Cruise Lines To Hire 10,000 Crew Form Jamaica

Starting on June 5, 10,000 Jamaicans will be hired to work on cruises abroad, says Tourism Minister Edmund Bartlett.

Bartlett, who spoke to reporters after a ceremony at the Montego Bay Convention Center on May 27, said mass employment comes at a time when the cruise and tourism sectors are generally showing signs of growth and are a clear indication that Jamaican workers on the global stage they look positive.

“This is a very big deal and a sign that cruise shipping is back,” the Minister argued. 

“The cruise lines can recruit anywhere, and to express a commitment to hiring 10,000 of our countrymen and countrywomen is a sure sign of the confidence they have in our workers. We are talking about chefs, bellboys, room attendants, seafarers in general, just about in any department,” he added.

The minister pointed out that the cruisers will be recruiting, and Jamaicans only need to have a clean police file and a clean health list.

“Scores of Jamaicans have been working on the major cruise lines traveling all over the world for decades. Our workers have distinguished themselves in every department imaginable, and the cruise owners have taken notice. The best is yet to come because as soon as the cruise sector opens up more, you will see more of our people being recruited,” he said.

In recent talks with cruise officials, Bartlett said that Jamaica is still the country of first choice in terms of hiring workers, adding that “our work ethic and iconic stature are well known and will always give us that preferential edge anywhere in this region”.

Most of the major cruise companies have recently been in the global action of hiring workers, and Jamaica is, according to the numbers, one of the highest on their list.

This is not surprising, given that a large number of workers have been working on mega liners owned by Carnival and Royal Caribbean for decades, from which they have made a huge contribution to the Jamaican economy.

Bartlett said “the fact that these workers have made such significant contributions over the years to their country of birth would automatically qualify them for the newly formed pension schemes for tourism workers. 

They have, for years, been making significant contributions by way of remittances. They have been sending back much-needed foreign exchange into the local economy and have been the source of stability for many families,” he added.

The Ministry of Tourism is looking to tap into the local labour force to identify, recruit and deploy at least 10,000 of 90,000 workers required in the global cruise industry.

Portfolio Minister, Edmund Bartlett, says the demand stems from a shortage of workers occasioned by the COVID-19 pandemic’s disruption of tourism activities worldwide, which resulted in a reduction in the number of persons employed in the sector.

He assured, however, that the Ministry and stakeholder partners will be diligent in ensuring that the process of identifying and recruiting potential employees “does not disturb our [local] hospitality sector, which is so key.”

As such, Mr Bartlett said focus will be placed on areas “where we don’t have the strength of the hotels”, among other related offerings, and which would have suitable persons readily available to take up available job openings. 

He was speaking during a ceremony at the Jamaica Pegasus Hotel in New Kingston for the presentation of Disaster Risk Management Tools to tourism and allied industry stakeholders, on June 10.

Mr Bartlett said the demand for employees within the tourism industry is consistent with those in various domestic and global sectors, and forms part of the stakeholder response in the overall post-COVID-19 recovery efforts. 

Consequently, he said a level of portability must be created and facilitated among local workers that would enable their taking up job opportunities arising, noting that “it’s one that we have to encourage, but [which] we also have to manage.”

The Minister emphasised that it was also imperative that the welfare of the workers be safeguarded to ensure they are not exploited.

His comment came against the background of what he said are emerging reports suggesting that persons have been posing as recruiting agents operating within the tourism industry and are charging potential workers up to $200,000 to secure jobs on their behalf.   

The Minister urged persons seeking employment in the industry to refrain from making payments to “intermediaries” whom he implored to desist from charging fees.

“Stop it! Nobody is to pay an agent or any intermediary for any recruitment opportunities for work in the tourism sector,” Mr Bartlett declared

He warned that “if we find it [happening], we’re going to treat [the perpetrators] as scammers, and the law will take its course, I’m sure.”

“We [must] seek to eliminate that mindset [of persons who would want] to make profit from the [misfortunes] of others,” Mr Bartlett added.

The comprehensive suite of disaster risk management tools is designed to bolster the tourism sector’s resilience and safeguard it against disruptions, such as weather-related events, among other crises.

These provisions are a Disaster Risk Management Plan Template and Guidelines; a Business Continuity Plan Template and Guidebook; and a National Destination Assurance Framework and Strategy.

They are intended to provide clear guidance to the management and staff of tourism entities, on the basic infrastructure and requisite operating procedures to mitigate, prepare for, respond to, and recover from emergencies.

The Business Continuity Plan’s development has been complemented by the training and certification of several representatives of allied state agencies, who will be tasked with engaging tourism industry stakeholders and guiding their implementation of the document’s guidelines.

6,000 cruise sector job applications received so far

THE HEART/NSTA Trust says, up to Thursday, it had checked more than 6,000 applications from the large crowd of Jamaicans who responded to its cruise ship job fair last week.

According to the agency’s Marketing and Communications Manager Julian Patrick, the majority of the applications are for positions in the areas of housekeeping, human resources, guest operations, food and beverage, and culinary arts.

The applications, he said, were received on forms provided by the agency or via e-mail as was directed to the hundreds of job seekers last week.

“What it has showed us is that the cruise shipping perspective is very much in demand — more in demand than many other programmes,” Patrick told the Jamaica Observer .

“It has certainly been an outstanding example of gauging other programmes against it, because when you put out recruitment for construction or other jobs we have never got this sort of feedback. So it is, of course, a lesson, an indicator to us that clearly there is something in the cruise ship sector that has particular appeal to Jamaicans,” he added.

According to Patrick, there are recruitments for other programmes including photography, plumbing, coding, and drywall making.

Last Thursday, hundreds of Jamaicans turned up at HEART College of Beauty Services Campus at Hope Road, St Andrew, applying for jobs in the cruise industry.

Overwhelmed by the large number of job seekers, the agency stopped handing out application forms and, instead, directed them to send résumés to an e-mail address.

In the meantime, Patrick said that a Train the Trainer programme for electric vehicle services was launched on Monday.

He said the aim is to train about 400 Jamaicans by summer.

“What we have done is that we partnered with the Jamaica Public Service Company Limited and the International Development Bank. Electric vehicles, as you can imagine, are not the same. We have brought down the persons who will now train people across the island who are capable of working on electric vehicles,” he said, noting that training will be done at the Jamaican-German Automotive School.

3609 Jamaican crew recently hired by Royal Caribbean Group

A total of 3609 Jamaicans were hired from the recent cruise ship recruitment and ~400 applicants were rejected on medical grounds.

Jamaica's Minister of Tourism Edmund Bartlett said the process was ongoing and the final selections were being made by RCI-Royal Caribbean . 

Bartlett shared that some applicants had literacy challenges and had not completed the application form. 

Hundreds of Jamaicans turned up on June 23 at the HEART College of Beauty Services on Hope Road in St Andrew to apply for cruise ship jobs, after an announcement by the tourism minister that ~10,000 employment opportunities with several major cruise shipping companies would become available. 

Bartlett said it was anticipated that they would have in excess of ~5000 Jamaicans employed when the process was over. There was also another call that was being made for another round from September to November.

According to Bartlett, the preliminary report was an “important development”, adding that in his lifetime he could not recall "the employment of so many people from a single recruitment exercise." He also revealed that Jamaican workers were sought after.

“This is a great statement for not only the work that this government is doing in terms of the recovery but, in fact, it is the confidence that the international marketplace has, and particularly international companies, about the quality and the ability of the Jamaican worker - the assiduity to purpose that they show and their general work ethic. People feel that Jamaicans have hospitality in their DNA.”
