Here is all about  Rajasthan travel instructions for Covid-19 that all the travellers visiting Rajasthan must follow during their vacation:

  • Entry is open for travellers in Rajasthan from all the states of India.
  • Travellers must carry a negative RT-PCR test report if they haven’t taken the first dose of the vaccine. The report should not be older than 72 hours from their time of arrival in the state.
  • Rapid antigen test is being conducted at the state border for travellers coming from other states.
  • Domestic flights to Udaipur, Jaipur, and other cities in Rajasthan are operational.
  • The thermal screening will be done for all the passengers.
  • All passengers must download Aarogya Setu App.
  • Covid test shall be done for all symptomatic passengers.
  • Voluntary home quarantine for a period of 14 days for all travellers arriving in the state.

  • Adequate manpower shall be deployed by hotel management for ensuring social distancing norms.

  • Please travel to the airport only if you have a flight booked. Only passengers will be allowed inside the terminal building upon showing a valid ticket.
  • Kindly check the latest travel guidelines issued  by the government for your destination and the requirements on returning (if any), such as: 1. Quarantine upon reaching your destination and/or 2. Mandatory health declaration

  • You must always wear a face mask while inside the terminal, failing which you may be refused to travel.

The state of Rajasthan has released new travel guidelines considering the ongoing situation of Covid-19 pandemic. While the Government lifted most of the travel restrictions in several phases post Covid-19 lockdown, the third wave of Covid in Rajasthan has made the Government rethink on travel guidelines.

In a bid to deal with the second onslaught of Coronavirus, the Government has issued new restrictions on traveling and fines for rule-breaking. Given below are the intra-state and inter-state travel guidelines for Rajasthan. The information is subject to change as per the updates issued by the Rajasthan Government.

Rajasthan Interstate Travel Guidelines

  • No restriction on interstate travel as per latest Guidelines issued by the state government. 
  • All passengers must download the Aarogya Setu app.

Rajasthan Intrastate Travel Guidelines

  • No restriction on intrastate travel as per latest Guidelines issued by the state government.

Rajasthan government tourism department issues Standard Operating Procedures (SOPs) and forms strategies to ensure safe tourism. The tourist destinations and monuments are being sanitized regularly. The government and other agencies have been working on policies and assuring safety against the highly contagious disease. • Travellers from other states are allowed to travel in Rajasthan • You don't need a negative RT-PCR report to travel Rajasthan If you have taken vaccine doses • All monuments in Rajasthan are open on all 7 days trom 9:00 am to 5:00 pm • there is no night curfew no restection. • Following social distancing norms is compulsory. • Wearing a face mask is mandatory. The rule of ‘No Mask, No Entry’ will be strictly followed at all public places • Sanitisation and cleanliness has to be ensured at all times. Provisions for thermal screening, hand washing and hand sanitisers will be made at all entry and exit points. ICMR new travel guidelines - • Do not travel if you have any of the COVID-like symptoms such as prolonged dry cough, loss of smell and taste, etc. • Travel with all the proofs of vaccination status. • Travel only when you have received your second dose of the COVID-19 vaccine. • If not fully vaccinated, do not forget to carry your COVID-negative test report.

Here's a complete rundown of the fresh guidelines issued by the government of Rajasthan for international as well as domestic passengers entering the state.

The Omicron variant has once again caught citizens of India in a state of panic. As the tally for a more transmissible variant of the coronavirus crosses 20, fear due to its efficacy against the vaccines is high. States are imposing new travel restrictions at airports now. As of December 6 morning, Rajasthan’s Jaipur has the highest number of Omicron patients, i.e., 9. Four members from one family and five of their acquaintances tested positive for the new variant. The family members recently travelled from South Africa. Here is a complete guide for passengers flying to Rajasthan must keep in mind before travelling:

The four South African returnees are currently admitted to the hospital of the Rajasthan University of Health Sciences (RUHS). The swab samples from all nine people have been collected and sent to Jaipur’s Sawai Man Singh Hospital for genome sequencing.

The other five, who tested positive for the new variant, have been home quarantined. In the wake of the emergence of highly infectious Omicron, the health department has implemented new guidelines at the airport.

  • Domestic Travel

— Those travellers who have been administered 1st dose of the COVID vaccine will be allowed to enter the state. They are neither required to show an RT-PCR negative test report nor would be put in quarantine, be it home or institutional.

— Passengers who have not administered the first dose of COVID vaccine must produce a negative RT-PCR test report of not more than 72 hours. Otherwise, they would be quarantined as per extant rules.

— Thermal Screening and Oxygen Saturation Tests are mandatory for all passengers.

— Passengers must certify their current health status through the Aarogya Setu mobile app or a Self-Declaration Form.

International Passengers

— If an international traveller tests positive, samples will be sent to ascertain whether the individual has been infected with the new variant of Covid or not. Surveillance across the state has also been intensified e for identifying cases early.

Rajasthan's COVID-19 tally surged to 3,21,123 on Friday with 195 fresh cases while the death toll climbed to 2,789 as one more person succumbed to the disease, according to a health department bulletin.

A COVID-19 negative report from an RT-PCR test taken up to 72 hours prior to entering Rajasthan is mandatory for people coming from Punjab, Haryana, Madhya Pradesh and Gujarat, an official statement said.

The decision was taken in view of an uptick in the number of coronavirus infections in the neighbouring states.

Speaking at the meeting, Gehlot said it is a matter of serious concern that people are getting negligent in following the COVID-19 protocols.

He directed the departments of local self government, and information and public relations to again accelerate campaigns for creating awareness about coronavirus, the statement said.

All precautions have to be followed, Gehlot said. He also said the COVID-19 vaccination drive is going on at a good pace in the state but there is a need to accelerate it.

He instructed officials to launch a campaign to encourage those eligible to get vaccinated to come forward and take the vaccine.

It was also decided at the meeting that Anganwadi centres and schools for students up to Class 5 will remain closed till March 31, the statement said.

A total of 1,584 patients are under treatment in the state, while 3,16,750 have recovered, the bulletin stated.

Latest Covid 19 Rajasthan Travel Guidelines updated 5-02-2022

  • For domestic passengers inoculated with 2 shots of vaccine, no -ve RT PCR test is required for entry into the state. However, they must carry a copy of their vaccination certificate for checking as may be required
  • RT PCR -ve test report for passengers who have not received both doses of the vaccine is mandatory. The report must not be older than 72 hours
  • There is no requirement of E Pass for entry into Rajasthan
  • The daily night curfew has been removed
  • There is a weekend curfew from 11:00 p.m. Saturday night to 5:00 a.m. Monday morning
  • Covid appropriate behavior must be followed by all persons and imposed by local authorities
  • Keeping in mind the increasing cases, all hotels are requested to entertain cancellation requests from persons who may have booked rooms at the hotels & resorts in Rajasthan. The advances already paid against such bookings should be refunded or consumed when these events are postponed to future dates.
  • The host of the event along with local authorities will be responsible for ensuring that Covid appropriate behavior such as thermal screening, wearing masks, maintaining social distance, hand sanitization etc. are followed at all times
  • The host of such events are required to arrange for videography at the event which will be scrutinized by designated authorities to observe any transgressions of rules.
  • Local officials will be designated for on the spot checking of such events by being present at the location
  • All members participating in the event must be vaccinated with both doses or must possess a RT-PCR negative report not older than 72 hours prior to the start of the event
  • Only those hotels/resorts which are spread over an area of above 4000 sq meters or have more than 40 rooms will be eligible to be considered as an isolation zone
  • Prior intimation of any such event has to be given on the on the following link https://ssoapps.rajasthan.gov.in/AMI/IntimationForm.aspx or by calling 181.
  • Number of guests/persons to be part of the event will be decided on a case to case basis
  • Organizers of such events must ensure that Covid appropriate behavior is followed under all circumstances
  • All persons who enter the isolation zone once must not leave the premises till the time the event has concluded
  • All persons who are within the isolation zone for the duration of the event will be thermally screened and checked for oxygen saturation on a regular basis. In addition, all premises of the isolation zone will be sanitized on a regular basis
  • The organizers must ensure that during the course of the event, no outsiders should be allowed to enter the premises
  • All eligible persons above the age of 18 years must be vaccinated with both shots of the vaccine. The institution or organization where all such individuals are employed or are associated with will be held liable if this deadline is not met
  • All religious places in the state will be open for Darshan as per their regular pre-covid timings. All persons visiting such religious places must follow Covid appropriate behavior. Carrying garlands, prasad or other articles for worship is now permitted.

20th Oct 2021:

Following are the guidelines for International travellers:

  • Submit a self-declaration form at the Air Suvidha portal ( https://www.newdelhiairport.in/ ) before the scheduled travel.
  • Upload a negative COVID-19 RT-PCR report. This test should have been conducted within 72 hrs before undertaking the journey.
  • Each passenger shall also submit a declaration concerning the authenticity of the report and will be liable for criminal prosecution.
  • Travellers from certain specified Countries (based on the epidemiological situation of COVID-19 in those Countries) are identified for additional follow-up.
  • Travellers under home quarantine or self-health monitoring, if develop signs and symptoms suggestive of COVID-19 or test positive for COVID-19 on re-testing, they will immediately self-isolate and report to their nearest health facility or call National helpline number (1075)/ State Helpline Number.
  • International travellers arriving through seaports/land ports will also have to undergo the same protocol as above.

Nov 19th, 2021: 

CM Ashok Gehlot chaired an emergency meeting after a person’s Covid-related death was reported after nearly 3 months. In the meeting, the following concerns were addressed:

  • The veracity of booster dose measures was discussed and a letter to explore its possibility was written to the Centre about the same.
  • District officers were advised to implement social distancing behaviours and conduct sero surveys and genome sequencing tests.

To combat the first signs of the third wave, many important decisions were taken. However, till Diwali, the state recorded 50 active cases but post-mid-November this figure touched 95. This also could be due to the ease of curbs in weddings, schools, and cinema halls open with 100% capacity.

Omicron is considered 3 times more transmissible than Delta, hence the Centre has already issued warnings to all the states. The following steps are advised:

  • Activating war rooms and considering night curfews to curb rising cases.
  • Strict regulation on large gatherings and curtailing numbers in permissible social events.
  • Ramping up the testing-surveillance model. 
  • Containment zones were to be notified and isolated from larger public access.
  • States were also advised to keep buffer stock of medicines, oxygen cylinders, ambulances, and isolation ward beds ready.

Strategies were advised to be implemented in state districts so that the virus could be contained at the local level before spreading to the other parts of any state.

Rajasthan reported 42 cases in a single day on 24th Dec 2021; due to this, the state government announced that vaccination is mandatory in the state for public well-being.

Refusal for vaccination would be met with deprivation of government benefit schemes, as stated by the CM Ashok Gehlot. Night curfews from 11 pm to 5 am were to be implemented. The state government would seek booster doses from the Central Government to combat Corona.

Rajasthan imposes a night curfew from 8 pm on the last day of 2021 till 6 am on 1st Jan 2022, only in cities having one lakh population and more. In these places, busy markets were forced to shut shop from 7 pm onwards. Social gatherings for celebrating the New Year were restricted and the bursting of crackers was banned.

Religious places were to maintain 6ft distancing, wearing of masks, and proper sanitisation.

Unvaccinated persons would be refused entry in higher schools, colleges, cinemas, malls, markets, and other public places after January 31st, 2021. Thus full vaccination will be made mandatory for residents of the state. 

1st – 3rd Jan 2022:

Due to the surge in Omicron cases throughout the country, Rajasthan has imposed a fresh set of restrictions. Considering the new variant is considered mild, hospitalizations were still reported across the country. Rajasthan’s curbs were announced in a meeting chaired by CM Ashok Gehlot.

  • Those flying into the state from abroad will have to get the mandatory RT-PCR test in Rajasthan and are ordered to follow institutional or home quarantine for seven days or more till test results are safe. 
  • Domestic travellers will have to produce their double vaccination reports in hard or soft copy, OR negative RT-PCR reports not older than 72hours.  
  • Night curfew of 11 pm till 5 in the morning shall continue.

Travel Guidelines 7th Jan:

  • Mandatory filling up of ‘Self-Declaration Form’ and uploading of negative RT-PCR reports for all international travellers.
  • Airlines to ensure reports are checked before boarding.
  • If coming in from ‘at risk’ country, travellers are to undergo RT-PCR test upon arrival:

If negative, then the following steps are advised:  

  • Home quarantine for 7 days, followed with retest on 8th day. If negative, upload the test upon Air Suvidha Portal. Self-health monitoring for a week is advised. If testing positive, follow the guidelines issued below.

If positive upon arrival, then the following is advised: 

  • Send a sample for the genome sequence test. Admittance at the isolation facility will be followed up by protocol-aligned treatment. Discharged only after clearance is given by the treating physician.
  • If coming in from a non-risk country:

Then random sampling is done where 2% of travellers are RT-PCR tested. All travellers are then advised home quarantine of 7 days along with upload of testing done on 8th day at Air Suvidha Portal. If negative, home surveillance is advised to all. If a test is positive the following steps to be taken are mentioned as above. Sample to be sent for genome testing and all treatment shall take place as per state-advised protocols.  

Guidelines from MoHFW issued on 17th September 2021 effective from 20th September 2021:

  • Wedding programs will be allowed for upto 200 persons. Precautions to be taken while carrying out such programs will be as per previous guidelines.
  • Social programs will be allowed for upto 200 persons. Precautions to be taken while carrying out such programs will be as per previous guidelines. Such events will be allowed between 6:00 a.m. to 10:00 p.m. only and all persons participating in such programs must be vaccinated with atleast 1 dose of the Covid 19 vaccine.
  • Swimming pool operation and use will be permitted. However, only those persons will be allowed to use the pool who have had atleast the 1st dose of the Covid 19 Vaccine

Guidelines from MoHFW issued on 25th August 2021:

  • There shall be no restrictions on inter-State travel by air, rail, water, or road.
  • In case RT-PCR or RAT tests are required prior to entry in a State, as notified by the State govt, the same must be publicized widely to maximize traveller convenience.
  • Asymptomatic persons who have been vaccinated with both doses of the COVID 19 vaccine and 15 days have lapsed since the administration of second dose of the vaccine and are in possession of the final vaccination certificate issued through the COWIN portal, such persons may be exempted from mandatory requirement of possessing a negative RTPCR report or RAT test on their entry into the State.
  • Passengers who are found symptomatic on arrival shall be subjected to Rapid Antigen Test at the Terminal to aid early identification.

Timeline of Rajasthan travel restrictions 2021:

On 21st march:.

  • There was an increase in positive cases hence the Rajasthan Government decided to impose a night curfew in 8 cities. A negative RT-PCR report (not older than 72hrs) was mandatory for those travelling into the state. Ajmer, Bhilwara, Jaipur, Jodhpur, Kota, Udaipur, Sagwada, and Kushalgarh were under strict lockdown from 11 pm to 5 am. All markets in these urban and suburban bodies would close by 10 pm.

On 4th April:

  • Multiplexes, gymnasiums, and swimming pools were closed. Schools for classes 1 to 9 were shut for two weeks. The maximum number of people at a social gathering was reduced to 100. Home delivery of food was allowed but dining in restaurants and hotels was prohibited during amended curfew hours of 8 pm to 6 am. Inter-state travel was advised as only to be undertaken if necessary.

The restrictions under the curfew called ‘Public Discipline Fortnight’ came into force on April 19 and were effective till May 3. Micro-containment of Covid-afflicted households; responsible Covid-appropriate behaviour; stepped-up vaccination and measures to reduce crowding, such as reducing the hours for which shops stay open and running extra buses was introduced. All congregations and rallies were advised to cease and disband.

On 19th April:

  • Under the Public Discipline Fortnight, new rules of closure of offices and markets till May 3rd were enforced. Only shops and offices providing essential services would be allowed to operate. The sale of fruits and vegetables was allowed only till 7 pm. The negative RT-PCR test report for those entering Rajasthan would stay mandatory. Vendors were allowed to distribute newspapers from 4 am to 8 am. Educational and coaching institutes too would be shut till April 30th.
  • Weddings, functions, and other social gatherings of up to 50 persons were allowed. And only 20 persons were allowed to attend funerals in the state.
  • Cinema halls, multiplexes, and amusement parks stay closed.

Rajasthan saw strict lockdown in 2021 from 10th May till the 24th. Only essential services were allowed during this period. These were the changes made at the beginning of the summer lockdown for enhanced safety of the citizens:

  • Intra-state travel between districts, cities, and villages was prohibited.
  • For people, coming from different states, a negative RT-PCR report was made mandatory. Anyone who failed to do so had to go in for a quarantine of 15 days.
  • Social events like marriages were allowed only after May 31st with a rider that they are small-scale with “not more than 11 attendants.”
  • Court Marriages were allowed, after registering online for them.
  • Special transport buses would be allowed for medical staff, construction, and factory workers.
  • Religious places and markets were closed, to help curtail crowd gatherings.
  • Separate guidelines would be announced for those attending to care of Covid patients in hospitals.
  • Mahatma Gandhi National Rural Employment Guarantee Act also known as MGNREGA, all of its rural development work was stopped. Due to the fast rise in cases seen among the working laborers of the countryside.

Lockdown was never a magic pill. Like the first year of the pandemic, the news of a lockdown had triggered migrant workers’ displacement. When the working-class population leaves cities to head back to the hinterland there can be an exodus of mutations in the virus that can spiral out of control. This particular section being vaccine-hesitant needs to be educated.

Rajasthan’s second wave saw an increase in the spread of infection to areas not affected in the first wave. The reason being weddings and reverse migration from high-risk states like Maharashtra. Rajasthan’s travel restrictions were imposed after several other states had already gone in lockdown mode to curb the spread of the virus. Later this timeline was extended till the 8th of June. Weddings were again banned till June 30th. However, some commercial activities were allowed with relaxations, to help boost the economy, only for districts that had managed to improve the Covid-19 situation.

The national capital, Delhi was in lockdown from April 19th to June 7th in 2021.

Rajasthan State’s Measures post-lockdown for Rajasthan Travel:

  • The government planned to import 50,000 oxygen concentrators to address the shortage of life-saving gas. Some 1,250 had been procured from Russia. Talks are on with other manufacturers in China and Dubai to meet demands in the state.
  • A specialized drive was undertaken by the civil force to check social distancing, wearing of masks, and following other codes of conduct in public places. The fine upon those not wearing masks at public places or workplaces was increased from Rs.500/- to Rs.1000.
  • Special efforts to undertake vaccination awareness.
  • Strictness on airports, including thermal body scans and RT-PCR reports checked.

But those who are still lacking to take the vaccination will hardly be able to travel before they get their doses done. Travelers can also get their report of RT-PCR done within 72 hours before getting into the state of Rajasthan. 

Will RT-PCR be required for domestic travelling?

No, the RT PCR test is not required for any kind of domestic travel within the country or on any domestic flights. Post covid, an RT-PCR test is not required at all. The thermal screening will be done for all kinds of passengers within arrivals. But, it is advised to wear a face mask in and out of the terminal at the airport.

Traveling internationally with a dog — or adopting one from abroad — just got a bit more complicated. The CDC issued new rules intended to reduce the risk of importing rabies.

The Centers for Disease Control and Prevention announced new rules Wednesday aimed at preventing dogs with rabies from coming into the United States.

Under the new regulations, all dogs entering the U.S. must appear healthy, must be at least six months old, must have received a microchip, and the owner must verify the animal either has a valid rabies vaccine or has not been in a country where rabies is endemic in the last six months.

Dogs coming from a country that is considered at high risk for rabies and who received a rabies vaccine from another country must meet additional criteria. Those include getting a blood test before they leave the other country to make sure the animal has immunity against rabies, a physical examination upon arrival and getting a U.S. rabies vaccine. If the dog doesn't have a blood test showing immunity, it must be quarantined for 28 days.

These are much stricter requirements than existing regulations for dog importation — for those who want to adopt from abroad and for those traveling internationally with their pets.

But, U.S pet owners shouldn't panic, says Dr. Emily Pieracci , a CDC veterinary medicine officer. "This really isn't a big change," she says. "It sounds like a lot, but not when you break it down, it's really not a huge inconvenience for pet owners."

Rabies was eliminated in dogs in the United States in 2007 , but unvaccinated canines can still contract the disease from rabid wildlife such as raccoons, skunks or bats.

And rabies remains one of the deadliest diseases that can be transmitted from animals to humans around the world. Globally, about 59,000 people die from rabies each year. The illness is nearly always fatal once a person begins to experience symptoms .

Today, pet dogs in the United States are routinely vaccinated against rabies.

"This new regulation is really set to address the current challenges we're facing," Pieracci says. Those include an increased risk of disease "because of the large-scale international movement of dogs," she adds, as well as fraudulent documentation for imported dogs.

The U.S. imports an estimated 1 million dogs each year. In 2021, amid a surge of pandemic-inspired dog adoptions, the CDC suspended importations from 113 countries where rabies is still endemic because of an increase in fraudulent rabies vaccination certificates. The countries include Kenya, Uganda, Brazil, Colombia, Russia, Vietnam, North Korea, Nepal, China and Syria.

That suspension will end when the new rules go into effect Aug. 1.

"This will bring us up to speed with the rest of the international community which already has measures in place to prevent the importation of of rapid dogs," Pieracci said. "So, we're playing catch-up in a sense."

The new regulations replace rules that date back to 1956. Those rules only required that dogs be vaccinated before entering the country.

"As you can imagine a lot has changed since then," Pieracci says. "International travel has increased dramatically and people's relationships with dogs have changed since the 1950s. During that time, it really wasn't common for dogs to be considered family member. They didn't sleep in peoples' beds. They certainly didn't accompany them on international trips."

The new rules won praise from the American Veterinary Medical Association . The organization "is pleased to see the implementation of this new rule that will help protect public health and positively impact canine health and welfare," said Dr. Rena Carlson, president of the AVMA in a statement to NPR.

Dog rescue advocates also welcomed the changes.

"This updated regulation will allow us to continue bringing dogs to the U.S. safely and efficiently," Lori Kalef, director of programs for SPCA International, said in a statement.

"We have seen that dogs have been a lifeline for U.S. service members during their deployments. One of our key programs reunites these service members and their animal companions here in the U.S. once they have returned home," she said. "The CDC's commitment to improving its regulations has a profound impact on the animals and service members we support, and this new policy is an important piece of that effort."

Six carriers filed a lawsuit in an attempt to block a new rule that would affect fees for luggage and changing reservations.

Several of the country’s largest airlines are challenging a new Biden administration rule that would force them to disclose certain fees as part of the upfront cost of airfare. The government describes these charges, which are added for luggage and changes to reservations, as “surprise junk fees.”

In a petition filed Friday in the U.S. Court of Appeals for the 5th Circuit, the trade group Airlines for America and six airlines asked for the ancillary fee rule to be vacated because they say it is “arbitrary, capricious” and outside the authority of the Transportation Department.

The group of airlines on the petition includes American, Delta, United, JetBlue, Alaska and Hawaiian. In a statement Monday, Airlines for America said implementing the rule will only confuse customers and complicate shopping for flights.

“The DOT ancillary rule is a bad solution in search of a problem,” the statement said.

The rule was finalized last month after an 18-month process and is set to go into effect on July 1. The Transportation Department says it could save consumers more than $500 million a year. According to the Bureau of Transportation Statistics, airlines collected nearly $5.5 billion in baggage fees last year.

“We will vigorously defend our rule protecting people from hidden junk fees and ensuring travelers can see the full price of a flight before they purchase a ticket,” the Transportation Department said in a statement responding to the lawsuit. “Many air travelers will be disappointed to learn that the airline lobby is suing to stop these common-sense protections.”

Under the rule, airlines or travel booking sites will be required to show fees for checking a first or second bag, carrying on a bag, changing a reservation or canceling a reservation the first time the fare is provided. Several airlines have recently raised the price to check a bag — and some fees vary depending on the flight.

Consumer advocate John Breyault, vice president of public policy for the National Consumers League , said he was disappointed but not surprised to see the lawsuit. He said the benefit of the rule to passengers is that it makes it easier for travelers to do an “apples-to-apples comparison” of flight costs.

“Now they’re going to have to tell you a truer cost up front,” he said.

When it announced the rule, the Biden administration said it would put an end to “discount bait-and-switch tactics” that could lead consumers to believe they were getting a better deal than the final price after fees. Airlines for America said carriers have already made significant investments in their websites and apps to make it easy for passengers to book tickets tailored to their specific needs — with fees disclosed before a purchase is made.

“Airlines go to great lengths to make their customers knowledgeable about these fees,” its statement said. “In addition to the disclosures required by existing DOT regulations, airlines engage in competitive advertising and emphasize ancillary fee discounts and benefits when they promote their loyalty programs.”

In comments submitted as part of the process of making the new rule, Airlines for America argued that carriers are motivated to provide good service by their own success, not government mandates. The rule, they said, “would mandate clutter and clunky search protocols causing delayed and unclear search results, neither of which consumers want or need.”

The Biden administration’s campaign against “junk fees” has extended beyond airlines to credit card late fees , resort fees , cable company charges and convenience fees for tickets to live events.

Congress passed a new long-term funding bill for the Federal Aviation Administration Wednesday afternoon, ensuring the agency's continued operation for the next five years. President Biden is expected to sign the legislation into law imminently.

The previous five-year funding bill expired on Sept. 30, and Congress has been supporting the agency with short-term measures in the interim. The latest stopgap funding was set to expire on Friday.

The new FAA authorization brings multiple safety improvements with it, including a requirement for 25-hour cockpit voice recorders. Previous regulations required only two hours of recording capacity, the limits of which were highlighted by January’s Alaska Airlines explosive decompression incident . The voice recordings from the incident had already been overwritten by the time investigators retrieved the devices.

“The American people expect and deserve the safest, most reliable and modern aerospace system in the world and this landmark bill is intended to deliver just that,'' Senate Commerce, Science and Transportation Committee chair Maria Cantwell said in a statement after her chamber passed the legislation Thursday. "Our bipartisan legislation sets clear priorities to strengthen aviation safety standards, implement new safety technology, hire more air traffic controllers and safety inspectors, give passengers a guaranteed right to a refund, advance innovation and modernize our air travel infrastructure nationwide."

The legislation also establishes refund standards for non-refundable tickets and bars airlines from charging additional fees to families that want to sit together onboard.

Here are some key issues the draft legislation is looking to address: 

  • Ensuring passenger refunds: The Department of Transportation’s recently announced rules require airlines to issue automatic cash refunds for flight cancellations and significant delays. The proposed law seeks to codify these requirements, establishing thresholds for refunds and mandating reimbursement policies for passengers affected by cancellations or delays.
  • Air traffic controller shortages: The legislation aims to tackle the persistent shortage of air traffic controllers, which has led to mandatory overtime and fatigue-related incidents. The proposed law mandates the FAA to study the issue and enhance training facilities to address staffing shortages.
  • Extending cockpit recordings: Investigative bodies like the National Transportation Safety Board (NTSB) have long advocated for extending cockpit voice recording times to 25 hours to aid crash investigations. However, the legislation only requires the FAA to consider this recommendation, citing cost concerns as a potential hurdle.
  • Flight simulator training: Pilots will not be allowed to substitute more time in flight simulators for time at the controls of an actual aircraft when qualifying for licenses.
  • Enhancing protections for airline workers: The legislation strengthens rules against attacks on aviation workers and expands legal protections to ground-based employees like gate and check-in agents. It also enhances self-defense training for flight attendants to better respond to unruly passengers.

Notably missing from the draft is a mandate on minimum airline seat size . Instead, the bill directs the FAA to revisit seating and evacuation standards. It also doesn’t require raising pilots’ retirement age, a provision some legislators and advocates had proposed. Instead, it calls for a study on the impact of the pilot shortage on regional and commuter carriers, a decision applauded by pilot unions.

“This FAA Reauthorization is a true bipartisan win for our entire economy as well as a landmark improvement for aviation safety that will benefit the flying public and consumers across this country,” Sen. Tammy Duckworth, D-Ill., said in a statement. "Not only does this package include so many of my priorities—including my EVAC Act to ensure emergency evacuation testing reflects realistic situations , a provision upholding strong pilot certification standards and another increasing aviation workforce development funding by six-fold each year—it also represents the most significant effort by Congress in over a decade to make flying safer, easier and more accessible for passengers with disabilities.”

From August 1, 2024, Onward: What Your Dog Needs to Enter the United States

At a glance.

Starting on August 1, 2024, dogs entering or returning to the United States must meet new, specific requirements depending on where they have been in the 6 months before entering the U.S. and where they received their rabies vaccines (if required).

Requirements for all dogs

Requirements for dogs with a current and valid rabies vaccination administered in the united states.

  • Requirements for foreign-vaccinated dogs that have been in a country with high risk of dog rabies within 6 months before entry

Requirements for dogs that have been ONLY in countries that are dog rabies-free or low-risk during the 6 months before entry

All dogs must:

  • Be at least 6 months of age at time of entry or return to the United States
  • This must have been implanted prior to any required rabies vaccination
  • The microchip number must be documented on all required forms and in all accompanying veterinary records
  • Dogs may not enter the United States if they are carrying a disease contagious to people.
  • Isolation of the dog, veterinary examination, and additional testing, at the importer’s expense, may be required to determine if the dog has a contagious disease and prevent spread if the dog does not appear healthy upon arrival.

This form should be filled out online ideally 2-10 days before arrival; however, it can also be completed right before travel (even in line at the border crossing) if you have internet access. If the information on the form changes before the dog arrives, you must submit a new form and indicate you are making changes to an existing form. All information, including port of entry where the dog is arriving, must be correct at time of arrival.

  • This form requires you to upload a clear photograph of the dog showing its face and body. Dogs that will be less than one year of age at time of arrival should have the photograph taken within 10 days before arrival.
  • There is no charge to importers for submitting this form.
  • Additional requirements for dogs with a current rabies vaccination administered in the United States
  • Additional requirements for dogs that have been in a country at high-risk for dog rabies within the 6 months before entry and do NOT have appropriate documentation of current US-issued rabies vaccine
  • Additional requirements for dogs that have been ONLY in countries that are dog rabies-free or low-risk in the 6 months before entry

Dogs that do not meet all entry requirements or do not have accurate and valid forms will be denied entry to the United States and returned to the country of departure at the importer’s expense. These requirements apply to all dogs, including service dogs and dogs that were born in the United States.

Specific requirements depend on whether the dog has been in a high-risk country for dog rabies  in the past 6 months.

Dogs with a current rabies vaccination administered in the United States that have been in a high-risk country for dog rabies must:  

  • Meet all requirements in the “All Dogs” section above
  • The Certification of U.S.-issued Rabies Vaccination form is required for the importation (re-entry) of U.S.-vaccinated dogs that have been in high-risk countries for dog rabies  within the 6 months before re-entry into the United States.
  • Please note, during the transition period, the importer may instead present a copy of the USDA endorsed export health certificate that was used to ship the dog from the United States, if that export health certificate documents the dog’s age (at least 6 months), the microchip number, and valid rabies vaccination administered in the United States. The rabies vaccination must be valid (not expired) on the date of return or the form will be invalid.
  • Arrive at the location listed on the CDC Dog Import Form receipt (This can be any airport, land border crossing, or sea port but you must select this location when you complete the CDC Dog Import Form.)

Dogs with a current rabies vaccination administered in the United States that have NOT been in a high-risk country in the last 6 months must:

  • A Certification of U.S.-Issued Rabies Vaccine form that was endorsed by USDA before the dog departed the United States; or
  • Document a valid (unexpired) rabies vaccination administered in the United States (the form will be valid for the duration of the rabies vaccination (1 or 3 years)).
  • Arrive at the location listed on the CDC Dog Import Form receipt (This can be any airport, land border crossing, or sea port but you must select this location when you complete the CDC Dog Import Form .)

Important information about the Certification of U.S.-Issued Rabies Vaccination Form

The Certification of U.S.-Issued Rabies Vaccination form must be completed before the dog departs the U.S. Before asking your veterinarian to complete this form, verify the following requirements will be met:

  • Ensure your dog will be at least 6 months of age on date of return to the U.S.
  • Have your dog microchipped with an International Organization for Standardization (ISO)-compatible microchip (implanted before any required rabies vaccinations)
  • Ensure the veterinarian scans the dog for the ISO-compatible microchip and records the microchip number at the time of vaccine appointment. Rabies vaccines administered prior to microchip implantation will not be considered valid.
  • Ensure the rabies vaccination will be valid for the entire duration of your travels. If your dog’s U.S.-issued rabies vaccination lapses while overseas and your dog has been in a high-risk country in the past 6 months, your dog will need to be revaccinated overseas and meet requirements for foreign-vaccinated dogs to return to the U.S., including having a rabies serology titer, arriving at a specific port of entry, and possible quarantine requirements.
  • Your dog’s first rabies vaccination must be administered at least 28 days before travel.
  • Ensure the veterinarian submits this form to the USDA for official endorsement through the VEHCS portal
  • Your dog must travel with a printed copy of the official endorsed form upon your dog’s return to the United States if your dog has been in a high-risk country within the 6 months before returning to the U.S.

During the transition period, U.S.-vaccinated dogs that have been in a high-risk country in the past 6 months, may have either the Certification of U.S.-Issued Rabies Vaccination form or the USDA endorsed export health certificate for re-entry into the United States. Without one of these forms your dog will need to meet the requirements specific to the risk category of the countries where they have been in the 6 months before returning to the United States.

The export health certificate must document the dog’s age (at least 6 months), microchip number, and the rabies vaccination date. The rabies vaccine must be valid (not expired) on the date of return or the form will be invalid.

Requirements for foreign-vaccinated dogs that have been in a country with high risk of dog rabies within 6 months before entry

Dogs, including service dogs, that have been in a country at high-risk for dog rabies within the 6 months before entry and do not have appropriate documentation of current U.S.-issued rabies vaccine must:

  • Meet all requirements in the “All Dogs” section
  • Ensure the dog is microchipped with an International Organization for Standardization (ISO)-compatible microchip before receiving the rabies vaccination and the number is recorded on the veterinary documents or the vaccine will not be considered valid
  • Verify the dog is at least 12 weeks (84 days) of age when vaccinated against rabies
  • The dog must have a valid (i.e., non-expired) rabies vaccination. If it’s the dog’s first vaccination or if the dog’s vaccination coverage has lapsed, the vaccine must be administered at least 28 days before arrival to the United States.
  • The Certification of Foreign Rabies Vaccination and Microchip form must be completed by your veterinarian AND endorsed by an official veterinarian in the exporting country.
  • The blood sample for the rabies serology titer must have been drawn at least 30 days after the dog’s first valid rabies vaccination and at least 28 days before entry to the U.S.
  • Dogs with a history of multiple valid rabies vaccinations administered after the microchip was placed may have the sample for the rabies serology titer drawn at any time after a rabies booster vaccination as long as the dog’s first vaccine was given at least 30 days before the blood sample was drawn and there has been no lapse in vaccine coverage. If a lapse occurs, the sample must be drawn at least 30 days after the valid booster vaccination was administered.
  • The sample must be sent to a CDC-approved rabies serology laboratory . If there is no CDC-approved laboratory in your country, your veterinarian may draw the sample and send it internationally to a CDC-approved laboratory.
  • Passing results must be obtained in order for a serology to be valid.
  • Rabies serology titer results will be considered valid for the life of the dog as long as the dog’s rabies vaccination coverage does not lapse. If a lapse occurs, a new rabies serology titer will be required and that sample must be drawn at least 30 days after the new vaccination was administered.
  • If the dog does not have a valid rabies serology titer, it will be required to be quarantined at a CDC-registered animal care facility for 28 days after the dog is revaccinated by the facility’s veterinarian.
  • All foreign-vaccinated dogs that have been in a high-risk country in the previous 6 months must have a reservation for examination, verification of age, documents, and microchip number, and administration of a rabies booster vaccination at a CDC-registered animal care facility immediately upon arrival in the United States.
  • Dogs that do not have a valid rabies serology titer must also have a reservation for quarantine. Dogs will be quarantined at the facility for 28 days at the importer’s expense after being revaccinated by the facility’s veterinarian.
  • All CDC-registered animal care facility expenses, including exam, revaccination, and quarantine (if required), are the responsibility of the importer.
  • The facility will need copies of all required documents prior to confirming your reservation.
  • Ensure the dog meets any facility-specific requirements (contact facility for additional information).
  • If after arrival the CDC-registered animal care facility determines that your documents are not valid or the dog’s microchip number, age, or description does not match the paperwork provided, the dog may be denied entry and returned to the country of departure at your expense.
  • Dogs that have evidence of illness or are not healthy will be required to have testing to confirm they do not have contagious diseases before they will be eligible for release, which may extend the required quarantine period beyond 28 days. Any required testing or extended stay in quarantine will be at the importer’s expense, so please ensure dogs are healthy upon arrival (including no evidence of fleas, ticks, or skin diseases).
  • Dogs must arrive to the U.S. at the airport where the CDC-registered animal care facility is located. This must be the location where the dog has a reservation.
  • This must also be the airport listed on the CDC Dog Import Form
  • Domestic flights or other forms of travel to other locations in the U.S. are not permitted until after the dog receives required follow-up services at the CDC-registered animal care facility and is cleared for entry.
  • SERVICE DOGS ARRIVING BY SEA : Service dogs, as defined in 14 CFR 382.3, may arrive by sea if they meet the requirements in the “All Dogs” section, have a complete Certification of Foreign Rabies Vaccination and Microchip form and a valid rabies serology titer, and are traveling with their handler. Emotional support animals are not service animals under this definition.

Countries that are not on the list of countries at high risk for dog rabies  are considered to be free of or low risk for dog-mediated rabies virus variant (DMRVV) (called dog rabies-free or low-risk countries on these webpages).

Dogs, including service dogs, that have been ONLY in dog rabies-free or low-risk countries during the 6 months before entry into the United States must:

  • Certification of Foreign Rabies Vaccination and Microchip form, including the endorsement by an official veterinarian of the dog rabies-free or low-risk country where the dog has been located; AND EITHER (1) a valid rabies serology titer OR (2) veterinary records* (which list the microchip number) for the dog from the exporting country for the previous 6 months. The form must be completed within 30 days before arrival to the United States.
  • Certification of U.S.-Issued Rabies Vaccination form that was endorsed by USDA before the dog departed the United States
  • Is for the dog rabies-free or low-risk country where the dog’s return itinerary originated (the form will only be valid for 30 days if it does not contain rabies vaccination information), or
  • Documents a valid (unexpired) rabies vaccination administered in the United States (the form will be valid for the duration of the rabies vaccination (1 or 3 years)).
  • Certification of Dog Arriving from DMRVV-free or Low-Risk Country into the United States form endorsed by an official veterinarian in the exporting country; AND veterinary records* (which list the microchip number) for the dog from the exporting country for the 6 months before traveling to the U.S. The form must be completed within the 30 days before arriving to the United States.
  • Foreign export certificate that documents the dog is at least 6 months of age, lists the dog’s International Organization for Standardization (ISO)-compatible microchip number, and has been endorsed by an official veterinarian of the exporting country; AND veterinary records* (which list the microchip number) for the dog from the exporting country for the previous 6 months
  • Arrive at the location listed on the CDC Dog Import Form receipt (This can be any airport, land border crossing, or sea port but you must select it when you complete the CDC Dog Import Form .)

Any documentation that is not from the United States must be completed in the country where the dog’s travel originates. For example, if the dog’s documents were issued in France, the dog may not enter the U.S. via a land-border crossing from Mexico to the U.S.

*Examples of veterinary records that must accompany completed forms are European Union pet passports or proof of payment for veterinary services received in the exporting low-risk country for the previous 6 months. Records must include the dog’s microchip number.
