

List of REQUIREMENTS for Essential Travel: Philippine Airlines, Cebu Pacific, AirAsia

While travel for leisure remains prohibited, the government has already allowed essential and business travel. Local airlines have resumed operating commercial flights and implemented stricter safety measures as the travel industry shifts to the new normal.
One of the most frequently asked questions about traveling these days: What are the requirements do I need to present when traveling?
To address this, Cebu Pacific , Philippine Airlines , and Philippines AirAsia have released a list of required documents so passengers would be prepared and permitted to travel and make the journey hassle-free. Save for the wording, the lists are basically the same. See below:
❗️ IMPORTANT ❗️ All three airlines strongly advise that you contact the local government units of your origin and destination to check if there are additional requirements or changes . Some requirements vary from place to place and may also change over time.

Locally Stranded Individual (LSI)
- Identification card (ID)
- Travel Authority / Pass from the Joint Task Force COVID Shield (JTF-CV) of the Philippine National Police (PNP) . This can be obtained from the City or Municipal Chief of Police if traveling between provinces within the same region or from the Provincial Director if traveling between regions.
Requirements for Travel Authority / Pass:
- Medical Certificate from DOH-accredited hospital or City or Municipal Health Office
- Barangay Certification proving that the traveler has no COVID-19 symptoms for 14 days prior to travel date
Business Traveler (Authorized Person Outside Residence)
- Company ID or
- any official document from the company explaining the reason for travel
Overseas Filipino Worker (OFW)
- Travel Authority / Pass. To get one, you will need to secure a medical certificate and barangay certification that you have no COVID-19 symptoms for 14 days before travel date.
- Negative RT-PCR result
- Quarantine Certification issued by DOG-Bureau of Quarantine
- Proof of Residence
- Valid Passport
Not Allowed to Travel
- Leisure travelers
- Persons below 21 years old
- Persons 60 years old and above
- Pregnant women

Ive noticed sa Air Asia may nakalagay na senior citizens are not allowed to travel while ang Cebu Pacific wala naman ganon nakalagay.
If in case a senior citizen is able to get all the requires documents from the LGU, will he be allowed to board the flight by the airline?

Cebu Pacific: 19 local destinations open for travelers

BUDGET carrier Cebu Pacific announced on Thursday that 19 domestic destinations in its network are now open for leisure travelers and no longer require a swab test for fully vaccinated passengers.
“Destinations include Bohol, Boracay, Butuan, Camiguin, Cagayan de Oro, Cebu (Cebu City and Mandaue City), Clark, Maguindanao Province, Davao, Dumaguete, General Santos, Iloilo, Legazpi, Manila, Naga, Ozamiz, San Jose, Tacloban, and Tuguegarao,” Cebu Pacific said in an e-mailed statement.
“Other requirements may include vaccination certificate, vaccination card, government-issued ID, travel permits from S-Pass, confirmed accommodations, and registration to specific contact tracing applications,” it added.
Passengers going to Butuan and Cagayan de Oro are required to upload their vaccination status via S-Pass, a travel management system developed by the Department of Science and Technology.
Fully vaccinated individuals flying to the Legazpi airport are required to report to their local government units for symptoms screening and profiling. They should download the Traze app.
Meanwhile, in Clark, travelers will need to present a valid ID and any travel document required by the local government.
“Cebu Province, Lapu-Lapu City, and Davao do not require arriving fully vaccinated guests to present any travel documents for entry,” the budget carrier noted.
Xander Lao, chief commercial officer at Cebu Pacific, said this development will jump-start the return of tourists and help the local tourism industry recover.

Cebu Community Alert Level
Based on the latest IATF Resolution, Cebu City, Mandaue City and Lapu-Lapu City are under Alert Level 1 while the rest province is under Alert Level 2.
Cebu Travel Requirements for Tourists

Mandaue city travel requirements.
- All Returning Overseas Filipino’s (ROFs) and Overseas Filipino Workers (OFWs) are allowed entry into the Province of Cebu starting January 04, 2022 provided, they undergo five (5) days quarantine period as prescribed by applicable IATF-MEID resolutions

Here’s the updated list of requirements for domestic travel
There’s only a week and a half left in October, which means it’s almost undas. If this were any other year, most people would be booking trips home or planning out a mini-holiday. Sadly, undas is kind of canceled this year. Cemeteries around the country are closed for the main days of observance to prevent a superspreader event.
Although traveling isn’t as safe as it once was, the holidays still mean that people will be making their way home or just outside the city. Here’s a list of updated requirements, whether you’ll be traveling by plane or bus.
Air travel requirements
If you’re a locally stranded individual (LSI) or someone who needs to travel domestically for other valid reasons, airports have a stringent set of requirements you’ll need to comply with before flying.
It varies from airport to airport , but some common documents you’ll need to prepare include:
- Government-issued ID
- Medical certificate issued by the local government
- A negative result on a real-time reverse transcription-polymerase chain reaction (RT-PCR) test
For the RT-PCR test, the time frame between the test and flying out depends on the destination, but most cities, like Cebu and Davao, require the test to be conducted within three days of departure.
Other important documents that may be required when you fly are company IDs, any official documents that serve as proof of residence and official, written documents that serve as your reason to travel.
Local carriers like Philippine Airlines and Cebu Pacific also have dedicated pages on their website to address documentation requirements for flying during the pandemic.

Bus travel requirements
As of Sept. 30, some provincial bus routes in Luzon have been reopened by the government. People from select places in Pampanga, Laguna, Batangas and Cavite can opt to take the bus if they ever need to go to Manila, and vice versa. As per The Land Transportation Franchising and Regulatory Board’s (LTFRB) pronouncements , the list of requirements for traveling via bus are the following:
- PNP-issued Travel Authority/Pass at the point of origin issued within 48 hours prior to departure
- Valid identification card (must include the passenger’s address, place of origin, age, workplace or school
- Written consent of passenger approving that he/she will submit to coronavirus disease (COVID-19) testing or quarantine at the terminal or place of origin
- Other documents required by the concerned LGUs or the IATF
Travel Tips
If you’re traveling for valid reasons, make sure you strictly follow the COVID-19 protocol set by the place you’re departing from and arriving at.
The government has mandated that all travelers must wear masks and face shields. Aside from that, don’t forget to bring a travel-sized bottle of alcohol or hand sanitizer. Social distancing is a little trickier on airplanes, but as much as possible, try to keep a safe distance from other travelers.

Travel Requirements for Domestic Flights in the Philippines
Philippine Airlines – Cebu Pacific – Air Asia
Travel Requirements for domestic flights in the Philippines will vary on the airline and the local government unit or LGU of destination. As stated under the Inter-Agency Task Force (IATF) Resolution No. 101, all passengers will no longer be required to undergo COVID-19 testing except if the Local Government Unit (LGU) of destination shall require testing prior to travel. Testing for COVID-19 will be limited to RT-PCR tests. Passengers will no longer have to undergo quarantine unless an individual shows symptom upon arrival at the LGU of destination. Travel Authority issued by the Joint Task Force COVID Shield and Health Certificates will no longer be required. Nonetheless, there are still a few requirements that need to be taken note of.
Since local travels or domestic flights are allowed, there are a few general requirements everyone must comply. Wearing of face mask and face shield is important. Philippine Airlines Travel Requirements
To ensure everyone’s health and safety, Philippine Airlines and its passengers shall strictly observe the following in all airport facilities and onboard the aircraft:
- Mandatory wearing of face masks and face shields.
- Mandatory use of the Traze Mobile Application to generate and scan their QR code when entering in, boarding from, and upon arriving in all Philippine Airports starting November 28, 2020, as mandated by the Philippine Department of Transportation. Download here!
- Registration to PAL’s Passenger Profile & Health Declaration Form as early as 5 days before departure and securing required travel and health documents of the destination.
- Mandatory physical & social distancing. Minimum contact at all times & in all places within the airport premises, and during all procedures, from check-in, boarding, inflight, disembarking to retrieving of check-in baggage.
- Mandatory public safety announcements before closing of doors and during flight for cabin and health security protocols.
- Regular sanitation & disinfection of all airline facilities and equipment. Daily first aid stocks available onboard the aircraft.

Philippine Airlines shall do its best to observe social distancing measures inside the aircraft, subject to space availability. Family members and individuals traveling together as part of the same household may still choose to be seated together.
Philippine Airlines may refuse to carry passengers who fail to comply with any applicable laws, rules, and government regulations of any country to be flown from, to, or over.
This page contains the travel rules and requirements for each province, city, or municipality in the Philippines. Please note that there may be multiple travel requirements for each destination on national and provincial levels. We would also like to remind passengers that these rules are subject to change by the issuing local government authority and are issued for passengers’ and the public’s safety. For guests in the Philippines who will be flying domestically, please be advised of government-required travel documents below. Depending on the destination, these documents may be presented prior to boarding and/or upon arrival.
Local governments may also have additional requirements. Guests traveling on domestic routes are advised to check local travel guidelines.
Those who are below 21 years old or 60 years old and above and pregnant women will not be allowed to travel in areas under General Community Quarantine in accordance with the current guidelines of the Philippine government.

Cebu Pacific
Guests flying with Cebu Pacific are required to submit contact information & destination address. These details must be submitted within a set deadline. Please refer to the pre-flight reminder sent you via email for further details. Depending on the LGU requirement, failure to submit may result to denied boarding.
- Go to Manage Booking online and Log in using your GetGo account or enter your booking reference number & surname to retrieve your booking
- Click ‘Update Guest Details’
- Update with the required passenger details and continue

Good afternoon. Requirements may vary depending on your destination and their Alert Level. You may contact your airline for requirements. In Dumaguete City: Children below 11 years old will only need to present their birth certificates. Children 11 years old and above will need a negative antigen test.

Requirements and reminders for guests who require special assistance (i.e., wheelchair, PWD/PRM, unaccompanied minors, etc.)
Description
CEB embraces inclusivity and diversity of guests, regardless of gender, age, race, or status. While CEB generally accepts everyone onboard, safety remains to be CEB’s top priority. Any guest who poses a risk to the safety of other guests or CEB crew members will be denied boarding.
Guests who have special needs or attention, including those with disabilities, will be given the level of respect, and care they require. Guests must inform CEB at least two (2) hours beforehand and prepare necessary documents and identification, so that we can make the necessary arrangements. CEB will endeavor to provide special lanes and priority to them, where applicable.
It is required for guests who have recovered from recent illnesses or who have undergone recent surgical operations to present a medical certificate that contains the signing physician’s Professional Regulation Commission (PRC) license number (or any valid medical license) and signature, written or typed on the signing physician’s prescription pad or official hospital or clinic document. The medical certificate should give clearance for the guest to travel by air. The same document is required for new mothers and expectant mothers with age of gestation at thirty-four (34) weeks and beyond. A medical certificate is only valid for ten (10) days.

Cebu Pacific: 19 domestic destinations no longer require RT-PCR test for fully vaxxed passengers
Budget carrier Cebu Pacific on Thursday announced there are 19 domestic destinations in its network that have opened for leisure travel and no longer require swab tests for fully vaccinated individuals.
The destinations include Bohol, Boracay, Butuan, Camiguin, Cagayan de Oro, Cebu (Cebu City and Mandaue City), Clark, Maguindanao Province, Davao, Dumaguete, General Santos, Iloilo, Legazpi, Manila, Naga, Ozamiz, San Jose, Tacloban, and Tuguegarao.
Cebu Pacific said other requirements may include vaccination certificate, vaccination card, government-issued ID, travel permits from S-Pass, confirmed accommodations, and registration to specific contact tracing applications.
Butuan and Cagayan de Oro require fully vaccinated travelers to simply upload their vaccination status via S-Pass, it said.
Fully vaccinated passengers arriving at Legazpi airport must report to their LGUs for symptoms screening and profiling, the airline said.
It added that the Traze app must also be downloaded.
Clark, meanwhile, requires travelers to present a valid ID and any travel document required by the local government unit (LGU).
Cebu Province, Lapu-Lapu City, and Davao do not require arriving fully vaccinated guests to present any travel documents for entry.
A person is considered fully vaccinated two weeks after their second dose in a two-dose series, or after receiving a single-dose vaccine.
“This is a welcome development, and we appreciate the various LGUs’ efforts to further ease travel for everyJuan, especially for fully vaccinated individuals. This will jumpstart the return of tourists and pave the way for the recovery of the local tourism industry, which we are also ready to support with a ramp-up in flight frequencies as needed,” said Xander Lao, chief commercial officer at Cebu Pacific.
As the situation remains fluid, travel guidelines may change, the airline said.
Travelers must always check with the LGU of their destination for updates on travel requirements, it added.
Cebu Pacific said the travel guidelines and requirements for unvaccinated or partially vaccinated individuals, as well as for children, may be accessed via bit.ly/CEBTravelRequirements.
The airline said it operates with 100% fully vaccinated active flying crew.
“Our pilots and cabin crew undergo regular antigen testing (Test Before Duty) before they are assigned to operate flights,” it said.
Cebu Pacific added it has already started its booster program to ensure the continued safety of its employees and passengers. —AOL, GMA News

Everything You Need to Know about Flying Cebu Pacific

During my three-and-a-half-week expedition through the Philippines, I managed to visit four separate islands throughout the country with the help of a very prominent airline, Cebu Pacific Air .
Cebu Pacific is the most flown airline in the country, carrying more passengers throughout the Philippines and nearby countries than its competitor, Philippine Airlines.
If you plan on traveling through this country, chances are you will board one of Cebu Pacific’s planes at least once during your journey.
Having been aboard four separate Cebu Pacific flights (and having even missed one), I’ve dedicated this post to discussing everything you might need to know when booking, boarding, and traveling on Cebu Pacific Air.
Where does cebu pacific fly to.
Cebu Pacific is a large airline in Southeast Asia, with higher flight frequency within the Philippines and surrounding countries than any other airline.
Currently, Cebu Pacific offers flights to 37 Philippines destinations and 26 international destinations from all over Asia, Australia, the United States (via Guam), and even the Middle East (like Dubai).
Is flying with Cebu Pacific safe?
First of all, is flying with Cebu Pacific safe?
Personally, while aboard each Cebu Pacific flight, I never once questioned my safety on these flights. Both takeoff and landing were smooth and precise, even when weather conditions were not ideal.
According to the Airline Ratings website, Cebu Pacific currently holds the highest rating for safety, based on the airline’s IOSA (International Air Transport Association Operation Safety Audit).
Cebu Pacific is rated at 7 stars (the highest ranking) based on safety audits conducted throughout the last couple of years.
Is it required to have a return flight booked?
While this is not required when traveling within the Philippines, it is required if you’re traveling from an outside country.
According to the Cebu Pacific website: Guests must have a return or onward ticket and be able to satisfactorily prove, upon request, sufficient means of financial support during their stay in the destination country.
Keep in mind, this isn’t just a requirement of Cebu Pacific specifically, but of other airlines flying into the country as well.
On our flight to Cebu from Los Angeles, the check-in counter asked us to show proof of a return flight out of Cebu as well as proof of booked accommodations.
The return ticket doesn’t necessarily have to be out of the country, as we showed documentation of our flight from Cebu to Palawan, which was sufficient for our airline.
Guests must have a return or onward ticket and be able to satisfactorily prove, upon request, sufficient means of financial support during their stay in the destination country.
Can you book your flight without a passport number?
Yes, booking your flight with Cebu Pacific is possible without providing a passport number. Keep in mind though, you will need it for check-in purposes and certainly will need your passport on the day of takeoff.
Another thing to remember is that there needs to be at least six months of validity on your passport to travel.
This is something I learned the hard way, as it resulted in my denied entry onto my flight from Manila to Hanoi. Because I did not have at least six months left on my passport, I was required to stay in Manila to get issued an emergency passport from the U.S. embassy.

This rule is something airlines will rarely ever disclose to you when booking flights, but I did find this little snippet in Cebu Pacific’s fine print:
Guests traveling outside the Philippines must possess a passport, with at least six (6) months validity from the date of departure, and valid visas, if applicable.

Is it comfortable?
For being a small, budget airline, Cebu Pacific was quite comfortable. Don’t expect any luxury or extensive legroom.
Still, for the price, the seats were comfortable, the bathrooms were clean, and the aisles were wide enough to walk comfortably through.
If you want more legroom, try snapping a seat next to an emergency exit. This brings me to my next point…

Can you pick your seats?
The short answer is yes; you can pick your seats if you choose to. Upon booking, Cebu Pacific will automatically assign you a seat. You can change and select your seat for an additional fee if you wish.
Does Cebu Pacific have Wi-Fi?
This will depend entirely on the flight you take with Cebu Pacific. Most of this airline’s domestic and short-haul flights do not offer Wi-Fi inflight. But, on some of their international flights, Wi-Fi can be purchased.
The service is offered through OnAir and costs 5 USD for 25 MB or 10 USD for 50 MB.
How many bags are allowed on Cebu Pacific? Is there a fee?
When traveling through the Philippines, My partner and I had four bags in total. Three of our bags were backpacks, and one was a handbag.
Two of the three packs were our backpacking, heavy-duty backpacks that do not fit as a carry-on. This made us nervous because we had no idea what the baggage policies were for Cebu Pacific.
Thankfully, we had no issues. Every passenger is allotted one hand-carry baggage with a maximum weight of 7 kilograms (about 15.4 pounds) and one small personal item (such as a purse or handbag). The handbag and the smaller backpack met these requirements.
Cebu Pacific does allow check-in baggage for a small fee. Prices range based on the size and weight of the check-in bag. Plan on spending roughly anywhere from 600-3800 Philippine pesos for checked baggage. This all depends on the bag’s size, weight, and whether the flight is domestic or international.
The weight is strict, as all bags (including carry-ons) will be placed on a scale to obtain an exact weight.
When can I check-in for my flight?
When checking into your flight with Cebu Pacific, the check-in counter opens four hours before international flights and two hours before domestic flights.
If you’re doing online check-in, you can check-in online from 72 hours up to 4 hours from departure.
It’s also important to know when the check-in counter closes so you don’t miss your flight!
The check-in counter closes 45 minutes before departure for international or domestic flights. You must also be at your gate no later than 30 minutes before your departure time.

What do I do if my flight gets canceled?
Unfortunately, canceled flights do happen, ESPECIALLY in the Philippines. This isn’t only related to Cebu Pacific Air, but other Philippine airlines as well.
During our travels, I had two flights canceled (and one denied entrance). This was a total of three missed flights while traveling throughout the Philippines.
While canceled flights put a damper on your travel plans, remaining flexible and open-minded is best. There are a couple of actions you can take when dealing with a canceled flight with Cebu Pacific:
- You can get a full refund of the canceled flight.
- Convert your airline ticket into a “travel fund” for future use.
- Rebook your flight within 30 days from your original departure date. (This is what Dustin and I did. We usually just rescheduled our flights for a day or two from the original date)
Despite the few bumps we had while traveling with Cebu Pacific, I found it to be a very budget-friendly, easy way to travel throughout the Philippine islands. I will not hesitate to book with Cebu Pacific if I return to the Philippines soon.

How cool that you got to see so much of the Philippines. Although I’ve been this close to traveling there for work over the years, it never quite fell into place. But man, oh man, my Filipino co-workers have the most GORGEOUS photos of the islands and beaches of their homeland!

Yes! That incident was a nightmare! I had no idea about the “six-month validity” rule until we tried to leave the Philippines. I had to learn the hard way I guess.
I havent been fortunate enough to travel to the Philippines, therefore havent flown with Cebu. It is good to know that your passport has to be valid for 6 months after entering the Philippines. This is something that a lot of countries require and travellers dont realize.
Agreed! I honestly had no idea until I tried to leave the Philippines, as my passport was valid when we left LA but surpassed the six-month mark during the three weeks we were there. Thankfully we were in the only city in the entire country that had a U.S. Embassy and I was able to receive a limited-validity passport.
Going to the Philippines is one of my dreams (especially snorkelling there) I knew that some countries require that the traveller’s passport is valid 6 months after the date of their return. I found out the hard way! I missed a trip because of that, so now I also double-check the validity of my passport when I am travelling outside the EU.
When I hear “Don’t expect any […] extensive legroom.”, my alarm goes off as I am fairly tall and I have been on flights with almost no legroom before . Those were no fun…and painful.
