The exploratory visit, an essential step to a successful integration in Manitoba

Under the Manitoba Nominee Program (CMAP),  the exploratory visit is requested   for  applicants who do not have an established connection such as family or friends in Manitoba. It allows prospective immigrants to establish a real and essential first contact with their future home province. Participants will have the opportunity to meet with various representatives from different sectors such as employment, housing, banking, etc. and as a result, start to forge ties with the Franco-Manitoban community.   

Julie Cordova, a participant in an exploratory visit in 2018 still talks about her experience with great enthusiasm:  

    “Thanks  to these visits, we met Canadians with whom we are still in contact today and that was really the positive side of this exploratory visit. With the connections we started to build during this visit, we were also able to prepare, and ask them questions before arriving in Winnipeg.”      

    The exploratory visit is entirely the responsibility of the candidates, including accommodation, food and any travel costs associated. It can be carried out within a period of 7 to 10  days.    Only the principal applicant must carry out the exploratory visit, but the whole family is also welcome to join.  At the end of the exploratory visit, an interview is scheduled with a representative of the Manitoba immigration office to validate the application.

Foreign workers who have a connection to Manitoba may be able to obtain Canadian permanent residence through the Manitoba Skilled Workers Overseas (SWO) category of the Manitoba Provincial Nominee Program (MPNP) .

The Manitoba Skilled Workers Overseas is based on the needs of the Manitoba economy and local employers. This is a points-based Canadian immigration category.

Candidates first need to submit an Expression of Interest to immigrate to Manitoba. The highest-scoring candidates are then invited to apply to the MPNP when the Government of Manitoba conducts a draw, or invitation round. In Manitoba, an invitation is known as a Letter of Advice to Apply (LAA).

Successful applicants are nominated for permanent residence.

The Manitoba Skilled Workers Overseas category nominates applicants who demonstrate an established connection to Manitoba through:

  • the support of family members or friends;
  • through previous education or work experience in Manitoba; or
  • through an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative.

Immigration through the Manitoba Skilled Workers Overseas category

While a connection to Manitoba is required in order to be eligible to apply through the Manitoba Skilled Workers Overseas category, this is not a sponsorship program. Potential candidates still need to demonstrate that they are a skilled worker with English or French language ability, settlement funds, and the intention to settle permanently in Manitoba. As the Manitoba Skilled Workers Overseas category has a points-based assessment, potential candidates also need to obtain a score of at least 60 points for language ability, employability, education, age, and adaptability.

Manitoba Skilled Workers Overseas: existing categories

There are three ways to demonstrate you have a connection to the province.

Manitoba Support

If you have close family members or friends who are Canadian permanent residents living in Manitoba, they may be able to endorse your application. Your family member or friend must have been continuously living in the province for at least one year. You will need to demonstrate close ties to your supporter, and they must be able to endorse your settlement plan and provide their contact details for your application.

Close relatives can support more than one applicant at once, but friends or distant relatives are only eligible if they (and their household) are not supporting anyone else for any other immigration program, in Manitoba or elsewhere in Canada (for example, your friend cannot endorse you if his spouse is sponsoring her parents at the same time, even though the Parent and Grandparent Program is a separate Canadian immigration program).

If your supporter has endorsed a Manitoba Skilled Workers Overseas candidate before, he or she will need to show that candidate successfully settled in the province permanently. You cannot be supported by immigration representatives, Canadian elected officials and their staff, or anyone who is not a close friend or relative of you or your spouse or partner. Additionally, children cannot support their parents through this category, and a Canadian citizen or permanent resident cannot support his or her spouse or partner.

Manitoba Experience

If you have worked or studied in Manitoba before, this could be the route for you. Past workers require at least six consecutive months’ work experience in Manitoba, shown by a signed letter of reference from the employer and a copy of the work permit used. Past students need to show they attended and completed an authorized study or training program at a public or registered private post-secondary university or college in Manitoba. Graduates need to submit their study permit(s) , transcripts, and certificate, diploma, or degree.

Manitoba Invitation

Through the Strategic Recruitment initiative (SRI), Manitoba can identify and invite candidates for immigration to Manitoba through the Manitoba Skilled Workers Overseas category. This is accomplished through two means: regular recruitment events overseas, linking Manitoba employers directly with job seekers; and exploratory visits, during which an applicant can research employment opportunities.

During these overseas recruitment events and exploratory visits, MPNP program officers interview likely candidates and issue Letters of Advice to Apply (LAAs) to those who seem likely to be able to settle successfully in Manitoba. If you want to make an exploratory visit to Manitoba, you need to submit an application during a designated intake period. In order to be eligible to receive a LAA through either an overseas recruitment event or an exploratory visit, you must:

  • be aged 21 to 45;
  • demonstrate employability and adaptability;
  • have a diploma, degree, or certificate from the completion of a post-secondary study or training program of at least one year in length;
  • have at least two years’ full-time work experience in the last five years, and demonstrate you are able to find a job in that occupation in Manitoba (including any licensing or certification that may be required for regulated occupations);
  • show that you genuinely intend to settle in Manitoba (a Settlement Plan is required) and that your connection to Manitoba is stronger than your connection to any other province; and
  • submit results of at least Canadian Language Benchmark (CLB) 5 in each language ability from an approved language test, taken within the last two years.

MPNP – Eligibility points grid

Once eligibility has been assessed according to one of the options above, you must score at least 60 points (out of 100) to be considered eligible. The Manitoba immigration points grid assesses candidates across five factors: language ability, age, work experience, education, and adaptability.  Note:  This is a separate points grid from the MPNP ranking system (detailed further below).

Eligibility factor 1: Language ability

Points for language ability are based on individual Canadian Language Benchmark (CLB) scores for reading, writing, speaking, and listening. Points awarded based on official test results provided. Official tests include IELTS or CELPIP for English, and TEF for French.

Eligibility factor 2: Age

Eligibility factor 3: work experience.

Points for work experience are based on documented proof of full-time employment in the past five years. Only full-time jobs of six months (continuous) or longer are considered.

Eligibility factor 4: Education

Eligibility factor 5: adaptability.

A connection to Manitoba is required of all candidates. Adaptability points are calculated according to documented proof of a strong connection to Manitoba and employability in your assessed occupation, demonstrating that you have the genuine intention and ability to successfully settle and economically establish in Manitoba. You can only receive points for one type of connection, even if multiple apply to you. In addition to Adaptability points, you may also score points for Regional Immigration for having a connection to, and planning to settle in, a region of Manitoba outside the city of Winnipeg.

Eligible candidates under the Manitoba Skilled Workers Overseas category can submit an Expression of Interest (EOI) and enter the candidate pool, at which point they will be assigned a points score out of 1,000. Top-ranking candidates are issued Letters of Advice to Apply (LAAs) in periodic draws from the pool , and may then submit a full application. The EOI submission is an electronic process, which involves answering some questions online and uploading supporting documents.

An EOI is valid for one year after submission. If you haven’t received a LAA after one year, your EOI will expire and you will need to submit a new one to remain in the candidate pool.

The EOI can be updated at any time, even after submission. This means that if you become eligible for a higher points score, you don’t have to wait until your EOI expires to update your situation. For example, if you take another language test or complete more work experience after you submit your EOI, you can update your profile and improve your points score.

An EOI is not an application for immigration; rather, it allows the government of Manitoba to determine candidates’ eligibility in various immigration categories. There is no limit to the number of candidates who can submit an EOI, and there is no deadline — the system is always open to receive EOIs. (Having said that, the province does reserve the right to limit EOIs from candidates in certain occupations, if there is a significant overload.)

After submitting an EOI, candidates receive a score out of 1,000 based on work experience, education, language ability, adaptability, and other factors. ‘Adaptability’ assesses a candidate’s connection to the province — for example, through relatives, work experience, or education — as such a connection may mean a candidate is likely to be able to settle successfully and long-term in the province.

Manitoba in-demand occupations

The MPNP In-demand Occupations list provides a regularly updated listing of which occupations qualify as ‘in-demand’ Manitoba. Candidates working in an in-demand occupation will be prioritized during Expression of Interest draws.

2 - natural and applied sciences and related occupations, 3 - health occupations, 4 - occupations in social science, education, government service and religion, 5 - occupations in art, culture, recreation and sport, 6 - sales and service occupations, 7 - trades, transport and equipment operators and related occupations, 8 - occupations unique to primary industry, 9 - occupations unique to processing, manufacturing and utilities, manitoba letter of advice to apply.

The province periodically conducts Manitoba EOI draws to invite top-ranking candidates to submit a full application to the MPNP: these candidates receive a LAA. Draws are conducted roughly every month, although historically there has been no regular schedule or advance notice for draws. Although candidates in the pool are scored out of 1,000, since draws began in May, 2015 the minimum score of any invited candidate in the Manitoba Skilled Workers category has commonly been around 500 to 600.

Once you receive a LAA, you have 60 days to complete and submit an application to the MPNP. It is strongly recommended that candidates start preparing documents when they enter the pool, as it can take some time to gather the required documents in the right format.

If your application to the MPNP is successful, you can then apply directly to the Canadian government for permanent resident status.

Exploratory visit

Exploratory Visit (EV) is an invitation issued by the Manitoba Provincial Nominee Program (MPNP), with the support of the Canadian Polish Congress to a maximum of 50 Polish families per year. In order to be qualified for the EV, a member of Congress must determine whether you meet criteria of the Manitoba Express Entry Pathway . For those who are just not able to satisfy the requirement of Adaptability they can receive an invitation for the Exploratory Visit. After you complete it, the criterion of Adaptability will be met and you will receive a nomination from the province. The Exploratory Visit grants 600 points to the Express Entry (EE) profile,which guarantees receiving permanent residency status in the next draw.

If you are not qualified for the Express Entry Program, you can also receive an invitation for the Exploratory Visit under the Skilled Workers Overseas Program. Then, however, processing a paper application and obtaining permanent residency status usually takes 2-3 years.

In practice, the Exploratory Visit is a short trip (minimum 8 days), whose goal is to visit a region of Manitoba where you plan to settle and work. It gives you an opportunity to see whether the place meets your expectations in terms of life conditions and job prospects.

During the EV you ought to do the following:

  • familiarize yourself with the city and the housing market
  • determine where you plan to live
  • visit schools for children and/or adults and get to know the admission rules
  • check whether it is required to have your credentials recognized in order to start work in your field
  • meet the potential employers and by attending interviews
  • actively network with people in order to ease the process of settlement

All actions taken during the EV are to be documented in order to debrief an immigration official and convince them that you will stay in Manitoba, and that you will have a positive impact on the province’s growth. This interview will be decisive whether you will be invited to file an application for the provincial nomination.

Due to the very small size of our program, we are only able to choose and support a small percentage of received applications.   We choose applicants based on minimum qualifications, occupational experience, and ability to adapt to climate, culture, and genuine intention on living and working in Morden.

Are there any exceptions to needing a language test?

A language test result is required, even if English or French is your first language. Must be General IELTS, CELPIP or TEF/TCF that was taken within the last 24 months.

How long do I have to wait to know if I am selected for Morden’s Community Driven Immigration Initiative?

After you send your application online, you will receive a notification stating at which time your application will be reviewed.  It is usually within one to two months from submission. If you do not meet minimum criteria such as proven language ability, you may not receive a response.

There is no cost to apply for Morden’s support.  If you are invited for an exploratory visit, all travel and accommodation cost would be your responsibility.  There are other costs at the MPNP and Federal levels for their application processing.

What is the purpose of an exploratory visit?

There are a several reasons for an exploratory visit.  If you already have formal support from the City of Morden, please contact us regarding whether an exploratory visit is necessary in your process.   

During the visit, you will prepare for your future MPNP application by gathering needed information and impressions.

If you apply to MPNP with Morden’s support, you will be expected to live in Morden on your arrival.  An exploratory visit gives you a chance to determine whether Morden is the right location to settle your family in the future.

Please note that although many exploratory visitors seek future employment while they are on their exploratory visit, the main purpose of the visit is not to secure employment.  A successful visit is one in which you are able to proceed to the next stage of your permanent residence application.

What help will I receive when I arrive permanently?

When you arrive, you will receive information ahead of time that will help you arrange some things in advance.  Once you are in Morden, you will receive an intake appointment with “Regional Connections”, an office who will help you with all you will need including registering children for school, tax forms, health insurance application, permanent accommodation, English classes and any other questions you may have.

Manitoba Provincial Nominee Program inviting francophones for exploratory visits

Manitoba is opening its doors to help prospective immigrants build stronger ties to francophone communities in the province.

The Manitoba Provincial Nominee Program (MPNP) is accepting requests from bilingual francophone candidates interested in conducting a pre-arranged, “exploratory” visit to the province.

These visits allow potential Skilled Worker applicants to research employment opportunities and communities in the province in order to make an informed decision on immigrating to Manitoba.

Skilled Worker candidates do not require a connection to Manitoba in order to be considered and all exploratory visits include an MPNP interview that could result in an invitation to apply for a provincial nomination for Canadian permanent residence.

Manitoba has one of Canada’s largest francophone populations outside of Quebec, though the number has declined in recent years. Canada’s 2016 census found 46,000 people in the province who listed French as their mother tongue, a decline of 3.6 per cent from 2011.

The MPNP is organizing the visits in association with the Conseil de développement économique des municipalités bilingues du Manitoba (CDEM), which supports economic development in the province’s bilingual communities.

“As immigration is critical to our economic growth, we are strengthening our partnership with CDEM to support the economic and cultural vitality of our francophone communities and Manitoba as a whole,” Ralph Eichler, Manitoba’s Economic Development and Training Minister, said in a news release.

“Our renewed partnership aligns with Manitoba’s Growing Through Immigration Strategy as it will help increase the size and diversity of the talent pool available to Manitoba industry.”

CDEM’s participation " will help prospective francophone immigrants build stronger ties to francophone communities in Manitoba and local economic opportunities,” the news release says.

The MPNP has updated its candidate screening guidelines to help facilitate the exploratory visit application process and selection criteria.

The Government of Manitoba and CDEM will be participating in a forum in Europe to connect Canadian employers with skilled francophone candidates.

The Destination Canada Mobility Forum is from Nov. 15 to 17 in Paris, France, and will be in Brussels, Belgium on Nov. 18.

The MPNP said it nominated 235 francophone immigrants at Destination Canada in 2018, totalling 4.5 per cent of the year’s nominations.

Manitoba To Welcome Exploratory Visits From Francophone Immigration Candidates

Manitoba Immigration Draw Majors On Skilled Workers In Province With 296 LAAs

Manitoba immigration has launched a new initiative to allow Francophone skilled worker immigration candidates to make exploratory visits to the province.

The province is accepting requests from bilingual francophones interested in making the visits, aimed at helping them decide if Manitoba is the right place for relocation.

“These pre-arranged visits allow potential skilled-worker applicants to research employment opportunities and communities to help them make an informed decision whether to relocate to Manitoba,” a Manitoba Provincial Nominee Program statement said.

The visits are part of a partnership between the Manitoba provincial government and the Conseil de développement économique des municipalités bilingues du Manitoba (CDEM), designed to attract and integrate more French-speaking immigrants to the province.

“As immigration is critical to our economic growth, we are strengthening our partnership with CDEM to support the economic and cultural vitality of our francophone communities and Manitoba as a whole,” said Ralph Eichler, Economic Development and Training Minister.

“Our renewed partnership aligns with Manitoba’s Growing Through Immigration Strategy as it will help increase the size and diversity of the talent pool available to Manitoba industry.”

To qualify to make an exploratory visit, candidates must be between 21 and 45 and have at least Canadian Benchmark level 5 for French in all four language disciplines, as well as meet the education and experience requirements below.

Manitoba Exploratory Visit: Candidate Requirements

Candidates must

  • Be aged between 21 and 45.
  • Have a minimum of one-year post-secondary education, with a diploma or certificate.
  • Have held a full-time professional position for at least two years in the last five years, and have at least 6 months of continuous full-time professional experience on the list of high-demand jobs in Manitoba , or in the areas of: Media and Communications Education and Training (at primary, secondary and university levels).
  • Have at least Level 5 of the Canadian Language Benchmark (CLB) in each of the four French Assessment Tests competencies. The results of the French Assessment Test (TEF) or the French Knowledge Test (TCF) are required. NCLC 5, 6 or 7 is a requirement for some professions.
  • Officials must believe candidates do not have stronger ties with other Canadian provinces and that there is a good chance the candidate will settle permanently in Manitoba.
  • Have liquid funds that match the Low-Income Cut-Off requirements for independent financial resources for a period of 6 months.
  • Have a prior agreement with a PCM official to have an interview with you during your exploratory visit.

Good day house, I had an exploratory visit to Manitoba exactly a month ago and had an interview. I am yet to get a feedback from them either by email or mail. Do we have anyone with the same experience past or present? How how long does it normally take? Their website said between 3 to 4 weeks after the interview. I will appreciate your response. I applied through strategic initiative. Thank you.

I was interviewed on my last day of the visit and right after the interview they asked me to stay a few minutes because they will process my nomination letter. I received the nomination letter 3 minutes after the interview. During the interview, the officer told me that since I covered all areas of the exploratory visit and that I had answered the questions with confidence and expressed myself without difficulty and appears to be organized in my supporting documents, my nomination letter will be processed and be given to me before going to my home country. Requirements and Qualifications Of Morden, Manitoba Immigration Initiative

The city of Morden, Manitoba has a program underway for individuals interested in immigrating to Canada who do not have a job offer, or family or friends already in Canada.

Although an article posted earlier outlined the foundations of this unique program, this addition will explore with detail the requirements, expectations and potential outcomes of such an opportunity.

This program was designed to fill labor shortages in the city of Morden, and the city will nominate individuals based on previous work experience for the following occupational fields: manufacturing, cabinet making, welding, industrial sewing machine operators, and childcare and daycare workers. If you do not have past experience in these areas, periodically review the list as they are subject to change based on the needs of the city.

Morden’s Community Driven Immigration Initiative has a variety of requirements that an applicant must fulfill:

  • Must be under 45 years of age and over 21 years of age
  • Must not have any family members, friends or previous work experience anywhere in Canada
  • Have completed a minimum of two years of full-time work experience*
  • Have at least a one-year post-secondary degree or diploma
  • Score a minimum of 5 in each area of English proficiency on the IELTS exam
  • Have a real intention to reside and live in Morden, Manitoba
  • Have lived in a rural area previously**

If you are nominated, you will receive a Letter of Approval, and the next step is applying to the Canadian Embassy.

Exploratory visit to the province and community you are planning to start your business in no less than five (5) working days over the previous 12 month period prior to issuing an Expression of Interest. During this visit the person must have conducted meetings with local stakeholders and service providers relevant to the candidate’s Business Establishment Plan including, but not limited to suppliers, commercial realtors, lawyers, accountants, business brokers/consultants, financial institutions, and economic development agencies.The exploratory visit is mandatory for persons purchasing an existing business or a business succession opportunity in all province communities as well as for applicants purchasing and actively managing a rural business opportunity.

Benefits of Exploratory Visit:

There are several benefits to conducting the Exploratory Visit, most importantly, the ability to make relevant business connections that can help you identify a viable business and set up your business once in the province. A second benefit is that the provincial PNP will allocate an additional points (usually 15) on the Adaptability Assessment Matrix for a qualifying visit of at least five days. applicants must make efforts to achieve the highest sore possible as only the highest scoring submissions among a pool of all eligible candidates will be invited to submit a formal application.

What to be included in the Exploratory Visit Report:

The following should be considered to be included in the report:

  • The name of the professional business service providers or settlement organizations visited during your trip, including mailing addresses, telephone numbers, and emails
  • A description of the activity and/or meeting and how it relates to the applicants business establishment or settlement
  • Copies of all airline tickets, boarding passes and hotel receipts during your entire stay in Canada and Saskatchewan
  • Copies of business cards collected from relevant contact and business service providers contacted during your visit.
  • Details of visit to existing business location and meetings with current owners if you are planning to purchase an existing business. You should include the business name, location and the current owners names and contact details

Please do not include photographs, brochures, flyers, maps or other promotional materials collected during the exploratory visit.

    Manitoba immigration has launched a new initiative to allow Francophone skilled worker immigration candidates to make exploratory visits to the province. The province is accepting requests from bilingual francophones interested in making the visits, aimed at helping them decide if Manitoba is the right place for relocation.
