A Complete Guide to Permits Needed for Visiting Arunachal Pradesh

Arunachal Pradesh is India’s easternmost state, blessed with immense natural beauty and indigenous tribal culture. However, being a sensitive border state, visiting Arunachal Pradesh requires special permits and planning. This comprehensive guide will explain all you need to know about the permit system to travel to Arunachal Pradesh.

Arunachal Pradesh

What Permits Are Required to Visit Arunachal Pradesh?

Arunachal Pradesh is a protected state that requires all visitors to obtain special permits before traveling. There are two types of permits:

Inner Line Permit (ILP) - For Indian Citizens

Protected Area Permit (PAP) - For Foreign Nationals

Indian Citizens - The Inner Line Permit

All Indian citizens require a special Inner Line Permit (ILP) to enter Arunachal Pradesh. The ILP is an official travel document issued by the state government of Arunachal Pradesh. It is mandatory to obtain the ILP before your travel and carry it with you at all times when in Arunachal.

The ILP is valid for entering all parts of Arunachal Pradesh. Permits are issued for up to 30 days and can be extended by applying at the district headquarters. ILPs are checked at entry points by security forces.

Who Needs An ILP?

All Indian tourists, including children above the age of 6 years, require an ILP. Business travelers, government employees, laborers, workers, etc. also need to obtain ILPs before entering the state.

Exceptions are made for armed forces personnel on duty and Arunachal Pradesh state government employees or residents.

Where To Get an ILP?

The easiest and fastest way is to apply online for an eILP on the official Arunachal Pradesh government website. You will receive a soft copy of the permit by email which you can print and carry.

You can also obtain ILPs on arrival at designated facilitation centers at Mohanbari Airport Dibrugarh, Donyi Polo Airport Itanagar, Naharlagun Railway Station or Guwahati.

For stays over 30 days, apply at the Resident Commissioner’s office in Delhi or the Deputy Resident Commissioner's office in Kolkata.

Documents Required for ILP Application:

Valid Photo ID Proof (Aadhaar Card, Voter ID, PAN Card or Driving License)

Copy of Photo

Address Proof

Optional: Hotel booking confirmation or Invitation letter

Cost of ILP:

The ILP fees are Rs 100 per head for 7 days and Rs 200 for 15-30 days. No fee for children below 6 years. Payment can be made online or at the facilitation center.

Foreign Tourists - Protected Area Permit

Instead of the ILP, foreign nationals including NRIs require a Protected Area Permit (PAP) to visit Arunachal Pradesh. It is mandatory for all foreign tourists to travel in organized groups accompanied by a registered local tour operator.

PAPs should be applied at least 1 month in advance before travel through the online PAP application system on the Ministry of Home Affairs website. The application requires details like travel dates, places to visit, passport information, etc.

The permit will be processed and issued within 3 weeks. Approved PAPs can be downloaded online and a hard copy must be carried during travel.

Cost of PAP:

Foreigners have to pay a royalty fee of USD 50 per person to the Arunachal Pradesh government in addition to standard permit fees.

Validity of PAP:

The PAP allows foreign tourists to stay for 30 days and visit approved locations in Arunachal Pradesh. Extensions of up to 3 months can be obtained by applying at Itanagar.

Key Tips for your Arunachal Pradesh Permit

Apply for permits well in advance of your travel date to avoid last-minute delays.

Carry at least 2 photocopies of your permit to be safer.

Ensure all details entered match the valid ID proof that you'll carry.

For restricted or protected areas beyond the normal permitted circuit, special additional permits may be required.

Stay vigilant and cooperate during checkpost inspections along the way.

Follow all terms and conditions mentioned in the permit document.

Don't overstay beyond the permit validity or travel to prohibited areas.

With some advance preparation and following permit rules, your trip to magical Arunachal Pradesh will be smooth and hassle-free. This guide summarizes everything you need to know from permit types, documents, cost, validity, and tips to travel safely and legally to India's enchanting northeastern state.

This state, though has gained some popularity among travellers in the recent past, owing to the famous Ziro Festival of Music , it is still far from commercialisation as compared to Himalayan destinations in the northern part of India like Himachal Pradesh and Uttarakhand.

It may be noted that Arunachal Pradesh shares its borders with China which is the primary reason why entry to the state is not kept unmonitored for travellers. There are two different processes for Indian and Foreign Nationals to obtain the entry permits, which are explained below.

  • Indian citizens are required to obtain an Inner Line Permit (ILP) to enter Arunachal Pradesh.
  • Your itinerary should be finalised before you apply for the permit as the permit will be issued based on districts you mention. Please note that your itinerary must follow any of the 12 tourist circuits created by the Arunachal Pradesh Tourism Board.
  • An eILP can be acquired from this portal or it can also be obtained from Guwahati Airport.
  • You would need scanned copies of your Identity proofs and passport sized photographs to apply for the ILP.
  • The Inner Line Permit is of two kinds, one for single applicant and the other is for groups where the details of primary applicant are to be entered.
  • An ILP is issued for a maximum period of 30 days.
  • The fee is charged per person per district you are visiting. You can expect to pay a few hundred for the permit.
  • You have to enter the name and contact number of a local reference. You may speak to your homestay owners beforehand and use their reference. All of them are aware of the drill and are helpful.
  • Foreign Nationals are required to obtain a Protected Area Permit (PAP) to enter Arunachal Pradesh.
  • Even with a valid PAP, foreigners are not allowed to visit certain areas in the state. Thus, a proper research is essential.
  • Please note that your itinerary must follow any of the 12 tourist circuits created by the Arunachal Pradesh Tourism Board.
  • The PAP is to be acquired manually from the Deputy Resident Commissioner Office of Arunachal Pradesh located in Guwahati. You’d have to pay a fee of $50 in the office.
  • It is important to note that a PAP is only issued to groups, if you wish to travel throughout the state. For solo travelers, the permit is only issued to travel to Ziro Valley, Tawang and Bomdila. You may look for other group of travelers to obtain the full permit.
  • The office functions between 10am to 5pm and applications for obtaining a PAP are accepted only till 2pm.
  • A local reference and their contact number is a must. You may speak to your homestay owners beforehand and use their reference.
  • An alternative option is to apply through a travel agency to save your time and energy and in case you are unable to find a group as a solo traveler. However, expect to pay a few extra thousand rupees if you go by this process.

The best months to visit Arunachal Pradesh, and follow this 7 Day Arunachal Pradesh Itinerary,  are April-May and October-November. The weather is pleasant during these months making your travel quite comfortable.

High altitude regions like Tawang, Sela Pass etc. would be covered in snow during the winter months. So if you are comfortable to travel through spine chilling cold and fancy to see a white Arunachal, winter is your month. But make sure you check the weather forecast beforehand to avoid roadblocks or any other mishaps.

In order to make the most of your Arunachal Pradesh Sightseeing Trip, you should avoid the monsoon months that last between June to September.

A detailed 7 day itinerary to travel to Arunachal Pradesh

Day 1 – guwahati to bomdila.

The first day of your travel shall necessarily contain two segments. First, to reach Guwahati and second, to travel to Bomdila from Guwahati. It is advisable to arrive in Guwahati by early noon so that you have enough time to get to the bus depot and find yourself a bus.

  • Fly to Lokpriya Gopinath Bordoloi Airport in Guwahati.
  • Take a train to Guwahati.
  • From Guwahati Airport or Railway Station, head to ISBT bus depot from where you can find overnight buses to Bomdila.
  • You would reach Bomdila the next morning.

  • Holiday Hills
  • Doe-Gu-Khil Guest House
  • Hotel Tashi Den

Surrounded by various snow capped peaks, Bombila is a scenic destination situated in the Eastern Himalayas. A home to various indigenous tribes, Bomdila is a place where you can explore the monasteries, go hiking and walk through the apple orchards and valleys covered with flowers.

  • Visit the Bomdila Monastery built in 1965, divided into Upper Gompa, Middle Gompa and Lower Gompa out of which the Upper Gompa is the biggest one located on a steep hill.
  • Hike up to RR Hill , the highest point in Bomdila to enjoy the spectacular and panoramic views of Bhutan and Tibet.

  • Head to the apple orchards to take a stroll and also buy some apples for yourself.

Day 3 – Bomdila to Tawang (Explore Sela Pass and Sela Lake enroute)

This leg of the journey might not work too well if you are travelling solo. You can only stop at Sela Lake and Sela Pass if you have reserved a vehicle all for yourself, not a feasible option for a solo traveller. The cost splits in a group.

arunachal tourism pass

There are shared sumos that cost around INR 500 till Tawang. The journey might take somewhere around 8 hours. Solo travellers can also  manage to tag along with other groups to share the costs of a reserved vehicle.

After arriving in Tawang, spend the evening walking through the mystic streets and gazing at the snowy peaks of Eastern Himalayas and sleep early to compensate for the tiring journey.

  • Dondrub Homestay
  • Hotel The Oak

The arrangement of vehicle to travel to Bum-la Pass and the various lakes must be done on this day itself so that permits can be easily obtained.

Tawang is one of those places to which photographs and words do no justice explaining the beauty. It is a remote settlement at an altitude of 305 meters, set against mighty Himalayas, dotted with glacial lakes, it is rightly known as the hidden paradise. Though situated in the extreme corner of the country, it is well developed in general. There are plenty of options to stay, many restaurants to eat at.

You can divide the two days in Tawang into nearby locations to visit, which can be covered on foot and the ones situated a bit far off, like Bum-la Pass, for which you’d require a vehicle.

arunachal tourism pass

  • Start the day by visiting the Tawang Monastery , the biggest monastery in India and second largest in the world. A three storied monastery situated at a height of 3000 meters is no less than a scenic wonder. Explore the library the old scriptures to learn about Buddhism.

  • Visit the Tawang War Memorial , which commemorates the martyrdom of 2140 Indian soldiers of Indo-China War. You can also check the souvenir shop beside the War Memorial.
  • In the evening, head to the cosy cafe, Dharma Coffee House and browse through their books.

If you wish to book a vehicle to take you to all of these places, you may opt for the same. A Tata Sumo can charge you between INR 2000-3000 for the whole day, depending on whether it is the peak season or not.

On this day, you are all set to travel to the wilderness and travel towards Bum La Pass , the Indo-China border. A Tata Sumo generally takes INR 5000 for the entire day to take you to these places. It works fine when you are travelling in a group but not for solo travelers. People traveling solo may tag along with another group at the taxi stand. Talk to the drivers or your hotel management beforehand so that they may be able to suggest you about other groups who are moving ahead on the same direction. There are bike rentals as well which is the best bet for all adrenaline junkies. However remember that the terrain is extremely rough so set out in a bike only if you are experienced enough.

arunachal tourism pass

You need a permission from the Office of the Deputy Commissioner in Tawang District to go to Bum La Pass. Situated at an altitude of 4633 meters, it is a place where Indian Soldiers guard the country. The Pass is historically and culturally significant as well for it is known that Dalai Lama had entered India through this Pass.

Visit the famous Sangetsar Lake , more famously known as Madhuri Lake, named after the actress Madhuri Dixit as she had shot a few scenes of a movie in this spot. Also, stop by the beautiful Panga Teng Tso Lake . These lakes remain frozen during winters.

Day 6 – Tawang – Bomdila – Tezpur

It is your last day in Tawang and you have to travel a long distance on Day 6 of this 7 Day Arunachal Pradesh Itinerary. Start early from Tawang so that you reach Bomdila by noon. To be on the safe side, book a seat in the shared vehicle a day earlier so that you don’t get pushed to the last seats which is very uncomfortable. The fare for a seat in Tata Sumo is INR 500 to reach Bomdila. You can stop in Bomdila for a while and have your lunch there. There are buses that start in the evening for Guwahati.

In case you do not manage to get a direct bus from Bomdila, you may break the travel at Tezpur. In that case the travel looks like this : Bomdila to Tezpur (Tata Sumo) and Tezpur to Guwahati (Bus). If you are opting for this alternative, you may spend the night in Tezpur and travel from Tezpur to Guwahati the next morning.

  • The Bhowmick’s Bunglow
  • Hotel Palazzo Prime

To be on the safe side, book a flight that is scheduled post 3pm from Guwahati. If you are taking a train, that too, should be scheduled in the second half of the day. This is to ensure that any unavoidable delay on the way from Bomdila/Tezpur to Guwahati does not affect your final leg of the journey.

I have not been to Arunachal Pradesh till date but have surely had it on my list. I do hope to stay in the state for at least 7 days and I will definitely be referring to this guide for sure.

This is so detailed. I have been to Arunachal and the region is so lovely that a week is too less. Surprisingly, when we went into Arunachal, the weather was good. And when we were on the way back from Sela, it was snowing. So I got to see many faces of Nature there.

You got lucky, I must say. Yes, 7 days are too short to explore the beautiful state.

Top 20 places to visit in arunachal pradesh.

Arunachal Pradesh

Away from the mayhem of city life, imagine dwelling in the silences of your solitude in an ancient monastery hidden somewhere in the depths of pristine snow-capped mountains. With no one in sight but the vast dreamy sky above you and the crystal blue water flowing beneath your feet. Imagine a land laden with unseen beauty, culture, and spirituality. A paradise of primal and undisturbed nature at its best. Arunachal Pradesh, the Switzerland of India , will surpass your wildest dreams with its unseen and unimagined sublime beauty and divine serenity.

Scarcely populated with over 24 tribes, Arunachal Pradesh justifies its title of being the ‘ Land of Dawn-lit Mountains’ , ‘Land of Rising Sun’ ,   ‘Orchid State of India’ , as well as ‘Paradise of Botanists’ . It is not only the largest state among the seven sister states of northeast India in terms of its geographical dimensions but also in terms of its cultural, ethnic, tribal, and natural diversity. With the largest diversity of birds and mammals, unexplored forests, thunderous waterfalls, transparent lakes, and illusory mountains, Arunachal Pradesh is one of the most prominent ecological hotspots not only in India but in the whole wide world.

Arunachal Pradesh, one of the most beautiful states of India, is, however, also the least travelled one. Cut off from the mainland and bound with political, climatic, as well as topographical constraints, this secret jewel of India remains an unexplored mystery. With heavy permits required to enter the state in the cases of both international as well as national citizens as well with the extreme climate, political conflict, and unknown and distant travelling routes, you might hesitate before planning to visit this paradise on earth. It will be, however, that one life-changing trip that will take you closer not only to the silent secrets of nature but also of your own self. From experiencing the fall of the first ray of sun in the nation to following it to the nation’s end, Arunachal Pradesh will leave you spellbound by India’s pristine and unseen beauty.

One Week Anini Tour [7 Days]

Anini Tour Plan – One Week

In its very nascent phase when it comes to tourism, Anini in Eastern Arunachal Pradesh seems nothing sort of a paradise. Anini, home to mighty mountains, lush green meadows, numerous lakes, and a sparse population, is just the place for those looking to slow down  and calm their nerves. But, let us warn you, a tour to Anini is not for everyone.

The roads are a mix of good and bad, the places are far, and literally every option is limited, be it food or stay. But if you are someone who realizes that  reaching a heavenly place would need some compromises , you will be more than delighted by what you get when you reach there. Home to the Idu Mishmi people, Anini sits between the Dri and the Mathun rivers, both tributaries of the mighty Dibang River.

Just like the Mechuka tour , a tour to Anini also takes you through some of the best Arunachal Tourism has to offer, and then, some more.

Let’s see what an Anini Tour Itinerary would look like.

One Week Anini Tour Itinerary

  • Day 1: Dibrugarh to Roing.

Day 2: Roing to Anini via Mayudia Pass

Day 3: drive to acheso & chigu camp, day 4: anini and around, day 5: anini to roing, day 6: explore kapang village of dambuk, day 7: roing to dibrugarh, detailed itinerary of dibrugarh roing anini trip.

Let’s delve deeper and see how this detailed Dibrugarh Anini Tour itinerary looks on a day-to-day basis.

Day 1: Dibrugarh To Roing

What better place to start a one-week north east trip than from the historic town of Dibrugarh, situated right on the banks of the Mighty Bramhaputra River. We will meet you in Dibrugarh and start our journey to the land of the rising sun, Arunachal Pradesh, taking a beautiful drive. You will cross small villages and towns of Assam on your way to Roing, a small town in Eastern Arunachal Pradesh.

On our way to Roing, we will cross the highlight of the day, the Bhupen – Hazarika bridge (Dhola-Sadiya bridge) over the Lohit River, which is currently the longest bridge in India over water.

Once in Roing, check in to your stay and settle down. Then, time permitting, you can go for a stroll and enjoy the fresh mountain air.

The destination today is the gorgeous town of Anini, an upcoming gem of Arunachal Tourism. We start early today, after breakfast. One of the best days of your trip to Anini, today is going to be a long day. But the good thing is, the views all through this Anini trip are going to be jaw-droppingly beautiful. Surrounded by breathtaking landscapes and lush green forests all around, one can have a panoramic view of the surrounding snow-capped mountains and the

On our way to Anini from Roing, we will cross the Mayodia Pass (2,655 meters (8,711 ft) elevation), from where the views all around are gorgeous. Depending upon the time of your visit, you might also get snow around and on the Mayodia Pass.

On our way to Anini from Roing, we will cross several beautiful towns and villages such as Hunli, and Etalin among others. All surrounded by unexplainable beauty. Feel free to take as many photo breaks as you wish to 🙂

Through a mix of good, bad, and terrible roads, by the time we reach Anini, it will be evening. Check in to your simple and cozy homestay and settle down.

Sit by the fire and get to know your hosts or rest up, if all you want to do is sleep today.

Today we will drive to yet another breathtakingly beautiful region of East Arunachal Pradesh , to Acheso. We will drive up to the Chigu camp today and explore the area. Chigu camp is the same place that you might already have seen countless number of times on Instagram reels :-).

While the location of Chigu camp itself is beyond gorgeous, to say the least, the drive to here too, is no less.

We will take the day at our own pace.

After mostly being in and out of our vehicle the past few days, it’s time to explore Arunachal Pradesh on foot. Kapang is a small village of Dambuk but is blessed with extremely beautiful vistas all around. Today, you will go on a beautiful trek to the highest point of the Kapang village. The trek will take you through beautiful orange orchards and will give you countless opportunities to take photos to your heart’s content.

From there, we will then head to visit the RIWATCH museum and spend some time there. And then from there, we will head to Sally Lake for a relaxed evening walk by the lake.

After all this, if you still are not tired, there will be one last interesting thing for you to do before you call it a day, the local market of Roing where you can find all sorts of plants, roots, meats, and whatnot.

Today is the last day of your Dibrugarh Anini trip. And while the trip is almost over, the wonderful memories are sure to stay with you for a long time to come. As you would already know by now, the drive between Dibrugarh and Roing is around 4 hours, make sure to book your flight back home towards the evening.

Trip ends 🙂

You can easily club this Anini trip with our Mechuka Trip , a Majuli tour, an Eastern Arunachal Pradesh Tour , or even a Tawang tour  if you have more days to spare.

  • All permits for Indian Nationals as required.
  • All Toll Charges.

  • Prices are subject to change without prior notice, based upon the cost of variables of the trip logistics.
  • Any govt. fee or Tax paid to us is non-refundable

BOOK THIS TOUR

** Anini being a very remote destination, has minimal connectivity, almost all the way. Other than BSNL, nothing works once you leave Along. So, it is better to let your folks back home know that, in all probability, you will have no connectivity for the better part of the following week. ** Due to the large-scale road construction in this part of Arunachal Pradesh, Anini is accessible only for a limited time in a year. That is, only during the dry winter season. ** Please note that we will be crossing through / staying at some of the most remote parts of the region. Hence, while we will try our best to make your trip as comfortable as possible, please keep in mind that the logistics and facilities will be limited for obvious reasons.
