When you say “Manila,” it can mean two things. First, it can refer to the City of Manila, the capital of the Philippines. Manila is made up of 16 administrative districts, including Binondo, Ermita, Intramuros, Malate, and Quiapo, among others.  

Second, the greater Metropolitan Manila area is also referred to as Manila. It is officially known as the National Capital Region (NCR) or Metro Manila. It is made up of the City of Manila, Makati , Quezon City , Parañaque, Pasay, and Taguig, to name a few.

It can be a bit confusing. Make sure to do your research beforehand, so you don't end up staying in an area far from the main attractions you want to visit.

Holiday Season  | September to December

The best months to go to Manila are during the -ber months of September, October, November, and December, when the city is full of festive lights and Christmas decorations.

It is also cooler during these months, which is great if you’re planning to do a lot of walking around. However, traffic can get worse than usual during the Christmas season. It is also during this time when a lot of people flock to the malls for their holiday shopping.

Dry Season | January to April 

If you have a lot of outdoor destinations included in your Manila itinerary, it's best to explore during the dry months of January to April.

While there is rainfall throughout the year in Manila, January to April has the least chance of rain. Make sure to bring water bottles, caps, and an umbrella with you if you're planning to do a lot of walking in Manila.

During the dry season, the temperature in Manila is warm. Take note that the hottest months in Manila, are typically from April to May, with an average daily high temperature above 33°C. 

If you plan to visit during these months, always bring a bottle of water to keep yourself hydrated while exploring Manila. Additionally, make sure to check for  weather updates and the forecast on the days of your trip.

What to Wear 

When visiting Manila, expect a tropical climate. So dress in casual breathable clothes, especially during the dry months. If you're in the malls or outdoors at night, especially during the holiday season or rainy season, it's best to bring a light jacket with you to keep you warm.

How to Get to Manila 

Manila is accessible from both international and local destinations by flight. You will be landing in one of the four terminals of  Manila Airport , depending on the airline.

Note that there are four terminals in Manila, which are not connected by subway systems. It can be confusing for many first-time visitors, so make sure to find out which airport you're landing in before making transfer arrangements.

The Ninoy Aquino International Airport Terminal 1 is located in Parañaque City, while Terminals 2, 3, and 4 are in the neighboring Pasay City.

The metro or subway system does not connect these airport terminals at the moment. The only way to get there and out is via private transport, shuttle buses, or taxis. 

There is a free shuttle bus going to all terminals that runs every 15 minutes, depending on traffic. Given the heavy traffic in Manila during the day and early evening, it may not be the best idea if you are pressed for time (e.g., if you have a connecting flight with a layover of less than 4 hours).

You can also take the Airport Loop buses from all terminals. It will take you from the airport to Baclaran, Pasay Rotonda, Taft Avenue station of the Manila Metro Rail Transit System (MRT), and Manila Light Rail Transit System (LRT) in Pasay. Taft Avenue is the closest light rail station to the airport. Both MRT and LRT1 have a Taft Station and are connected with each other by a walkway.

Another option is the P2P (Point-to-Point) buses called the UBE Express. Fares vary depending on your destination. These buses run on four fixed routes, stopping at selected hotels and shopping malls, while other buses stop at big bus terminals. Check the  P2P bus schedules here .

By Taxi/Cabs

All Manila airports have taxi stands. You can ride the following: 

Regular Taxi - White metered taxi/cabs with a fixed flag down rate and per kilometer fee.

Coupon Taxi- Blue-marked white taxi/cabs that are dispatched by airport personnel and charge a fixed price

Yellow Airport Taxi - Metered taxi with a fixed flag down rate and per kilometer fee, but almost double than the regular taxis.

Taxi scams at the airport are common. If the driver shows you a printed list of destinations and their corresponding prices, be warned that those rates are most probably overpriced.

Another red flag is when the driver doesn't use a meter and charges you ridiculous prices. To avoid the headache of getting scammed, use the official taxis (coupon taxis and yellow airport taxis).

When someone outside the arrival area offers you a ride, say no. Often, these drivers (or their middlemen) will overcharge you. They might offer to help you with your bags, keep a tight grip on your belongings and say no, or ignore them.  

By Car Booking App

Another recommended way to get out of the airport and into the city is through Grab, a ride-hailing app similar to Uber (Uber is no longer operating in the Philippines).

Grab offers GrabTaxi (accredited regular metered taxi), GrabCar (private), and GrabShare (carpooling).  Download the Grab App before arriving in the Philippines in case the airport WiFi fails.

By Car Rental

There are car rental services in Manila that you can avail of, including Manila van rentals ,  SUV rental in the Philippines , and  luxury car rentals in the Philippines . Self-drive car rentals in the Philippines  like budget car rental in the Philippines  are also available in all Manila airports (except Terminal 4). Just make sure you have the requirements to rent a car in the Philippines . You can book a  car rental in Manila in advance so you can pick up the car at the airport or their designated pick-up points in Manila.

If you're driving in Manila, we highly recommend using GPS navigation apps like  Google Maps and  Waze . Traffic in Manila needs a lot of patience and excellent driving skills, so make sure to prepare yourself if you're driving here for the first time. 

Public Transportation    

The fastest way of getting around is via train. Three lines are operating in Manila: Manila Metro Rail Transit (MRT), Light Rail Transit 1 (LRT1), and Light Rail Transit 2(LRT2). The other modes of transportation are the tricycle and jeepney, both unique to the Philippines.

You can also hail a taxi or use car booking apps or a motorcycle booking app if you want to explore Manila.

MRT and LRT

The Manila Metro Rail Transit (MRT) and Light Rail Transit (LRT) run across major roads in Manila and connect Manila's north and south areas. The MRT traverses Epifanio de Los Santos Avenue (EDSA), while LRT1 and LRT2 have routes crossing Pasay, Manila, Caloocan, and Quezon City. 

If your hotel is somewhere in the city of Manila, Makati, Pasay, or even Quezon city, you can ride the MRT or LRT. Be warned though, that the MRT and LRT are very crowded during rush hour (7 AM to 9 AM and 5 PM to 9 PM on weekdays).

However, if you travel during the off-peak hours, the MRT and LRT offer the quickest way to slice through Manila's notorious traffic jams. 

You can purchase single-journey tickets/cards (one way) or stored value cards (reloadable BEEP cards) in any station in MRT, LRT1, and LRT2. Reloading can be done at any station, as well.

The single-journey tickets are exclusively used in each line where you purchased them, while the reloadable BEEP cards can be used in all three lines. If you'll be riding the MRT and LRT a lot while in Manila, purchasing a BEEP card is highly recommended.

MRT runs along EDSA, from Taft Avenue to North Avenue in Quezon City. This line gives travelers access to Roxas Boulevard, Makati, Mandaluyong, San Juan, and Quezon City. You can take this line if you want to explore  Makati tourist spots and Quezon City attractions. 

LRT1 and LRT2

There are two LRT routes, LRT1 and LRT2. LRT1 is the first among the three light rails in the Philippines, while LRT2 is the newest. A walkway in Doroteo Jose station connects LRT1 and LRT2. 

LRT1 runs from Baclaran to Monumento. It lets you explore areas in Roxas Boulevard or Pasay area, Makati, Manila, and Caloocan. Beyond Caloocan are mainly residential areas not frequented by travelers.

LRT1 cuts through most of the city of Manila, which makes it the best transit to ride to get to popular Manila attractions such as Binondo, Intramuros, and Rizal Park. 

LRT 2 has the shortest route. It runs through Metro Manila's East to West areas. It starts in Manila and ends in Marikina City, with stops along Quezon City and San Juan City. LRT 2 may be the shortest line, but it can still take you to Manila tourist spots. You can ride the LRT 2 to get to Binondo and San Sebastian Church in Intramuros, which is the only all-metal building in the country.

Jeepneys have become an iconic symbol of Philippine culture and art. These can accommodate up to 20 passengers, depending on the size of the jeepney. Riding these open-aired vehicles in the streets of Manila offers an interesting experience for first-time visitors. 

You can hail these anywhere on most Manila roads, but take note if there are designated loading and unloading stations in the area. Each jeepney has a sign on its windshield that indicates its last stop and 1 or 2 other significant stops along its route. Find out first which route you need to take before riding a jeepney. 

Payments are handed to the driver at the front during the ride. If you're seated at the far end of the jeepney, the other passengers can pass it to the driver for you.

Locals say "Bayad po, " (Here's my payment) when handing the money to the driver. It is so the driver can compute how much your fare is since it varies on your pick-up point and destination.

When you're about 5 to 10 meters away from your stop, locals will say "Para po!" (Please stop) to notify the driver to slow down and stop at the nearest unloading station.

Motorized tricycles, or simply tricycles, are the local form of the auto-rickshaw similar to Thailand’s tuk-tuk. These public utility vehicles ply a set route in inner roads. They are usually found in terminals where passengers line up to wait for their turn to board one.

These can also be hired like taxis in some areas if their route allows it. Built in a variety of styles that differ from city to city, these are usually made locally by building a sidecar affixed to a motorcycle. These can usually accommodate 2 to 4 passengers only.

Taxi or Car Booking App

For those who only have a short time in the city and want a hassle-free journey, the best option is to take a taxi or book Grab using the  Grab App .

While Grab is usually more expensive than riding jeepneys or buses, these can ensure you can get around safely and in comfort. You don't have to do multiple transfers, which is convenient for travelers coming from and going to the airport.

Motorcycle Booking App

More adventurous travelers can choose to book with the  Angkas app , which is similar to Grab Motorbike in other countries like Vietnam.

If you are traveling solo, you can use the app to hire a rider to pick you up and take you to your desired location. It is especially significant if you are in a hurry since motorcycles can navigate through heavy traffic easily.

Where to Stay in Manila

Location is a significant factor when booking your hotel in Manila. The ideal location would either be one nearest to the airport or where most of the activities you plan will be concentrated around.

Major establishments in Manila accept credit cards. There are also several money changers and ATM throughout Manila. However, it's better to bring enough Philippine Peso (PHP) with you, in smaller bills in 20, 50, and 100 denominations for faster transactions.

Additionally, always carry loose change. They will come in handy when you are riding public transportation or buying food and small items from vendors.

Most Manila locals use Filipino when communicating. The majority of locals can speak and understand English. Make sure to greet the locals with a simple "Hello" to initiate a conversation. Don’t worry, they’re friendly and can accommodate most of your questions.

Watch out for pickpockets when commuting and keep your valuables safe, especially in crowded areas like Cubao, Binondo, and Makati Avenue. If you’re planning to walk alone at night, make sure to keep your bags close to you. Always be aware of your surroundings.

Wear light clothing when going to nature parks, and bring lots of water. It's best to bring a jacket or umbrella with you in case of rain. Don’t forget to bring a small bag when you’re going on a sightseeing trip! It will be more comfortable when you're walking along minor roads, especially if you plan to shop.

The weather in Manila can get quite hot and humid, so be sure to bring drinking water while going around. Although vendors are selling bottled water everywhere, it is best to bring your water bottle to stay hydrated and minimize plastic waste.

Like in most big cities, it’s best not to wear fancy jewelry and carry all your valuables with you when doing  sightseeing trips in Manila . Secure all your essential items and money in anti-theft bags.

Make sure to do some research as well on standard costs of fares and other items. Most Filipinos can speak English. Don’t be afraid to ask for help from locals if you need information on the amount paid for jeepney fares or directions if you get lost.

DOT Chief: Philippines surpasses yearend target with 5.45 million int’l visitor arrivals in 2023, int’l visitor receipts surge at PHP482.54 billion

Manila, Philippines —The year 2023 is a win for the Philippine tourism industry as it welcomed more than five million international visitor arrivals from January 1 to December 31, 2023, recording more than PHP480 billion in international tourism receipts, according to Department of Tourism (DOT) Secretary Christina Garcia Frasco.

According to the monitoring data of the DOT, a total of 5,450,557 international visitors entered the country from January 1 to December 31, 2023, of which 91.80 percent or the bulk of international arrivals recorded at 5,003,475 are foreigners. The remaining 8.20 percent or 447,082 are overseas Filipinos.

The new record is around 650,000 higher than its target of 4.8 million international visitors projected to visit the country for the entire year.

South Korea retains its top spot as the country’s main source of international visitors, getting 26.41 percent of the pie which delivered 1,439,336 foreign tourists. It was followed by the United States with 903,299 tourists (16.57 percent) visiting the country; then Japan with 305,580 (5.61 percent); Australia with 266,551 (4.89 percent); and China with 263,836 (4.84 percent).

Other foreigners who visited the country from other top source markets after China were from Canada, Taiwan, the United Kingdom, Singapore, and Malaysia.

Surge in International Tourism Receipts

The tourism chief likewise emphasized that the country’s local tourism industry is recovering faster than expected.

The country’s international tourism receipts have surged at an estimate of PHP482.54 billion from January 1 to December 31, 2023. This is higher by 124.87 percent compared with the PHP214.58 billion estimated visitor receipts from the same period last year. In 2019 or pre-pandemic period, the DOT recorded PHP482.15 billion in international tourism receipts.

The Philippines has also reached an estimated 66 percent recovery rate for its all-time high international visitor arrivals achieved in 2019.

By 2024, the DOT is targeting a baseline target of 7.7 million international visitor arrivals.

“My deepest appreciation goes to every tourism stakeholder, collaborative partner, and passionate contributor who propelled our shared aspirations forward. Under President Ferdinand “Bongbong” Marcos, Jr.’s guiding vision and leadership, tourism has become a pivotal force driving our nation’s economic resurgence,” said Secretary Frasco,

“These numbers speak very well of the performance of the tourism industry under the Marcos Administration. Since we took office, we have set our goals for the industry not only in terms of international visitor arrivals but most importantly, the number of Filipinos, including their families, who will benefit from the opportunities generated by our constant and continuous efforts to make the industry prosper more than what we have aimed for. We assure the President, including our partners from the public and private sectors, that we will continue to realize the vision of this administration to make tourism a catalyst for economic growth and resurgence,” she added. 

Realization of NTDP goals

In May 2023, President Ferdinand Marcos, Jr. approved the National Tourism Development Plan (NTDP) 2023 to 2028, the administration’s blueprint and development framework for the tourism industry, officials said Tuesday.

It contains the DOT’s seven strategic goals formulated under the helm of Secretary Frasco, which is the improvement of tourism infrastructure and accessibility; cohesive and comprehensive digitalization and connectivity; enhancement of overall tourist experience; equalization of tourism product development and promotion; diversification of the tourism portfolio through multidimensional tourism; maximization of domestic and international tourism; and strengthening tourism governance through close collaborations with national and local government units and stakeholders.

Flagship Projects and Programs of the DOT in 2023

On the directive of Secretary Frasco, the DOT embarked on an aggressive campaign to realize the Marcos Administration’s vision of making the Philippines a tourism powerhouse in Asia.

Among others, the DOT successfully turned over 10 Tourist Rest Areas (TRAs) in strategic locations nationwide, with 18 more to be built this 2024. A flagship program of the Marcos Administration, the TRAs are equipped with facilities such as work and charging stations, information, and pasalubong centers, and clean restrooms and showers, a lounge area, and a breastfeeding room.

In less than two years of office, the DOT was able to complete 158 kilometers of roads leading to tourism destinations across the country in a bid to increase connectivity in tourist destinations through its Tourism Road Infrastructure Program (TRIP) in collaboration with the Department of Public Works and Highways (DPWH).

To further provide convenience to tourists in terms of mobility while discovering destinations around the Philippine capital, two Hop-On Hop-Off (HOHO) Travel by The Hubs were also inaugurated in the cities of Manila and Makati. Four additional hubs are also planned to be launched with six local LGUs in Metro Manila as partners.

The DOT is also expanding the country’s cruise tourism portfolio by receiving a total of 125 cruise calls in 2023.

The DOT also launched the country’s first Tourist Assistance Call Center, a centralized multi-platform assistance center that serves as a hotline and one-stop shop for local and foreign tourists. Since its launching in October, a total of 2,497 transactions have been made as of December 31, 2023.

An aggregate of 33,435 app downloads have also been recorded since the launching of the integrated Travel Philippines App, a project of the DOT and its marketing arm, Tourism Promotions Board (TPB) Philippines.

Meanwhile, 21,195 tourism-related jobs were also offered at the Trabaho, Turismo, Asenso Job Fairs–Trabaho Turismo Asenso Philippine Tourism Job Fairs, a collaborative effort by the DOT and the Department of Labor and Employment (DOLE).

With the Philippines being known as one of the most hospitable countries in the world, 126,343 tourism workers were trained for the Filipino Brand of Service Excellence (FBSE) as of December 31, 2023, surpassing the initial 100,000 set by no less than the tourism chief.

Initiated by the DOT, the FBSE training program is rooted in the 7M’s of core values that Filipinos are widely known for: Malikhain, Makatao, Makakalikasan, Makabansa, Masayahin, May Bayanihan, and May Pag-asa, and designed to promote service excellence in all tourism-related establishments.

Generating more sales leads

Abundant tourism revenue from international and local business-to-business and promotional events also concluded in 2023 for the Philippine tourism industry.

An estimated PHP6.317 billion total sales leads have been delivered through the DOT’s attached agency, Tourism Promotions Board (TPB) Philippines, which has been actively carrying out marketing and promotions, mounting  of international and domestic travel fairs, and participating in major expos locally and abroad.

“Looking ahead to 2024, our commitment to the transformation of Philippine tourism is unwavering. Guided by our National Tourism Development Plan 2023-2028, we are poised for a thriving tourism landscape, evident in surpassing our targets in international and domestic arrivals and receipts, fostering economic prosperity and further job creation for our people,”  said Secretary Frasco.

The New Philippines

Reintroducing The Philippines into the global tourism arena, the country , represented by Secretary Frasco, has been elected Vice President of the 25th General Assembly of the United Nations World Tourism Organization (UNWTO), a prestigious global position last held by the country more than two decades ago.  Likewise, The  Philippines, with Secretary Frasco’s representation, was also elected as Chair of the Commission for East Asia and the Pacific allowing the country to host the Joint Regional Meetings of the Committee for East Asia and the Pacific and South Asia in Cebu in 2024.

Consistent top-of-mind destination 

The past year for the tourism industry may have been a mix of challenges and successes, but as recognized by preeminent award-giving bodies and publications, the Philippines remains a top-of-mind destination among travelers.

This was signified by the six major accolades from the World Travel Awards (WTA) received by the country as 2023 World’s Leading Dive Destination, World’s Leading Beach Destination, the World’s Leading City Destination for Manila as well as Asia’s Best Cruise Destination, and Asia’s Leading Dive Destination. For the first time, the Philippines also earned the spotlight on its inaugural win for the Global Tourism Resilience Award for demonstrating “global leadership, pioneering vision, and innovation to overcome critical challenges and adversity.”

The Philippines, during the previous year, also garnered more than 15 travel and tourism honors from prestigious award-giving bodies in the categories including diving, beach, cruise, culinary, retirement, and Muslim-friendly tourism, “a testament that the Philippines is indeed an emerging tourism powerhouse.” according to Secretary Frasco.

“The extraordinary journey of Philippine tourism in 2023 saw the world express its LOVE for the Philippines with our country’s rise to global prominence as the World’s Leading Beach and Dive Destination, and Asia’s Best Cruise Destination, among many other accolades. The indomitable spirit of the Filipino has been globally acclaimed with the Philippines receiving the Global Tourism Resilience Award with our country seen as a benchmark for innovation amidst trials and challenges,”  enthused the tourism chief.

“Looking ahead to 2024, our commitment to the transformation of Philippine tourism is unwavering. Guided by our National Tourism Development Plan 2023-2028, we are poised for a thriving tourism landscape, evident in surpassing our targets in international and domestic arrivals and receipts, fostering economic prosperity and further job creation for our people,”  Frasco added.

The DOT is also responsible for promoting the Philippines as a tourist destination, and to this end has created several tourism campaigns that have become well-known around the world. Duty-Free Philippines Corporation: a government-owned and controlled corporation which operates the country’s airports and seaports. The company is engaged in the sale of duty-free goods to foreign nationals who are transiting or on a stopover in any of its facilities. It also operates retail stores at Ninoy Aquino International Airport (NAIA) Terminal 1, NAIA Terminal 2, NAIA Terminal 3, Clark Intl. Airport and Mactan-Cebu Intl. Airport.

Intramuros Administration: the agency responsible for the administration, promotion, and development of Intramuros as one of the country’s tourist destinations.

National Museum : the government agency mandated to preserve, develop, and promote Philippine history and culture through its collection of artefacts, books, documents, and other materials related to Filipino heritage.

National Parks Development Committee: the agency responsible for the administration, development, promotion and protection of all national parks and other protected areas in the country. The committee is also tasked with promoting ecotourism activities that are consistent with preserving the natural resources found in these areas.

Nayong Pilipino Foundation: the government agency mandated to manage and develop the country’s tourism infrastructure through its Nayong Pilipino Parks, a network of theme parks showcasing Philippine culture and heritage. The foundation was formed in 2002 as a subsidiary of the DOTC.

Philippine Commission on Sports Scuba Diving: the government agency tasked with promoting and protecting the interests of recreational divers in the Philippines. The PCSSD is also responsible for regulating scuba diving activities in all Philippine waters and for ensuring that divers are properly trained and equipped before engaging in these activities.

Philippine Retirement Authority: the government agency tasked with managing the country’s pension and retirement funds. The PRSA was created by virtue of Executive Order No. 386, which was issued by former President Fidel Ramos in 1996.

Tourism Infrastructure and Enterprise Zone Authority (TIEZA): the agency that oversees the development of tourism infrastructure and enterprise zones in the Philippines. TIEZA is tasked with promoting sustainable tourism, managing public-private partnerships, developing private property for tourism purposes, and providing assistance to investors interested in setting up new businesses in the country.

Tourism Promotions Board Philippines: the entity that promotes tourism in the Philippines. The Tourism Promotions Board of the Philippines is a government agency under the Department of Tourism. It was created through Executive Order No. 546, which was signed by former President Fidel Ramos on June 21, 1995.

Brief History

The Philippine Travel & Tourism Association was established in 1950 to promote the country as a major travel destination. In 1956, the Board of Travel & Tourist Industry was established by Congress as a law following the Integrated Reorganization Plan of 1972.

The following year, the Department of Commerce and Industry was merged with the Trade and Tourism Department to form a new agency known as the Philippine Tourism Commission. The objective of the commission is to oversee the development of the tourism industry in the country.

In 1973, President Ferdinand Marcos established a new Department of Tourism, which was composed of two separate agencies. One of these was the Philippine Tourism Authority, while the other was the Philippine Convention Bureau. The new agency was then renamed the Ministry of Tourism. The structure of the department was changed following the implementation of the 1973 Constitution, which provided for the division of government.

In 1986, President Corazon Aquino signed Executive Order 120 and 120A, which reorganized the Department of Tourism. The Convention Bureau was then renamed the Philippine Convention & Visitors Corporation. The Intramuros Administration was also included in the department. In 1998, the Tourism Department was instrumental in celebrating the country’s independence from Spain.

In 2003, the Department of Tourism launched the World Wide Opportunities for Philippines (WOW Philippines) project, which was under the leadership of Senator Richard Gordon.

The passage of Republic Act 9593 in 2009 was regarded as the most significant event in the tourism industry of the Philippines.

Functions and Responsibilities of DOT

The Department of Tourism is responsible for promoting tourism in the Philippines. It does this by developing and managing tourist spots, as well as promoting them through advertising campaigns. The department also regulates the industry to ensure that all businesses are operating within the law.

This division is also responsible for overseeing the implementation of the department’s policies and programs, as well as maintaining the effectiveness of the department’s regional offices.

Planning, Product Development and Coordination

The division is responsible for developing and implementing the department’s Master Plan, as well as its various component programs. It is also responsible for monitoring the implementation of the plan and developing new investment opportunities that will benefit the tourism industry.

Internal Services Sector

The division’s various sections provide effective and efficient services to the Department of Tourism, which ensures that its operations are conducted in a legal and ethical manner. These include human resources management, information technology services, general services administration, and budgetary management.

The Department of Tourism is responsible for the following:

Laws enacted by the DOT

-Republic Act No. 9183 (Tourism Act of 2004), which provides for the establishment of a National Tourism Promotion Board and a Tourism Infrastructure and Enterprise Zone Authority;

-Republic Act No. 7916 (Tourist Attractions Development Act of 1995) is aimed at promoting tourist attractions development in the country through its provision on incentives to investors;

-Republic Act No. 7593 (An act providing for the establishment of an inter-island linkage system);

-Republic Act No. 7591 (An act establishing the Philippine Tourism Authority); and

-Senate Bill No. 1526 (Tourism Development Fund Act of 2009).

List of Programs and Services of DOT

Marketing Research and Intelligence Division

The Marketing Research and Intelligence Division (MRID) is the central marketing research unit of the Department of Tourism. Information Technology Center, Inc.

Endorsement for Tourism Road Infrastructure Program (TRIP) Proposal : The DOT also has a Tourism Road Infrastructure Program (TRIP), which is designed to improve the country’s tourism infrastructure through the construction of roads, bridges and flyovers. If you have a TRIP proposal and need an endorsement from the DOT for funding purposes, you will have to submit your proposal in person at any DOT office or send it via mail. The application form can be downloaded from the DOT website.

External Communications Handling : If you are a foreign company that wishes to set up an office in the Philippines, you will have to register with the SEC as an External Communications Handling (ECHC) agent. This is a requirement under Republic Act No. 1067 or the Securities Regulation Code of 2000. Once registered, your company will be able to provide services in relation to foreign investment into the country and communications between investors and their local partners.

Freedom of Information (FOI) Requests : If you are a foreign company, you may have to deal with Freedom of Information (FOI) requests. These are requests for documents that can be made by anyone who is interested in obtaining information about the government’s activities and policies. The government can reject these requests if they relate to “classified” matters or if providing the requested information would pose a security risk.

DOT Internship Application : Students who are interested in working as an intern with the Department of Tourism can apply online or by walk-in applications. To be eligible, you must be a Filipino citizen, have finished at least one year of college education, and speak English fluently. The application process involves submitting your resume and cover letter outlining why you would like to work with the DOT.

Issuance of Certificate of Tax Withheld : To get a Certificate of Tax Withheld, you need to submit an application form and pay the required fees. The DOT will then issue a certificate for you within three working days. This document is proof that your taxes have been withheld from your payment.

The DOT is Working on a Blueprint to Develop Medical Tourism in the Philippines

T he Philippines has "competitive advantages" that would be beneficial in further developing medical tourism in the country, according to the Department of Tourism. 

DOT secretary Christina Frasco said the agency is committed to promoting the country as a hub for medical tourism, which she said contributed some P15 billion to P25 billion in visitor receipts to the Philippine economy in 2023.

Frasco revealed the amount during a speech at the St. Luke’s Medical Center (SLMC), which has been designated as a lead medical tourism facility accredited by the DOT. The secretary further said that the country recorded 30,524 international visitors who arrived in the country for medical purposes last year. While the DOT did not provide comparative figures for 2022 nor in previous years, the agency said SLMC accounts for "40 to 50 percent" or overall receipts and arrivals for medical tourism in 2023.

The burgeoning sector of medical tourism has prompted the DOT to vow to create a "Health Tourism Industry Blueprint" composed of government partners, including the Department of Health, Tieza (Tourism Infrastructure and Enterprise Zone Authority), and the Department of Foreign Affairs. The blueprint’s main goal is to ensure the comfort of tourists coming in for medical procedures. 

"This whole-of-government approach highlights our competitive advantages and ensures a seamless patient experience from arrival to departure," the DOT said.

In addition, the DOT is planning to set up a medical tourism concierge and lounge in the country’s main aviation gateway, Ninoy Aquino International Airport, in coordination with the Manila International Airport Authority, the airlines, and Tieza, the DOT's infrastructure arm.

"This facility will provide end-to-end services for health travelers, including comfortable rest spaces, personalized welcome and escort services, expedited visa and customs clearance, and a one-stop center for medical enquiries and tourism advice," Frasco said.

Despite the revenues medical tourism generated for the country in 2023, the country ranked last among Southeast Asian nations in the sector. Thailand is the runaway leader in the sector, reporting two million medical tourists visiting the country last year.

A rhinoplasty costs about 40 percent less in Thailand compared to the Philippines, according to an informal survey.

"The reason Thailand has driven this cost down is because of the volume [of treatments]," said SLMC president and CEO Dr. Dennis P. Serrano. "I am hoping that with this partnership with the DOT, we can drive many of the costs of healthcare to regionally competitive levels." 

Serrano said SLMC’s reputation as a medical tourism hub has grown over the last few years, especially during the pandemic. "We created the first tourism bubble during the lockdown," he said. "When you land in the airport, you are fetched by St. Luke’s and brought directly to the hospital. You get your wellness checkup, you get your acute care, your scheduled surgery, and then after the treatment, you are brought back to the airport.  That was something we pioneered because we felt that we could not put treatment of diseases and checkups for wellness on hold."

The hospital now has a 24/7 dedicated concierge and International Patients Lounge, which it has made available to foreign patients, many of whom come from the Pacific Islands, the United States, Canada, and China.

"We’ve created ‘all-in’ packages for the commonly done surgical procedures here at St. Luke’s," Serrano said. "Also in the works are creating cosmetic surgery packages. But I think as the business becomes more robust, then the prices go down."

The DOT has accredited other hospitals for medical tourism, including Asian Hospital, Diliman Doctors Hospital, The Medical City, Makati Medical Center, and Manila Doctors Hospital, as well as nine ambulatory clinics dealing with aesthetic improvements and cosmetic surgeries, medical tests, and dental services.

Good day! I want to appeal your office to look into the problem with regards to issuing QR code going to Boracay. A lot of passengers were left behind at T3 as they are not allowed to board the plane. Tourists spend a lot of their hard earned money but because of that QR code were denied entry.

MANILA (Vietname News/ANN): The Philippine tourism sector gained more than US$4.83 billion in revenue in the first half of 2024, up 32.81% from the same period last year, the Department of Tourism (DOT) has announced.

Tourism Secretary Christina Frasco said that the increase will contribute to more livelihood opportunities for Filipinos, thereby improving the national economy.

The income generated through tourism directly translates to more opportunities and improved livelihoods for Filipinos, reinforcing the critical role this industry plays in the nation’s progress, the official said.

According to the DOT, tourist arrivals in the country reached 3.17 million by the end of June, including 2.9 million foreigners.

The Republic of Korea ranked first in foreign arrivals with 824,798, followed by the US with 522,667, and China with 199,939.

Japan, Australia, Taiwan (China), Canada, the UK, Singapore and Malaysia are the fourth to tenth source markets, respectively.

The DoT predicts the above-mentioned numbers will continue to increase in the second half of the year, not only in terms of revenue generated but most importantly in the number of Filipinos working in the tourism-related industries, she added. - Vietnam News/ANN
