Families who have a child with a disability may be eligible for transport through the Assisted School Travel Program (ASTP).

Schools are important partners with families in assessing and supporting the safe travel needs of students to and from school.

Assisted Travel Support Officers (ATSOs) are Department employees who provide a high level of supervision and support for students on transport.

Contractors

Contractors provide vehicles and drivers to transport eligible students with a disability to and from school.

ASTP and the NDIS

Transport through the ASTP is provided as an in-kind support for NDIS participants who are eligible to receive an ASTP service.

As a guide only, to be eligible for private transport (conveyance) allowance:

  • Primary school students must live more than 3.2 km from the nearest state primary school
  • Secondary school students must live more than 4.8 km from the nearest state secondary school
  • Non-state school students must live more than the required distances above from both the nearest state and non-state school of the type attended.

Please note: You may not be eligible if there is a school transport bus service operating in your area. If unsure of school transport bus services in your area, please contact your local TransLink office.

It can take a number of weeks for your application to be assessed. You will be advised by mail of the outcome.

About this service

The Queensland Government provides assistance with school transport costs for eligible students travelling to and from school under the School Transport Assistance Scheme (STAS).

STAS assistance is available for all government funded bus and ferry services (including TransLink and qConnect services). Assistance is also available for rail travel (City Rail and G-Link) and private vehicles travel subject to meeting specific eligibility criteria.

Detailed information on school transport assistance is provided on the Queensland Government website . This includes information on the STAS terms and conditions, applicant eligibility requirements, types of assistance that are included or excluded from the online application, and how to apply online.

Please review this information as you will be required to certify acceptance of the terms and conditions of school travel assistance to commence the online application. 

You cannot apply online if anyone on the application has a protection order in place.

General eligibility criteria.

Students may be eligible for school transport assistance under certain circumstances if they:

  • have parents/guardians who are residents of Queensland
  • attend an approved school or alternative program approved by the Department of Education
  • are younger than 19 years of age

Before commencing your application  

  • Check the types of school assistance included/ excluded from the online application.
  • Review the STAS terms and conditions and eligibility requirements.
  • Centrelink Pension, Healthcare or Department of Veterans Affairs concession card details for yourself and student/s (if applicable).
  • Your bank account details including BSB, account number and name, and bank address (if applying for private transport assistance).
  • Electronic document files to support claims for drought assistance and independent student status.

Code of conduct:

The Department of Transport and Main has in place a Code of Conduct for school students travelling on bus, rail or ferry. The Code applies to all students attending primary and secondary schools in Queensland who use bus, rail or ferry to travel either to and from school or for school-related activities such as excursions.

The Code sets out prescribed standards of behaviour and examples of how your child can meet these standards. You can access a copy of the Code of Conduct in the terms and conditions information section on the website.

Privacy collection notice    

The Department of Transport and Main Roads abides by the Information Privacy Act 2009 .  The personal information collected will be used to assess your eligibility for subsidised travel under the authority of the Transport Operations (Passenger Transport) Act 1994 . Relevant information will be verified against the records of Department of Education for State school student, non-State school of attendance, and Services Australia (Centrelink and Veterans’ Affairs) where Commonwealth Government assistance details are provided. Applicant details will be provided to the contracted transport providers for the purpose of organising transport for school students. The personal information collected during this application will not be disclosed to any other third party, without your consent unless required or authorised to do so by law.

Under the School Transport Assistance Scheme, students who receive Commonwealth Government Assistance (either directly or through their parent/guardian) may be eligible for Safety-Net assistance. Commonwealth Government Assistance details are required to assess Safety-Net eligibility for subsidised school travel by bus or ferry if distance criteria are not met. Commonwealth Government Assistance details are also required to assess Safety-Net eligibility for subsidised school travel by rail.

Private Transport Details

Students in shared care may qualify for assistance from two residential addresses.

Shared care means the student lives with each parent/guardian and travels to and from school from two addresses. Students living in shared care and travelling on public transport (bus, rail, or ferry) can apply for STAS from both residential addresses.  There are restrictions on the payment of conveyance allowance from two addresses, please refer to the Terms and Conditions on the Queensland Government website .

To process your application, information on travel patterns for students in shared care is required. An example of a shared care travel pattern is where the student travels from your residential address to/from school one week out of every fortnight.

Student Commonwealth Government Assistance

If the parent/guardian has a concession card that includes this student, it is recommended to enter the student's customer reference number listed on the parent's concession card into the CRN/DVA reference number field. Alternatively, if the student has a Health Care concession card in their own name, select from the Assistance Type list and enter the student's customer reference number into the CRN/DVA reference number field.

Multi Trip for Private Transport

Assistance for private transport is generally only payable for one vehicle. Consideration may be given for the use of two vehicles (or one vehicle doing two trips)

Provide details of the purpose for your multiple trips, students involved, vehicle details and registration numbers. You may be requested to provide a statutory declaration confirming that two vehicles are being utilized on a full time basis.

Assistance for Drought

Drought assistance (additional conveyance allowance for private transport) is available for families who reside on a primary producing property in a drought declared shire or an individually declared primary producing property as declared by the Department of Agriculture and Fisheries, and who drive their students to or from school or the nearest transport service (bus/rail).

I certify that I reside on a primary producing property in a drought declared shire or an individually drought declared primary producing property by the Department of Agriculture and Fisheries.  If applicable, I have included with this application a copy of the individually droughted property (IDP) application form, certified by the Local Climate Risk Coordinator. 

I also authorise the Department of Transport and Main Roads to confirm with the Department of Agriculture and Fisheries the status of my property for the sole purpose of confirming my eligibility for drought assistance.

3. Fill Out the Application Form: 

You’ll need to fill out an application form once you know you’re eligible.

To apply for a school travel subsidy, you will usually need to fill out an application and attach documentation to support your claim, such as evidence of residency, income, or school enrollment.  The necessary paperwork can be obtained from the appropriate government agency, school district, or educational authority in your area.

You can now apply for the school transport assistance scheme (on all government contracted bus, rail or ferry services) for students travelling from 2 eligible addresses due to a shared care arrangement.

Overview of the application process

Did you know you can now apply online for school transport assistance? One form using any device for up to 5 children. It's that simple and convenient. First check if you're eligible using the information on the school transport assistance webpage. Gather any information that you need to complete your application. Confirm the transport operators if your child is travelling by bus or ferry. Then accept the terms and conditions and start the online form.Don't worry if you can't complete the form all at once. You can save your details for up to 7 days. Once it's submitted you'll be given an ID number to keep track of your application. When it's been processed you'll be notified of the outcome. Terms and conditions

  • Applications can be submitted for the next school year from 1st October.
  • Applications will only be accepted from a student's legal parent/guardian.
  • A shared care arrangement refers to a student who spends a number of nights at each legal parent/guardian's residential address.
  • Conveyance allowance for private travel is not available from a second address under shared care arrangements.
  • a student changes school or residential address during the year
  • the student's mode of transport or travel pattern changes (for example, frequency of travel or if there are changes to a student's shared care living arrangements)
  • the student moves from primary to secondary school.
  • Bus and ferry service providers may issue an interim travel approval.  Final approval for assistance is granted by the Department of Transport and Main Roads.
  • The Department of Transport and Main Roads will advise successful applicants in writing. Unsuccessful bus and ferry applicants will be advised by the service provider nominated in their application.
  • Students must abide by the Code of Conduct .

Types of assistance available in the online application

You can apply online for the following types of assistance:

  • Bus and ferry transport (including safety-net)
  • Rail transport (including G:Link)
  • Private transport (conveyance allowance)
  • Drought (additional conveyance allowance)
  • Students living in shared care arrangements

The following types of assistance aren't available online:

  • Students with disability— find out more about applying
  • Assistance for English as an Additional Language or Dialect (EAL/D) students— contact your school to apply
  • Year 10 bypass— contact your local Translink regional office for further information.

Applications for students under child protection

Eligibility.

Students may be eligible for school transport assistance if they:

  • have parents/guardians who are residents of Queensland
  • are independent students who are residents of Queensland
  • attend an approved school or an alternative program approved by the Queensland Department of Education
  • are 18 or younger.

Students are not eligible to apply for school transport assistance if they are:

  • pre-prep and kindergarten students
  • mature age students
  • overseas, interstate and exchange students
  • TAFE students
  • distance education students
  • tertiary students.

Before you apply online

You can apply online for assistance for different modes of transport including train, bus, ferry, private transport, and travel with multiple school transport providers.

Before you start your online application:

  • watch the applying online for school transport assistance animation
  • read the terms and conditions and eligibility
  • Pension, Healthcare or Department of Veterans Affairs concession card details for yourself and student/s (if applying for safety-net assistance)
  • your bank account details including BSB, account number and name, and bank address (if applying for conveyance allowance)
  • electronic document files to support claims for drought assistance and independent student status.
  • Work out the distance from your residence to the closest state school and attending school (if this is different to the closest state school).
  • Confirm the service provider/s if your child is travelling by bus or ferry.
  • During the application you will be asked to confirm you have read and understood the terms and conditions and eligibility requirements detailed on this page and the introduction to the online application. Penalties may apply for false information.

Your application:

  • Keep a record of application ID and PIN to retrieve your application.
  • After 7 days your application will be discarded, and you will need to start a new application.
  • You can enter details for up to 5 children—a new online application is required for additional children.
  • You can apply for up to 2 bus and ferry service provider per child on the same application form—a third service provider will need a new application form.
  • residential address

  • or move from primary to secondary school.
  • Your service provider can let you know pick up and drop off points and times for the transport journey
  • The ability to print a completed application is not available on Apple mobile devices.

Save and retrieve an application

You can save, exit and retrieve your application form to return and complete it at a later time.

Make sure you keep the following information to retrieve a saved application :

  • application ID
  • email you used in the application
  • surname of the applicant.

After you submit an application

You will receive confirmation of submission of your application by SMS or email, using the details you provided in the online form.

Your application will be assessed:

  • Successful notifications will be advised in writing by the Department of Transport and Main Roads.
  • Unsuccessful applications for bus and ferry will be advised by the service provider nominated in the application.

Transportation Grants for Low-Income Families & Individuals

The federal government does not provide grants directly to low-income families or individuals for transportation expenses. Instead, the money flows to universities, non-profits, and state agencies to achieve a public good.

However, using different strategies, you can find financial assistance for transportation to medical appointments, worksites, and grocery shopping.

For instance, you can trace grant money from federal departments to local state, county, or municipal agencies that provide benefits to specific groups.

Or, you can take advantage of government programs that include financial assistance for transportation costs buried in the fine print.

Often, you need to know where to look and what questions to ask. Find a roadmap to seven possible resources below.

Grants for Work Commuting

Individuals and low-income families can trace transportation grants to local agencies that provide financial assistance when commuting to work. The secret is knowing where to apply or how to recognize alternative names.

Free government money for bills and personal use might prove more fruitful when you widen the net beyond rides to work, medical appointments, or the grocery store. Leave no stone unturned when seeking relief from sky-high gas prices!

Section 132

Medical deductions, disabled individuals, elderly individuals.

The Temporary Assistance for Needy Families (TANF) program receives three federal grants. It disperses some funding to low-income households to help them with employment-related transportation costs.

  • The TANF block grant program administered by the Department of Health and Human Services (HHS)
  • The Welfare-to-Work (WtW) competitive grant program administered by the Department of Labor (DOT)
  • The Job Access and Reverse Commute grant program (Job Access) administered by DOT, Federal Transit

Apply for TANF by contacting the DHS agency in your state . The federal Department of Health & Human Services (DHS) provides the funding through grants, but each state decides how to allocate the money.

The Internal Revenue Service (IRS) offers a disguised transportation grant called the Section 132 commuter benefit. Transit and parking accounts enable individuals to use pre-tax dollars to pay specific expenses.

Commuter Reimbursement Account (CRA) pre-tax payroll deductions reduce your income subject to three possible taxes: federal income, FICA, and state income when applicable.

  • Transit Account: use pre-tax dollars to pay for mass transit commuting expenses: subway, train, bus, and vanpools
  • Parking Account: use pre-tax dollars to pay for eligible parking expenses near your place of employment or mass transit access points

You can use your CRA debit card to pay for ridesharing on Lyft. However, Uber no longer accepts Commuter Benefit Cards as payment.

Apply for this financial assistance by electing Elect to fund a Flexible Spending Account (FSA) or Health Savings Account (HSA) during your annual open enrollment at work.

Transportation for Medical Appointments

Federal and state governments provide two transportation grants with alternate names. The first offers financial assistance to low-income families, while the second helps individuals who earn more. 

Medicaid provides transportation grants to low-income families when needed to receive approved healthcare. According to state rules, the financial assistance provides rides to doctor offices and hospitals when necessary.

For instance, Medicaid might pay for taxi, car, van, subway, or train rides to and from approved medical appointments.

  • Air or ground ambulance to the closest emergency room after a severe medical event such as a heart attack or car accident
  • Non-emergency medical transportation for approved care at a doctor’s office or medical imaging center

Apply for Medicaid benefits at this government website.

The IRS offers disguised grants to higher-income individuals needing transportation to doctor and dental appointments. Their Topic 502 indicates that travel expenses are tax-deductible medical expenses.

For instance, you can deduct payments of the actual fare for a taxi, bus, train, ambulance, or personal auto, plus tolls and parking when needed for essential medical care.

Higher-income individuals who pay income taxes have two ways to utilize IRS-sponsored financial assistance. Still, most people find that using a Flexible Spending Account (FSA) works better than deducting expenses at the end of the year.

Take the deductions using Schedule A but only after satisfying two thresholds.

  • Itemized deductions exceed the standard deduction
  • Unreimbursed medical expenses top 10% of Adjusted Gross Income

An FSA offers first-dollar tax savings (no thresholds) while offering a hidden benefit that is easily overlooked.

  • No credit check dental financing
  • Interest-free medical loans for bad credit

Transportation for Shopping

Many low-income families and individuals can find financial assistance with transportation grants to shop for groceries and other essentials by applying for help from local grant recipients.

Indirect transportation grants are available to disabled individuals who cannot drive a car or take public transportation because of specific limitations.

The Americans with Disabilities Act (ADA) requires public transit agencies to provide “complementary paratransit” service to disabled people who cannot use the fixed-route bus or rail service.

The complementary paratransit occurs within ¾ of a mile of an established bus route or rail station during the same service hours and days at no more than twice the regular fixed-route fare.

In other words, the service is not free but may be cheaper than taking a taxi or an Uber ride because the government subsidizes mass transit fares.

Find a local provider required to provide this service by searching for “ADA paratransit” combined with your state name.

Your state’s Department of Developmental Disabilities (DDD) may provide financial assistance with transportation. Many states allocate budget dollars to help adults with special needs to foster independent living.

For example, the state of New Jersey pays for Uber and Lyft rides for adults with special needs. They even include a payment option built into the app that connects to a third-party fiscal intermediary that manages the transactions.

Apply for this benefit by revising the Individualized Service Plan (ISP) to include transportation services. In New Jersey, you would complete Section 5 on page 3 of the ISP.

Elderly individuals can often find financial assistance with many of their transportation needs through the senior center in their community. Many programs provide curb-to-curb rides from residents’ homes to the senior center.

From the senior center, you can take advantage of scheduled busses that run regular routes to and from popular shopping areas such as the local grocery store, pharmacy, or YMCA.

The Admissions and Entitlements Team deal with applications for free travel assistance and the Transport Team deal with pay seat applications.

You will be notified by email within 6 weeks of your school place outcome if your child is entitled to travel assistance – 1 March for secondary or upper school, or 16 April for starting school, junior and middle school places. You do not need to make an application.

Travel help if you have an Education, Health and Care Plan

Qualifying for school travel assistance

We provide free school transport to pupils between the ages 4 and 16 who

  • attend the nearest, or designated transport area school for their home address
  • live over the statutory walking distance from that school – 2 miles for children under 8 and 3 miles for children aged 8 and over

If you live within the statutory walking distance of the school it is your parental responsibility to make sure your child attends school. The ‘ designated transport area’ is the school catchment area as at September 2012.

School transport entitlement to a particular school can change, depending on the year group the pupil is in and where the nearest school for that year group is in relation to their home address.

If a pupil is assessed as not being entitled to free school transport, it is the parent’s responsibility to re-apply for transport in a subsequent year group if they think entitlement may have changed. Parents will not be told about a change in entitlement.

The raising of the participation age

The Government requires young people to participate in education and training once they have finished their compulsory secondary education.  This is a ‘quick guide’ . The law does not increase the statutory school leaving age. Our policy says that only pupils of statutory school age are eligible for free school transport.

Low-income families

For pupils from low-income families, free school transport is available under certain circumstances:

  • pupils aged between 8 and 11 whose nearest school is between 2 and 3 miles from their home
  • pupils aged between 11 and 16 who live between 2 and 6 miles from their school and attend one of their three nearest schools
  • pupils aged 11 and over to the nearest qualifying school preferred by reason of a parent’s religion or belief between  2 and 15 miles from the home address.

Low income is defined as any child who qualifies for free school meals or families receiving the maximum level of Working Tax Credit.

Entitlement to free school meals is based on:

  • Income Support
  • Income-based Jobseeker’s Allowance
  • Income-related Employment and Support Allowance
  • Support under Part VI of the Immigration and Asylum Act 1999
  • The Guarantee element of State Pension Credit
  • Child Tax Credit, provided you are not entitled to Working Tax Credit and have an annual income (as assessed by HM Revenue and Customs) that does not exceed £16,190
  • Working Tax Credit ‘run-on’ paid for 4 weeks after you stop qualifying for Working Tax Credit
  • Universal Credit

We regularly review benefit information to make sure your child still qualifies for a reduced rate or free transport.

Transport in exceptional circumstances

There are very specific limited circumstances under which free travel assistance can be offered under exceptional circumstances.

The categories are as follows and the school travel policy with further information on the eligibility criteria for each category can be found in the downloads section at the bottom of the page:

  • Critical stage
  • Home based issues – death, incapacity, serious illness of a parent
  • Exceptional home based issues
  • Severe and sustained bullying
  • Temporary medical need

Please apply using the free school travel assistance application form above stating your exceptional circumstances in relation to one of the categories above in the notes section. Evidence may be required to support your application. For details of the evidence required or for clarification on any section of the exceptional circumstances policy, please email [email protected] . Please read the relevant section of the School Travel Policy before applying.

Pupil referral unit

Travel assistance is provided to pupils attending a pupil referral unit if they live over the statutory walking distance from the unit. In some exceptional cases travel assistance is provided to a unit under the statutory walking distance, if there is evidence that the pupil cannot walk to school, even if appropriately supervised.

Transport on religious grounds

As of September 2018, there is no longer statutory assistance to support children attending a denominational church or faith aided school for reasons of religion or faith alone.

If you are applying for low-income travel assistance on religious grounds, you will be requested to provide proof that the child regularly attends church in the same religion or faith as the school you have chosen. This must be evidenced by a declaration signed by the parish priest or minister, or another local official of the named religion. The minimum attendance at services is at least once a month for a period of no less than 6 months.

What happens next

We will assess your application once we have received confirmation from the school that your child has been granted a place. This can take up to 10 working days.

When your application has been assessed, we will let you know if your child is eligible. We will tell you about the transport arrangements and send you a bus pass for your child, if applicable.

Students may be eligible for free or subsidised travel to and from school or TAFE under the School Student Transport Scheme (SSTS).

Types of school travel assistance available

Different subsidies or passes are available depending on where you live and the availability of public transport.

School Opal card or school travel passes

Eligible students can receive free travel to and from school/TAFE on approved metro, train, bus, ferry and light rail during term.

Apply for a school travel pass for the first time

Renew or update a school travel pass, track a school travel pass application, replace a lost, stolen or damaged school travel pass, request a review of unsuccessful application.

If the student doesn’t qualify for free school travel, you may be able to buy a School Term Bus Pass for discounted travel on buses between home and school.

School Drive Subsidy

Where there is no public transport available, this subsidy partly offsets the cost for driving students to school or to the nearest transport pick up point, by car, motorcycle or boat.

Eligible boarding school students can apply for free daily or weekend/vacation travel on NSW TrainLink train and coach services for visits to and from home. Lord Howe Island students can apply for subsidised air travel.

Assistance for students with a disability

Travel outside of school

School travel assistance

Councils are required to make suitable free travel arrangements for eligible children to enable them to attend school/college. 

Hounslow Council only provide travel assistance to children of compulsory school age (reception upwards).

Free travel for eligible children does not mean that the transport must be arranged by the Council if “suitable” transport has already been arranged by others.  It is expected that the provision of free bus services by Transport for London (TfL) will meet the need for travel assistance in almost all cases.

The council’s approach to providing travel assistance is to promote independence and allow children and young people to reach their full potential and Independent Travel Training (ITT) contributes toward this.

Within the London area pupils under the age of 19 in full time education are entitled to free travel on buses operated by Transport for London (TfL).  Hounslow considers that this is sufficient to meet the travel needs of most children and young people.

Travel Training gives young people with additional needs the skills to get to and from school college by public transport! Something most of us take for granted.

Our  Travel Assistance Policies  set out the arrangements for meeting our statutory duty for eligible children and young people.

It is important that you have read through the relevant  Travel Assistance policy  which applies to your circumstances before you complete an application for an assessment for travel assistance. If after reading through the relevant policy you feel that you may be eligible for Council provided assistance, please complete our on-line application form.

Please note having an Educational Health Care Plan (EHCP) does not automatically mean that a child/young person is eligible for borough provided travel assistance.  Assessments for eligibility of borough provided travel assistance are made on the needs of the child/young person only. 

In circumstances where parents/carers have decided to send their child/young person to a school that is further away than the school/college(s) that the Council has deemed suitable and available to meet the needs of the child, parents/carers will be expected to fund and make their own travel arrangements.

Our very popular Before & After School program is designed to give youth fun, engaging and memorable times.

The program offers creatively planned activities, indoor and outdoor activities, special events, daily snack and homework assistance from well trained coaches and staff.

Register for Before & After School

The weekly fees for the Before & After School Program include all out of school days and fall and spring breaks. There is a separate registration fee for winter break. Fees are due at time of registration.

Fee Assistance

The City of St. Peterburg offers a variety of fee assistance programs.

Fee assistance is available for City of St. Petersburg resident. Contact your recreation center for more information.
