À Dubaï, un incendie dévaste une tour près du Burj Khalifa

Un violent incendie s’est déclaré dans une tour de 35 étages située juste à côté de la plus haute tour du monde à Dubaï.

DUBAÏ - Tôt ce lundi 7 novembre, une tour dubaïote s’est réveillée dans les flammes . Ce gratte-ciel de 35 étages est la tour Emaar, du nom du plus grand promoteur immobilier de la ville. Au cœur de Dubaï, il n’a pas fallu longtemps pour voir que ces flammes faisaient rage non loin du Burj Khalifa, le plus haut bâtiment de la planète et plus célèbre building des Émirats arabes unis .

Plus de peur que de mal néanmoins puisque l’ incendie a été maîtrisé sur l’ensemble du bâtiment et qu’aucune victime ou blessé n’est pour l’heure à déplorer.

Ces dernières semaines, plusieurs incendies se sont déclarés dans différents édifices de la ville, et l’utilisation de différents matériaux de construction est souvent pointée du doigt pour leur manque de sécurité.

Iris Mittenaere et son compagnon très proches des flammes

Ce lundi, une célébrité bien connue du public français a assisté à l’impressionnant départ de flammes : l’ancienne Miss France et Miss Univers Iris Mittenaere.

Domicilié dans les environs, le couple s’est retrouvé nez à nez avec les flammes. «  En pleine nuit, nous avons commencé à entendre des bruits de plus en plus forts. En ouvrant les rideaux nous avons vu le chaos. Le cœur qui s’accélère et le sentiment que tout peut basculer d’un coup » , a écrit Diego El Glaoui, le compagnon de l’ex-miss en légende d’une vidéo du bâtiment en feu publiée dans sa story Instagram.

Tous deux ont toutefois rassuré leurs plusieurs millions de followers : «  Merci pour vos messages, mais ne vous inquiétez pas, nous sommes en sécurité, loin de l’immeuble. Nous étions au point de rendez-vous avec tout le monde en attendant les instructions et sommes à présent partis ».

DUBAI, United Arab Emirates (AP) — A fire broke out early Monday at a 35-story high-rise in downtown Dubai near the world’s tallest building, racing up the side of the structure in the same way seen in other blazes fueled by flammable siding material.

A resident at the 8 Boulevard Walk told The Associated Press that the high-rise has cladding that officials planned to replace after a similar blaze tore through an iconic tower on New Year’s Eve in 2015 . However, that cladding was not replaced across the entire building, said the resident, who spoke on condition of anonymity for fear of reprisals.

Emaar Properties, the giant state-backed developer behind 8 Boulevard Walk and the nearby Burj Khalifa, which towers over the burned high-rise, did not respond to requests for comment about the building’s cladding. Nor did the city-state’s Dubai Media Office.

Dubai Civil Defense later said that all the building’s residents had been safely evacuated without injuries.

Fire investigators could be seen by an AP journalist at the site, looking through balconies and pointing out damage from the blaze. A letter sent by Emaar to tenants of the building said “a thorough investigation is underway” into the blaze and that residents only can be let back in after authorities give the all clear.

The fire raced up one side of the building, while other sides appeared untouched. The damage appeared particularly intense around the fourth floor.

The blaze started around 2:30 a.m., with housekeepers and building guards racing through its floors to check apartments on each floor, the resident said. Dubai Civil Defense said it “arrived at the scene five minutes after the operations room was alerted of the fire at 3:11 a.m.”

“A Dubai Civil Defense spokesperson confirmed that Dubai high-rises comply with strict structural and fire safety standards that conform to international codes and regulations,” a later statement from the Dubai Media Office said, without naming the official.

While some types of cladding can be made with fire-resistant material, experts say those that have caught fire in Dubai and elsewhere weren’t designed to meet stricter safety standards and often were put onto buildings without any breaks to slow or halt a possible blaze. That includes the 2017 Grenfell Fire in London that killed 72 people in the greatest loss of life in a fire on British soil since World War II.

Regulations are now in place for new construction in Dubai regarding the cladding. In 2017, a civil defense official said those with flammable cladding on their buildings would “have to change it” under normal maintenance schedules, but it remains unclear if that’s been enforced in this city-state, one of seven that comprise the autocratic United Arab Emirates.

On New Year’s Eve in 2015, a blaze raced through the Address Downtown, one of the most upscale hotels and residences in Dubai near the Burj Khalifa. Some 15 people were injured in the fire and the evacuation. Dubai police ended up blaming exposed wiring for the blaze .

In September of this year, Orient Insurance lost an appeal for a 1.25 billion dirham (more than $340 million) payout to Emaar over the fire after it tried to blame the developer. The judgement said the building cladding might have contributed to the spread of the fire but was not the cause of it.

Emaar stock rose slightly Monday to close at 6.23 dirhams ($1.70) a share on the Dubai Financial Market.

Scenes of flood-ravaged neighborhoods in one of the planet’s driest regions have stunned the world this week. Heavy rains in the United Arab Emirates and Oman submerged cars, clogged highways and killed at least 21 people. Flights out of Dubai’s airport, a major global hub, were severely disrupted.

The downpours weren’t a freak event — forecasters anticipated the storms several days out and issued warnings. But they were certainly unusual. Here’s what to know.

Heavy rain there is rare, but not unheard-of.

On average, the Arabian Peninsula receives a scant few inches of rain a year, although scientists have found that a sizable chunk of that precipitation falls in infrequent but severe bursts, not as periodic showers.

U.A.E. officials said the 24-hour rain total on Tuesday was the country’s largest since records there began in 1949 . But parts of the nation had experienced an earlier round of thunderstorms just last month.

Oman, with its coastline on the Arabian Sea, is also vulnerable to tropical cyclones. Past storms there have brought torrential rain, powerful winds and mudslides, causing extensive damage.

Global warming is projected to intensify downpours.

Stronger storms are a key consequence of human-caused global warming. As the atmosphere gets hotter, it can hold more moisture, which can eventually make its way down to the earth as rain or snow.

But that doesn’t mean rainfall patterns are changing in precisely the same way across every corner of the globe.

In their latest assessment of climate research , scientists convened by the United Nations found there wasn’t enough data to have firm conclusions about rainfall trends in the Arabian Peninsula and how climate change was affecting them. The researchers said, however, that if global warming were to be allowed to continue worsening in the coming decades, extreme downpours in the region would quite likely become more intense and more frequent.

The role of cloud seeding isn’t clear.

The U.A.E. has for decades worked to increase rainfall and boost water supplies by seeding clouds. Essentially, this involves shooting particles into clouds to encourage the moisture to gather into larger, heavier droplets, ones that are more likely to fall as rain or snow.

Cloud seeding and other rain-enhancement methods have been tried across the world, including in Australia, China, India, Israel, South Africa and the United States. Studies have found that these operations can, at best, affect precipitation modestly — enough to turn a downpour into a bigger downpour, but probably not a drizzle into a deluge.

Still, experts said pinning down how much seeding might have contributed to this week’s storms would require detailed study.

“In general, it is quite a challenge to assess the impact of seeding,” said Luca Delle Monache, a climate scientist at the Scripps Institution of Oceanography in La Jolla, Calif. Dr. Delle Monache has been leading efforts to use artificial intelligence to improve the U.A.E.’s rain-enhancement program.

An official with the U.A.E.’s National Center of Meteorology, Omar Al Yazeedi, told news outlets this week that the agency didn’t conduct any seeding during the latest storms. His statements didn’t make clear, however, whether that was also true in the hours or days before.

Mr. Al Yazeedi didn’t respond to emailed questions from The New York Times on Thursday, and Adel Kamal, a spokesman for the center, didn’t immediately have further comment.

Cities in dry places just aren’t designed for floods.

Wherever it happens, flooding isn’t just a matter of how much rain comes down. It’s also about what happens to all that water once it’s on the ground — most critically, in the places people live.

Cities in arid regions often aren’t designed to drain very effectively. In these areas, paved surfaces block rain from seeping into the earth below, forcing it into drainage systems that can easily become overwhelmed.

One recent study of Sharjah , the capital of the third-largest emirate in the U.A.E., found that the city’s rapid growth over the past half century had made it vulnerable to flooding at far lower levels of rain than before.

Our Old Dubai and Souk Tour begins on the Bur Dubai side of the Dubai Creek outside the Al Fahidi District. Guests can easily get here by Metro or by taxi.

After walking through Al Fahidi Courtyard Houses, we walk by to the Dubai Museum (currently closed for renovation), pass by the Ruler's Court and then experience the famous Hindi Lane. After learning about the Old Textile Souk, Meena Bazaar and the Indian community's influence on Dubai, we get to the Creek Waterfront Abra Taxi Stand.

We look out onto Sheikh Saeed's House and Heritage Village as we enjoy a traditional boat ride to get to Deira. Here we learn about the historic trading activities that go on even till today in the Spice Souk and the Gold Souk. The tour ends at the Gold Souk. From here guests can enjoy a traditional Emirati meal if they choose.

The Al Ras Metro is close by and provides connectivity to the rest of the city.

Built in mid-1800s, the Al Fahidi Historical Neighborhood was once a bustling trading hub for merchants. It was conveniently situated near the banks of the Dubai Creek and furthermore is protected from attack by ancient forts and watchtowers. Traditional Emirati architecture is characteristic in these restored and preserved houses.

These have now been restored to serve as boutique hotels, art studios and cafes. We will walk through these houses, and understand their simplicity in design, functionality and relevance to the seasons.

The larger Old Dubai area plays host to traditional architecture, multiple museums, gorgeous street art, in addition to ancient fortifications. Our Old Dubai Tour delves into the city’s heritage and explores what early life was like in this desert trading town. It’s a great way to learn about the traditions of Dubai.

Overview of the tour in Dubai

The Dubai Layover Tour is private and includes transport with a professional speaking driver Guide from the airport pick up until the return transfer. We'll be waiting for you holding a sign with your name on it at the terminal where you arrive. From there we'll go to the modern Dubai city for a four-hour tour around the main Dubai city areas. Dubai Food Festival 2024: A guide to discounted menus and one-off experiences

From subsidised dishes and supper clubs to walking culinary tours, here are nine meals worth sampling.

It's that time of the year again when Dubai doubles down on its gastronomic expertise, allowing the city's bustling restaurant scene to shine via special menus, celebrity chef masterclasses and dining discounts.

Dubai Food Festival, now in its 11th year, kicks off on Friday and will run until May 12.

Dozens of spots participate in the annual affair, with intrepid foodies looking forward to Dubai Restaurant Week and Foodie Experiences.

The former has 65 participating restaurants (up from last year's 52) offering set lunch and dinner menus at discounted rates. Foodie Experiences, meanwhile, has a diverse line-up of 43 events, from culinary masterclasses to four-hands dinners , children's workshops and more.

Evidently, the month-long festival can be overwhelming even for the most discerning of diners, so here is our guide to this year's most delicious entries.

5 to try at Dubai Restaurant Week

Hoe Lee Kow

When The National sampled the Korean restaurant in Dubai Hills, we couldn't get enough of the tteokbokki , a popular street food in the East Asian country. The restaurant, a brainchild of Reif Othman , is serving the dish in its set dinner menu (Dh250) during Dubai Food Festival. The dish is made with home-made rice cakes, maple beef bacon and Manchego cheese.

It comes with other Korean classics such as Wagyu bulgogi and sweet potato brulee. There's also a lunch menu for those who want to visit the restaurant earlier in the day.

Dubai is a melting pot when it comes to cuisines, but one of the latest ones to gain popularity in recent months is Eastern European fare. Babushka, located at The Beach, showcases this via its three-course lunch (Dh125) and dinner (Dh150) menus as part of Dubai Restaurant Week.

Dishes include potato pancakes with red caviar; buckwheat with stewed beef; porcini mushrooms and cheese mousse; and pavlova with berry sorbet and custard vanilla cream.

Popular supper club Hawkerboi , run by the eponymous and anonymous chef, opened a restaurant in The Park, Jumeirah Lakes Towers last year. A set dinner menu (Dh250) includes dishes such as chicken skewer with spiced satay and chilli vinegar, roast duck quarter, and the oh-so-yummy mango sticky rice served with a fried paratha.

From first-hand experience, a meal there among three friends cost Dh700 for five sharing dishes, making the festival price of Dh250 for three courses for one person a real steal.

DFF is also a good way for sample new restaurants in a rather crowded foodie scene. Indonesian spot Andaliman at the newly opened The Link at One&Only One Za'abeel is serving a set dinner menu (Dh350) with dishes such as pangsit sayur or Indonesian wantons and classic nasi goreng.

Also in the newcomer department is steakhouse Rare at C2, a licensed restaurant hub at City Walk. The National was the first to dine at the restaurant before it opened to public, and we can attest the meat expertise is par excellent.

For the restaurant’s debut at the festival, there is a lunch (Dh125) and dinner (Dh250) option. Dishes include heirloom tomato and peach salad, Wagyu strip loin with wasabi cream and batter crispies, and whipped burnt cheesecake.

Foodie Experiences

Eleven Green

As The National ’s review noted, the home-grown restaurant offers the “ best burgers in Dubai ”, a tall order by all means. At the festival, the venue is offering a breakfast spread featuring American diner classics with an all-you-can-eat deal for Dh150.

Dishes include breakfast muffin with Wagyu beef, bacon bits and cheese; chorizo hash with scrambled eggs and a side of smoked labneh; and sweet treats such as classic buttermilk pancakes, sticky pecan buns and cinnamon rolls. Free-flowing coffee and orange juice are also included

Food tour in Karama and Deira

The Dubai Food Festival is not all sit down and stay put, either. There are also walking tours where food remains the main event. Karama and Deira, part of old Dubai, are often associated with authentic foodie finds.

This year Palestinian chef Haya of Haya's Kitchen will lead a three-hour food tour interspersed with stories of Levantine cuisine. The tour stops in four casual eateries, sampling classics such as felafel and kunafa. It is scheduled to take place on May 4 and costs Dh195 per person.

Perhaps one of best meals I have had in years , the supper club by Nicaraguan chef Gabriela Chamorro is taking over French restaurant Couqley in Jumeirah Lakes Towers on May 9 and 10. The five-course menu, priced at Dh250 per person, is a multi-sensorial journey through Central America. Diners can expect dishes such as baby corn curry, green pepian ceviche and beef tacos.

Dinner and kitchen tour at 11 Woodfire

The festival is also a good opportunity for foodies to glance at the behind-the-scenes action of prominent dining spots, including Michelin-starred restaurant 11 Woodfire in Jumeirah. After the four-course menu (dish details of which have not been revealed yet), diners will be led to the back of house for an exclusive kitchen tour, getting up close with the restaurant's pit masters. There are sessions from May 5 to 12, priced at Dh375 per person.
