President Sergio Mattarella visits Italian Cooperation projects in Kenya

The President of the Republic of Italy Sergio Mattarella started his official visit to Kenya on the 14 th of march, kicking off a three-day event full of institutional meetings and ceremonies. The President is accompanied by a delegation composed of his daughter and first lady of Italy Ms. Laura Mattarella and the Deputy Ministry of Foreign Affairs and International Cooperation, Edmondo Cirielli, among the others.

During the mission, Deputy Ministry Cirielli and Ministry of Treasury of Kenya Njuguna Ndung'u are expected to launch the " Kenya-Italy Sustainable Development Partnership " (Kisdp), a strategic document indicating the line of intervention of the Italian Cooperation with Kenya for the next five years, defining a medium-term indicative programmatic framework for the cooperation between the two countries.

During President Mattarella's mission, two additional agreements between Kenya and Italy are expected to be signed, marking the launch of as many cooperation initiatives: the first, " Professional and Scientific Training for the Development of Cultural Tourism ", financed by the Italian Agency for Development Cooperation (Aics) and realized by the National Museums of Kenya in partnership with La Sapienza University of Rome, concerns the implementation of a three-year training program for young Kenyan students. The second initiative, " Kenya Informal Settlement Redevelopment Programme " (Kirsp), concerns an integrated urban development intervention to improve access to basic services in the informal settlements of Kajiado, Kilifi and Siaya counties.

President Mattarella and the delegation will visit some of the Italian Cooperation's leading projects in the country, such as the St. Kizito Vocational Training Institute financed by the Cooperation in 1994 and managed by AVSI, which trains 800 young Kenyans every year through courses in IT, mechanics, plumbing, carpentry, catering, secretary, electronics, hairdressing, and beauty care. The Cooperation has deeply invested in the growth of the Institute allowing for the construction of the building, the supply of equipment, the start-up and various stages of expansion, allowing the Institute to consolidate and to offer young disadvantaged people adequate training, which would otherwise be inaccessible in most cases. The mission includes a visit to the E4Impact Accelerator founded in 2018 in Nairobi thanks to Aics support and through the Sacro Cuore Catholic University of Milan, which has quickly become a point of reference in Kenya's entrepreneurial ecosystem: it is of a hub offering legal, financial, training and mentoring services to businesses and start-ups, contributing to their growth and creating new synergies with international markets and investors.

"This is an enormous privilege and a key opportunity to boost the consolidated friendship between Italy and Kenya. The launch of the multi-year strategy represents a milestone for Italy's cooperation with one of its priority countries, and the visit to the initiatives through which the Agency invests in business creation, employment, and in training young people are the concrete example of a cooperation that creates partnerships between businesses, universities and institutions and which looks at young people as builders of development of an increasingly resilient Kenya".

"Medium and Small Enterprises are the beating heart of Kenya's economic development," explains Mario Brataj, Program Officer for Economic and Private Sector Development at Aics Nairobi. "They contribute to almost 80% of GDP and represent around 70% of total employment. The young and dynamic entrepreneurial tissue needs support to best express its potential: for this reason, support to employment creation and expansion of small businesses is one of the pillars of our action in the country. At the same time we invest in human capital through the strengthening of vocational training institutes. An example of this approach is the experience of St. Kizito, which was built and consolidated thanks to the support of the Italian Cooperation and today it acts as a bridge between young people and the job market. The Institute collaborates today with 70 companies, carries out school-work alternation and promotes internships. In collaboration with Avsi, Res4Africa and Enel Green Power, Aics is also promoting the installation of a micro-grid that will make the Institute an excellence for training activities on renewable energy in Kenya and East Africa".

President Sergio Mattarella’s State Visit to the Republic of Kenya (13th -16th March) ended on 16th March. He was accompanied by the official delegation and by Hon. Edmondo Cirielli, Deputy Minister of Foreign Affairs and International Cooperation.

On Tuesday, 14 March, the Italian President was received at State House by the President of the Republic of Kenya, H.E. William Ruto. Following the talks, the two Heads of State held a press conference.

Later President Mattarella, welcomed by the Speaker of the National Assembly of the Republic of Kenya, Moses Masika Wetangula, and by the Speaker of the Senate, Amason Jeffah Kingi, laid a wreath at the Mausoleum of the first President of the Republic of Kenya, Jomo Kenyatta.

In the afternoon, he visited the St Kizito Vocational Training Centre, founded in 1994 with the support of the Italian Cooperation and the Association of Volunteers for International Service (AVSI).

In the evening, the State Banquet offered by President Ruto took place.

On Wednesday 15th, the Head of State travelled to Malindi, where he visited the Luigi Broglio Space Centre, co-managed by the Italian Space Agency and the Kenyan Space Agency.

That evening, at the residence of the Ambassador of Italy, H.E. Roberto Natali, he met the staff of the diplomatic mission and a representation of the Italian community in Kenya.

The final day focused on the environment and its protection; after a speech on climate change at the University of Nairobi, a meeting was held with the Minister of Tourism, Peninah Malonza, and the heads of the Kenya Wildlife Service.

Before leaving for Rome, he also visited the “E4Impact” accelerator, funded by the Italian Cooperation to train young entrepreneurs through collaborations between local and international universities.

President of Italy, Sergio Mattarella, to visit Kenya in March

State House has confirmed that the Italian President, Sergio Mattarella, will be visiting Kenya in March in a bid to enhance cooperation between the two countries.

During a meeting with the Italian Ambassador to Kenya, Roberto Natali, at the State House in Nairobi, President William Ruto emphasized the significance of President Mattarella’s visit as a high point in their relationship.

In a statement, State House said the visit aims to have fruitful discussions between the two countries on water harvesting, distribution, and irrigation.

The head of state said that the people of Kenya and Italy have a long and unique relationship, which is epitomized by the town of Malindi, a popular destination for many Italians.

Ambassador Natali confirmed that the Italian government and private sector are fully committed to investing in water provision and harvesting in Kenya. The Italian President’s visit is expected to bring about new opportunities for cooperation and investment in this critical sector.

The visit is expected to boost trade and investment between the two countries and promote the development of key sectors such as water, agriculture, and tourism.

President Mattarella’s visit to Nairobi: how Italy is relaunching its partnership with Kenya (and the Horn of Africa as a whole)

The visit of Italy’s President of the Republic to Kenya comes at a historic moment when the eyes of the world are on the region. Between symbolic and pragmatic, the visit puts Africa back at the heart of Italian foreign policy.

From 14 to 16 March, President of the Italian Republic Sergio Mattarella paid a state visit to Kenya [1] . Accompanied by Deputy Foreign Affairs Minister Edmondo Cirielli (an expert of relations with Africa for the Meloni government) and his daughter Laura Mattarella, the Head of State was received by President of Kenya, William Ruto. He later visited two structures of high symbolic value for the Italian presence in the country: the “Luigi Broglio” space centre, north of Malindi, managed by the Italian Space Agency, where Kenyan and Italian researchers work, and the St. Kizito Vocational Training Centre, one of the main development cooperation initiatives managed by the Ministry of Foreign Affairs and the Association of Volunteers for International Service (AVSI).

Mattarella’s trip followed the classic pattern of institutional visits by Italian authorities to Africa: meetings with government officials followed by visits to economic and cultural institutions first and cooperation initiatives at the end. However, the combination of the present historical moment and geopolitical developments in the Horn of Africa region make this trip stand out for several reasons.

Firstly, Mattarella emphasised the historical role played by Kenya as a symbol of African emancipation from European colonialism and, above all, its role as a model of development in Africa. Since this year marks the 60th anniversary of Kenyan independence, Mattarella laid a wreath at the mausoleum of Jomo Kenyatta, the founding father of modern Kenya, the country’s first president and, above all, a leading figure in the anti-colonial movement in the 1960s. As public opinion across Africa grows increasingly dissatisfied with relations with Europe, Mattarella’s tribute takes on particular importance.

Beyond the symbolic aspect, the visit brought to the fore several elements that mark a change in Italy’s posture vis-à-vis the continent. Firstly, it coincided with the resumption of the construction of the three dams at Itare, Arror and Kimwarer, which have added value to bilateral relations between Rome and Nairobi. The infrastructures are in fact key elements in the domestic political agenda of President Ruto, for whom energy independence is a core objective and who had already advocated for their construction when he was vice-president. In fact, the blockage of work due to legal problems had been a source of friction in bilateral relations between Italy and Kenya, which remained solid but characterised by some criticism during Uhuru Kenyatta’s presidency. In addition, Italy has lent Kenya 14 billion Kenyan shillings (102 million euro) for the development of initiatives in the fields of health and housing development – an important contribution to Kenya’s economic recovery as the country faces pressure on certain macroeconomic fundamentals, such as unemployment, public debt and inflation. Finally, to strengthen trade between the two countries, a promise was made to progressively abolish non-tariff barriers [2] .

Above all, Mattarella’s trip comes at a particularly “hot” moment for geopolitical dynamics in the Horn of Africa. Kenya is one of the most active players on all the most important unresolved issues in the region, which is at the hearth of the agenda of two great powers like China and the US, as shown by China’s appointment of a special envoy last year and the US’ investment of considerable diplomatic and financial resources in countering the influence of its competitors [3] . It is no coincidence that while Mattarella was attending the presidential banquet in his honour, US Secretary of State Anthony Blinken was embarking for Ethiopia. Aside from the US and China, the Horn of Africa is currently also high on the agenda of other great powers like France and Russia and of medium-sized powers, such as the United Arab Emirates and Turkey. The Russians are weaving a network between Eritrea and Sudan and France is preparing the ground for stronger trade relations with the area’s most prosperous economies [4] . The United Arab Emirates has engaged in mediations between the military and civilians in Sudan, as well as in supporting the Somali government in the fight against al-Shabaab [5] . Turkey has investments in the port of Mogadishu and Bayraktar drones deployed in Somalia [6] .

In this tangle of interests and presences, Kenya’s role remains key. In the past year, Nairobi has mediated on the war in Tigray, thanks to its former president Uhuru Kenyatta; contributed multilaterally and bilaterally to the fight against al-Shabaab; launched a peacekeeping initiative in the Democratic Republic of Congo (after sponsoring the country’s admission to the East African Community); and strengthened its energy cooperation partnership with Tanzania [7] . Kenya also went through a period of transition of power. Presidential elections held on 9 August marked an important historical turning point for the country [8] , with William Ruto defeating the sons of Kenya’s founding fathers Uhuru Kenyatta and Raila Odinga, united in a coalition. This sanctioned a generational handover and a waning of the relevance of the ethnic factor in political choices – in contrast with the rest of the continent [9] . As a matter of fact, Ruto is a member of the Kalenjin ethnic group, but was voted in by a significant portion of the youth from the Kikuyu ethnic group, who traditionally opposed the former President politically. This is why, during his visit, Mattarella explicitly emphasised Kenya’s role as an “example of democracy”.

The long-term aim of Mattarella’s visit was to position Italy again in the Great Game for the Horn of Africa, one of the continent’s most economically promising and geostrategically important areas, given its proximity to Bab-el-Mandeeb and the Suez Canal route [10] . This was part of a new government agenda for the continent, described by Prime Minister Meloni in her electoral programme as the “Mattei plan for Africa”, through which the Italian Government aims to stem migration problems and gain new influence [11] . The visit also confirms the central role of Africa in Italy’s new foreign policy agenda, as demonstrated by the bilateral meetings held by the Italian Prime Minister and President of the Republic with Niger’s President Mohamed Bazoum, Mauritanian President Mohamed Ould Ghazouani, Ethiopian Prime Minister Abiy Ahmed and Somali President Hassan Sheikh over the past four months [12] . The Italian President’s trip to Nairobi highlights a willingness to go beyond the issues that have typically characterised relations with partners on the African continent: energy exports and migration flows – Kenya, in fact, does not export energy and has no role in illegal immigration from the continent. In this context, this could be seen as paving the ground Prime Minister Meloni’s forthcoming, eagerly awaited visit to Ethiopia, the other Horn of Africa giant, for the reconstruction of which, after the war in Tigray, Italy has allocated 140 million euro [13] . Creating a solid base for relations with African countries is no easy feat for any European nation, especially at this point in time. Given Italy’s heavy colonial past in the Horn of Africa and traditional foreign policy focus on risks rather than opportunities in the area, fruitful and constant diplomatic efforts will be needed to build fair relationship, as mentioned by Mattarella and promised by the Italian Government.

During a meeting with the Italian Ambassador to Kenya, Roberto Natali, President Ruto expressed his excitement for the visit and emphasized the unique relationship between the people of Kenya and Italy.

" President Mattarella's visit is a high point in our relationship and we are looking forward to fruitful discussions on water harvesting, distribution and irrigation ,” Ruto stated.

The head of state also noted the presence of many Italians in the coastal town of Malindi, which signals the long-standing relationship between the two countries.

Ambassador Natali also emphasized the Italian government and private sector's commitment to investing in water provision and harvesting in Kenya.

This is in line with President Mattarella's visit, which aims to strengthen the relationship between the two countries and result in further cooperation and investment in the future.

The upcoming visit by President Mattarella is a crucial step in strengthening the already warm relationship between Kenya and Italy and is expected to lead to new opportunities and initiatives in various sectors, including water provision and harvesting .

The Italian presence in Malindi can be traced back to the creation of the Broglio Space Centre along the Kenyan coast, which was run by Italians.

The first Italians to arrive in Malindi were engineers and scientists, who were immediately drawn to the town's natural beauty, including its pristine beaches, rich seafood offerings, and welcoming residents.

By the 1970s, the Italian community had grown and established a strong foothold in the town's tourism industry, opening hotels, restaurants, and beach villas.

He said the visit will boost Kenya-Italy relations and enhance cooperation between the two countries.

"President Mattarella's visit is a high point in our relationship and we are looking forward to fruitful discussions on water harvesting, distribution and irrigation,” Ruto said.

The President added that the people of Kenya and Italy have a long and unique relationship epitomised by Malindi which hosts many Italians.

Ruto was speaking when he met the Italian Ambassador to Kenya Roberto Natali at State House, Nairobi.

Ambassador Natali said the Italian government and the private sector are committed to investing in water provision and harvesting in Kenya.

Kenya-Italy relations have remained cordial since the arrival of the first Italian missionaries in 1902.

In July 2015, then-Italian Prime Minister Matteo Renzi made a two-day official visit to Kenya where he held b ilateral talks with then-President Uhuru Kenyatta.

The talks mainly centred on collaborative efforts by both countries on the war on terror and investments in Kenya.

According to President William Ruto, “the visit is a high point in our relationship and we are looking forward to fruitful discussions on water harvesting, distribution and irrigation.”

NAIROBI – Italy’s President Sergio Mattarella visit to Kenya is expected to boost trade and investment opportunities between the two countries, Foreign Affairs Minister Alfred Mutua has said.

Mutua received President Mattarella at the JKIA on Monday for a four-day official visit.

Water harvesting, distribution and irrigation top agenda in Italy President’s visit to Kenya

The bilateral relations between Kenya and Italy have been deepening, with the states exchanging high-level visits.

Italian Foreign Minister Franco Frattini visited Kenya in 2010, while then Prime Minister Raila Odinga visited Italy in 2009.

In July 2015, Italy Prime Minister Matteo Renzi made a two-day official visit to Nairobi and held bilateral talks with President Uhuru Kenyatta on the war on terror and investments in Kenya. In 2017, then President Kenyatta visited Italy with some other African heads of state to participate in the G7 Summit dedicated to relations with Africa. Italy at the time held the rotating G7.

The former ministers of Treasury and Agriculture also visited Italy.

According to former Italian ambassador to Kenya Mauro Massoni, Kenya is among the 22 countries around the world that receive the biggest amount of Italian development cooperation funds that finance projects spanning from rural development to water sanitation to urban planning and renewable energy.

Italy is also one of the few countries that have cancelled Kenya’s debt and converted it into 93 development initiatives.

Italian President Sergio Mattarella paid a visit to the “Luigi Broglio” Space Center in Malindi on March 15, as part of his first Official Visit to Kenya. Italy's President was received by Giorgio Saccoccia, President of ASI, the Italian Space Agency, Edmondo Cirelli, Deputy Minister of Foreign Affairs and International Cooperation, Roberto Natali, Italy's Ambassador to Kenya, Aden Bare Duale, Kenya’s Minister of Defense, and Major General James Aruasa, Board Chairman of the Kenya Space Agency (KSA).

President Matteralla said: "The Malindi Space Center stands out as a highly successful example of cooperation that we are determined to support jointly sharing responsibilities and goals. It is a scientific and technological cooperation that sets the tone for future activities which we plan to intensify."

The Base is a strategic asset for Italy, and Kenya is a major player in terms of space technologies and international cooperation. Since 2004 the Italian Space Agency, has been operating the Center where 200 people work, of whom 192 are local staff. Italy’s presence is regulated by an intergovernmental agreement between Italy and Kenya and five thematic protocols.

Giorgio Saccoccia , ASI President, said: "The Space Center is a unique model of strategic partnership both in Africa and in the world. ESA and the EU keep the Center in high regard, just like the United States that from Malindi tracked the launch of the James Webb Space Telescope, the world's largest and most powerful telescope ever built. The United Nations also follows the Center's training activities associated with the promotion of its sustainable development goals."

The event started with a ceremony to unveil a plaque commemorating President Mattarella's visit. Subsequently, ASI president Saccoccia illustrated the Space Center' activities and then the delegations visited the Control Space Center that is in charge of tracking space objects in orbit, as well as providing launch support, satellite data collection, and training activities. The latter relate in particular to the cooperation between Italian and Kenyan universities to develop a Cubesat. The delegations also visited the International Center for Space Education, where president Saccoccia discussed the role of the international space education center that is meant to be a hub for the entire African continent.

At the end of the visit the Italian President and Kenya's Minister of Defense addressed the local community working at the center.

The space activities carried out in the Center have an undeniable strategic value for Italy, Kenya and the entire African continent. The same is true for the many research projects and training activities that include also the International School for Training in Space Sciences and Technologies, which is designed to make the Luigi Broglio Space Center into a training hub for the whole of Africa.

Defence Cabinet Secretary Hon. Aden Duale has today accompanied the visiting President of the Republic of Italy His Excellency Sergio Mattarella for a working visit at the Luigi Broglio Space Centre in Malindi.

The visiting Head of State who was accompanied by the First lady, Her Excellency Laura Mattarella visited the Centre to familiarize themselves with the operations of the facility operated jointly by the Kenya Space Agency (KSA) and the Italian Space Agency (ASI).

President Mattarella appreciated the work of the two Space Agencies for their synergy saying this is a testament to the strong ties and partnership that Kenya and Italy enjoy.

He underscored that the two nations have a strong desire for peace and can achieve more if they work in collaboration.

The CS noted that the facility is a special diplomatic and strategic centre and that Kenya intends to leverage human capacity building to achieve her aspirations as an emerging space fairing nation.

He lauded the establishment of the International Centre for Space Education domiciled at the facility mandated to train engineers and other professionals in ground station and space operations.

“We hope the training will also extend to other competencies including the development of applications of earth observation,” said the CS.

The Board Chairperson of KSA Major General (Rtd) James Aruasa affirmed that the visit by the Italian President gives the Agency great hope and encouragement that the good relations between KSA and ASI shall accelerate and deepen their cooperation.

The CS was accompanied by the Director of Defence National Security Industries (DNSI) Major General Bernard Waliaula , KSA Director General Brigadier Hillary Kipkosgey, Kilifi Governor Gideon Mungaro, Italian Ambassador to Kenya H.E Roberto Natali among other dignitaries.

'Relations between Kenya and Italy will get a big boost next month when Italian President Sergio Mattarella visits the country,' reads the Kenyan presidency's social profile. 'President Ruto said the visit will enhance cooperation between the two nations. Ruto added that the people of Kenya and Italy have a long and unique relationship, embodied by the presence of so many Italians in the Malindi area'. The Kenyan president, since the beginning of his mandate as deputy of then leader Uhuru Kenyatta, has established excellent relations with Italy, visiting our country several times both for institutional meetings and for meetings with Italian entrepreneurs and companies. On the Italian side, in June 2022, former Foreign Minister Luigi Di Maio, made the last major visit by institutional representatives from Rome, verifying in person some of the Italian projects in the capital, while in addition to his predecessor Paolo Gentiloni who came to Kenya to launch, among other things, a scholarship programme for survivors of the massacre at Garissa University, in July 2015, the then Prime Minister Matteo Renzi stayed two days in Nairobi for bilateral talks with Kenyatta. Mattarella's schedule of meetings and visits has not yet been released. Confirmation from the Quirinale of William Ruto's words is also awaited.

Italy’s President to Visit Kenya

Statehouse Kenya has announced that the President of Italy Sergio Mattarella is scheduled to visit Kenya.

In a statement released on Friday, February 3, State House said the visit will enhance cooperation between the two countries .

“President Mattarella’s visit is a high point in our relationship and we are looking forward to fruitful discussions on water harvesting, distribution and irrigation,” State House said

The President added that the people of Kenya and Italy have a long and unique relationship epitomized by Malindi which hosts many Italians.

The President was speaking when he met the Italian Ambassador to Kenya Roberto Natali at State House, Nairobi.

Ambassador Natali said the Italian government and the private sector are committed to investing in water provision and harvesting in Kenya.

The President of the Italian Republic, Sergio Mattarella, visits an AVSI school in Kenya

The President of the Italian Republic Sergio Mattarella, during his visit in Kenya, met the students of St. Kizito Vocational Training Institute in Nairobi, funded by AVSI thanks to funds from the Italian Agency for Development Cooperation.

On Tuesday 14th March Sergio Mattarella, President of the Italian Republic, accompanied by his daughter, Laura Mattarella, visited St.Kizito Vocational Training Institute in Githurai, located on the outskirts of Nairobi and funded by AVSI in 1994 thanks to funds from the Italian Agency for Development Cooperation.

"St. Kizito is a success story because with the contribution of the Italian Cooperation, we have created a vocational training center that, over the years, has educated thousands of young people who have then found employment. Giampaolo Silvestri, Secretary General of the NGO AVSI, said - Projects like this work so well because they bring together NGOs, businesses and the authorities, according to the multi-stakeholder approach that characterizes the Italian Cooperation."

St. Kizito was founded in 1994 with the aim of providing the most vulnerable young people with the necessary practical and theoretical skills to face the job market and thus become protagonists of their future.

The institute trains 800 young people a year, and since its opening 13,500 students have graduated by choosing to specialize in several courses, including carpentry, mechanics, IT, hairdressing and catering. Today, 89% of the students at St. Kizito obtain employment.

At St. Kizito, I have the opportunity to continue my studies using modern technology in the classroom and the laboratories; I feel like I'm laying the foundation for my future and my career. Grace, a St. Kizito Institute’s student.

The visit concluded at the Italian Design Furniture company (IDF), which provdes St. Kizito carpentry students access to a practical training space and enhances their understanding of the demands of the labor market. The company creates high-quality modern furniture with an Italian design using precious woods from the African region. Carpentry students can also apply for internships at Italian Design Furniture, one of the 70 private companies that St. Kizito works with to help students transition into employment. In this school, which allows 89% of its students to find employment, AVSI implements, together with Res4Africa, the Private Sector and Innovative Energy Technologies Development project in Kenya, financed by the Italian Agency for Development Cooperation (AICS).

President William Ruto is set to join 20 heads of state in Rome for the Italy-Africa summit.

As chair of the Committee of African Heads of State and Government on Climate Change (CAHOSCC), President Ruto will discuss energy security with his counterparts.

"In his capacity as the Chair of the Committee of African Heads of State and Government on Climate Change (CAHOSCC), President Ruto will deliver an address on energy security during the summit," read a communication from the state house spokesperson, Hussein Mohammed.

According to Mohammed, the summit will focus on important areas of collaboration, including food security, culture, education , vocational training, energy security, economic development, infrastructure development, and joint efforts against human trafficking and terrorism.

The summit's theme is a bridge for common growth.

Additionally, President Ruto plans to hold discussions with Italian President Sergio Mattarella to strengthen bilateral cooperation and review agreements reached during Mattarella's visit to Kenya and subsequent meetings with Prime Minister Georgia Meloni.

Ongoing collaborative projects will also be expedited during this diplomatic gathering.

"Additionally, projects formed through the collaboration between Italy and Kenya will be expedited, including programmes in environmental conservation, climate change resilience, water, education, health, energy, and culture," said Mohammed.
"President Ruto's agenda also includes bilateral engagements with European Union leaders, World Bank, and IMF officials, and African leaders involved in peace processes in the Democratic Republic of Congo, Sudan, and South Sudan," he added.

Sergio Mattarella visited the country for three days in March 2023, where they signed several memoranda of understanding with the Kenyan government.

He also held a public discussion on climate change at the University of Nairobi.

"The visit is expected to boost trade and investment opportunities between our two countries and promote the development of key sectors such as water, agriculture, and tourism," said former Foreign Affairs Cabinet Secretary Alfred Mutua.
