WELCOME ABOARD! CELEBRITY CRUISES ANNOUNCES NEW PROTOCOLS; PAVING THE WAY FOR ALL TO RETURN TO SAILING

MIAMI – August 22, 2022 – Celebrity Cruises today announced new protocols for guests sailing from U.S. and European ports by dropping vaccination requirements and simplifying testing guidelines, making cruising more accessible and easier for travelers.  

Beginning September 5, 2022, all guests, regardless of vaccination status, departing on most sailings from the U.S. and Europe can now cruise as long as they meet local testing requirements to board. Celebrity Cruises will also now accept any commercially available test, including unsupervised self-tests, in many destinations. 

“A new world is waiting and I’m thrilled to now more closely align our operations with the rest of the travel industry and open up opportunities for everyone to explore, once again,” said Lisa Lutoff-Perlo, president and CEO of Celebrity Cruises. “Travel is making its grand comeback and we’re looking forward to the continued momentum from consumers around the world.” 

Testing to Sail  New pre-boarding testing requirements for the U.S. and Europe include:

  • Fully vaccinated guests no longer need to test to board sailings from the U.S. that are nine nights or less (excluding sailings that visit Canada and Bermuda). 
  • A negative test result from a simple, unsupervised and self-administered test will be accepted for all sailings (excluding sailings that visit Australia, Bermuda, Canada, Greece or New Zealand).
  • Children under 5 years of age sailing from the U.S. and guests under 12 years of age sailing from Europe do not need to test prior to boarding.

Requirements in Other Regions While Celebrity Cruises has dropped vaccination requirements, sailings to and from ports in Canada, Australia and New Zealand require all guests ages 12 and up to be fully vaccinated to sail in keeping with country requirements. Galapagos cruises require guests ages 3 and older to be vaccinated. Every Cruise Line's Requirements for COVID Vaccines, Testing

A guide to every major cruise line's health requirements for safe sailing.

Cruise lines have shifted their requirements for passengers, making cruising accessible to practically everyone. Many popular cruise lines have eliminated the vaccine and pre-embarkation test as the industry is beginning to shift away from mandatory vaccines and testing.

The changes began shortly after the CDC ended a pandemic-era policy of publicly displaying COVID-19 cases onboard, different cruise lines to the public in July 2022. For those looking to check current COVID-19 trends onboard the CDC urges direct contact with the cruise line, and the organization will continue to monitor and offer guidelines to ships.

Below, we break down each line's list of regulations to sail as well as what travelers need to know to plan.

Avalon Waterways

Where they sail: These small-ship river cruises sail throughout Europe, Asia, South America, and down the Nile River in Egypt.

Who needs the vaccine: All international travelers from the U.S. must be fully vaccinated before boarding. Beginning March 2023 the vaccine is no longer required (but strongly encouraged).

What other safety measures are in place: All guests will undergo a health screening upon arrival and luggage will be disinfected. Avalon will provide COVID-19 testing for travelers who need to show proof of a negative test to return home at no extra cost. Depending on the location of the cruise a pre-departure COVID-19 test may or may not be required.

Where they sail : Azamara sails mid-size ships all over the world, to all seven continents.

Who needs the vaccine : All guests and crew 12 and older will be required to be fully vaccinated at least two weeks before boarding a ship. Beginning Dec. 1, 2022, the company plans to drop the vaccine requirement for departures from the U.S. and Europe.

What other safety measures are in place : Depending on the port of embarkation guests may or may not to pre-test to travel. For a full list of ports and whether they require a test guests can check online .

Azamara's ships have been upgraded with new HVAC filtration systems, and EPA-certified disinfectants are used to clean the ship.

Carnival Cruises

Where they sail: Carnival sails large ships around the world, including popular trips to the Caribbean. The company sailed its maiden voyage on the Mardi Gras out of Florida in July.

Who needs the vaccine: All guests are encouraged to be vaccinated but unvaccinated travelers, or vaccinated guests without proof of vaccination, will have to present the negative results of a PCR or antigen test taken no earlier than 3 days before sailing.

What other safety measures are in place: For cruises five days or less, there will no longer be pre-cruise testing for vaccinated passengers unless a specific port requires it. Itineraries including Bahamas, Bermuda, or Grand Cayman will still be required to test. All guests will also be required to fill out a health screening 72 hours before embarkation and undergo health screenings prior to boarding. Unvaccinated travelers on a cruise to Bermuda will be required to purchase travel insurance (children under 12 are exempt as long as they are traveling with vaccinated parents).

Both vaccinated and unvaccinated guests who have recovered from COVID-19 within three months of their sailing date, do not need the required pre-cruise COVID test before embarkation, only if they are at least 10 days past their COVID-19 infection, have no symptoms and present documentation of recovery from COVID-19 from their healthcare provider.

Celebrity Cruises

Where they sail: Celebrity Cruises sails all over the world.

Who needs the vaccine: The vaccine is no longer required to sail on cruises from the U.S. and Europe. A vaccine is required for sailings visiting Canada.

What other safety measures are in place: A pre-embarkation test is no longer required for vaccinated guests on sailings nine days or less. Unvaccinated passengers will still be required to test three days prior to sailing. Self-tests are acceptable from European and U.S. ports that don't stop in Bermuda or Canada.

Where they sail: Cunard, which sails all over the world, is known for its transatlantic journeys aboard the Queen Mary 2.

Who needs the vaccine: All guests 18 and older must be fully vaccinated. Unvaccinated passengers under 18 will be required to undergo a PCR test within 72 hours of their departure.

What other safety measures are in place: Cunard has "enhanced" their onboard ventilation systems and implemented mandatory mask-wearing policies indoors. All guests aged 4 and older are required to have a negative COVID-19 test before boarding. Crew will be tested regularly while on board. Guests who have certain pre-existing medical conditions, including those who are on supplementary oxygen, will not be allowed to board.

Disney Cruise Line

Where they sail: Disney sails family-friendly journeys including to the Caribbean, Europe, and Alaska.

Who needs the vaccine: Vaccination is no longer required by highly suggested.

What other safety measures are in place: Unvaccinated guests must provide results of a COVID-19 test taken 1 to 2 days before sail date, at home tests are not accepted, this requirement will end Nov. 14. The Cruise line also has a full list of enhanced cleaning protocols.

Grand Circle Cruise Line

Where they sail: Grand Circle Cruise Line sails small ships and river cruises all over the world, including an extensive list of European itineraries. The company plans to start sailing again in August, including to Greece, Turkey, and Italy.

Who needs the vaccine: All guests and crew are required to be fully vaccinated with the booster shot.

What other safety measures are in place: All ships have been equipped with High Efficiency Particular Air (HEPA) filters and buffets have been eliminated. The cruise line states some itineraries will require proof of a negative COVID-19 test prior to travel , and that instructors will be sent out 30 days prior to travel.

Holland America

Where they sail: Holland America sails large ships all over the world, including to the Mediterranean, Caribbean, Europe, and more.

Who needs the vaccine: Unvaccinated guests are welcome but will be required to self-test three days before cruising.

What other safety measures are in place: Vaccinated passengers traveling on ships for less than 16 days excluding itineraries with the Panama Canal, trans-ocean, and other selected itineraries will no longer be required to test.

Lindblad Expeditions

Where they sail: Lindblad Expeditions is known for its adventurous trips to hard-to-reach destinations like Antarctica and the Russian Far East, partnering with National Geographic to add to the experience.

Who needs the vaccine: All guests 12 and older need to be vaccinated before boarding. Boosters are recommended but not required.

What other safety measures are in place: Pre-departure testing will not be required unless for a specific destination.

Margaritaville at Sea

Where they sail: Margaritaville at Sea offers 3-day cruises to Grand Bahama Island departing from the port of Palm Beach. The cruise line also offers the opportunity to take the ship one way to the Bahamas to allow guests to stay at the Margaritaville resort, and then take the ship back to the Bahamas at a later date.

Who needs the vaccine: All guests are welcome regardless of vaccination status, according to the cruise line.

What other safety measures are in place: All crew members must be vaccinated for COVID-19 and the cruise line states there are vaccination requirements on board (but does not specify).

MSC Cruises

Where they sail: MSC Cruises sails large ocean cruises around the world, including throughout Europe, South America, the Persian Gulf, and the Caribbean. In August, the company started sailing to the Bahamas with a stop at its private island, Ocean Cay.

Who needs the vaccine: Vaccinations are recommended but no longer required.

What other safety measures are in place: Fully-vaccinated passengers are no longer required to show proof of a negative test unless it is required of the destination. Unvaccinated children must show proof of a negative PCR test.

Norwegian Cruise Line

Where they sail: Norwegian sails big ocean cruises all around the world, including popular itineraries all throughout the Caribbean and Greece.

Who needs the vaccine: All passengers may sail regardless of vaccination status.

What other safety measures are in place: Testing is no longer required for any passenger regardless of vaccination status with the exception of local government mandates.

Oceania Cruises

Where they sail: Oceania Cruises sails all over the world, including offering several World Cruise itineraries.

Who needs the vaccine: All passengers regardless of vaccination status are allowed to sail.

What other safety measures are in place: Only unvaccinated guests will be required to show proof of a negative PCR or antigen test taken 72 hours prior to boarding. Unvaccinated children aged 12 years and younger are exempt.

P&O Cruises

Where they sail: The UK-based cruise line sails around Europe, including to the Canary Islands, as well as to the Caribbean from Southampton in the UK.

Who needs the vaccine: Although P&O Cruises' policy states that passengers over the age of 15 are required to be vaccinated, the latest update on its website says guests will be contacted directly in regards to vaccination protocol.

What other safety measures are in place: All guests are required to undergo a COVID-19 test at the terminal. Masks will be required on board indoors, and all shore excursions will be with vetted operators.

Princess Cruises

Where they sail: The global cruise line sails large ocean ships all around the world, from Australia to Alaska.

Who needs the vaccine: All guests are welcome on board, but unvaccinated passengers will be required to test and may need an additional medical exemption at some ports.

Regent Seven Seas Cruises

Where they sail: Regent Seven Seas offers all-inclusive luxury cruises around the globe, which include perks like free airfare, free excursions, and complimentary unlimited drinks on board.

Who needs the vaccine: All guests are now welcome. Unvaccinated passengers will be required to test 3-days before embarkation.

What other safety measures are in place: Pre-departure testing may not be necessary depending on the port. Currently cruises leaving from Bermuda, Canada, and Greece will require a test.

Royal Caribbean International

Where they sail: Royal Caribbean sails large ocean ships all over the world, including many popular itineraries throughout the Caribbean and Asia.

Who needs the vaccine: Everyone is welcome regardless of vaccination status, passengers traveling to Bermuda or Canada are required to be vaccinated.

W hat other safety measures are in place: On Royal Caribbean, unvaccinated travelers 12 and older leaving from a U.S. or Caribbean port still have to get tested within three days of embarkation,  according to the cruise line , vaccinated guests are exempt.

Royal Caribbean will accept a variety of tests as proof to board, including simply taking a photo of a self-administered home test.

Where they sail: The British cruise line, exclusively for guests 50 and older, sails both ocean and river cruises around the globe.

Who needs the vaccine: All guests must be fully vaccinated, including a booster shot at least 14 days before boarding a ship. Saga was the first major cruise line to implement this vaccination policy.

What other safety measures are in place: Ocean Cruise guests will be required to get tested for COVID-19 in the terminal. Masks are required on bus transfers, in hotels, and on excursions.

Where they sail: Seabourn's mid-size luxury cruises head all around the world, from Alaska to the Caribbean.

Who needs the vaccine: Vaccinations are not required on most cruise itineraries, unvaccinated guests will be required to present a negative test taken within three days of embarkation.

What other safety measures are in place: Masks are recommended onboard in most indoor venues and the casinos are frequently sanitized.

Where they sail: Silversea brings guests all around the world in luxury and style, including to the Galapagos and Antarctica.

Who needs the vaccine: All guests are welcome, however, unvaccinated guests may not be welcome on all sailings depending on local regulations.

What other safety measures are in place: Vaccinated guests do not need a pre-departure test unless local regulations such as cruises leaving from Australia, Bermuda, Canada, or Greece require it. Unvaccinated travelers will need a negative COVID-19 test within 72 hours of embarkation.

UnCruise Adventures

Where they sail: This small-ship company is known for its Alaska journeys as well as adventures in places like the Galapagos and island hopping in Hawaii.

Who needs the vaccine: As of April 7, all guests are welcome on board regardless of vaccination status.

What other safety measures are in place: Guests will no longer be required to present proof of vaccination or a COVID-19 test prior to, or during any point of sailing and the cruise line will no longer be running at limited capacity. These measures go into effect on April 7, until then guests 12 and older must provide proof of vaccination, and itineraries may sail at less then full capacity.

Masks are required in public spaces, according to the company "bandana" and "buff" face masks will not be accepted.

Victory Cruise Lines

Where they sail: Victory Cruise Lines is known for its Great Lakes cruises, providing all-inclusive sailings to see breathtaking sights from Niagara Falls to the iconic architecture of Chicago from Lake Michigan. Beyond the U.S., Victory Cruise Lines sails to Mexico's Yucatán Peninsula.

Who needs the vaccine: All guests and crew will be required to be vaccinated before boarding, and will be required to show physical proof prior to boarding.

What other safety measures are in place: Testing is no longer required on any river cruise.

Luggage is then disinfected before being brought onto the ship and staterooms cleaned with electrostatic fogging. Masks will be required during the embarkation process and while riding a shore excursion bus, but will not be required on board.

Viking Cruises

Where they sail: Viking sails ocean and river cruises all over the world, including throughout Europe. This summer, Viking will sail several voyages, including around England for UK residents, to Bermuda, and to Iceland in June.

Who needs the vaccine: All guests must be fully vaccinated to board a ship. Guests who are eligible must have a booster.

What other safety measures are in place: In addition to vaccines, all guests may be required to undergo a saliva PCR test at embarkation as well as "frequent" testing throughout the journey. All staterooms are equipped with independent air handling units.

Virgin Voyages

Where they sail: The brand-new cruise line is launching mini sailings from England for UK residents, and has cruises throughout the Caribbean, and transatlantic options.

Who needs the vaccine: All are welcome regardless of vaccination status, the cruise line removed all vaccine and testing requirements for all its ships in late October, according to the company.

What other safety measures are in place: Virgin Voyages was the first cruise line to eliminate pre-departure testing for vaccinated guests. The cruise line will continue to work with an advisory board to help ensure health and safety on board at all times, including the use of air filtration systems and sanitization of high touch surface areas.

Windstar Cruises

Where they sail: Windstar operates small-ship cruises and several sailing vessels all around the globe, including to places like Central America .

Who needs the vaccine: All guests will be required to be fully vaccinated at least 14 days before boarding one of Windstar's yachts. Boosters are highly encouraged and are recommended to be administered at least one week prior to travel.

What other safety measures are in place: Guests no longer need a pre-embarkation test unless a specific destination requires it.

Cruise lines have continued to modify their vaccination and testing policies surrounding COVID-19. As of the fall of 2022, many cruise line have dropped vaccination, testing and masking requirements.

Some lines, however, may still require one or more protocols to be adhered to, either on a voyage-by-voyage basis or on a destination-basis.

Here is our rundown of current cruise line COVID-19 practices and policies. For the most up-to-date policies, always double-check with your cruise line of choice, as protocols change rapidly.

Alaskan Dream Cruises

Who Needs to Be Vaccinated: All passengers 18 years of age and over. Are Any Unvaccinated Passengers Able to Sail? No - no exceptions. Is A Pre-Arrival COVID-19 Test Required? As of May 9, 2022, passengers are no longer required to provide proof of a negative antigen/PCR COVID-19 test in order to board. Is A Pierside, Pre-Embarkation COVID-19 Test Required? No Masks and Physical Distancing Requirements: Masks are optional. Crew Vaccinated?: Yes

Atlas Ocean Voyages

Who Needs to Be Vaccinated : All passengers need to be vaccinated. Are Any Unvaccinated Passengers Able to Sail? No. Is A Pre-Arrival COVID-19 Test Required? Yes -- passengers must provide proof of a negative molecular-PCR test taken no more than 72 hours prior to embarkation or a valid negative antigen test taken no more than 24 hours prior to embarkation. Is A Pierside, Pre-Embarkation COVID-19 Test Required? No. Masks and Physical Distancing Requirements: Masks are not required. Crew Vaccinated?: Yes

Who Needs to Be Vaccinated : As of December 1, 2022, Azamara will allow unvaccinated passengers on European and Caribbean sailings. Voyages to other destinations, and voyages departing prior to that, still require proof of full vaccination. Are Any Unvaccinated Passengers Able to Sail? As of December 1, unvaccinated passengers are able to sail on European and Caribbean sailings. Children 12 and under are not required to be vaccinated. Is A Pre-Arrival COVID-19 Test Required? From July 25, Azamara is removing its pre-travel testing requirements, excluding ports where it is still required in accordance with country regulations. Carnival Cruise Line

Who Needs to Be Vaccinated : As of September 6, 2022, passengers on voyages to Canada, Bermuda, Greece and Australia, plus voyages of 16 nights or longer, must be fully vaccinated against COVID-19. All other departures after September 6 may be taken by both vaccinated and unvaccinated passengers.

Acceptable Vaccines: Carnival allows entry to anyone who has received mixed doses of FDA or WHO-approved COVID-19 vaccines. Are Any Unvaccinated Passengers Able to Sail? Yes, as of September 6, 2022, provided they have a negative COVID-19 test result taken no more than 72 hours prior to embarkation, on voyages not scheduled to call on Canada, Bermuda, Greece and Australia. Is A Pre-Arrival COVID-19 Test Required? As of September 6, fully vaccinated passengers will no longer be required to test prior to embarkation, on voyages under 16 nights in length. Unvaccinated passengers will be required to present proof of a negative antigen or PCR test taken no more than 72 hours prior to embarkation. Is A Pierside, Pre-Embarkation COVID-19 Test Required? No - pierside testing is no longer available as of August 4, 2022. Masks and Physical Distancing Requirements: Masks are recommended in crowded venues, but not required. Crew Vaccinated?: Yes

Celebrity Cruises

Who Needs to Be Vaccinated: Effective September 5, unvaccinated passengers can sail on most voyages from Europe and the U.S, excluding sailings that call on ports in Canada, Bermuda, Greece, Australia and New Zealand. Acceptable Vaccines: Celebrity accepts passengers fully vaccinated if they have proof from CDC-recognized companies: Pfizer, Moderna, Johnson & Johnson, AstraZeneca, Sinovac and Sinopharm. U.S.-Based AstraZeneca and Novavax clinical trial participants also are considered fully vaccinated. Proof of Vaccination: Vaccination cards and electronic proof of vaccination are accepted. Are Any Unvaccinated Passengers Able to Sail? Yes, as of September 5, 2022, on most U.S. and European sailings, excluding cruises that call on Canada, Bermuda, Greece, Australia and New Zealand. Is A Pre-Arrival COVID-19 Test Required? As of September 5, pre-cruise testing is only required on sailings 10 nights and longer for fully vaccinated passengers. Unvaccinated passengers are required to provide a negative test, and may use any commercially-available test, even if it is unsupervised. Is A Pierside, Pre-Embarkation COVID-19 Test Required? No. Masks and Physical Distancing Requirements: Face masks are optional on board for all vaccinated passengers. Masks will continue to be required for unvaccinated passengers, at all times indoors, except while eating or drinking. Crew Vaccinated?: Yes

Celestyal Cruises

Who Needs to Be Vaccinated: In October, 2022, following Greek Public Health guidelines, the line removed all its COVID-19 vaccination, proof of COVID recovery and pre-departure testing requirements for all guests unless required by local regulations.

Are Any Unvaccinated Passengers Able to Sail? Yes, all. Is A Pre-Arrival COVID-19 Test Required? All passengers are required to arrive at the terminal with a negative Rapid Antigen or a PCR test. Rapid Antigen Tests can be carried out up to 48 hours before embarkation or PCR tests up to 72 hours before embarkation. Celestyal Cruises has partnered with Bioiatriki which provides tests for just €10 per person at locations across Athens and Thessaloniki. Is A Pierside, Pre-Embarkation COVID-19 Test Required? No, passengers must carry out the pre-arrival test. Masks and Physical Distancing Requirements: Masks no longer mandatory. Crew Vaccinated?: Yes, including booster dose.

Costa Cruises

Celebrity Cruises No Longer Requiring Proof Of Vaccination In Florida

The change aligns Celebrity with Florida law, which bans businesses from asking customers for proof of vaccination.

Celebrity Cruises is no longer requiring passengers to show proof of vaccination on voyages out of Florida.

The cruise company now only recommends that passengers 16 years and older be vaccinated.

Celebrity updated its travel requirements webpage to specify that Florida passengers “who decline or are unable to show proof of vaccination at boarding will be treated as unvaccinated and subject to additional protocols, restrictions and costs for COVID-19 testing."

The change aligns Celebrity with a new Florida law, which bans businesses from asking customers for proof of vaccination. A federal judge essentially upheld the law in a preliminary injunction issued last week.

The ruling, which came in the state’s legal challenge to the federal Centers for Disease Control and Prevention's authority, takes effect July 18.

The CDC issued conditional sailing requirements for cruise lines to resume revenue sailings. The state claimed the CDC was overreaching its authority when it required ships to either execute a simulated voyage to test health protocols or mandate that 95 percent of the eligible passengers were vaccinated against COVID-19.

Celebrity previously received approval from the CDC for its Celebrity Edge to sail through the vaccination mandate.

The Celebrity Edge is scheduled to sail Saturday out of Port Everglades, the first scheduled U.S. revenue cruise in 15 months. The industry was shut down in March 2020 due to the coronavirus pandemic.

Celebrity’s parent company, Miami-based Royal Caribbean, went away from the vaccination mandate earlier this month. Celebrity completed its first test cruise on Tuesday and is awaiting CDC feedback.

Another Celebrity ship, the Millennium, recently sailed out of St. Marteen and two passengers test positive for COVID-19 during required end-of-cruise testing. The individuals were asymptomatic, placed in isolation and monitored by the ship’s medical team.

Celebrity Cruises Drops Testing For All Guests

Following in the footsteps of sister line Royal Caribbean, along with other cruise brands, Celebrity Cruises has dropped its testing requirement for unvaccinated passengers.

In an email to travel advisors, the line said “Back in September we announced that all guests, regardless of vaccination status, can now sail with Celebrity Cruises. Today, we’re thrilled to announce that, effective November 2, all travelers will no longer be required to provide proof of pre-departure testing, except for specific sailings where vaccination, testing, or certain precautions are required by law.”

Voyages calling on the following destinations are exceptions to this change, and will still require that unvaccinated guests submit a test prior to boarding: Bermuda, Galapagos Islands, Turks & Caicos, Brazil, Chile, Colombia, Haiti, Honduras, and Australia. As well, transatlantic and transpacific sailings will also continue to require testing for the time being.

In addition to Royal Caribbean , other lines that have also ditched testing for all guests (or will soon) include Carnival Cruise Line, Virgin Voyages, Norwegian Cruise Line, Disney Cruise Line , Azamara, Princess Cruises, and Holland America Line.

Do I need to wear a mask on my cruise? A line-by-line guide

Editor’s note: This post has been updated with new information.

Since cruising resumed post-pandemic, I’ve been on more than 30 sailings, and I have several more planned. At this point, cruise lines have eased restrictions such that wearing a mask is largely optional.

The U.S. Centers for Disease Control and Prevention allowed its voluntary Conditional Sailing Order to expire in January 2022. It replaced the order with a now-defunct, color-coded, opt-in system that rated cruise lines based on the percentage of passengers for whom COVID-19 vaccinations were required. Now, however, the guidelines are merely recommendations, and all lines have rolled back their masking policies .

The first to do so was Norwegian Cruise Line, which shocked the industry, given the line’s notoriously strict stance on pandemic protocols.

So, which cruise lines require masks? Here, you’ll find a line-by-line breakdown of whether masks are required on board and, if so, where and when.

Azamara Cruises

Azamara no longer requires passengers to wear masks on its ships, although it still recommends them. The line also warns that masks could be required by some ports of call its ships visit.

Carnival Cruise Line

Carnival no longer requires masks on its ships. Passengers are encouraged to wear them during embarkation and disembarkation, as well as in areas with large crowds. Masks may also be required when ashore, per local guidelines. Cruisers must wear masks in the onboard medical center.

Celebrity Cruises

Celebrity has made masks optional for all passengers, regardless of vaccination status. This policy may vary based on local port requirements.

Cunard Line

Cunard only requires cruisers to wear face masks that cover their noses and mouths when in the medical center, as well as when required by local regulations.

Disney Cruise Line

Face coverings on Disney Cruise Line are optional throughout the line’s ships. Unvaccinated guests are strongly encouraged to wear masks while on board. Masks are mandatory in select ports if required by local protocols.

Holland America Line

Masks are optional but recommended in most areas on Holland America Line ‘s ships. Certain ports of call might require passengers to wear face coverings while ashore.

MSC Cruises

Masks are optional on MSC cruises, but the line recommends them for unvaccinated passengers. Face coverings might also be required in certain ports per local regulations.

Norwegian Cruise Line

Norwegian no longer requires passengers to wear masks on any of its voyages.

Oceania Cruises

Passengers on Oceania sailings are not required to wear masks, but they are strongly encouraged to do so. These regulations may change based on local port requirements.

Princess Cruises

Princess no longer requires masks on board.

Regent Seven Seas Cruises

Passengers on Regent voyages no longer need to wear masks, but they will be strongly encouraged to do so. The policy is subject to change based on local port requirements.

Royal Caribbean International

Royal Caribbean has dropped its mask mandate for vaccinated passengers. The line also recommends that unvaccinated children wear masks in all indoor areas, including the youth center.

Seabourn Cruises

Seabourn cruisers are not required to wear masks, but they are encouraged to do so in areas where crowds congregate.

Silversea Cruises

It’s no longer mandatory for Silversea passengers to wear masks. However, they are encouraged to do so on shore excursion buses and must do so in destinations where there are mask requirements.

Viking Cruises

For its ocean, river and expedition sailings, Viking has made face masks optional, but its ships’ onboard medical teams can require passengers to put them on at any time if conditions warrant it. Face coverings could also be required in select destinations, based on local regulations.

Virgin Voyages

Virgin Voyages passengers are no longer required to wear masks on board the line’s ships. However, face coverings might be compulsory during embarkation, disembarkation and during port visits, per local rules.

Windstar Cruises

When sailing with Windstar , cruisers are no longer required to wear masks, but the line does encourage the practice. Face coverings might be required in some destinations.

Carnival, Royal Caribbean and more to drop vaccination requirements for select sailings

Four major cruise lines are dropping their vaccination requirements for some sailings next month, the cruise lines said.

Carnival Cruise Line will no longer require unvaccinated guests to apply for an exemption in order to sail as of Sep. 6, according to a news release. That does not include voyages in Australia or trips that are 16 or more nights, and the changes are subject to local restrictions.

Princess Cruises will also remove vaccination requirements on "most voyages of less than 16 days so that anyone can cruise" starting Sept. 6, according to a news release Friday. Princess currently requires unvaccinated guests to have a vaccine exemption before they can sail, according to its website .

Similarly, Royal Caribbean will welcome all travelers, regardless of vaccination status, as well on sailings from Los Angeles, New Orleans, Galveston, Texas, and Europe beginning Sept. 5 "as long as testing requirements are met," a spokesperson told USA TODAY via email Thursday.

"We are collaborating with local governments throughout the Caribbean to align on vaccination requirements for additional itineraries," the spokesperson added.

Royal Caribbean currently requires guests 12 and older to show proof of vaccination before they can sail from North America, according to its website .

And starting on the same date, Celebrity Cruises will welcome all passengers who follow testing rules on sailings from Los Angeles, the United Kingdom and Europe – excluding Iceland – according to its website .

The changes come after Norwegian Cruise Line Holdings Ltd. announced plans to adjust its COVID-19 rules as well, allowing all passengers to embark.

Many cruise lines have rolled back testing rules

Royal Caribbean Group, parent company of Royal Caribbean International and Celebrity, also rolled back its testing requirements this month, following the end of the Centers for Disease Control and Prevention's COVID-19 Program for Cruise Ships. The company requires vaccinated passengers to take a test only on sailings six nights or longer, but testing is still required for unvaccinated passengers on all sailings.

Many other cruise line operators and brands made similar protocol changes, including Carnival Cruise Line and MSC Cruises.

When do cruise lines still require COVID-19 testing?

► Carnival Cruise Line will require testing for vaccinated passengers only on trips 16 nights or longer or where local rules mandate it, such as on sailings to Canada and Bermuda, starting on Sept. 6, according to a press release.

Passengers who are unvaccinated or do not show proof of vaccination will still need to "present the results of a negative PCR or antigen test taken within three days of embarkation." Those under 5 years old are exempt from vaccine and testing requirements in the U.S.

► Norwegian Cruise Line Holdings Ltd. will drop all pre-cruise requirements for vaccinated passengers ages 12 and over as of Sept. 3, according to a news release.

Guests ages 12 and older who are unvaccinated or do not show proof of vaccination will still need to test within 72 hours before boarding. The company said it "continues to strongly recommend all guests be up to date on vaccination protocols and test at their convenience prior to travel." Changes are subject to local requirements.

► On sailings from the U.S., MSC Cruises requires tests for fully vaccinated passengers sailing on trips six nights or longer and for all unvaccinated passengers age 2 or older, regardless of trip length, according to a press release. Tests must be taken within three days of embarkation. The cruise line recommends guests test within one day of the trip when possible.

► Princess Cruises will require passengers sailing on trips 16 nights or longer to "take a supervised test within three days of embarkation (guests 5 and older)," starting Sept. 6, as well as those on full Panama Canal transits and certain other voyages.

Unvaccinated passengers must show a negative result from a self-test taken within three days of their trip on sailings 15 nights or less, though unvaccinated children under 5 are exempt.

► Holland America Line requires all guests age 2 and older to test before their trip. All guests 12 and up must be vaccinated, according to the cruise line's website. Passengers ages 5 and 11 can also be unvaccinated but will need an exemption.

Guests who are up to date on their vaccines and have received a booster when eligible can test within three days before sailing. If they are vaccinated but not up to date, they will need to test within two days.

Traveling with Pets & Service Animals

International air and cruise travel with pets require advance planning. Travelers taking a companion or service animal to a foreign country must meet the entry requirements of that country and follow transportation guidelines of the airline or cruise company. Additionally, upon reentering the United States, pets that traveled abroad are subject to the same import requirements as animals that never lived in the United States (see Sec. 4, Ch. 9, Bringing Animals & Animal Products into the United States ).

See general information about traveling with a pet . For destination country requirements, travelers should contact the country’s embassy in Washington, DC, or the nearest consulate. The International Air Transportation Association also lists the requirements for pets to enter countries . Airline and cruise companies are another resource for travelers; most have webpages dedicated to traveling with pets.

Traveling With Pets Outside the United States

People planning to travel outside the United States with a pet should contact their local veterinarian well in advance of departure for assistance with completing all necessary paperwork and ensuring animal health and medical requirements are met. Depending on the destination country, pets might be required to have updated vaccinations and parasite treatments, International Standards Organization–compatible microchips implanted, and serologic tests prior to travel. Some countries require a coronavirus disease 2019 (COVID-19) test for pets prior to importation.

Completing the stringent testing and permit requirements for some countries (e.g., Australia) can take up to 6 months. People who plan to transport animals should consider the animals’ species (e.g., cat, dog); mode of travel (e.g., airplane, cruise ship); season of travel (some carriers will not transport animals during the hottest or coldest parts of the year); and vaccination and testing requirements of the destination country and of transiting countries, if applicable. Transportation carriers might have additional requirements (e.g., breed restrictions for pets traveling in cargo, health certificates), so travelers intending to take pets outside the United States should contact air and cruise lines for information as soon as they are aware of their travel plans.

The US Department of Agriculture (USDA), Animal Plant and Health Inspection Service (APHIS) lists international export regulations for pets . Pet owners are responsible for making sure requirements of the destination country are met. USDA APHIS often is required to endorse a health certificate prior to an animal leaving the United States; certificates must be accurate, complete, and legible. Failure to meet destination country requirements can cause problems gaining certificate endorsement or difficulties upon arrival in the destination country (e.g., animal quarantine or retesting).

Travelers should be aware that long flights can be hard on pets, particularly older animals, animals with chronic health conditions, very young animals, and short-nosed breeds (e.g., Persian cats, English bulldogs) that can be predisposed to respiratory stress. The US Department of Transportation offers tips for traveling with animals by plane .

Traveling With Service Animals Outside the United States

The Department of Justice (DOJ) Americans with Disabilities Act (ADA) defines a service animal as any dog that is individually trained to do work or perform tasks for the benefit of a person with a disability, including an intellectual, mental, physical, psychiatric, or sensory disability. DOJ does not recognize emotional support animals as service animals, and airline carriers are not required to recognize emotional support animals as service animals.

Air Travel with Service Animals

The cabins of most commercial airplanes are highly confined spaces; passengers are seated in close quarters with limited opportunities to separate passengers from nearby disturbances. Animals on airplanes can pose a risk to the health, safety, and well-being of passengers and crew, and could disturb the safe and efficient operation of the aircraft. Accommodation of passengers traveling with service animals onboard a commercial airplane must be balanced against these concerns.

The Federal Aviation Administration (FAA) Reauthorization Act of 2018 developed minimum standards for service animals. Airline carriers can require passengers traveling with a service animal to document whether that animal has been individually trained to do work or perform tasks to assist the function of the passenger with a physical or mental disability; has been trained to behave in public; is in good health; and has the ability either not to relieve itself on a long (>8 hours) flight or to do so in a sanitary manner.

The US Department of Transportation (DOT) provides 2 forms to document a service animal’s behavior, training, and health: Service Animal Air Transportation Form  [PDF] and Service Animal Relief Attestation Form for Flight Segments Eight Hours or Longer  [PDF].

In addition to the requirements already mentioned, airlines might require health certificates and vaccination records. Although airline carriers cannot restrict service dogs based solely on the breed or generalized type of dog, they might limit the number of service animals traveling with a single passenger with a disability, or require service animals be harnessed, leashed, or tethered unless the device interferes with the service animal’s work or the passenger’s disability prevents use of these devices; in which case, the carrier must permit the passenger to use signal, voice, or other effective means to maintain control of the service animal.

Cruise Ship Travel with Service Animals

Travelers should contact the cruise company they will be traveling with to learn more about each company’s service animal policy. Some cruise lines are unable to accommodate animals onboard. Pets, service dogs in training, and emotional support dogs might not be allowed. People traveling aboard a ship with a service dog should consider rules or requirements at ports of call. For instance, many ports of call have strict entry requirements for animals. Travelers with service animals should visit the USDA’s pet travel website or their service animal’s veterinarian to determine each destination country’s policy regarding admission of service animals. Some locations do not recognize 3-year rabies vaccines, and annual vaccination might be required; consult with the service animal’s veterinarian for more information.

Some locations require that service animals receive parasite treatment prior to arrival, and this information should be included in the service animal’s health records. Some locations require that service animals travel with documentation (e.g., an import license), regardless of whether the service animal will disembark the ship. Check with the cruise company or country of destination for details.

Some locations have breed restrictions per the country’s dog ordinances. Restricted-breed service animals might not be allowed to board the ship due to the destination country’s laws. Travelers should check with the cruise line and country of destination for more information.

Travelers should hand-carry (i.e., not pack in baggage) all of their animals’ required documents, including vaccination records. Service animals traveling without proper documentation might not be permitted to board the ship at embarkation.

Reentering the United States With a Pet or Service Animal

Once a pet or service animal leaves the United States, it must meet all entry requirements to reenter, even if the animal has lived in the United States previously (see Sec. 4, Ch. 9, Bringing Animals & Animal Products into the United States  and CDC's Bringing an Animal into the United States webpage).
