The Philippine National Railways (PNR) is a state-owned company in the Philippines. It offers affordable mass public transportation across Metro Manila to as far as Calamba in Laguna .

The PNR minimum fare is Php15 for the first 14 kilometers and an additional Php5 for every zone traveled. The maximum fare is currently Php60 from Tutuban, Manila to Calamba, Laguna.

How to ride the PNR?

Buy your ticket at the ticket booth.

Show your ticket to the gate inspector to get on a train.

Make sure you are at the right platform to get on a train. It’s only one line so it should be easy to get in. It can really get crowded during peak hours so make sure you look after your belongings especially your wallet and mobile phone.

Exit the train and show your ticket to the inspector.

Important reminder : Always keep your ticket for random inspection. Passengers found without a ticket or short-ticketed will be charged the full amount of fare for the route.

Northbound, the PNR train leaves San Pedro Station at 4:50 am and from Biñan Station at 5:25 am. The first trip from Alabang Station to Tutuban is at 5:33 am while the last trip is at 8:03 PM. Metro Manila commuters are always looking for faster, more budget-friendly ways to get from Point A to Point B. Apart from the LRT and MRT, there’s one useful train line that’s been serving the Philippine public for decades: the Philippine National Railways (PNR) Metro Commuter Line.

Known fondly by older Filipinos as the “Orange Line”, the PNR started its operations on April 6, 1970. The initial line started at Manila’s North Harbor, with a final station in Biñan. More stations opened in the 1970s, with the PNR going as far as San Fernando, Pampanga.

The PNR underwent more renovations in the ‘90s under the name “Metrotrak”, before changing its name to “Metrotrain” to avoid confusion with the LRT 1’s “Metrorail”. Sadly, the PNR system lacked funding and proper maintenance, leading to the shutdown of stations as well as the halting of plans to rehabilitate a Manila to Clark line.

Interest grew in the early 2000s to modernize the PNR system, including plans to revive a Manila to Malolos line. With efforts in 2017 and 2018 to revive this ailing system, trial services began once more in Alabang and Calamba. Currently, the PNR has stations in the Laguna and Metro Manila areas. Its two sections meet in Tutuban Station, located in Tondo, Manila.

This year, the PNR also opened the Calamba – Lucena – Calamba line, which covers travel within the provinces of Laguna and Quezon. The morning trip for this new line typically leaves at 4:50 AM , while its last trip is usually at 6:30 PM . Note as well that this line has the following provisional flag stops:

What is PNR?

PNR Status tells the latest seat berth status of passenger in Indian Railways i.e. whether passenger has got confirmed reservation, Reservation Against Cancellation (RAC) or the passenger is in waiting list. For waiting list or rac passengers, pnr status might change to confirmed in future if other passengers on this trip cancel their journey. For passengers who have cancelled their trip, it is shown as Can/Mod. Train PNR status also tells the origin station, boarding point, destination station, travel class, quota and charting status. Once final chart is prepared, the indian railway PNR status live freezes and does not change after that.

PNR status- Why is it important?

It is a record in the Indian Railways database that stores the journey details for a passenger or a group of passengers. What does a PNR number explain?

PNR number holds various information related to the train journey.

  • Passenger Details - Name, Age, Sex, Birth Preference
  • Ticket Details - Train Number, Date of Journey, Origin/Source Station, Destination Station, Boarding Station, Class, Berth, Quota

When to check pnr status.

It is important to check your PNR status after train ticket booking online. Will my PNR be confirmed?

Because there are only a limited number of seats available on a train, it is not possible to provide a confirmed train ticket online for every booking. When tickets are available, the train ticket booking system displays CNF (Confirmed) and RAC (Reservation Against Cancellation) status, and subsequent bookings display waitlisted status. Only if a CNF/RAC ticket is cancelled will waitlisted tickets be confirmed in order.

PNR number is allotted only to reserved tickets. For unreserved no PNR number is allotted as can be seen in the images below. This is because railway does not reserve any berth or seat in this case and passenger can sit or stand anywhere in his designated coach inside the train.

The passenger is not required to give any input of the photo identity card details of any of the passengers while booking a train ticket. However s/he shall have to carry and show one of the following identity cards of any of the passengers in original while traveling.

Train charting is typically completed four hours before the train's scheduled departure. A week after journey date, the status changes to "pnr flushed" for all Indian Railway pnr. Nine months after this time, they can be reused for new train journeys.

16. What happens if my railway PNR remains waitlisted after chart preparation?

PNRs that remain in fully waitlisted mode after chart preparation are automatically cancelled if booked through IRCTC and must be cancelled at reservation counters for tickets booked through PRS counters. A small clerkage of Rs.60 is deducted per passenger.

17. I have lost my train ticket but I remember my PNR number. Can I still travel?

If a passenger has booked an e-ticket from IRCTC website and forgets to take the e-ticket print out but remembers the PNR number then there is no problem provided the passenger has a valid id proof. online ticket booking sms is also allowed in place of ticket print out. On missing both print out and sms, a penalty of Rs.50 per ticket can be levied by TTE. However for counter tickets passenger needs to carry both original ticket and a valid id proof. If one has lost the ticket but remembers PNR number, a duplicate ticket can be requested from railway reservation counters.

18. I booked a ticket in sleeper (SL) class but my ticket has been upgraded to third ac (3A). Can class get upgraded for any railway PNR?

Railways can upgrade your ticket and provide alternate accommodation in higher class subject to vacancy if the passenger has opted for upgradation while booking ticket. Keeping in mind passenger's convenience, upgradation if done, is done for all the passengers in the ticket. Therefore, next time if you see your berths in an AC coach on checking pnr status despite booking in sleeper, don't panic but consider yourself lucky!

19. Live pnr status is showing that the train is cancelled. How can a train get cancelled. Will I be getting refund?

Under unavoidable circumstances, the live running status of train may changed to cancelled. One can check pnr status on Trainman to find if the train is cancelled or not.   • PQWL: Pooled quota waiting list status means that if a passenger is traveling between any intermediate stations or from the starting station to the immediate next stop. The chances of confirmation are quite less in this case.
  • RLWL: Indian Railways issues train tickets to passengers traveling between the originating station and the terminating station. It is issued to travelers for an intermediate railway station known as Remote Location Waiting List.
  • TQWL: This PNR status means Tatkal Quota Waiting List and is issued for tatkal tickets. Unlike GNWL, this ticket gets directly confirmed and does not go through RAC status. A tatkal waitlist is less likely to get confirmed in IRCTC ticket booking system, as during the chart preparation, GNWL is preferred over TQWL.
  • NOSB: This PNR status stands for No Seat Berth for half fare. It means that the children under the age of 5 to 12 can board the train but no seat will be allotted.

Validity of a PNR Number

A PNR number is issued when a ticket is booked by a passenger or for a group of a maximum of 6 passengers. It is valid until the date of departure or train cancellation. The PNR number is valid for 9 months and the same PNR number can be generated after a year.

A: The PNR number contains two parts and the first three digits specify the area from where the ticket is booked. The starting digit of the PNR number indicates from where the train would start. As any Indian Railways train ticket is booked from a PRS (Passenger Reservation System), the two succeeding digits after the first number will denote the particular PRS. When the PNR number on the train ticket begins from 1, it will originate from SCR zone from Secunderabad PRS. When the PNR no. begins from 2 or 3, it will be issued from NR, NCR, NWR, or NER from New Delhi PRS. With starting digits 4 or 5 on the PNR number, the point of origin can be SWR, SCR, or SR from Chennai PRS. When the PNR number starts from 6 or 7, it will originate from station codes, NFR, ECR, ER, ECoR, SER, or SECR, from Kolkata PRS. With 8 or 9 as the beginning digit, the PNR issued will be from CR, WCR, or WR, from Mumbai PRS. The last 7 digits of an Indian Railways PNR number are produced at random to give it a unique identity.

Visiting the official PNR train website, I found so much useful information that I have been looking for for such a long time since the trip to Bicol had been stopped due to railway damage. I would like to share this information to all Filipinos who are looking to become passengers of the most clogged transport system in the Philippines today - Philippine National Railways train. (below is an overview of the Manila-Sta Rosa Laguna fare matrix for permier train) (below is fare matrix for the commuter train).

Notice that only a Php 5.00 per 7 km distance is applied for the commuter train while a Php 13.125 fare is added every 7 km distance to the premier train ticket fees . This fare matrix was applied March 3, 2014 and is the latest available from the official website.

One of the oldest railway systems in Asia, the Philippine National Railways, or the Pambansang Daangbakal ng Pilipinas, is the most extensive intra-island railway in Luzon. The rail infrastructure dates back to the Spanish colonial period. Despite being underrated and underfunded, PNR offers affordable transportation systems across Metro Manila to Calamba and Laguna.

The Philippine National Railways (PNR) reopened its Calamba – Lucena – Calamba line on Thursday, October 6, 2022. This route will traverse the provinces of Laguna and Quezon.

This reopened line is ready to cater to commuters from Calamba, San Pablo, and Lucena.

The morning trip from Lucena PNR station leaves at 4:50 AM, while the last trip from Calamba is at 6:30 PM.

The running time from Lucena to Calamba is two hours and 33 minutes. While the running time from Lucena to San Pablo is one hour and 32 minutes.

The minimum fare from Lucena to San Pablo is priced at PHP 15, while the minimum fare from Lucena to Calamba is priced at PHP 20.

The reopened line will offer nine flag makeshift stops along Pansol, Masili, Los Banos, College, IRRI, Tiaong (Lalig), Candelaria, Lutucan, and Sariaya PNR stations. Meanwhile, the main stations will be in Lucena, San Pablo, and Calamba.

How to Ride Manila’s PNR in 2022

The Philippine National Railway (PNR) is one of the most underrated modes of public transportation in Metro Manila. Believe it or not, it’s one of the best public transport systems in terms of customer service and efficiency, although of course, their trains can be late sometimes. I mean often. But their customer service is admirable.

We’re lucky to have one of Asia’s oldest railway systems. If you’re planning to ride this line as part of your daily commute, here’s a handy guide that will help you get to your destination.

Quick Tips:

  • The PNR regularly posts updates and changes/ delays in the schedule on the Official PNR Facebook Page . Please check their Facebook page on the day of your trip.
  • As of October 2022, no trains stop at Pacita Station and Golden City Station.

PNR Route Map

The entire PNR stretches from central to southern Luzon.

As of October 2022, a new line has been added: the Calamba – Lucena – Calamba line, which will cover routes within the provinces of Laguna and Quezon.

  • The morning trip leaves at 4:50 AM, while the last trip will be at 6:30 PM.
  • Lucena to Calamba: 2 hours and 33 minutes with a minimum fare of P15

Aside from the main stations at Lucena, San Pablo, and Calamba , the reopened line will provide nine makeshift flag stops at the following stations:

As of writing, the Manila-Bicol services are still suspended and there is still no word when the Bicol Express will resume its operations.

Originally slated in December 2016, the resumption of these services was canceled following an  inspection back in 2018 , in which PNR officials discovered rotting train tracks and informal settlers obstructing the railroad in the provinces of Laguna and Bicol.

How to Ride the PNR

The PNR website outlined the steps to riding the PNR as follows:

Step 1: Buy your ticket from the Ticket Booth.

Step 2: Show your ticket to the gate inspector/conductor.

Step 3: Ride the train. The first coach is reserved for the elderly, PWDs, pregnant women, and passengers with children, while the second coach is only for females.

The estimated travel time from Tutuban to Calamba is 2 hours, while the Naga to Sipocot route in Bicol takes 45 minutes.

Step 4: Exit the train and show your ticket to the inspector at the train station.

Again, always keep your ticket with you while you’re on the train and at the train station. Before you can leave the station, an inspector will ask for your ticket. If you cannot show a ticket, you will be asked to pay the amount of the fare for the whole route.

Frequently Asked Questions

Do they allow bikes on the train?

As far as I know, folding bikes are allowed inside the PNR train car, but you will be charged a fare equivalent to one person. I haven’t tried this yet, though.

How should I behave inside the train and other PNR premises?

The following are prohibited according to their website:

  • Eating, drinking, smoking
  • Being drunk or under the influence of drugs
  • Bearing firearms or any pointed objects
  • Balloons, balls, or firecrackers of any kind
  • Paint, thinner, varnish, and similar chemicals
  • Bottled wine, patis (fish sauce), and similar articles, unless properly packed or wrapped
  • Smelly food like fresh meat, fish, bagoong , and daing unless properly packed or wrapped
  • Bicycles (I assume non-foldies), skateboards, and other similar objects that may harm other passengers
  • Playing the radio or musical instruments
  • Live animals
  • Big luggage exceeding 12″x18″x18″ in volume

Be early. As in super early. And have a backup plan in case the waiting time gets too long.

PSA: MRT-3, LRT-1, PNR to implement adjusted operating schedule for 2023 holidays

Filipinos going around the metro via train during the Christmas season would have to organize their schedules early, as the country's railway systems have adjusted their operating hours during the holidays.

In a Facebook post , MRT line three (MRT-3) announced that the operating hours for Christmas Eve and New Year's Eve, as well as Christmas and New Year's Day, will be adjusted.

According to the train line, it will follow its regular weekday schedule on December 18 to 22, 26 to 29, this year and January 2 to 3, 2024; the weekend schedule will be observed for December 16, 23, and 30.

Operating hours will also be adjusted for Christmas and New Year's Eve, with both North and Taft Avenue lines running their first trip at 6:30 a.m. Last trips, however, are scheduled at 9:30 p.m. for the North Avenue line and 10:30 p.m. for Taft Avenue.

Meanwhile, those commuting using the Philippine National Railways (PNR) would only have to adjust their schedules on Dec. 31, 2023 and Jan. 1, 2024.

The adjusted operating hours cover trips from Tutuban to Alabang, Tutuban to Governor Pascual and vice versa, Governor Pascual to Bicutan, Bicutan to Governor Pascual, Lucena to San Pablo, and Calamba to San Pablo.

It also includes trips from Naga to Sipocot, Sipocot to Naga, and Naga to Ligao.

The Light Rail Manila Corporation has released its special Christmas season schedule for Light Rail Transit-1. It will follow regular weekdays/weekends/holiday operations on Dec. 25, Dec. 26, Dec. 30, and Jan. 1.

The last train will leave Baclaran Station at 8:00 p.m., while the last train from Fernando Poe Jr. Station will be at 11:00 p.m. from Dec. 20 to 22. The next day, the last train from both aforementioned stations will leave at 10:30 p.m. and 10:45 p.m., respectively.  

"On Christmas Eve, the last train will leave Baclaran Station at 8:00 p.m. while the last train from Fernando Poe Jr. Station will leave at 8:15 p.m. On New Year’s Eve, the last train from Baclaran Station will leave at 7:00 p.m., and at 7:15 p.m. from Fernando Poe. Jr. Station," it said, adding that no changes will be made in the first trip for both northbound and southbound trips that begin at 4:30 a.m. on weekdays and 5:00 a.m. during weekends and the holidays.

Passenger Name Record (PNR)

U.S. law requires air carriers operating flights to, from, or through the United States to provide the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), with certain passenger reservation information, called Passenger Name Record (PNR) data. This information is transmitted to CBP prior to departure and used primarily for purposes of preventing, detecting, investigating, and prosecuting terrorist offenses and related crimes and certain other crimes that are transnational in nature. 

Collection of PNR information from air carriers is authorized by 49 U.S.C. § 44909(c)(3) and its implementing regulations at 19 C.F.R. § 122.49d. These statutory and regulatory authorities require each air carrier operating passenger flights in foreign air transportation to, from, or through the United States to provide CBP with electronic access to PNR data to the extent it is collected and contained in the air carrier’s reservation and/or departure control systems. The European Union (EU) has determined that U.S. laws, in conjunction with CBP policies regarding the protection of personal data, provide an adequate basis upon which to permit transfers of PNR data to the United States consistent with applicable EU law. An updated U.S.-EU PNR Agreement was signed in December 2011.

The Privacy Act of 1974, as amended (5 U.S.C. § 552a), governs the maintenance of information in federal agency systems through which records are retrieved using the personally identifiable information (PII) of United States citizens and lawful permanent residents. The Privacy Act regulates how the government can disclose, share, provide access to, and maintain the personal information that it collects in such systems. Though the Privacy Act does not afford coverage to non-U.S. persons, the Judicial Redress Act of 2015 (5 U.S.C. § 552a note), also extends provisions of the Privacy Act to non-U.S. citizens and non-lawful permanent residents who are citizens of countries that have been designated pursuant to procedures identified within the Judicial Redress Act. For those covered by neither, DHS policy covers information for all persons, regardless of immigration status, and treated consistent with the Fair Information Practice Principles (FIPPs).

DHS allows all persons, including foreign nationals, to seek access and request amendment to certain information maintained in the Automated Targeting System (ATS), including PNR data. Please see the procedures provided below. However, certain information maintained in ATS, such as information pertaining to the rule sets or accounting of a sharing with a law enforcement or intelligence entity in conformance with a routine use, may not be accessed, pursuant to 5 U.S.C. §§ 552a (j)(2) or (k)(2). General Information

Who is affected by the program.

All persons traveling on flights to, from, or through the United States will be affected by this program. If you travel on flights arriving in or departing from the United States (even if you are simply transiting through the United States), CBP may receive PNR data concerning you. Air carriers create PNR data in their reservation systems for each itinerary booked for a passenger. Such PNR data may also be contained in the air carrier departure control systems.

What U.S. and EU laws allow for the transfer of PNR data?

By statute (49 U.S.C. § 44909(c)(3)) and its implementing regulations (19 CFR 122.49d), each air carrier operating international passenger flights to, from, or through the U.S. must provide CBP with electronic access to PNR data to the extent it is collected and contained in the air carrier’s reservation and/or departure control systems.

The EU has determined that this statute, in conjunction with DHS/CBP policies regarding the protection of personally identifiable information (PII) and the 2011 Agreement, provide an adequate basis upon which to permit transfers of PNR data to the U.S. consistent with applicable EU law. Please note that the 2011 Agreement applies to air carriers operating passenger flights between the EU and the U.S., as well as those air carriers incorporated or storing data in the EU and operating passenger flights to, from, or through the United States. What is the purpose for collecting PNR information?

The purpose of collecting PNR information in advance of your arrival or departure is to assist CBP officers in measuring the risk associated with an individual traveling to, from, or through the United State, and to enable CBP to make accurate, comprehensive decisions regarding which travelers require additional inspection at the port of entry based on law enforcement and other information. Collecting this information in advance provides the traveler two advantages. First, it affords CBP adequate time to research possible matches against derogatory records to eliminate false positives. Second, it expedites travel by allowing CBP to conduct mandatory checks prior to a flight’s arrival in the United States, rather than making you, and everyone else on your flight, stand in line while we manually collect necessary information to facilitate a review after you arrive.

How is PNR information used?

DHS/CBP uses PNR strictly for the purposes of preventing, detecting, investigating, and prosecuting:

(1). To prevent, detect, investigate, and prosecute:

a. Terrorist offenses and related crimes, including

i. Conduct that--

1. involves a violent act or an act dangerous to human life, property, or infrastructure; and

2. appears to be intended to--

a. intimidate or coerce a civilian population;

b. influence the policy of a government by intimidation or coercion; or

c. affect the conduct of a government by mass destruction, assassination, kidnapping, or hostage-taking.

ii. Activities constituting an offense within the scope of and as defined inapplicable international conventions and protocols relating to terrorism;

iii. Providing or collecting funds, by any means, directly or indirectly, with the intention that they should be used or in the knowledge that they are to be used, in full or in part, in order to carry out any of the acts described in subparagraphs (i) or (ii);

iv. Attempting to commit any of the acts described in subparagraphs (i),(ii), or (iii);

v. Participating as an accomplice in the commission of any of the acts described in subparagraphs (i), (ii), or (iii);

vi. Organizing or directing others to commit any of the acts described in subparagraphs (i), (ii), or (iii);

vii. Contributing in any other way to the commission of any of the acts described in subparagraphs (i), (ii), or (iii);

viii. Threatening to commit an act described in subparagraph (i) under circumstances which indicate that the threat is credible;

b. Other crimes that are punishable by a sentence of imprisonment of three years or more and that are transnational in nature; a crime is considered as transnational in nature in particular if:

i. It is committed in more than one country;

ii. It is committed in one country but a substantial part of its preparation, planning, direction or control takes place in another country;

iii. It is committed in one country but involves an organized criminal group that engages in criminal activities in more than one country;

iv. It is committed in one country but has substantial effects in another country; or

v. It is committed in one country and the offender is in or intends to travel to another country;

(2) on a case-by-case basis where necessary in view of a serious threat and for the protection of vital interests of any individual or if ordered by a court.

(3) to identify persons who would be subject to closer questioning or examination upon arrival to or departure from the United States or who may require further examination.

(4) for domestic law enforcement, judicial powers, or proceedings, where other violations of law or indications thereof are detected in the course of the use and processing of PNR.

What information is collected?

The Automated Targeting System (ATS) maintains the PNR information obtained from commercial air carriers and uses that information to assess whether there is a risk associated with any travelers seeking to enter, exit, or transit through the United States. PNR may include some combination of the following categories of information, when available:

  • PNR record locator code.
  • Date of reservation/issue of ticket.
  • Date(s) of intended travel.
  • Available frequent flier and benefit information (i.e., free tickets, upgrades, etc.).
  • Other names on PNR, including number of travelers on PNR.
  • All available contact information (including originator of reservation).
  • All available payment/billing information (e.g. credit card number).
  • Travel itinerary for specific PNR.
  • Travel agency/travel agent.
  • Code share information (e.g., when one air carrier sells seats on another air carrier's flight).
  • Split/divided information (e.g., when one PNR contains a reference to another PNR).
  • Travel status of passenger (including confirmations and check-in status).
  • Ticketing information, including ticket number, one way tickets and Automated Ticket Fare Quote (ATFQ) fields.
  • Baggage information.
  • Seat information, including seat number.
  • General remarks including Other Service Indicated (OSI), Special Service Indicated (SSI) and Supplemental Service Request (SSR) information.
  • Any collected APIS information (e.g., Advance Passenger Information (API) that is initially captured by an air carrier within its PNR, such as passport number, date of birth and gender).
  • All historical changes to the PNR listed in numbers 1 to 18.

Not all air carriers maintain the same sets of information in PNR, and a particular individual’s PNR likely will not include information for all possible categories. In addition, PNR does not routinely include information that could directly indicate the racial or ethnic origin, political opinions, religious or philosophical beliefs, trade union membership, health, or sex life of the individual. To the extent PNR does include terms that reveal such personal matters, DHS employs an automated system that filters certain of these terms and only uses this information in exceptional circumstances where the life of an individual could be imperiled or seriously impaired.

Privacy Information

Is sensitive data included in the pnr data transfer.

Sometimes, information that could be considered sensitive could be included in the PNR data transfer. Such sensitive PNR data could include certain information revealing the passenger’s racial or ethnic origin, religion, or health. CBP uses electronic filters to automatically mask PNR data identified as sensitive that may be included in the PNR when it is transferred from reservation and/or air carrier departure systems to CBP. This information is not used or seen by any CBP personnel except under exceptional circumstances where the life of an individual could be imperiled or seriously impaired, in which case additional approval and security steps must be taken.

Who will have access to the information?

CBP is the primary user of PNR information. The PNR information collected from airlines may be made available to other government agencies inside and outside the Department of Homeland Security for law enforcement purposes pursuant to the “routine uses” included in the ATS System of Records Notice (SORN) , and consistent with the terms of any applicable laws, regulations, DHS policies, and international agreements/arrangements, including the 2011 PNR Agreement . PNR information will not be shared outside of DHS unless the recipient agency has a proper need to know the information and can ensure the information will be properly protected.  

CBP and DHS officials responsible for identifying illicit travel and preventing and detecting terrorism and certain transnational crimes will have access to PNR data derived from flights to, from, or through the United States. This PNR data may be provided to other government authorities, consistent with the purposes identified above in response to FAQ 1 and with the routine uses included in the ATS SORN and other exemptions under the Privacy Act. EU PNR data is only exchanged with foreign government authorities after a determination that the recipient’s intended use(s) is consistent with the terms of the 2011 Agreement, if applicable, and DHS/CBP policy, and that the recipient has the ability to protect the information.

CBP will advise in writing that the requesting authority will apply safeguards to the PNR that are comparable to those applied by CBP to ensure that access is granted in accordance with all applicable laws, regulations, DHS policies, and international agreements and arrangements.

How will the information be protected?

CBP carefully safeguards PNR data by applying appropriate data security and access controls, to ensure that the PNR data is not used or accessed improperly. Personal information will be kept secure and confidential and will not be discussed with, or disclosed to, any person within or outside CBP unless consistent with application law and in the performance of official duties, and as described above. Careful safeguards, including appropriate security controls, compliance audits, and written arrangements with non-DHS agencies ensure that the data is not used or accessed improperly. Additionally, the DHS Chief Privacy Officer reviews pertinent aspects of the program to ensure that proper safeguards are in place. Roles and responsibilities of DHS employees, system owners and managers, and third parties who manage or access PNR include:

DHS Employees - As users of ATS:

  • Access records containing personal information only when the information is needed to carry out their official duties because of a specific need to know.
  • Disclose personal information only for legitimate official purposes, and in accordance with applicable laws, regulations, and ATS routine use policies and procedures.

ATS System Owners/Managers: 

  • Follow applicable laws, regulations, and relevant DHS/CBP policies and procedures in the development, implementation, and operation of ATS.
  • Conduct a risk assessment to identify privacy risks and determine the appropriate security controls to protect against those risks.
  • Ensure that only personal information that is necessary and relevant for legally mandated or authorized purposes is collected.
  • Ensure that all processes that contain personal information have an approved Privacy Impact Assessment. Privacy Impact Assessments meet appropriate Office of Management and Budget (OMB) and DHS guidance and will be updated as the system progresses through its development stages.
  • Ensure that all personal information is protected and disposed of in accordance with applicable laws, regulations, DHS/CBP policies and procedures, and applicable agreements or arrangements.
  • Use personal information collected only for the purposes for which it was collected, unless other purposes are explicitly mandated or authorized by law.
  • Establish and maintain appropriate administrative, technical, and physical security safeguards to protect personal information.

Third Parties Third parties, including other law enforcement entities, who may have access to information collected by ATS shall comply with requirements of written arrangements drafted to address, among other matters, privacy issues, and shall follow the same privacy protection guidance as DHS employees are required to follow.

What notice or opportunities for consent would be provided to individuals regarding what information is collected and how that information is shared?

Notice has been given to the public through the ATS SORN in conjunction with the ATS Privacy Impact Assessment (PIA). Because ATS does not collect PNR directly from individuals, there is no opportunity for an individual to consent to provide this information. PNR data maintained in ATS is collected from air carriers in accordance with U.S. law as stated above.

Similarly, since PNR data is collected from the air carriers to assist CBP in performing border security functions, it is not appropriate to seek consent from the affected individuals with respect to the defined uses of this information. Individuals do not have the right to consent to particular uses of the information. Once an individual submits the data to the air carrier for reservation purposes and the air carrier forwards the PNR data to CBP, the individual cannot exert control over it (except in the context of a request for access or redress, as discussed in the FAQs below).

How long is PNR information retained and what access restrictions apply?

The retention period for data maintained in ATS, which includes PNR, does not exceed fifteen years, except as noted below. The retention period for PNR, which is collected in ATS, will be subject to the following further access restrictions: ATS users will have general access to PNR for five years, after which time the PNR data is moved to dormant, non-operational status. After the first six months, the PNR is “depersonalized,” with names, contact information, and other personally identifiable information masked in the record. PNR data in dormant status is retained for an additional ten years, and may be accessed only with prior supervisory approval and only in response to an identifiable case, threat, or risk. Such limited access and use for older PNR strikes a reasonable balance between protecting this information and allowing CBP to continue to identify potential high-risk travelers.

Notwithstanding the foregoing, information maintained only in ATS that is linked to law enforcement lookout records, CBP matches to enforcement activities, investigations, or cases (i.e., specific and credible threats, and flights, individuals and routes of concern, or other defined sets of circumstances), will remain accessible for the life of the law enforcement matter to support that activity and other related enforcement activities.

Procedures for Access, Correction or Rectification, and Redress

How can an individual request access to his or her pnr.

Any individual, regardless of citizenship, who wishes to seek access to his or her PNR held by DHS can do so under the Freedom of Information Act (FOIA). FOIA provides members of the public with access to records, subject to certain exemptions, about the operations and activities of the U.S. federal government. Individuals seeking access to PNR records may submit a FOIA request to CBP at  https://www.cbp.gov/site-policy-notices/foia , or by mailing a request to:

An individual who is not satisfied with the agency’s response under FOIA may challenge a refusal to disclose data or a lack of a response to a FOIA request first through an administrative appeals process, and then in federal court.

How can an individual request correction or rectification of his or her PNR?

Several options are available for individuals seeking correction of personally identifiable information (PII) held by DHS.

Requests for amendment of information

Before requesting corrections be made to your PNR, please ask for a copy of the record through the processes described above to determine what information is actually in your PNR record(s). Keep in mind that PNR is usually information that you (or your representative) supplied in making your reservation. Requests for amendment should conform to the requirements of 6 CFR Part 5, which provides the rules for requesting amendment to records maintained by DHS. The envelope and letter should be clearly marked “Privacy Act Amendment Request.” The request must include the requester’s full name, current address, and date and place of birth. Your request should identify each particular record in question, state the amendment or correction that you want, and state why you believe that the record is not accurate, relevant, timely, or complete. You may submit any documentation that you think would be helpful. The request must be signed and either notarized or submitted under penalty of perjury.

Persons who believe they have been improperly denied entry, refused boarding for transportation, or identified for additional inspection by CBP may submit a redress request through DHS TRIP. DHS TRIP is a single point of contact for persons who have inquiries or seek resolution regarding difficulties they experienced during their travel screening at transportation hubs – such as airports, seaports, and train stations – or crossing U.S. borders. Through DHS TRIP, a traveler can request correction of erroneous data stored in ATS and other data stored in other DHS databases through one application. Whom do I contact if my complaint is not resolved?

In the event that a complaint cannot be resolved by CBP or through the DHS TRIP process, the complaint may be directed, in writing, to the Chief Privacy Officer, Department of Homeland Security, Washington, DC 20528-0550; Email at  [email protected] ; Phone: (202) 343-1717; and Fax: (202) 343-4010. The Chief Privacy Officer shall review the situation and endeavor to resolve the complaint.

Pursuant to the Homeland Security Act of 2002, as amended, (6 U.S.C. § 142) and Section 802 of the Implementing the Recommendations of the 9/11 Commission Act of 2007 (Public Law 110-53), the DHS Chief Privacy Officer is statutorily obligated to ensure that personally identifiable information is handled in a manner that complies with relevant law. He or she exercises oversight regarding the implementation of the 2011 Agreement to ensure strict compliance by DHS and to verify that proper safeguards are in place. He or she is independent of any directorate within DHS. His or her determination is binding on the Department.

Complaints received from the European Union Member States on behalf of an EU resident, to the extent such resident has authorized the Data Protection Authority (DPA) to act on his or her behalf, shall be handled on an expedited basis.

What are an individual’s other options for judicial redress?

What is PNR status?

PNR is short name for 'Passenger Name Record'. It is a record in the database of Indian Railways computer reservation system (IR-CRS) against which journey details for a passenger, or a group of passengers are saved.

To be specific, when a reserved railway ticket is booked for a train in Indian Railways, all the details of passengers are stored in relational database of centralized reservation system. These details are associated with a unique ten digit number. This reference number is called PNR and it is printed on the ticket.

Passenger's personal information like name, age, gender etc. is saved in the database against this reference number. It includes columns to store booking status and current status of the ticket.

As we know every train has limited number of seats, sometime one may not get a confirmed reserved ticket. Booking status of such waitlist (W/L) ticket changes when there is any availability of reserved seats due to cancellation. This new current reservation status is generally known as PNR status .

PNR number is generally printed at the top left corner of the printed tickets (tickets that are taken from railway station booking window). In case of the E – Ticket (tickets that are booked online or through IRCTC website), it is mentioned at top in separate cell.

This is Indian Railways official portal. It is designed and maintained by CRIS (Centre for Railway Information Systems).

IRCTC (Indian Railway Catering and Tourism Corporation) is the only official partner of Indian Railways that manages online ticket booking. Final Reservation Charts

Final reservation chart is generally prepared before two or three hours of train departure time. This chart is pasted on notice board of railway station platforms.

E-Ticket or Electronic Ticket is only booked through IRCTC website. One can take print out of booked ticket and show it to the TTE with relevant passenger ID.

Tickets booked at railway reservation counter are of type i-Ticket. It can also be booked at IRCTC website and usually gets delievered through courier at your doorstep.

First Indian Railway train was run in 1853 between Mumbai and Thane. Mumbai and Thane are western coastal districts of Maharashtra. Current Indian Railway trains are the result of gradual development in technology. Today it runs thousands of daily express and local passenger trains. Railway has categorized these trains according to their average speed and number of halts on their route. Below are the list of train types:

Metro Trains: These trains are equipped with latest technologies and facilities. It currently runs in few metro cities of India like Mumbai, Delhi and Kolkata. Such metro trains are in demand and government had planned its expansion in other metro cities as well. Metro Rail tickets do not generate unique PNR number because one can not reserve a seat in these trains. These are moderate in speed and generally runs on their scheduled time.

Suburban Locals: They run only in few big Indian cities like Mumbai, Kolkata and Chennai. These are also examples of trains for which seat reservation is not possible and hence one can not get pnr status for tickets. These are further divided into slow locals and fast locals. Slow locals halt on every station while the fast ones halt only on main important stations.

Passenger Trains: Passenger trains can also be further classified into slow and fast passenger trains. They run between important small distanced cities.Slow passenger trains have stoppage at every single station in between their route. Reserved tickets are not available and hence unique pnr number generation is not done for tickets.

Express & Super-fast Express: These trains are relatively faster than the above mentioned. They run across long distances and one can book a reserve ticket in these trains. As tickets are reserved, booking system generates unique ten digit pnr number on each tickets to identify the traveler. PNR status checking facility are made available for non reserved train tickets.

Shatabdi and Janshatabdi Express Trains: These are high speed trains available in Indian Railway to connect moderate distanced important stations. They do not have sleeper coaches. They only contain seats for seating. Main difference between Shatabdi and Janshatabdi trains is that Janshatabdi trains have both AC and non AC coaches while Shatabdi trains are fully air-conditioned. Seats can be reserved and pnr status can be checked.

Garib Rath: These trains have AC 3 tier coaches and ticket price is relatively lower than the other air conditioned trains. One can check pnr status of Garib Rath at trainspnrstatus.com

Rajdhani Express: These are fully air conditioned trains and connects major cities of India. They are high priority trains and generally runs on their scheduled time. They have very few stoppage in between their route. Seat reservation facility is available in these trains. One can check Rajdhani Express pnr status on this website.

Duranto Express: These are source to destination train service started recently by Indian Railway. From source to destination means, these trains do not stop on any station that comes in their route

Based on some predefined rules, railway allots different types of waitlist quota on tickets when ticket is not confirmed.

GNWL (General Waiting List): Liklihood of confirmation for GNWL ticket is on highest priority. You may get a GNWL quota, if you are starting your journey from a station close to train source station and ending your journey at a station close to train destination station.

CKWL (Tatkal Waiting List): If you are booking your ticket under tatkal quota, you get CKWL status when tickets are unreserved. It is important to note that GNWL tickets will confirm first and then CKWL. Hence there is a very less chance that a CKWL ticket will be confirmed.

Apart from these two popular waiting list quotas, Indian Railways has defined some other W/L quotas in long journey trains like RLWL (Remote Location Waiting List), RQWL (Request Waiting List), PQWL (Pooled Quota Waiting List), RLGN (Remote Location General Waiting List) and RSWL (Roadside Station Waiting List). Confirmation chances for these types of waitlist tickets are very less.
