Controlled Goods Must have the SAFETY Mark

Consumers can do their part in keeping their families safe by looking out for the SAFETY Mark when purchasing household electrical, electronic and gas appliances.

The Consumer Protection (Safety Requirements) Regulations (CPSR) requires 33 categories of household electrical, electronic and gas appliances & accessories also known as Controlled Goods, to be tested to specified safety standards and affixed with the SAFETY Mark before they can be sold in Singapore. These include testing for safety measures against fire, electric shock, explosion and other hazards that could result in injury, death or property damage.

Consumers are strongly advised to buy only Controlled Goods that are affixed with the SAFETY Mark.

What is the SAFETY Mark?

The SAFETY Mark helps consumers and suppliers identify registered Controlled Goods. These goods must carry the SAFETY Mark either affixed on the Controlled Goods or their packaging (to be affixed in a prominent location). The mark consists of a “safety logo” and the words “SAFETY MARK” in a rectangle on the right. These goods can also be traced with a unique 8-digit registration number to the registrant and the registered models.

In addition, appliances with a 3-pin plug needs to have two SAFETY Marks on them. One on the appliance and another on the plug itself.

Why should you insist on the SAFETY Mark? The SAFETY Mark indicates that the products’ design has been tested and certified to be compliant with the relevant safety standards. For most appliance categories, the presence of the SAFETY Mark also indicates that internal safeguards have been incorporated to protect against fire and electrical hazards.

What Are Those Symbols on My Smartphone Charger?

These tiny icons and logos are meant to ensure your safety, sharing is nice.

The next time you charge up your smartphone, take a look at the tiny symbols on the adapter. There are probably enough of them to make a NASCAR car jealous. And they all refer to specifications meant to keep you and your phone safe. After all, a lot can happen in electronic circuitry placed between you and a wall outlet, including fires .

Chances are you won't have to worry about such dramatic experiences if you're using the smartphone charger that came with your device or bought it from a well-known company such as Apple or Samsung. And there shouldn't be anything wrong in saving a buck by bringing home a lesser-known brand, provided it has the official markings of a safe product.  

Two significant symbols to look for come from  Underwriters Laboratories (UL) and Intertek (formerly Electrical Testing Laboratories, or ETL). Both are independent safety consulting and certification organizations affiliated with Nationally Recognized Testing Laboratory  (NRTL) program of the Occupational Safety & Health Administration (OSHA).

These organizations have two core jobs. They check performance claims, such as whether a smartphone charger or other product outputs power at the promised voltage and amperage. More critically, they test electrical devices as well as the cables and accessories that feed them to make sure they comply with OSHA's safety requirements. 

"We attach tiny heat sensors called thermal couplers to significant points of resistance on the circuit board to make sure the product charger doesn't overheat, [and] check the materials it's made from to insure they're sufficiently fire-resistant," says John P. Drengenberg, UL's consumer safety director. Testers also measure the thickness of the enclosure and other components to make sure nothing would prevent the product from being used properly, possibly adding a fire danger.

The symbol for UL is a circle with a misaligned "U" and L" inside it (see above). For Intertek, it's the initial of the company's old name, ETL, surrounded by a circle. Both groups keep a vigilant lookout for counterfeiting and logo placement. Occasionally, a logo might seem to imply that an entire product has been certified, when in fact the label applies to just one component, such as the battery. (Such potential confusion led to a conflict between UL and hoverboard makers this past winter.)

One difference between the two organizations is that UL also develops testing standards, while ETL follows those standards along with standards established by other organizations.

Other Symbols

CE. This stands for the French phrase "Conformité Européene" which means "European Conformity." This logo , which is found on products that might be sold in the approximately 30 countries participating in the European Union marketplace, is not so much a certification as a declaration by the manufacturer that the product meets relevant European health, safety, and environmental protection legislation, as spelled out in each country's Product Directives . Having that symbol allows a product to be sold with less red tape within the EU.

CE compliance isn't confirmed by independent labs, but regional authorities can revoke a company's right to display the symbol, as well as issue fines and other penalties if a product doesn't conform to the standards.

100-240V—50-60 Hz. Lots of people take a smartphone charger abroad. This language indicates that the charger can be plugged into a 240V European outlet without a voltage converter and live to tell about. One thing a U.S. traveler will need: A passive adapter that allows you to plug your charger to the different-shaped holes of a foreign wall outlet.  

Trash can with an X over it. This refers to the EU's Waste Electrical and Electronic Equipment (WEEE) Product Directive, mandating that the device be recycled or disposed of in a responsible way because of the environmentally detrimental materials it contains.

Square within a square. This indicates that the device is double insulated, usually with an outer cover. This may minimize the risk of electric shock.  

A little house (sometimes with an arrow).  The icon means that the product is meant to be operated indoors only, not where it would be exposed to the weather.

A rectangle with lines coming out at each end. This shows that the product is protected by a fuse or circuit breaker. This feature is most important in devices that draw a lot of current, such as hair dryers.

How to Spot a Counterfeit Charger

• Look for typos. Companies serious about meeting standards are equally serious about labeling—and counterfeiters can be comically bad at proofreading. According to Drengenberg, some of them even manage to spell "UL" with a "V." Other things counterfeiters miss when they're faking a UL symbol: The tiny "US" that should appear next to it for products approved for use in America.
• Beware of rock-bottom prices. If the price seems too good to be true, maybe it is. You'll find USB or Lightning phone chargers on eBay for as little as a $1.50, or three for $4. Skip ‘em. However, you don't have to pay a lot: You can find safe bets for about $10. Online retailers, such as Amazon, often provide product views that will let you see the certification logos. In any case, make sure you can return a product if it doesn't meet the standards. 
• Who made this? Sometimes a company peddling a shoddy charger will get the logos right but leave out one important thing: its own name. The reason is simple. If something goes wrong, they don't want anyone to come looking for them. We strongly suggest you don't buy a product without a manufacturer's own logo.

Picking out the best phone charging accessories isn’t an easy business these days, what with the various standards and protocols used for fast charging. But getting your head around the charging accessory industry is increasingly important as high-end smartphones start shipping without a charger in the box.

If you’re looking for an adapter to power up your latest Samsung Galaxy S23 smartphone, official accessories are the logical starting place. Boasting 45W of power, Samsung’s Super Fast Charging 2.0 Travel Adapter can charge any Galaxy S23 smartphone and more. It’s also suitable for tablets and even laptops too. Let’s dive into Android Authority’s Samsung 45W Charger review.

What you need to know about the Samsung 45W Charger (Travel Adapter)

As an official accessory, Samsung’s 45W Charger comes in a selection of plug socket variants for use worldwide. It’s available in white and black options (in selected regions). The adapter does not feature an interchangeable plug type, so it is fixed for the region of purchase.

Samsung includes a one-meter USB-C to USB-C cable in the box, which is built to support up to 5A of current for fast charging. While the charger is a little larger than previous lower-power models, it’s eminently portable for a 45W product.

The most important feature of this particular adapter is support for the USB Power Delivery Programmable Power Supply (USB PD PPS) charging standard. This is a requirement to charge up the Samsung Galaxy S23, Galaxy S23, and other recent generation Galaxy handsets at their maximum speed. Chargers that don’t support USB PD PPS are capped at a slower 15W rate with Samsung’s latest phones.

We tested the charger’s various modes to verify compatibility. In addition to three PPS modes up to 21V, the adapter can also power USB Power Delivery 3.0 gadgets that require 5V, 9V, 15V, or 20V settings. In other words, this charger offers support for all USB Power Delivery gadgets that require up to 45W of power. This includes previous-generation Samsung smartphones and handsets from a wide range of other manufacturers.

What’s good?

The Samsung 45W Charger supports the latest USB Power Delivery PPS specification. Making it a great future-proof purchase for Samsung Galaxy phones , other smartphones, and even USB-C chargeable tablets and some laptops. To ensure compatibility, we charged up the Apple iPhone 14 Pro , Microsoft’s Surface X Pro tablet, and the HONOR MagicBook Pro laptop. The results are very good.

You’ll receive fast charging speeds with traditional USB Power Delivery gadgets, including the iPhone 14 series at up to 25W and hits a full 45W for the Galaxy S23 Ultra and other powerful electronics. This makes the Samsung 45W Charger suitable for smartphones and tablets, as well as some smaller laptops. However, 45W will take a couple of hours to fully charge large-capacity laptops, so you may prefer a 60W-100W charger.

Still, if you’re looking for a charger that can power a wide selection of the latest USB-C gadgets, Samsung’s 45W Charger is an excellent choice.

What’s not so good?

With the latest charging technology and fast speeds on board, the only quibble I have with Samsung’s 45W charger is the price. $50 is a little more than you’ll spend on a rival product with the same specifications. See the much cheaper Elecjet 45W USB PD PPS charger ( $39 at Amazon ), for example. Thankfully, Samsung regularly strikes money off its charger, putting it closer to the competition. Definitely keep an eye out for those discounts.

The lack of interchangeable regional plugs, which are increasingly common in rival products, is also a notable drawback. Especially for a plug branded as a “travel” adapter.

Similarly, close to $50 will often net you two USB ports from third-party products. The ability to charge two phones at once would make the most of the charger’s 45W capabilities. If you’re only planning to charge a vanilla Galaxy S smartphone, Samsung’s 25W Travel Adapter ( $14 at Amazon ) has you covered just as well for half the price. If you don’t need USB PD PPS support to charge your gadgets, a multi-charger will also offer better value for money.

Samsung 45W Charger review: Should I buy it?

If you are in the market for an official Samsung charger suitable for more than just smartphones, this is the product for you. The Samsung 45W Charger sports the latest charging standards, making it not only the best Samsung Galaxy S23 charger but also a great pick for its entire Galaxy handset portfolio, smartphones from other brands, tablets, and even laptops.

However, the 45W model is overkill for just charging up some smartphones. Samsung’s more affordable 25W model may be a better fit for base Galaxy S23 and Galaxy S22 customers. Likewise, those looking to charge high-power laptops or multiple devices simultaneously can find better multi-purpose USB-C wall chargers at similar prices or turn to Samsung’s own 65W tri-port model.
