House Passes Legislation to Improve Air Travel, Sending Bill to Biden’s Desk

The bipartisan vote to reauthorize the Federal Aviation Administration also greenlit measures to strengthen consumer protections and address safety and work force issues plaguing the skies.

The House on Wednesday passed legislation to reauthorize federal aviation programs and improve air travel at a time of intense passenger woes and dysfunction in the system, sending the bill to President Biden, who was expected to sign it into law.

The House approved the bill 387 to 26, days after the Senate passed it on a vote of 88 to 4.

The measure provides more than $105 billion to the Federal Aviation Administration and another $738 million to the National Transportation Safety Board for safety programs, airport modernization and infrastructure projects, technology upgrades and next-generation aviation systems. It also supports the hiring and training of air traffic controllers, codifies airlines’ refund obligations to passengers, restricts seating fees for families with children, strengthens protections for passengers with disabilities, bolsters aviation work force development programs and protects access to air travel at rural airports.

“For over a century, the United States has led the world in aviation safety and innovation, and this bill is critical to ensuring America remains the global leader in aviation,” Representative Sam Graves, Republican of Missouri and chairman of the Transportation Committee, said in a statement after the vote. “It’s vital to our economy, to millions of American jobs and to the millions of passengers that depend on our National Airspace System every single day.”

The final package, which lawmakers heralded as a timely and necessary investment in the nation’s aviation system and a win for consumers, was the product of months of negotiations between the House and Senate committees with jurisdiction over federal aviation programs. It was approved after Congress had repeatedly passed short-term extensions, blowing through several deadlines during a tumultuous period in the skies that included a spate of runway near collisions , plane malfunctions and flight disruptions.

Representative Rick Larsen of Washington, the top Democrat on the Transportation panel, said the legislation “will create a safer, cleaner, greener and more accessible aviation system here in the U.S.”

In a statement, he highlighted the measure’s safety and infrastructure improvements, the addition of well-paying aviation jobs, policies for putting forward new aviation technologies and “robust protections for airline customers.”

Among the consumer protections in the roughly 1,000-page bill is a provision codifying a new rule announced by the Transportation Department that requires airlines to “automatically” issue passengers full refunds when a flight is canceled, delayed or significantly changed. It also imposes a standard requiring that any travel credits airlines provide in lieu of refunds be viable for at least five years, and it seeks to ensure that families can sit together on flights without being charged additional fees.

The package also aims to address safety and work force challenges that have dogged the aviation system. It requires the F.A.A. to supercharge the hiring and training of air traffic controllers to help bolster a work force pushed to the brink . It directs the agency to increase the deployment of safety technologies to help stem runway near collisions. And it mandates cockpit voice recordings be preserved for 25 hours, up from two hours, to better support investigations into future safety incidents.

Lawmakers, led by Senator Tammy Duckworth, a former Army helicopter pilot who uses a wheelchair after an attack by Iraqi insurgents took her legs, inserted measures aimed at improving air travel for passengers with disabilities. The bill requires the F.A.A. to re-evaluate evacuation procedures on planes to account for passengers with disabilities and older fliers; mandates training for airport workers on handling wheelchairs; and strengthens enforcement mechanisms to ensure planes are accessible to people with disabilities.

“This F.A.A. reauthorization is a true bipartisan win for our entire economy as well as a landmark improvement for aviation safety that will benefit the flying public and consumers across this country,” Ms. Duckworth, an Illinois Democrat, said in a statement last week after the Senate passed the bill.

She called the legislation the “most significant effort by Congress in over a decade to make flying safer, easier and more accessible for passengers with disabilities.”

A number of policy disputes and regional battles slowed approval of the bill. Considered one of the last must-pass items in this Congress, the measure had become a magnet for dozens of other policy initiatives that threatened to muck up its path to passage. But those were dispensed with in the Senate last week.

The legislation prompted a bitter regional fight over a provision that will add five new long-distance round-trip flights out of Ronald Reagan Washington National Airport outside Washington, D.C., something that Delta Air Lines and members of Congress who rely heavily on the airport had long clamored for.

The four senators from Maryland and Virginia sought to strike that change, arguing that the airport maintains the nation’s busiest runway and could not support additional flights.

They were the only votes against the bill in the Senate, after Senator Ted Cruz of Texas, the top Republican on the Commerce Committee, blocked a vote on their proposal to give the transportation secretary final say on adding the new flights based on a safety and consumer experience evaluation.

The House, which passed its version of the bill last summer, had narrowly rejected a bipartisan proposal to add seven round-trip flights to Reagan National. On Wednesday, several Washington-area lawmakers voted against the bill in protest of the addition of the five round-trip flights.

“We should not accept a backroom deal between senators just to reflect special interests,” Representative Donald S. Beyer, Democrat of Virginia, said on the House floor before the vote. “It’s painful that this measure is still in the bill despite widespread bipartisan opposition. I cannot support a bill that hurts my constituents, disrespects all the elected leaders from Virginia, Maryland, and D.C. and directly harms our airport and the passengers who use it.”

The bill held the mandatory pilot retirement age at 65 after a clash over whether to raise it to 67. Proponents argued that doing so would ease a strained pilot work force. But opponents in both parties said it would not fill gaps in the work force, and would instead lead to a constellation of logistical, legal and safety concerns , as pilots older than 65 are generally barred from flying internationally.

After a fight over changing a rule that dictates the type and amount of flight time pilots must accrue to fly commercially, Congress also rejected attempts to count more hours of simulated flight time toward the 1,500-hour requirement and maintained the existing standards, which were imposed after a plane crashed near Buffalo in 2009 , killing everyone aboard.

LOUISVILLE, Ky. – Viktor Hovland sent a high buttery cut into the setting Louisville sun and looked up to a familiar sight. He and his caddie, Shay Knight, were alone on the Valhalla driving range. A few yards away, PGA club professional Wyatt Worthington had just called it a night. Hovland was the only one left.

Thursday’s tee time at the PGA Championship was less than 14 hours away, but there was work to do. That booming cut he just hit into the sky felt more like a high push fade to Hovland.

“There’s always something to work on,” Hovland said.

Hovland is infamous for late-night practice sessions that outlast volunteers, fans and maintenance workers. It doesn’t matter if he’s contending or missing cuts, Hovland is often burning the midnight oil, working on any idiosyncrasy in his swing. After every few passes at the ball Wednesday night, Hovland stopped to look at swing videos and make some adjustments before returning to his stance.

After a couple more rips, Hovland grabbed his phone. A notable voice was on the other line – swing coach Joe Mayo.

In a scene that looked so familiar on the practice range, that was new – at least this year.

Mayo worked with Hovland during his breakthrough 2023 campaign that featured three wins, a FedExCup trophy and his best chance to win a major at the PGA Championship at Oak Hill. But the two parted ways over the offseason as Hovland wanted a different direction.

That led to a massively disappointing start to 2024 and a reversal of all the momentum he gained from the FedExCup Playoffs and a 3-1-1 record at the Ryder Cup. So Hovland reached back out last week, hoping Mayo could help rekindle the magic. It didn’t take long to find it.

“He knows my swing really well. He's really, really smart, and just has a way of looking at my swing and kind of knowing what it is right away,” Hovland said. “(I) felt like I got some really good answers, was able to apply some of the feels right away, and I saw improvement right away.”

The evidence was there Thursday at Valhalla. Hovland shot 3-under 68 and gained strokes on the field in every area of his game. He made five birdies to two bogeys. Most importantly, he felt under control.

Hovland’s time away from Mayo was largely spent trying to achieve heightened control. He left the 2023 season unsure whether his play was sustainable. Sure, he won the BMW Championship and TOUR Championship and played an instrumental role in Team Europe’s decisive victory at the Ryder Cup, but Hovland had nagging worries about his swing. He felt the way he swung it in 2020 and 2021 was more conducive to the consistency he craved.

He started working with Grant Waite and Dana Dahlquist and went down “other rabbit holes.” Hovland has never shied away from more information. He famously learned how to swing by watching YouTube videos. He still looks there for answers on occasion. His willingness to scour for answers, wherever they may come from, is part of what has made Hovland great.

It also appeared to be the catalyst for Hovland’s performance dip. The Norwegian entered this week’s PGA Championship without a top 10 this season. He dropped off statistically in every Strokes Gained category, most notably his iron play. The chipping issues, which Mayo helped correct in 2023, returned. He was 113th in SG: Total this season, easily on pace for the worst mark of his career. He was eighth in SG: Total last year.

Naturally, that led Hovland back to Mayo.

“I was trying to get back to what is the most natural for me to do instead of going down these other rabbit holes,” Hovland said. “So that's just what we're doing.”

Hovland will need to sustain his play for much longer than 18 holes. He shot an opening-round 71 at the Masters only to card an 81 the next day and miss the cut.

But Hovland feels he’s getting back on track. That’s as important as the results.

Jill Biden to stump in Michigan this week ahead of President Biden's return

First lady Jill Biden is slated to stump across Michigan this week in a push for her husband's reelection, days ahead of President Joe Biden's third campaign trek to the state this year on Sunday.

Her arrival will kickoff a Women for Biden-Harris event in Marquette on Thursday, before heading to Midland and Detroit in the latest effort to "protect affordable health care from Donald Trump," the presumptive Republican presidential nominee in the 2024 election year, the Biden-Harris campaign said Tuesday. The first lady will be joined by second gentleman Douglas Emhoff, the husband of Vice President Kamala Harris.

At 2 p.m. Thursday, the first lady and Emhoff will arrive at Marquette Sawyer Regional Airport in Gwinn in the Upper Peninsula. They will deliver remarks at a political event in Marquette at 3 p.m., according to the White House.

At 6 p.m. Thursday, they are scheduled to arrive at Chippewa County International Airport in Kincheloe and deliver remarks at a community event with the Bay Mills Indian Community and the Sault Ste. Marie Tribe of Chippewa Indians.

At noon Friday, Jill Biden and the second gentleman will join a community listening session about health care with members of the Bay Mills Indian Community and the Sault Ste. Marie Tribe of Chippewa Indians, the White House said. At 1 p.m., they are slated to highlight historic investments through President Biden’s Investing in America Agenda and will tour the Soo Locks in Sault Ste. Marie, then head to Midland for a political event at 5:15 p.m.

The White House said the first lady and second gentleman will touch down at Detroit Metro Airport at 7 p.m. Friday and will deliver remarks at a political event at 11:30 a.m. Saturday before heading to New York to wrap up the tour.

Event locations were not released.

The first lady's visit to the state will mark her second time in the Great Lakes State in less than a month , following a stop in Grand Rapids for the Gerald R. Ford Presidential Foundation’s annual First Ladies Luncheon on April 26.

Michigan Secretary of State Jocelyn Benson, alongside community leaders, launched Michigan’s Women for Biden-Harris group in Detroit on March 1, the Biden-Harris campaign said. Harris visited Detroit on May 6 to promote the Biden administration's assisting of small businesses, and Grand Rapids in February as a part of a "nationwide reproductive freedoms tour, highlighting extreme abortion bans and underscoring the danger in seemingly 'safe' states like Michigan," the campaign said.

The Women for Biden-Harris tour in Michigan will come days before the president returns to the state on Sunday to deliver the keynote address for the NAACP Detroit Branch's 69th annual Fight for Freedom Fund Dinner at Huntington Place in Detroit.

It will be Democratic president's third campaign trip to Michigan this year and his first since March 14 when he made stops in Saginaw, a Democratic stronghold  within a bellwether Michigan county , greeting volunteers at a private home in the city's Cathedral District neighborhood before dining with a family at a golf course in Saginaw Township.

The president was also in Michigan on Feb. 1 when he addressed a crowd of about 200 people at a United Auto Workers hall in Warren and courted Black voters at a sports bar in Harper Woods.

The Fight For Freedom Fund Dinner this year will mark 69 years that the massive social gathering — among the region's largest sit-down dinners, hosting nearly 10,000 guests — has ushered in voices of some of the most renowned civil rights, faith and elected officials from Michigan and across the nation.

Biden spoke at the dinner in 2015 , praising Detroit's comeback following its 2013-2014 municipal bankruptcy, saying it was on the road to economic recovery.

Biden's speech to the NAACP in Detroit is part of his campaign's efforts to engage Black voters in swing state Michigan, where turning out Black voters in Detroit and the first-ring suburbs is expected to be key to his running up the score against Trump.

Trump last month made a stop in his third state campaign visit to Freeland, about 14 miles northwest of Saginaw, where he thanked U.S. Supreme Court justices for overturning Roe v. Wade, the 1973 decision that allowed for a woman's right to terminate a pregnancy. He has said he'll leave policy decisions on abortion access to the states.

The battleground state of Michigan enshrined abortion rights in its constitution in 2022. It is expected to be key focus for Trump and Biden, who won the state in 2020 by nearly 3 percentage points, 51%-48%, or 154,000 votes. Trump won Michigan in 2016 by two-tenths of a point or 10,703 votes.

Augusta Regional Airport’s new expansion extends the terminal just a few feet further onto the tarmac, but it goes a long way toward growing the community, area leaders said Friday. 

Giving the airport an extra 2,000 square feet doesn’t sound like “a ton of space, but it’s actually extremely important what we’ve done in this particular project,” said Herbert Judon, the airport’s executive director, on Friday before the ceremonial ribbon-cutting opening the addition. 

About 90% of the project was paid through a $3 million federal funding allocation in the 2021 Bipartisan Infrastructure Law. 

Business is taking off: StandardAero to undertake $33 million expansion in Augusta

For decades, the United States has trailed our major international competitors in “quality and safety infrastructure,” said U.S. Sen John Ossoff, who helped craft the enacted legislation. 

“Smaller cities and rural areas have been neglected while the lion’s share of investment has gone to the largest cities in the country. We saw the opportunity to change that,” Ossoff said to the gathered Augusta audience. “We saw the opportunity to unite the country. We saw the opportunity to upgrade quality of life and build the foundations for commerce and growth.” 

Guest speakers delivered remarks while standing at a threshold where the original terminal ended with floor-to-ceiling windows overlooking one of the runways between departure/arrival gates 3 and 4.  

Today the windows look out on upfitted boarding bridges at gates that were increasingly unused even though the $30 million terminal building opened just 16 years ago. 

In 2008, Judon said “the airline fleets were a little bit different. A lot of the regional carriers had propeller ‘prop’ planes, and so when this terminal was built the concept was to actually walk outside and walk on the tarmac and access the plane through stairs.” 

Safety and logistical reasons rendered that boarding method increasingly obsolete. The $3 million in federal funding reconfigured that end of the terminal to accommodate two new, carpeted passenger bridges that can connect with more conventional passenger jetliners.  

The new-gates ceremony comes just two days after Ossoff’s and U.S. Sen Raphael Warnock’s offices announced that the airport would receive more than $2.6 million in funding through the Fiscal Year 2024 Airport Infrastructure Grant. 

That money is expected to help fund the extension of water and sewer lines to property north of the airport to accommodate future commercial tenants.

At Thursday night’s show at the La Défense Arena in Paris, fans were treated to the inclusion of new songs from the record-breaking album released in April.

The billion-dollar Eras Tour is meant to be a career retrospective, with Swift performing more than 40 tracks reflecting 17 years of recorded music. “The Tortured Poets Department” was her first brand-new release since the tour’s start.
