australia was held at the Parliament House in Canberra.

“I don’t think anyone intended to bring down a passenger plane. So in that sense, I’m heartbroken that the (Ukraine) conflict continues,” Paul Guard told Australian Broadcasting Corp. His parents, Roger and Jill Guard were among 38 Australian citizens and permanent residents killed.

“But I think that a lot of families would really have just liked an acknowledgment that what happened was wrong and that Russia should not have been waging war,” the son added.

At the crash site in the village of Hrabov, several dozen local residents brought flowers, stuffed animals and even a model airplane to a small memorial stone installed in a field near where some of the wreckage was found. Some struggled to hold back tears, recalling the explosion that shattered windows in their homes and bodies falling from the sky. “It hurts,” one woman said. “I feel sorry for the people."

At the time, a Soviet-era Buk surface-to-air missile was fatefully launched from a pro-Russia rebel-held border region. Much of the debris landed in fields that are currently under the Russian military's control.

“Although the court formally found Russian puppets guilty, the Kremlin authorities led by Putin and his accomplices are behind this crime,” Ukraine’s General Staff said in a statement published on Facebook.

Russia continues to be pursued under international law by the Netherlands in the European Court of Human Rights and by Australia and the Netherlands jointly through the International Civil Aviation Organization Council, or ICAO , over its alleged role in bringing down MH17.

Australian Foreign Minister Penny Wong told Wednesday’s service in Canberra that she was “appalled” that Russia had withdrawn from the ICAO proceedings in June.

“The case will continue and we will not be deterred in our commitment to hold Russia to account,” Wong told the gathering that included foreign diplomats.

Kremlin spokesman Dmitry Peskov refused to comment on Wong’s remarks, reiterating that Moscow’s position on the matter is “well known.” He said: “No arguments from the Russian side were taken into account, we did not participate in the investigation, and therefore our attitude to these conclusions is well known.”

Russian political analyst Dmitry Oreshkin said that in Russia, the downing of the MH17 was at first subjected to an “unscrupulous, unbridled propaganda game — with straight-up lies,” and now “they try not to talk about it at all.”

“Ten years have passed, and in Russia, I believe, nothing (is being said) about this,” Oreshkin told The Associated Press in an interview from Riga, Latvia.

The Netherlands was home to 196 of the victims while 38 hailed from Australia. Victims also came from Malaysia, Indonesia, the United Kingdom, Belgium, Germany, the Philippines, Canada, New Zealand, Vietnam, Israel, Italy, Romania, the United States and South Africa.

An international investigation initiated in the U.N. Security Council by the Netherlands, Malaysia and Australia concluded that the Buk missile system that destroyed MH17 belonged to the Russian 53rd Anti-Aircraft Missile Brigade. The investigation concluded the missile was driven into Ukraine from a Russian military base near the city of Kursk and returned there after the plane was shot down.

Malaysia reiterated its commitment to seek justice and hold those responsible for the tragedy accountable.

“The Government of Malaysia is resolute that the process must pursue truth, justice and accountability,” the transport ministry said in a statement.

Putin opens Moscow to St Petersburg motorway after 14 years of work

After roughly 14 years of construction work, one of Russian President Vladimir Putin's most important infrastructure projects - a 670 kilometre roadway between Moscow and St Petersburg - is now open.

Putin inaugurated the last section of the motorway - a bypass around the provincial town of Tver - by driving a Russian-produced Lada Aura car.

The last section to be built includes a 738-metre long bridge that spans the upper reaches of the Volga River.

The plans to relieve the old route between Russia's most important cities go back a long way. The route passed through many villages and was only partially developed as a motorway. Putin ordered the new motorway to be built in 2004 and construction of the first section began in 2010.

But it's not free.

Drivers will have to pay a toll nearly everywhere on the new M-11 motorway. The most expensive is the first section from Moscow to the Sheremetyevo Airport and beyond, which costs 795 roubles ($9).

Depending on the day and fare, the entire journey can cost more than 3,000 roubles.

While in Tver, Putin also opened a second important new route, as reported by the state-owned TASS news agency: the motorway bypass around the city of Tolyatti with a 3.7 kilometre bridge over the Volga at its lower reaches.

LONDON − More than two-thirds of Russian athletes and over a third of Belarusians expected to compete at the Paris Olympics have violated the International Olympic Committee's neutrality rules by supporting Vladimir Putin's invasion of Ukraine or by working for the Russian military or intelligence services, according to a new report.

"It's unconscionable from a moral perspective to expect a Ukrainian athlete to stand on a world stage next to another athlete who supports the violent commission of crimes against them," sid Jeremy Pizzi of human right law organization Global Rights Compliance , which released the report.

Pizzi said Russia has killed at least 450 Ukrainian athletes since its 2022 invasion, including some former Olympians.

As part of an international campaign to isolate Russia and its ally Belarus, athletes from those countries are only permitted to take part in the Olympics as independent, neutral competitors . They can't use their country's flag, colors or anthems. The IOC also vets athletes to make sure they don't actively support Russia's invasion or have connections to Moscow's armed forces or intelligence services. No Russian or Belarusian state officials have been invited to the Games.

But GRC's dossier, released Wednesday evening, said that, despite these apparent safeguards, 17 of the 31 Russian and Belarusian athletes who have accepted invitations to compete in Paris don't meet the IOC's so-called Principles of Participation.

Those rules were established in 2023 after Russian tanks rolled into Ukraine. They prohibit Olympic athletes from supporting the war, including in the media and on social media, or from being contracted to the Russian and Belarusian military or security agencies.

GRC found that 10 − 67% − of the Russian and 7 − 44 % − of the Belarusian Paris-bound athletes should be ineligible to compete under IOC rules.

Among them were a Russian cyclist who violated neutrality rules by "liking" a number of pro-war posts on social media, including posts questioning Ukraine’s right to exist and posts supporting the annexation of Donetsk and Luhansk, two eastern Ukrainian territories held by Russia .

A Russian tennis player, GRC found, broke the IOC's rules by "liking" posts about the "military feats" of Russian soldiers killing Ukrainians, as well as posts displaying the pro-war “Z” symbol.

At least two Belarusian athletes who will compete in Paris serve in that country's armed forces, according to GRC, which relied primarily on open-source information for its investigation.

"We cannot comment on individual cases and the decisions of the independent review panel," an IOC spokesman said in a statement to USA TODAY. "It has reviewed all the athletes in accordance with the IOC Executive Board decision and the principles for participation for individual neutral athletes in the Olympic Games Paris 2024."

"Beyond that, we have nothing further to add.”

A representative from the Russian National Olympic Committee, which has been suspended by the IOC since 2020, did not immediately return a request for comment. Belarusian athletes were similarly banned from competing in Paris, unless as neutrals, because Belarus has allowed Russia to use its territory to carry out attacks on Ukraine. A representative from Belarus' National Olympic Committee also did not return a request for comment.

Pizzi said GRC has repeatedly shared its evidence with the IOC but that the Olympic body had so far refused to act on it.

"The IOC consistently proclaims that its guiding principles are peace, solidarity and human dignity − and these aren't just words I'm taking out of nowhere. They are in the IOC charter." IOC chief Thomas Bach "says them all the time," he added.

A recent report in the Moscow Times said that for the first time in 40 years Russian television may not broadcast the Olympics because of the near-total absence of Russian athletes.

Some 330 Russians and 104 Belarusians competed at the last Summer Olympics, in Tokyo in 2020. Russia's invasion of Ukraine occurred just a few days after the Winter Olympics in Beijing wrapped up in late February 2022.

In March of that year, because of Russia's unprovoked Ukraine invasion, 71 athletes from Russia and 12 from Belarus were re-classed as neutral athletes at the Paralympics Games, which also took place in Beijing.

In January 2023, Ukrainian President Volodymyr Zelenskyy objected to the inclusion of any Russian athletes in Paris. "We know how often tyrannies try to use sports for their ideological interests. It is obvious that any neutral flag of Russian athletes is stained with blood," he wrote on social media . Zelenskyy invited Bach to visit Bakhmut, then the sight of intense fighting that cost tens of thousands of lives, "So that he could see with his own eyes that neutrality does not exist."

Moscow Investigates Ukrainian Video Showing Shooting of Wounded Russian Soldier

MOSCOW (Reuters) - Russian investigators said on Tuesday they were looking into the shooting of a wounded Russian soldier by Ukrainian forces in a video published online by Ukraine's Azov Brigade.

In the graphic footage, posted on YouTube and on the brigade's social media channels on Monday, an Azov soldier is seen clearing a Russian trench and repeatedly shooting what appears to be a wounded Russian soldier leaning prone against a trench wall. He had no visible weapon in his hands when he was shot.

While Reuters was able to verify the location of the video, Reuters was not able to verify the date on which it was filmed or the identity of the wounded Russian soldier.

Both Ukraine and Russia are signatories to the Geneva Conventions which establish international legal standards for conduct of armed conflict and stipulate that wounded combatants must not be killed or tortured and should receive adequate care.

The Ukrainian military's General Staff redirected questions on the incident to the National Guard which did not immediately respond to a written request for comment. A spokesperson for Azov could not immediately be reached by telephone for comment.

Azov, initially a nationalist militia which attracted far-right fighters, is now a regular unit in the Ukrainian national guard and denies having any far-right ideology.

Russia's Investigative Committee, which probes serious crimes, said in a statement it would "establish all the circumstances of what happened and the circle of persons involved in committing the crimes."

Apty Alaudinov, deputy head of the military-political directorate of the Russian armed forces, told the TASS news agency he believed the episode constituted a violation of the Geneva Conventions.

Alongside the video, which was published on YouTube as well as on X and Telegram, Azov said the footage had been filmed during an operation by fighters from its 12th Brigade to clear out enemy dug-outs in the Serebryansky Forest, which is in Ukraine's eastern Luhansk region. It did not say when it was filmed.

Azov said last month it had pushed Russian troops from positions in the forest.

Reuters verified the location of the video as approximately 7km southeast of Dibrova in Luhansk Region. This was done using roads, terrain and trench lines seen in the video that match satellite imagery of the area. Reuters was not able to verify the date on which the video was filmed.

Ukraine has said it has launched investigations into nearly 130,000 suspected cases of war crimes, including against Ukrainian prisoners of war, something Moscow denies.

Since Moscow sent troops into Ukraine in February 2022, the International Criminal Court has issued six arrest warrants against senior Russian suspects, including President Vladimir Putin and former defence minister Sergei Shoigu.

Russia, which has dismissed the ICC warrants as legally meaningless, itself accuses Kyiv of war crimes, something it in turn denies.

EU Commission boycotts Hungarian presidency over Orbán's controversial trips to Moscow and Beijing

The European Commission has decided to boycott Hungary's six-month presidency of the EU Council in response to Viktor Orbán 's controversial trips to Moscow and Beijing, widely seen as an affront to the bloc's political unity.

"In light of recent developments marking the start of the Hungarian Presidency, the President ( Ursula von der Leyen ) has decided that the European Commission will be represented at senior civil servant level only during informal meetings of the Council," the executive's chief spokesperson, Eric Mamer, announced on Monday evening.

"The College visit to the Presidency will not take place," he added, confirming that the major event that marks the start of each rotating presidency has been called off.

During his recent visit to Moscow, Orbán met with President Vladimir Putin, a man wanted for war crimes, to discuss the war in Ukraine and, in the premier's words, "start a dialogue on the shortest road to peace." Days later, Russian troops bombed a children's hospital in Kyiv.

In Beijing, Orbán praised the "Chinese peace plan" of President Xi Jinping, which the EU has dismissed for making a selective interpretation of international law and blurring the line between the aggressor and the aggressed. "China is the only world power that has been clearly committed to peace since the beginning," he said, defying Western concerns that Beijing is propping up Russia's war economy.

Budapest insists both trips, which Orbán advertised as chapters of a so-called "peace mission," were strictly done under bilateral diplomacy. But the timing of the international tour, the selection of countries and the use of the Hungarian presidency's official logo fuelled harsh accusations of abuse of power and disloyalty.

Separately, Orbán participated in an informal summit of the Organisation of Turkic States, which includes the "Turkish Republic of Northern Cyprus" that only Turkey recognises, prompting fresh condemnation .

Speculation about a coordinated boycott has been rife in Brussels since then, with one diplomat telling Euronews the plan was to "make Orbán less visible."

The Commission's decision, taken by President Ursula von der Leyen, confirms the rumours: Brussels will not engage at the highest level in the many events that Budapest plans to host until the end of the year.

Formal ministerial meetings, which happen in Brussels and Luxembourg, will not be affected as their organisation does not depend on the rotating presidency.

The traditional visit of the College of Commissioners to mark the beginning of a new rotating presidency will not go ahead at any time. Von der Leyen, however, might still attend the informal summit of EU leaders in Budapest scheduled for November.

Reacting to the news, János Bóka, Hungary's minister for EU Affairs, said the presidency remained "committed to sincere cooperation" to address "common challenges."

"The EU is an international organisation constituted by its member states. The European Commission is an institution of the EU," Bóka said on social media.

"The European Commission cannot cherry-pick institutions and member states it wants to cooperate with. Are all Commission decisions now based on political considerations?"

The boycott comes as a group of 63 MEPs, led by Estonia's Riho Terras, send a letter demanding Hungary be stripped of its voting rights under the Article 7 procedure as retaliation for Orbán's "abuses of power."

"This kind of behavior amounts to usurping the powers and prerogatives of the EU Member States in the field of foreign policy," the lawmakers write in the letter , addressed to Presidents Ursula von der Leyen, Charles Michel and Roberta Metsola.

"We call on you to take decisive action as soon as possible in order to limit further damage, not only to the credibility of the EU as a whole, but also regarding the current geopolitical situation," they go on. "Practice has shown that mere verbal condemnations of this situation have no effect."

Hungary's presidency began on 1 July and is set to last until 31 December.
