Dubai travel restrictions: rules for travelling from the UK

Travel to Dubai was off limits for most of 2021. But in early August, the destination was finally  opened up to UK residents. Here’s what you need to know about heading there, and back to the UK.

What are Dubai's travel restrictions?

Dubai is open to travellers from the UK, and those who are fully vaccinated, or are under 12 years old or who have severe disabilities, do not need to show proof of a negative Covid test before entry. Travellers with a Covid-19 recovery certificate with a QR code dated within 30 days of departure also do not have to take a test. 

However, those who are not fully vaccinated must still take a PCR test before arrival. The RT-PCR test certificate must be in printed or digital format in English or Arabic – SMS certificates are not valid. It must include a QR code and show that the test was taken in an authorised facility. Certificates in other languages must be validated, and those that have been presented for previous journeys are not permitted.

Some fully vaccinated travellers may also be randomly selected to take a Covid-19 PCR test on arrival and will have to isolate pending the result of the COVID-19 PCR test. (When we personally visited in January 2022, we were asked to take a PCR test upon arrival at Dubai Airport, and were then able to go to our hotel where we received a text later that day confirming our results were negative.) 

Visitors to Dubai must have valid international health insurance before travelling, and will need to register their details on the Covid-19 DXB Smart App . 

Fully vaccinated travellers, as well as those who are not fully vaccinated, from the UK to Abu Dhabi will be required to have a PCR test on arrival but will not be required to quarantine. Entry requirements for Abu Dhabi and the rest of the United Arab Emirates may differ, so it's best to check the UAE government website directly for information on those emirates before travelling within the country.

Do I need a Covid vaccine to travel to Dubai?

No, although you will need to take a PCR test before travelling to Dubai if you are not fully vaccinated. The exceptions to this rule are children under 12, those with severe disabilities and anyone who has a recovery certificate with a QR code dated within 30 days of departure. 

Do tourists have to quarantine in Dubai?

Travellers may be required to take a PCR test on arrival in Dubai depending on which country you are arriving from – check the Emirates Airline website for the latest list . You may also be chosen to do a random PCR test on arrival, wherever you are coming from. If you are requested to take a PCR test, you may have to quarantine until the results are confirmed (although, as mentioned, in January 2022, we were asked to take a further test at Dubai Airport but were not asked to quarantine until the result was confirmed).

If the result is positive, you will need to isolate for 10 days, usually at a private address if suitable, or a hotel, hospital or government facility – ‘depending on your symptoms and your accommodation plans’, according to the UK government website . 

What are the rules for Brits returning to the UK from Dubai?

From 4am on Friday 18 March 2022 all travel rules in the UK will be lifted, meaning no travellers need to test, quarantine or fill in a passenger locator form, regardless of their vaccination status. 

Will travel to Dubai be restricted again?

It’s impossible to know what will happen in future as the Covid pandemic continues around the world. For now, if you're planning a trip, it's best to check the government website regularly to ensure you’re up-to-date with the latest news. Can I travel to Dubai from the UK? UAE entry requirements and quarantine rules after amber list changes

Dubai is a popular holiday destination among Brits, and is now more accessible after the United Arab Emirates (UAE) was added to the amber list .

The UAE will officially join the amber list at 4am on Sunday 8 August.

From this date, fully vaccinated Brits will be able to visit Dubai without having to quarantine upon their return.

The UAE has been recording around 1,500 new Covid-19 infections per day since early July, and has a seven-day case rate of 109 per 100,000 people.

Its vaccination rates are very high – almost three-quarters of adults have received both jabs.

Amber list rules

Before  arriving in the UK from an amber list country , travellers must:

  • Provide proof of a negative result from a Covid-19 test (PCR or antigen) taken within three days of departing for the UK
  • Book and pay for a private Covid-19 test to be taken within two days of arriving
  • Complete a passenger locator form on  the Government website here

If you have not received your second Covid-19 at least 14 days before arriving in the UK, you must quarantine for 10 days upon arrival.

You must also take a PCR test on day eight of your quarantine. You may take an additional test on day five, and can be released from isolation if it is negative. However, you must still take the day eight test.

Fully vaccinated people do not need to quarantine, and do not need to take a day eight test.

UAE entry requirements

You do not need to be fully vaccinated to visit the UAE.

People arriving in Dubai and Abu Dhabi from the UK present evidence of a negative Covid-19 PCR test taken no more than 72 hours before departure. This must be shown at check-in.

Travellers arriving in Abu Dhabi will also be required to undertake a PCR test upon arrival. Those arriving in Dubai may be required to do the same.

If you test positive for Covid-19 on arrival, depending on your symptoms and your accommodation plans, you may be required to self-isolate in a government facility, a hospital, your hotel or privately arranged accommodation for at least 10 days.

Before visitors fly to Dubai, they will also be required to complete a  health declaration form  and a  quarantine form . Both forms need to be printed, completed and handed over to Dubai Health Authority staff on arrival. Visitors to Dubai will also have to register their details on the Covid-19 DXB App, however, you do not have to quarantine.

Fully vaccinated arrivals into Abu Dhabi must quarantine for seven days, taking a PCR test on day six. If you are not double-jabbed you must quarantine for 12 days, with a PCR test on day 11.

Visitors must have international health insurance before travelling.

The Foreign, Commonwealth and Development Office will not recommend against travelling to the UAE once it moves to the amber list, so you should be able to get travel insurance.

With year-round sunshine and just a few days of annual rainfall , it’s no wonder Dubai is such a hit with British holidaymakers – 1.2 million Britons visited in 2019.

After ending lockdown in 2020, Dubai reopened its borders to visitors with tourist visas being issued again as of July last year.

The United Arab Emirates (UAE) briefly became one of the few destinations on the UK government’s travel corridors list , meaning British visitors would not need to self-isolate on their return, in November last year.

But its quarantine-free status was lost from 4am on 12 January , in response to what British government sources called "a significant acceleration" in infections being imported to the UK from Dubai.

At the end of January 2021, the UAE was placed on the UK’s “red list” of countries, meaning flights are banned from the country after 1pm on 29 January.

Here’s what you need to know.

Am I allowed to travel to Dubai from the UK?

In short, no. After 1pm on 29 January, there are no direct flights between England, Scotland and Wales and the UAE after the Gulf nation was placed on the UK’s “red list” of countries.

From 4am on 30 January, all flights between Northern Ireland and the UAE are banned.

Anybody wishing to travel to the UAE will have to go via a third country.

Regardless, Dubai, and the rest of the UAE, is currently on the Foreign Office’s (FCDO) no-go list. The government warns against “all but essential travel to the UAE, based on the current assessment of Covid-19 risks”.

Anyone going there with a standard travel insurance policy will find it is invalidated. 

International travel for all but the most essential purposes is currently banned under UK law.

England entered a national lockdown on 5 January, which is expected to last until at least March. An end date has not been confirmed yet, but will be reviewed on 19 February and will be partly based on how well the vaccine roll out has progressed. During this time, international travel should only be for essential reasons such as work.

Scotland also entered lockdown on 5 January with restrictions, applicable to areas that were previously in level 4, expected to last until the end of January. International travel is illegal unless for an essential reason.

Wales has been in lockdown with level 4 restrictions in place since 20 December 2020. This is currently scheduled to end on 31 January 2021. Travel of any kind, including abroad, should only be for essential reasons.

Northern Ireland entered lockdown on Boxing Day. It has been extended to 6 March. Travel, international or otherwise, should only be for essential reasons during this time.

How can I get to Dubai?

In normal times, British Airways and Emirates operate direct flights from the UK to Dubai. BA serves Heathrow airport. This is the main gateway for Emirates, which also serves Birmingham, Manchester and Glasgow from Dubai.

Toughest travel rules in a lifetime take effect for UK arrivals

Right now, direct flights from the UK to the UAE are banned. 

The only way to get there is to fly via a third hub, such as Doha in Qatar, Paris, Amsterdam or Istanbul.

Will they let me in when I arrive?

Different emirates in the UAE have different entry requirements so make sure you double check if you’re flying into another emirate to reach Dubai.

Dubai’s borders are open.

From 31 January, visitors will be required to present a negative PCR test certificate on arrival, taken no longer than 72 hours before departure. The option of a free Covid-19 test on arrival is no longer available.

In addition, visitors must have international health insurance before travelling. 

Your passport should also be valid for a minimum period of six months from the date of entry into the UAE.

Do I need to take a PCR swab test for Covid?

Yes. From 31 January, visitors from the UK and most other European countries must present a negative PCR test certificate on arrival. It must be a PCR swab test and other tests, including antibody test, are not accepted. The test must have been taken 72 hours before departure.

What it’s like to visit Dubai after Covid

Those taking a test before they travel are required to show printed negative results on their arrival. 

Additional testing may be required at Dubai airport and those who test positive in Dubai will be required to self-isolate in a government-mandated facility on their own expense.

All visitors to Dubai must adhere to public health measures issued by the Dubai authorities, including any requirements to quarantine.

Other emirates have different rules and restrictions, so make sure you double check if you’re planning to go elsewhere.

Will I have to quarantine when I arrive?

Not if you present a negative PCR test certificate on arrival. However, you may be required to quarantine if you test positive in an additional test at Dubai airport.

Dubai’s national carriers, Emirates and FlyDubai, both include coronavirus cover as part of the ticket prices. In this case, your quarantine expenses will be covered by the airline.

Otherwise no.

Will I have to quarantine when I come home?

Yes. The UAE is currently on the UK’s “red list” of countries, for which the government is expected to introduce mandatory hotel quarantine.

However, hotel quarantine for Brits returning from these destinations has not come into effect yet. 

Transport Secretary Grant Shapps tweeted: “This means people who have been in or transited through these countries will be denied entry, except British, Irish and third country nationals with residence rights who must self-isolate for 10 days at HOME.”

It is unclear when hotel quarantines will be implemented for arrivals from these countries. 

What about the rest of the UAE?

There are additional restrictions in place.

Abu Dhabi, for example, is requiring all visitors to quarantine for 10 days on arrival, wearing a government wristband. They also need to show a negative PCR test taken within 72 hours of departure, and take another test on arrival. Further tests may be required based on the length of their stay. The emirate started to issue tourist visas on 24 December 2020. 

Are hotels open?

Yes, hotels opened in Dubai in May 2020 with social distancing regulations in place, such as socially distanced sunbeds.

Are restaurants, shops and attractions open?

Most shops, restaurants and attractions have now reopened. Major shopping malls, such as the Dubai Mall, Mall of the Emirates and the Dubai Outlet Mall reopened in April 2020.

Public and private hotel beaches, major parks, cinemas, museums and top attractions such as Atlantis Aquaventure and The Green Planet are all open.

If you’re travelling for an event, the FCDO has advised that you should check with the organisers whether it’s still happening – some events have restarted, however. 

Since 2021, some live entertainment has been cancelled to limit the spread of Covid-19.

What rules are in place?

Face masks are mandatory everywhere outside your hotel room, even on the beach. You can however take off your mask for eating, drinking, swimming and exercising.

Failure to wear a face mask carries a AED3,000 (£650) fine, with the same amount applicable for anyone not adhering to social distancing guidelines of two metres. 

There may also be temperature checks in place at restaurants and other indoor venues.

Dubai-based carrier, Emirates, issued rules for travel from the United Kingdom in a fresh update on Friday.

UK moves UAE to amber list

All passengers travelling to Dubai from the UK must hold a negative Covid‑19 PCR test certificate for a test taken no more than 72 hours before departure - the certificate must be a Reverse Transcription‑Polymerase Chain Reaction (RT‑PCR) test.

Latest UAE travel rules you should know

Emirates to increase flights to 29 cities

Note that NHS Covid Test certificates are not accepted for travel from the UK, the statement specified.

Other test certificates including antibody tests and home testing kits are not accepted in Dubai.

Exemptions for UAE nationals

UAE nationals travelling to Dubai from UK are exempted from Covid‑19 test requirements prior to departure but will undergo a PCR test on arrival in Dubai.

30-day visa on arrival

Citizens of these countries do not require advance visa arrangements to enter the UAE and can obtain a visa upon arrival for 30 days with a 10-day grace period for extension.

90-day visa on arrival

Citizens of these countries do not require advance visa arrangements to enter the UAE and can obtain a visa upon arrival for 90 days:

Indian citizens

Indian citizens holding a normal passport and either

  • a visit visa issued by the USA or
  • a green card issued by the USA or
  • a residence visa issued by the UK or
  • a residence visa issued by the EU

can obtain a visa on arrival for a maximum stay of 14 days provided that the visas or the green card is valid for at least six months from the date of arrival into the UAE.

Note: Passports must be valid for at least 6 months from the date of entry into the UAE. Lists of countries eligible for visa on arrival may vary from time to time; therefore, please check with the  UAE embassy  in your country before travelling to the UAE.

You’ll find information about visas below. Use our quick visa search tool to see if you need a visa and the passport requirements for visiting the UAE.

UAE visa on arrival

Preapproved uae visas, prearranged uae visas, sponsoring someone to visit the uae, contact information, 30-day visit eligibility.

If you are a passport holder of the below country or territory, no advance visa arrangements are required to visit the UAE. Simply disembark your flight at Dubai International and proceed to immigration, where your passport will be stamped with a 30-day visit visa free of charge.

90-day visit eligibility

If you are a passport holder of one of the below countries or territories, your passport will be stamped with a multiple entry 90-day visit visa that's valid for 6 months from the date of issue, and for a stay of 90 days in total. Citizens of the below European countries are also entitled to apply for a pre-arranged visit visa if their 90-day visa on arrival has been fully utilized.

180-day visit eligibility

If you hold a Mexican passport you’re eligible for a multiple entry 180-day visit visa that's valid for 6 months from the date of issue, and for a stay of 180 days in total.

Dubai immigration procedures

As an added security measure, Immigration Authorities at Dubai International are now conducting random eye screening for visitors to Dubai.

Visitors asked to proceed for eye screening are required to present a hard copy of their visa or a printed version of the visa number confirmation page at the screening counter. If you do not have a copy with you, a charge of AED 30 per copy applies - payable only in AED.

Important information

Before you travel to the UAE, please check your visa requirements and make sure you have a valid visa if needed, or if your passport needs to be valid for 6 months. Holders of non-standard passports and travel documents may also have different entry requirements: find out if you need to apply for a visa and other passport requirements.

As of 29 April 2016, GCC residence permit holders will need to apply for a UAE visa before arriving in Dubai.

New visit entry permit to the UAE for Indian nationals

From 7 January 2024, eligible Indian nationals with a normal passport valid for a minimum of six months can obtain a single entry, 14-day visa on arrival. A fee of USD 63 applies.

Eligibility

  • Indian passport holder with USA visa valid for a minimum of six months
  • Indian passport holder with USA green card valid for a minimum of six months
  • Indian passport holder with UK residence card valid for a minimum of six months
  • Indian passport holder with EU residence card from the following countries valid for a minimum of six months

How and where to apply for a pre-approved UAE visa

Eligible Indian nationals can apply for their UAE entry permit on emirates.com through Manage your booking .

  • For Extension, Original passport and ticket copy required.
  • Extensions can be made at the airport office only.

Required applicant documents.

  • Colour photograph of applicant
  • Colour copy of applicant's passport. The passport must be valid for at least six months
  • You can download the application form (available at all Emirates Ticketing Offices) in  Arabic (Opens a PDF in a new tab)  or English (Opens a PDF in a new tab)  depending on the applicant’s nationality.
  • A copy of your Emirates Airline ticket, or codeshare flight that starts with the code “EK”, and the ticket number should start with “176”.
  • Proof of relationship if applying for family member - birth certificate, marriage certificate and family book
  • All Documents to be submitted as hard copy
  • Additional documents may be required by the authorities.

Rules and conditions

  • Sponsor or applicant will be responsible for a visitor overstay and overstay fines.
  • A Refundable deposit of AED 1000 for friend. Sponsor must claim the deposit within a maximum of 2 years from the application submission date.
  • Refund of visa fee before processing of an application, AED 50 will be deducted on refund process.
  • Visa fees must be paid upon application.
  • Additional visa processing fees may apply.
  • Visa fees are non-refundable.
  • The ticket is non-refundable if the visa has been issued and utilized.
  • Visa processing time is approximately 3 to 4 working days.
  • Entry into the UAE is subject to immigration approval.
  • All visas are valid to enter Dubai for 60 days from the date of issue, except the 96-hour and 48-hour visas, which are valid for 30 days from the date of issue.

How and where to apply for your prearranged UAE visa

  • Apply online through Manage your booking
  • 48-hour and 96-hour transit visas are valid for travel with Emirates tickets outbound from Dubai. You can only apply for a transit visa online or at the Emirates Commercial Visa APT office at Dubai International airport Terminal 3.

Nationals of countries requiring a prearranged UAE visa can now apply and pay for their visas online through emirates.com.

If you are travelling to or stopping over in Dubai with Emirates, you can submit an application and receive your UAE visa entirely online – without having to submit your passport for stamping. You can apply for your UAE visa through our Manage your booking after you book your Emirates flight. VFS processing fees apply. For more information please visit VFS Global.

The online visa application service is available for residents and nationals of many countries around the world. Find out if you can apply for a UAE visa. Applicants' passports must have at least six months' validity as of their date of travel to Dubai, and must be machine readable passports – handwritten passports are not accepted.

This service is only available to passengers with a confirmed Emirates booking where an Emirates ticket has already been issued and the flight itinerary already includes the desired time in Dubai. The itinerary into and out of Dubai should be on one ticket (PNR), and these flights must be Emirates flights. Note that any itineraries including any flights to or from Dubai on other carriers are not eligible for the online visa service.

COVID-19 Updates

  • As stated in Gov.uk website, Dubai's GDRFA (The Director General of Dubai Immigration) has announced a new visa fine waiver effective until March 31, 2021 for UK travelers who are overstaying in Dubai due to flight restrictions.   • Individuals travelling from UK to Dubai can present a negative COVID 19 PCR test ( valid for 96 hours from test date) or do a PCR check at Dubai international airport.
  • Individuals visiting any of the other Emirates are required to have a negative PCR test certificate conducted within 96 hours prior to departure ( Emirate citizens are exempted). You might also have to undergo a second PCR test on arrival, wear a government-given wristband and self-isolate depending on your port of entry.
  • Make sure to get a travel health insurance prior to travel. If there is no International coverage, sign the Health declaration form stating that you have no symptoms and agreeing to bear all costs of quarantine and treatment if you happen to contract it.

As a UK passport holder you are eligible for a 30 days free on arrival visa with a 10 day grace period. This gives you a free stay in Dubai for 40 days, no visa required

Visa Extensions

As a Brit, you have quite a few ways in which you can stay longer in Dubai. For more details read our UAE Tourist Visa Extension options

  • 1. Dubai on arrival visa can be extended without exiting or driving to the oman border or doing any visa change flights. Without exiting, getting an extension will cost around 990 AED & it can be done in a day via Arabiers. Which will give you additional 20 days total together 60 days
  • 2. With the new visa rule the prepaid 90 days visa option has been removed and visitors now can obtain prepaid 60 days visa prior to arrival, instead of getting on arrival and extending, you can directly apply for a prepaid 60 days visa.
  • 3. You can exit to oman border by yourself and come back and get new on arrival visa

Overstaying fines

If you made a wrong calculation of your last date and overstayed, you will have to settle the overstaying fine during exit in the Airport. With the 2023 new rules you will have to pay 50 AED a day overstaying fine on top of the service charges (outpass is AED 200 – 300 AED)

Travelling between Abu Dhabi and Dubai has been strictly controlled due to the COVID19 outbreak.New guidelines for entering Abu Dhabi – re-test on fourth and eighth day now required. If you plan on travelling directly to Abu Dhabi it's best to check with your airline.

Before the Corona Pandemic, travel between Abu Dhabi, Dubai and other Emirates were easily possible without obtaining any visa or travel approval. The 7 Emirates make up the UAE and there are 3 ways in which you can travel between the Emirates; bus, taxi and private/group transfers.

Travelling from Dubai to Abu Dhabi

If you choose to fly from UK to UAE with Emirates, you can hail the free shuttle service from Dubai to Abu Dhabi. The Emirates Coach service from Dubai to Abu Dhabi for Economy Class travellers holding a ticket operates at the following times:

If you are visiting UAE with a different airline, you will have to take the red metro line to Dubai's Al Ghubaiba Station and then get on an intercity bus (E100) to Abu Dhabi. The travel duration from Dubai to Abu Dhabi is approximately 2 hours and 40 minutes. You will have to spend approximately 1-2£ ( AED 6-8) for the metro ride and 6£ (AED 25) for the bus. There are no alternate bus routes you can take.

If you choose to visit Abu Dhabi via taxi, the rates might be subject to change. An approximate duration of 90 minutes is required to travel directly from Dubai airport to Abu Dhabi. If there is traffic, then over 2 hours travel time is required. Taxi rates are subjective to your destination within Abu Dhabi and can sometimes exceed 60£ (300 AED)

Local Laws and Customs

The UAE customs and laws are very different compared to those back in the UK. It's always best to get a good understanding of these before travelling to not offend or cause harm. Much care is needed when travelling during Ramadan or when visiting religious places. There could be some profound consequences to face for certain actions that might not be regarded as illegal in the UK. Educate yourself with these and respect these customs and laws for a trouble-free trip to Dubai.

It's highly preferred for women to wear modest attire in public areas like malls and religious areas. Underwear should not be visible and clothes should cover the upper arms and legs. Swimwear is allowed in swimming pools and beaches. Cross-dressing is also illegal in UAE.

For non-muslim residents to consume liquor at home or in licensed venues they need to have a liquor license (which is valid only in the Emirate where the license was issued). Permits are also needed for residents to consume liquor in licensed venues. Liquor licenses are not given for non-residents in other Emirates but purchase and consumption of alcohol in licensed venues (clubs, hotels, restaurants, etc.) are permitted.

Tourists are given a document explaining the code of conduct with regards to consuming liquor in Dubai. They must state that they have understood, agreed and will abide by the laws laid out. Drinking or being under the influence of alcohol in public is a major offence that is punishable under UAE law. Many British nationals have been fined and arrested for unruly behaviour while being under the influence of alcohol. Transit passengers may also be arrested for the above stated scenarios.

UAE has zero tolerance for drug trafficking, smuggling and possession (even slight amounts) that may result in major penalties. UAE airports have modern technology to figure out even slight amounts of drugs, so any transmitting passengers carrying drugs may also get arrested. Ingredients like CBD oil used in certain skincare products and E-cigarette refills are illegal in the UAE. If you are caught possessing any such products, they will be confiscated and you will be fined. Visit the UAE Ministry of Health website to see the list of controlled, narcotic and psychotropic drugs, their permitted quantities and the necessary supporting documents to prove their use.

Hotels in UAE usually take a photocopy of your Emirates ID or Passport, so don't freak out. If you're below 18 years, you can't stay in a hotel unless you are accompanied by an adult.

Offensive behaviour

Displaying affection in public is an offense with many people getting arrested for kissing in public. Swearing in public and rude gestures, both online or offline are regarded as offensive resulting in jail time or deportation. It's also advised to take utmost care when dealing with police officials.

Photography/media

Taking photographs of military organizations and government buildings are not allowed. Photography of people without securing their permission is also frowned upon. Many men have been arrested for taking pictures of women in beaches. If you enjoy birdwatching or spotting planes it's best to avoid doing it near airports, military installations and government buildings as many Brits have got arrested for plane spotting in UAE airports and have been detained for 2 months. If you want to take any videos, audios or photos for media activity, you are required to get the necessary permission from the respective Emirate authority before you begin. If you are caught carrying out the above mentioned activities without any approval you will be fined and subjected to imprisonment.

Plug adapter.

The plug type that is being used in Dubai and all other pat's of UAE is type G. This has three rectangular pins that are arranged in a triangular pattern. The current supply voltage in Dubai is 230V and 50 Hz.

Dubai faces predominantly warm weather throughout the year with a summer and winter season. The lowest recorded temperatures are in January (20°c). The temperatures during summer months between June and August have averages of 30°c.

In a regular Dubai day, the city faces approximately 8 to 10 hours of sunshine throughout the year, so blue skies and warm weathers are a norm making waterparks and other outdoor activities a pleasant experience for all. Rain is a very rare phenomenon in Dubai which happens only a few days on winter months.

If you are very sensitive to hot weather and plan your trip around the weather, the best time to holiday in Dubai is between December and March. It's always advised to bring lightweight clothes made of natural fibers ( cotton, linen,etc) to keep your body cool even if you are outdoors. If you are traveling to Dubai in the winter season then pack a cardigan to keep warm during night temperature drops.

You can drive a rental car using your UK license in Dubai. If you are driving a private vehicle as a visitor make sure that you are also insured under the vehicle insurance.
