Can Chinese people go to Taiwan?

TAIPEI (Reuters) - Taiwan's government on Thursday said it will from this month allow Chinese tourists and business people to visit again as it seeks to resume exchanges halted by the COVID-19 pandemic and extend an olive branch to Beijing.

China, which has been gradually resuming permission for its nationals to visit a host of popular tourist destinations including Japan, has yet to add Taiwan back on its approved list.

In 2019, China halted individual tourism permits for Taiwan amid rising tensions over the democratically governed island that Beijing claims as its sovereign territory.

Taiwan's China policy-making Mainland Affairs Council said that business people from China will be allowed from Monday to apply for short term visits such as for attending exhibitions, and will from Sept. 1 allow Chinese who live in third countries to come as tourists.

Tour groups from China will be limited to 2,000 arrivals per day, but the actual date from when this will begin will depend on the reaction of the Chinese government, the council added in a statement.

"We hope the mainland side will also take steps and meet us halfway to facilitate the promotion and implementation of the plans," it said.

There was no immediate reaction from China to the announcement.

Taiwan's government has been trying to improve relations with China starting with less sensitive issues like tourism, but China has instead blamed Taiwan for problems, including a slow resumption of direct flights.

Tourism is not a mainstay of Taiwan's tech-oriented economy, but the island is an increasingly fashionable destination for mainly Asian tourists attracted by its renowned food scene, history and mountains.

Taiwan has set a target of 6 million tourist arrivals this year.

Borough wardens participating in trips partly funded by Beijing would only have contravened a ban on group tours to China if they had used travel agencies to organize the tours, Minister of Transportation and Communications Wang Kwo-tsai (王國材) said yesterday.

Wang made remarks after the Liberty Times (the Taipei Times’ sister newspaper) yesterday reported that nearly 30 percent of 456 Taipei borough wardens participated in group tours to China partly funded by the Chinese government.

National security officials have said Beijing is using these tours to interfere in next month’s presidential and legislative elections.

Minister of Transportation and Communications Wang Kwo-tsai attends a meeting of the legislature’s Transportation Committee in Taipei yesterday.

“It is not the Ministry of Transportation and Communications’ responsibility to determine whether the Chinese Communist Party has used these tours to influence the outcome of Taiwan’s elections. However, as the current policy bans group travel to China, any borough warden would have contravened the ban if they had asked travel agencies to arrange tours for them,” Wang told reporters before attending a meeting of the Legislative Yuan’s Transportation Committee.

The Tourism Administration would investigate whether travel agencies had contravened the ban, Wang said.

However, the government does not ban individuals from traveling to China, nor would it intervene in the tour arrangements of any solo traveler, he said.

The transport ministry last month announced that the ban on group travel to China would be lifted on March 1 next year, when Chinese group tours to Taiwan would be allowed.

The number of tourists traveling to China would be capped at 2,000 people per day, and the same cap would be imposed on Chinese tourists visiting Taiwan, although Wang has assured travel agents that the cap could be adjusted depending on demand.

Separately, Chunghwa Post yesterday told the Transportation Committee that by the end of June next year it aims to resume transshipment of packages from China to other countries.

The state-run postal service on Nov. 7 announced that it would suspend its transshipment service for packages from China. The decision was made after three employees from a care facility in South Korea in July reported that they were experiencing dizziness and having trouble breathing after opening a package from China shipped by Chunghwa Post.

While reviewing Chunghwa Post’s budget plan, Democratic Progressive Party legislators Lin Chun-hsien (林俊憲) and Ho Hsin-chun (何欣純) asked when the transshipment service would be resumed given that it has been almost six months since the incident occurred.

They also asked whether the company is able to identify packages that contain suspicious items.

“We are aiming to resume the transshipment service by the end of June next year. Most packages delivered through the transshipment service come from China. Goods delivered through the service would not be filtered and sorted and would be shipped directly to their final destinations. We hope to communicate with China Post as we review the process to inspect packages,” Chunghwa Post president Chiang Jui-tang (江瑞堂) said.

Chunghwa Post chairman Wu Hong-mo (吳宏謀) said that the company needs to address three key issues before the transshipment service can resume.

“First, we must determine the responsibilities of forwarders regarding the goods they accept from China. Second, we must decide how inspections should proceed if we begin inspecting packages delivered using the transshipment service. Third, we should consider what postal services in the countries where packages arrive should do to handle packages transshipped through Taiwan,” Wu said.

Xiamen, the Chinese city trying to attract Taiwan

Time passes peacefully along the seafront of Xiamen, the closest Chinese city to the Taiwanese archipelago of Kinmen. It’s February, but a bright sun invites you to soak your feet in the sea. A couple of girls pose for a picture; children play in the sand.

For a visitor, the picture is paradoxical. Not far away, the fog blurs several military ships, which slowly cross the waters. On the other side, you can see the first islets belonging to Taiwan, the democratically self-governed island that China considers to be an inalienable part of its territory.

A few days earlier, on February 14, two Chinese fishermen drowned in those waters while being chased by the Taiwanese Coast Guard, which accused them of being in the area illegally. While Beijing has increased patrols after the incident, so far, there’s been no escalation. Tension coexists here, alongside China’s attempt to attract residents and investments from the other side of the Taiwan Strait to this coastal city, which almost touches Taiwan.

Shao Gao is around 50-years-old. A native of Xiamen, he has the morning free to walk along the beach. “That’s Taiwan,” he states, pointing with his finger at the accumulation of land that can be seen in the distance. It’s part of Kinmen, the group of small Taiwanese islands separated by just three miles of water from the Asian giant. That’s where the Nationalists stopped the advance of Mao’s communist troops in 1949.

That year, the losers of the Chinese Civil War established the government-in-exile of the Republic of China in Taipei, under the leadership of General Chiang Kai-shek. Meanwhile, on the mainland, Mao Zedong founded the People’s Republic of China. 1949 is the origin of one of the largest geopolitical conflicts of the contemporary era, in which the two great powers of the 21st century continue to clash : the United States — Taiwan’s main ally — and China.

“The Kuomintang settled in Taiwan when it lost the war, but we’re all Chinese,” Shao asserts, looking towards Kinmen. Although he’s never visited the other side of the Taiwan Strait, he maintains that “reunification” will take place “at some point.”

“It’s the best for everyone,” he emphasizes.

China considers Taiwan to be a rebellious province that it intends to reunify peacefully. However, Beijing has n ever renounced the use of force to achieve this “historic mission of the Communist Party.” And that rhetoric — which both Chinese leaders and the state media repeat ad nauseam — affects the citizenry.

In February, Wang Huning — China’s top official for Taiwan policy (after President Xi Jinping) — asserted that it’s crucial to “resolutely combat separatism” and “firmly support patriotic forces for reunification.” His remarks — issued at the annual Taiwan Conference — were the first on the subject to have been made by a member of the Communist Party’s top decision-making body since the Taiwanese presidential elections this past January. Several political analysts — such as the American Bill Bishop — point out that Wang’s speech was more assertive than during last year’s address, when he limited himself to stating that Beijing should “oppose separatist activities” and “firmly defend national sovereignty and territorial integrity.”

Although China had described the elections as a decision between “war and peace,” the Taiwanese chose to continue with the most China-skeptic path: the one proposed by the Democratic Progressive Party, which has been in government since 2016. The president-elect — Lai Ching-te — presented himself as a guarantor to maintaining the current status quo, in line with the policies of outgoing president Tsai Ing-wen. Her eight years in power have been marked by the absence of communication with the People’s Republic, Taipei’s rapprochement with Washington, as well as growing tensions in the Strait.

“It seems that the new Taiwanese president wants enmity with China, but that makes no sense. Taiwanese have families and businesses here,” Shao shrugs. In September 2023 — ahead of the elections — Beijing announced a plan to turn the province of Fujian (which Xiamen is a part of) into a “test zone for integrated development across the Taiwan Strait.” The project seeks for the region to serve as a showcase to attract Taiwanese residents and companies, with the goal of increasing cooperation across industries such as electronics, petrochemicals, or precision machinery.

Xiamen is key to that program. The coastal city — with four million inhabitants — brims with energy and vitality. Its multicultural and modern charm invites you to stay. According to figures from China’s National Development and Reform Commission, more than 10,000 Taiwanese companies — representing a total investment of more than $30 billion — had already established themselves in Fujian province before the initiative was launched. Some 9,000 are based in the coastal city, accounting for a quarter of the municipality’s total industrial output value, according to data from the Xiamen Office for Taiwan Affairs.

A 20-minute ferry ride from Xiamen is Gulangyu Island — an enclave of just under a square mile that, at the end of the 19th century, became one of the five gateways for foreign trade. Thus, the fusion between East and West is palpable in every corner: bougainvilleas and vines cover the facades of European-style buildings, which stand alongside Taoist and Buddhist temples.

Hui Min, 55, runs a restaurant where she serves regional specialties. It’s empty inside, but several curious people are gathered at the stall that she’s set up at the entrance. She tries to attract passers-by to sell them her main product (for a not-so-modest price): a peeled, flower-shaped mango, stuck on a stick. “Buy this beautiful mango flower! Perfect for photos!” she shouts, while her sister cuts the fruit, giving it that particular shape. Her tactic works.

Hui — a native of Gulangyu — tells EL PAÍS that many of her customers are Taiwanese. “We’re the same family, we’re very close!” she exclaims. In her opinion, her neighbors “love” traveling to “the mainland,” because “China is much more technologically advanced and the economy is doing better.”

“In Taiwan, they don’t use WeChat to pay. It causes a delay,” she boasts. She claims that she’s gone to Taiwan to meet friends and family. “We have very strong commercial and social ties,” Hui emphasizes. But when asked if the results of the recent elections could ruin those ties, she remains silent and averts her gaze. She returns to hunting for new clients.

On one of Gulangyu’s busiest streets, Lin, 32, and her boyfriend Yang, 35, run a craft shop. “This bracelet is made with blue coral stone, a mineral found on the coasts of Fujian and Taiwan,” Lin details. “It’s very easy for Taiwanese to visit the mainland, but for us, traveling to the other shore is complicated,” she laments. Chinese citizens need approval from the government to travel to Taiwan. And the permit can only be requested at police stations in specific cities if you’re in possession of that city’s hukou (meaning that you’re registered in the census system). The document is only valid for one entry, so you must request it and pay the fees each time you want to visit the island.

“Our heart is the same. But now, it seems that our leaders don’t get along very well,” Lin concedes. Yang chimes in: “The thing is, Taiwanese people are very proud,” he opines. “But the real problem is the United States. With its interference, it has caused all the recent crises at the international level,” he affirms.

Washington transferred diplomatic recognition to Beijing in 1979. However, the American government has maintained “unofficial” ties with Taipei and has defended its “strategic ambiguity.” It sells weapons for the island’s self-defense and doesn’t specify whether or not — in the event of an attack by China — it would be Taiwan’s greatest military ally.

During the Asia-Pacific Economic Cooperation Summit held in San Francisco last November, President Xi Jinping reminded President Joe Biden that the “Taiwan issue” is the “ most important and sensitive” issue in the relationship between the two main world economic powers.

Yang defends his country’s position, but believes that it’s “very unlikely” that the tension will lead to an armed conflict. “In the end, the will of the people always prevails. Although it will take time, perhaps decades,” he murmurs, letting us read between the lines. “We Chinese want peace,” he adds.

In its latest budget report, China dropped mention of "peaceful reunification" with Taiwan — a subtle shift that could signal it is preparing for war.

The report, delivered by Premier Li Qiang at the opening of the National People's Congress, said China would increase its military budget by 7.2% this year, according to Reuters .

Its military spending for this year is estimated to rise to 1.67 trillion yuan, or $231 billion, the biggest increase in five years, Bloomberg noted.

The government report called for "reunification" with Taiwan but said it wanted to "be firm," losing the word "peaceful" from previous reports, per Reuters.

It's not the first time the word "peaceful" hasn't been used, but it's more significant during a period when China is taking a tougher approach to dealing with Taiwan.

Taiwan has been self-governed since 1949, but China sees it as a breakaway province that should be under its jurisdiction.

Wang Huning, the Chinese Communist Party's fourth-ranked leader, said in a Taiwan policy meeting in February that China planned to "resolutely combat" any sign of Taiwan independence in 2024, Reuters reported.

The report said China's military spending had more than doubled since Xi Jinping, the country's leader, took office in 2013, increasing from 720 billion yuan in 2013 to 1.67 trillion yuan in 2024.

Li Mingjiang, a defense scholar at the S. Rajaratnam School of International Studies, told Reuters this increased spending was an indication of its stance against Taiwan.

"China is showing that, in the coming decade, it wants to grow its military to the point where it is prepared to win a war if it has no choice but to fight one," Li said.

Yoshimasa Hayashi, a spokesperson for the Japanese government, said in a statement that China must be more transparent about its increased military spending. Hayashi said it posed "the greatest strategic challenge ever to ensure the peace and stability of Japan and the international community and strengthen international order."

Meanwhile, it appears Taiwan is gearing up with advanced weapons of its own, as Business Insider reported in February.

The Missile Threat program at the Center for Strategic and International Studies, a Washington, DC, foreign-policy think tank, previously said Taiwan had at least six different types of cruise missiles, including land-attack and anti-ship weapons.

In a January survey by the CSIS , nearly all of the US experts surveyed said they were confident the US would intervene if China invaded Taiwan .

Representatives for the Chinese government didn't immediately respond to a request for comment.

Mainland China – Level 3: Reconsider Travel

Reconsider travel due to the arbitrary enforcement of local laws , including in relation to exit bans, and the risk of wrongful detentions .

Summary:  The People’s Republic of China (PRC) government arbitrarily enforces local laws, including issuing exit bans on U.S. citizens and citizens of other countries, without fair and transparent process under the law.

The Department of State has determined the risk of wrongful detention of U.S. nationals by the PRC government exists in the PRC.

U.S. citizens traveling or residing in the PRC may be detained without access to U.S. consular services or information about their alleged crime. U.S. citizens in the PRC may be subjected to interrogations and detention without fair and transparent treatment under the law.

Foreigners in the PRC, including but not limited to businesspeople, former foreign-government personnel, academics, relatives of PRC citizens involved in legal disputes, and journalists have been interrogated and detained by PRC officials for alleged violations of PRC national security laws. The PRC has also interrogated, detained, and expelled U.S. citizens living and working in the PRC.

PRC authorities appear to have broad discretion to deem a wide range of documents, data, statistics, or materials as state secrets and to detain and prosecute foreign nationals for alleged espionage. There is increased official scrutiny of U.S. and third-country firms, such as professional service and due diligence companies, operating in the PRC. Security personnel could detain U.S. citizens or subject them to prosecution for conducting research or accessing publicly available material inside the PRC.

Security personnel could detain and/or deport U.S. citizens for sending private electronic messages critical of the PRC, Hong Kong SAR, or Macau SAR governments.

In addition, the PRC government has used restrictions on travel or departure from the PRC, or so-called exit bans, to:

  • compel individuals to participate in PRC government investigations;
  • pressure family members of the restricted individual to return to the PRC from abroad;
  • resolve civil disputes in favor of PRC citizens; and
  • gain bargaining leverage over foreign governments.

U.S. citizens might only become aware of an exit ban when they attempt to depart the PRC, and there may be no available legal process to contest an exit ban in a court of law. Relatives, including minor children, of those under investigation in the PRC may become subject to an exit ban.

The PRC government does not recognize dual nationality. Dual U.S.-PRC citizens and U.S. citizens of Chinese descent may be subject to additional scrutiny and harassment. If you are a U.S. citizen and choose to enter Mainland China on travel documents other than a U.S. passport and are detained or arrested, the PRC government may not notify the U.S. Embassy or the U.S. Consulates General or allow consular access.

Check with the PRC Embassy in the United States for the most updated information on travel to the PRC. In some limited circumstances travelers to Mainland China may face additional COVID-19 testing requirements to enter some facilities or events.

The Department of State does not provide or coordinate direct medical care to private U.S. citizens abroad. U.S. citizens overseas may receive PRC-approved COVID-19 vaccine doses where they are eligible.

Do not consume drugs in the PRC or prior to arriving in the PRC. A positive drug test, even if the drug was legal elsewhere, can lead to immediate detention, fines, deportation, and/or a ban from re-entering the PRC. PRC authorities may compel cooperation with blood, urine, or hair testing. Penalties for drug offense may exceed penalties imposed in the United States.

Demonstrations : Participating in demonstrations or any other activities that authorities interpret as constituting an act of secession, subversion, terrorism, or collusion with a foreign country could result in criminal charges. Be aware of your surroundings and avoid demonstrations.

XINJIANG UYGHUR AUTONOMOUS REGION, TIBET AUTONOMOUS REGION, and TIBETAN AUTONOMOUS PREFECTURES

Extra security measures, such as security checks and increased levels of police presence and surveillance, are common in the Xinjiang Uyghur Autonomous Region, Tibet Autonomous Region, and Tibetan Autonomous Prefectures. Authorities may impose curfews and travel restrictions on short notice.

If you decide to travel to Mainland China:

  • Enter the PRC on your U.S. passport with a valid PRC visa and keep it with you.
  • Read the travel information page for Mainland China .
  • Enroll in the  Smart Traveler Enrollment Program (STEP)  to receive alerts and make it easier to locate you in an emergency.
  • Be aware of your surroundings.
  • Avoid demonstrations.
  • Exercise caution in the vicinity of large gatherings or protests.
  • Avoid taking photographs of protesters or police without permission.
  • Keep a low profile.
  • If you are arrested or detained, ask police or prison officials to notify U.S. Embassy Beijing or the nearest U.S. Consulate General immediately.
  • Review the  China Country Security Report  from the Overseas Security Advisory Council.
  • Do not consume drugs in the PRC or prior to arriving in the PRC.

Hong Kong Special Administrative Region (SAR) – Level 2: Exercise Increased Caution

Summary: Since the imposition of the National Security Law on June 30, 2020, the People’s Republic of China (PRC) has demonstrated an intent to use the law to target a broad range of activities such as acts of secession, subversion, terrorism, and collusion with foreign entities. The National Security Law also covers offenses committed by non-Hong Kong SAR residents or organizations outside of the Hong Kong SAR, which could subject U.S. citizens who have been publicly critical of the PRC and/or the administration of the Hong Kong SAR to a heightened risk of arrest, detention, expulsion, or prosecution.

The Hong Kong SAR government does not recognize dual nationality. Dual U.S.-PRC citizens and U.S. citizens of Chinese descent may be subject to additional scrutiny and harassment. If you are a dual U.S.-PRC citizen and enter Hong Kong SAR on a U.S. passport, and you are detained or arrested, PRC authorities are under an obligation to notify the U.S. Embassy or a U.S. Consulate General of your detention and to allow U.S. consular officials to have access to you. In practice, however, U.S. consular officers may be prevented from providing consular assistance, even to those who have entered on their U.S. passports. Macau Special Administrative Region (SAR) – Level 3: Reconsider Travel

Reconsider travel due to a limited ability to provide emergency consular services. Exercise increased caution due to the arbitrary enforcement of local laws.

Summary: The U.S. government has a limited ability to provide emergency services to U.S. citizens in the Macau SAR due to People’s Republic of China (PRC) Ministry of Foreign Affairs travel restrictions on U.S. diplomatic personnel.

Even in an emergency, the PRC Ministry of Foreign Affairs requires all U.S. diplomatic personnel, including those accredited to the Macau SAR, to apply for and receive visas before entering the Macau SAR. Approval takes at least five to seven days, limiting the U.S. government’s ability to offer timely consular services in the Macau SAR.

The Macau SAR government does not recognize dual nationality. Dual U.S.-PRC citizens and U.S. citizens of Chinese descent may be subject to additional scrutiny and harassment. If you are a dual U.S.-PRC citizen and enter the Macau SAR on a U.S. passport, and you are detained or arrested, PRC authorities are under an obligation to notify the U.S. Embassy or a U.S. Consulate General of your detention and to allow U.S. consular officials to have access to you. Taiwan travel agencies orders immediate halt to China tours

Taipei (Taiwan), February 8 (ANI): Taiwan's Tourism Administration announced on Wednesday its decision to uphold a three-year ban on Taiwanese tour groups travelling to China , citing Beijing's failure to reciprocate by sending Chinese group tourists as reported by Central News Agency Taiwan.

"The original plan will no longer proceed considering changes in the current situation and factors such as travel safety for Taiwanese nationals," stated the administration in a release.

This decision marks a departure from the November 2023 resolution, which allowed local travel agencies to begin arranging trip schedules for tour groups to China starting March 1, 2024, as reported by Central News Agency.

Originally, Transportation Minister Wang Kwo-tsai had announced during a November plenary session of the Legislature that the Cabinet would lift cross-strait travel restrictions by the Lunar New Year, to take effect in March.

According to Central News Agency, the government's decision to permit Taiwanese tour groups to visit China would also entail the reopening of Taiwan's borders to tour groups from China , added Wang.

Wang's statements represented a shift in the government's stance expressed in May 2023 and a statement by the Mainland Affairs Council (MAC), Taiwan's top government agency overseeing cross-Taiwan Strait affairs, in late August.

On May 19, when Ma Xiaoguang, spokesman for China 's Taiwan Affairs Office, announced that Chinese travel agencies could resume business involving receiving Taiwanese group tourists immediately, Taipei did not respond positively.

Instead, then Tourism Bureau chief Chang Shi-chung stated that regulations on group travel should be negotiated through existing channels--the Taiwan Strait Tourism Association and its Chinese counterpart, the Association for Tourism Exchange Across the Taiwan Straits--although Taiwan welcomed China 's announcement.

The Tourism Administration stated on Wednesday that the planned policy had to be canceled because "the time is not yet right to resume our travel agency's group tours to China ."

The administration cited China 's reluctance to proceed with the reciprocal arrangement and expressed concerns about flight safety due to China 's recent unilateral adjustment of its flight path close to the median line of the Taiwan Strait.

China terminated an "offset measure" for the southbound operation of the M503 flight path, which is west of the median line of the Taiwan Strait, on February 1, and initiated eastbound operation of routes W122 and W123, connecting M503 with Fuzhou and Xiamen cities in Fujian Province. (ANI)
